Mozilla to stop all support for Firefox on Windows XP and Vista

The company moved XP and Vista users to Firefox’s Extended Support Release (version 32) earlier this year, meaning they only get security fixes now.
Mozilla plans to halt all Firefox security updates next year to personal computers powered by either Windows XP or Windows Vista, closing that chapter of its browser’s history.
“Today we are announcing June 2018 as the final end-of-life date for Firefox support on Windows XP and Vista,” Mozilla said in an unsigned post to a company blog .
Windows XP and Vista have both been retired by Microsoft, XP in April 2014 and Vista in April 2017. Once dropped from support, an operating system stops receiving security updates from Microsoft. Third-party application developers, however, may continue to support their products on retired versions of Windows.
Late last year, Mozilla told Firefox users running Windows XP or Vista that they would be automatically migrated to Firefox’s Extended Support Release (ESR), a release track designed for enterprises and educational organizations. ESR builds are updated with security fixes every six weeks, but do not receive new features or enhancements. Instead, Firefox ESR remains feature-static for approximately a year, at which time a new ESR is issued.
Mozilla moved Windows XP and Vista users to Firefox ESR version 32 in March.
The June 2018 date Mozilla tagged as support “end-of-life” was linked to Firefox ERS 52, which is currently slated to receive its last security update on May 1,2018. The next update is scheduled for June 26,2018, which means that Firefox on XP and Vista PCs should be protected from attacks from May 1 to June 26, because the first time Mozilla patches Firefox ESR without servicing Windows XP or Vista will be the latter date.
It’s unclear what percentage of Firefox users run the browser on the two aged operating systems, but analytics vendors portray both XP and Vista as minor players. According to metrics company Net Applications, Windows XP powered just 5.7% of the world’s personal computers last month, and Vista — one of Microsoft’s biggest flops — ran a tiny 0.4% of the globe’s PCs.
Mozilla was one of the last browser makers to pull the support plug from Windows XP and Vista. Microsoft stopped patching Internet Explorer on XP when it retired the OS in 2014, and did the same with IE on Vista six months ago. Google scratched XP and Vista off Chrome’s support list in April 2016.
Firefox accounted for almost 13% of all browsers used in September, according to analytics provider Net Applications. In the last 12 months, Firefox’s user share has grown by almost 40%, recovering from a near-death experience in the summer of 2016, when it looked like the browser was headed for extinction.
Mozilla urged Firefox users still on XP or Vista to upgrade to a newer operating system. “We strongly encourage our users to upgrade to a version of Windows that is supported by Microsoft,” Mozilla said.

