Die Staatsanwaltschaft Braunschweig hat ihre Ermittlungen wegen des Abgasskandals bei Volkswagen erneut ausgeweitet – unter anderem nun auch gegen den früheren Vorstandschef Martin Winterkorn. Gegen ihn bestehe konkret der Anfangsverdacht auf Betruges und der strafbaren Werbung nach dem Gesetz gegen den unlauteren Wettbewerb, teilte die Behörde mit. Damit richten sich die staatsanwaltschaftlichen Ermittlungen erstmals auch gegen einen Vorstand oder Ex-Vorstand.

Follow China’s example and lift Africa out of poverty‚ sustainability forum told

NewsHubThis is the opinion of world-renowned economist Jeffrey Sachs‚ the keynote speaker at the opening of the 6th World Sustainability Forum in Cape Town on Friday.
China and east Asia were transformed in a short period with well-targeted investments of up to 30% to 40% and Africa can learn from their case he said.
“If Africa can substantially raise its investments rates … then its overall growth rate would increase and poverty would plummet.”
High on the agenda of the two-day meeting are the United Nations-led 17 sustainable development goals (SDG) adopted in September 2015‚ following on from its millennium development goals.
These “global goals”‚ which include quality education and good health and well-being‚ underscore the type of long-term investments needed to eliminate poverty‚ Sachs noted.
Today‚ about five percent of people remain in extreme poverty in China and east Asia. “The period of 2000 to 2015 saw extreme poverty ended in a region where more than 80% lived in extreme poverty in 1980‚” he said.
An investment in technology‚ the saving and accumulation of different types of capital and investments – including in people‚ infrastructure and transport – would also help overcome poverty. Measures to cut corruption were also needed.
“Such is our technology today that we can realistically look to this period as the period when extreme poverty ends in Africa‚” he said.
Sachs observed that the expanded education goal of striving for “universal secondary completion of education” would be a major challenge in Africa.
He recognised the role universities play in championing innovation and developing intellectual capacity. “I do think the academic and university sector has a unique role to play; I do not believe the SDGs can be achieved without the university sector‚” he said.
“I know South Africa is going through an extremely difficult time in universities now‚ which I am following with great concerns. Sometimes in crisis like this there is also opportunity‚” he said‚ urging African universities to set their own research agenda.
Countries should also invest more in social capital‚ in building trust between people and their government‚ said Sachs‚ noting that this has been falling in the United States. “We don’t trust each other and we don’t trust our government… American society does not work right now‚” he said. On a lighter note he said that US president Donald Trump could play a role promoting unity – by uniting countries against him.

(CNN) 人類滅亡までの残り時間を象徴する「終末時計」が2年ぶりに30秒進められ、滅亡の時を示す午前0時までの時間があと2分半に縮んだ。
人類がこれほど終末に近付いたのは、米国と旧ソ連が水爆実験を行った1953年以来。直近の2年間は終末まであと3分を示していた。
終末時計は米科学誌「ブレティン・オブ・アトミック・サイエンティスツ」が1945年から発表している。今回はトランプ米大統領の「不穏な発言」やサイバー攻撃の横行を理由に時計を進めたと説明し、「世界中で急激に台頭する愛国主義、トランプ大統領の核兵器や気候変動に関する発言、高度化する技術に彩られた世界安全保障の暗い展望、科学的見解をないがしろにする傾向の高まり」に警鐘を鳴らした。
一方で、針の進行を1分未満にとどめた理由については「ドナルド・トランプ氏が米国の大統領になってからまだ数日しかたっていない」と説明した。
終末時計は1963年、米ソが部分的核実