Federal regulator clamps down on payday lending

New rules require payday lenders to determine if borrowers can afford to repay loans with interest within 30 days
Payday and auto title lenders will have to adhere to stricter rules that could significantly curtail their business under rules finalized Thursday by a federal regulator. But the first nationwide regulation of the industry is still likely to face resistance from Congress.
The Consumer Financial Protection Bureau’s rules largely reflect what the agency proposed last year for an industry where the annual interest rate on a payday loan can be 300 percent or more. The cornerstone is that lenders must now determine before giving a loan whether a borrower can afford to repay it in full with interest within 30 days.
A key goal is to prove that borrowers, who are often in dire financial situations, are able to pay without having to renew the loan repeatedly. The rules would set limits on the number of times a borrower could renew. Because studies by the CFPB have found that about 60 percent of all loans are renewed at least once and that 22 percent of all loans are renewed at least seven times, this cap is likely to severely wound the industry’s business model. In California, the largest payday loan market, repeat borrowers made up 83 percent of the industry’s loan volume.
The CFPB estimated that loan volume in the payday lending industry could fall by 55 percent under the new rules. The industry, which operates more than 16,000 stores in 35 states, will likely see thousands of payday lending store closures nationwide. Regulation of the sector has been largely left to the states, 15 of which effectively ban payday lending or auto title lending due to the caps on interest rates.
“Too often, borrowers who need quick cash end up trapped in loans they can’t afford. The rule’s common-sense ability-to-repay protections prevent lenders from succeeding by setting up borrowers to fail,” CFPB Director Richard Cordray said in a statement.
While the industry may garner little sympathy from the public, there is an economic need for small dollar, short-term loans. Roughly 12 million people took out a payday loan in 2010, according to the Pew Charitable Trusts. And there’s a concern that those who use payday loans might turn to other high-cost ways of making ends meet, like using pawn shops.
“The CFPB’s misguided rule will only serve to cut off their access to vital credit when they need it the most,” said Dennis Shaul, chief executive of Community Financial Services Association of America, a trade group for the payday lending industry. “The rule is not only misguided, it’s hideously complex for loans of a few hundred dollars.”
In addition to the “full payment test” and the limits on loan renewals, the CFPB rules would also restrict the number of times a payday lender can attempt to debit a borrowers’ account for the full amount without getting additional authorization. This is because many payday loan borrowers end up overdrafting their bank accounts, which in turn incurs fees. Or worse, they end up having to close their bank accounts due all the overdrafts.
Liberal-leaning consumer advocates, who have long pushed for additional regulations on the industry, cheered the decision.
“Payday and car title lenders profit from repeatedly dragging hard-pressed people deeper and deeper into debt, and taking advantage of families when they are financially vulnerable,” said Lisa Donner with Americans for Financial Reform. “Curbing the ability to push loans that borrowers clearly cannot repay is a key protection.”
But the payday lending industry has a significant lobbying presence in Washington, and Republicans tend to be hostile toward any regulations proposed by the CFPB, which was created under the Obama administration.
Bills pending in Congress would severely restrict the types of regulations the CFPB can propose, and Republicans have called for Cordray to be fired. Another bill would roll back other consumer protections the agency has finalized, most notably the rules ending what is known as forced arbitration, where banks and financial companies can force consumers into third-party arbitration instead of allowing consumers to file class-action lawsuits.
Before Thursday’s announcement, the only federal regulation that applied to the payday lending industry was the Military Lending Act, which places interest-rate and debt-collecting restrictions on loans to servicemen and women. This would be the first time all consumers would be impacted.
The CFPB’s rules imply that it wants banks and credit unions to take over the small-dollar lending industry. Financial companies are exempt from the rules if they make less than 2,500 loans a year and earn less than 10 percent of their revenue from these types of loans, which fits into the bank and credit union’s business model. The Credit Union National Association, the trade group for the credit union industry, said they are “closely analyzing” the CFPB’s new rules.
Meanwhile, another federal regulator, the Office of the Comptroller of the Currency, announced that it was rolling back some restrictions it had placed on payday lending-like products known as deposit advance products. This could allow banks to step into the payday lending space.
The new rules will take effect 21 months from when they are published in the Federal Register, which usually happens within a week of an announcement.

Flint Mayor Rips Trump in Solidarity Letter to San Juan

Flint Mayor Karen Weaver wrote a letter to San Juan Mayor Carmen Yulin Cruz bashing President Trump and commiserating over their treatment by the federal government.
The mayor of Flint, Michigan, still enduring a polluted-water crisis, sent a letter of solidarity to the mayor of hurricane-battered San Juan, Puerto Rico, this week in which she commiserated over their treatment by the government and bashed President Donald Trump.
“I am utterly disappointed and outraged by the lack of active engagement and support from this administration during the recent visit,” Flint Mayor Karen Weaver wrote to San Juan Mayor Carmen Yulin Cruz on Wednesday.
Weaver said she felt a “special sisterhood” with Yulin Cruz because both women felt forced to publicly challenge the federal government to do more to help their communities.
Weaver was elected in 2015 on a promise to solve her city’s water crisis, which dates back to 2013, when the city started drawing improperly-treated drinking water from the Flint River. After denials from government officials, it was revealed that the new system was leaching lead. The city still uses bottled water and filters as it replaces thousands of tainted service lines, Weaver said.
Yulin Cruz became the voice of Puerto Rico’s crisis last week, when she made an impassioned call for government help days after Hurricane Maria tore apart the island. She criticized dismissive remarks by the head of the Department of Homeland Security and stoked an angry response from Trump, who criticized her for “poor leadership ability” and said she and other leaders “want everything to be done for them.”
She and Trump met briefly during the president’s visit to Puerto Rico on Tuesday, when Trump said Puerto Rico, bankrupt before the storm, had thrown the federal budget “out of whack.”
“President Trump’s phrase, ‘They want everything to be done for them,’ broke my heart, and the hearts of many Americans,” Weaver wrote.
She added: “The people need a voice, and as elected officials, we are the voice of the people that we took an oath to serve. I commend you for shouting, screaming, yelling if necessary to get the response the people of San Juan deserve. It is our duty to our citizens. It is our families, our friends, and our neighbors, we are serving.”

GUATEMALA CITY (AP) — A lawyer representing former Guatemalan President Otto Perez Molina and ex-dictator Efrain Rios Montt has been arrested for alleged ties to money laundering, officials said Thursday.
National Civil Police spokesman Pablo Castillo said that Moises Galindo was put behind bars on a judge’s order.
Perez Molina resigned in 2015 and is in jail as he awaits trial on corruption charges. Rios Montt is awaiting trial on genocide charges for atrocities committed during his 1982-1983 presidency during the country’s civil war.
Chief prosecutor Thelma Aldana said in a news conference Thursday that Galindo’s arrest was related to another investigation involving the ex-army officer Byron Lima. Lima was serving a sentence for the 1998 murder of Guatemalan Bishop Juan Jose Gerardi before he was killed in a prison riot last year.
Lima was also allegedly getting rich and gaining influence over the prison system while behind bars. Aldana said Lima’s ex-wife Alejandra Reyes shared recordings with investigators that suggest properties owned by Lima were turned over to Galindo to be put in his name. The properties were allegedly a form of payment from inmates to Lima so that they would be transferred within the prison system.
Lima’s brother, Luis Lima, was also arrested, according to the U. N. anti-corruption commission working in Guatemala. Reyes is a protected witness and was moved out of Guatemala for her safety.

California Governor Jerry Brown signed “sanctuary state” legislation on Thursday that extends protections for immigrants living in the United States illegally, a move that gives the nation’s most populous state another tool to fight President Donald Trump’s immigration crackdown.
Brown’s signature means that California police will be barred from asking people about their immigration status or taking part in federal immigration enforcement activities starting on January 1. Jail officials only will be allowed to transfer inmates to federal immigration authorities if they have been convicted of certain crimes.
California is home to an estimated 2.3 million immigrations without legal authorisation.
“These are uncertain times for undocumented Californians and their families, and this bill strikes a balance that will protect public safety, while bringing a measure of comfort to those families who are now living in fear every day,” Brown said in statement.
The Trump administration said the bill will make California more dangerous.
The state “has now codified a commitment to returning criminal aliens back onto our streets, which undermines public safety, national security, and law enforcement,” Devin O’Malley, a spokesman for the US Department of Justice, said in a statement.
The measure came in response to widespread fear in immigrant communities following Trump’s election. He railed against immigrants in his campaign and promised to sharply ramp up the deportation of people living in the US illegally.
Democrats hope blocking police from cooperating will limit the reach of US Immigration and Customs Enforcement officers.
Trump should overhaul US immigration, but without the bias
The bill “will put a large kink in Trump’s perverse and inhumane deportation machine,” Democratic Senate President Pro Tem Kevin de Leon said at a press conference in Los Angeles celebrating the signing.
De Leon’s bill cleared the Legislature with support only from Democrats. Republicans said it will protect criminals and make it harder for law enforcement to keep people safe.
The bill, SB54, originally would have severely restricted the authority of police officers to cooperate with federal immigration authorities. At Brown’s insistence, it was scaled back to allow cooperation in jails.
Police and sheriff’s officials, including jail officers, will still be able to work with federal immigration authorities if a person has been convicted of one of about 800 crimes, mostly felonies and misdemeanours that can be charged as felonies. But they will be barred from transferring immigrants to federal authorities if their rap sheet includes only minor offences.
The changes convinced the California police chiefs association to drop its opposition, while sheriffs – elected officials who run jails – remained opposed.
Immigration arrests under Trump up almost 40 per cent as crackdown widens
ICE Acting Director Thomas Homan has condemned the measure, saying California is prioritising politics over public safety.
California’s Democratic political leaders have enthusiastically battled Trump and his administration with lawsuits, legislation and fiery public rhetoric, particularly about immigration and the environment.
Some law enforcement officials said the impact of the sanctuary measure likely will be minimal because it bans immigration enforcement activities that few agencies participate in.
Immigrant rights advocates said it is important to codify restrictions with the force of law while adding new ones. For them, it’s a rare victory during Trump’s presidency.
The measure was dubbed a “sanctuary state” bill because it sought to expand so-called sanctuary city policies that have long been in place in some of California’s biggest cities, including Los Angeles and San Francisco.
Brown and de Leon have said the bill does not give safe harbour to immigrants, particularly after the concessions Brown demanded.
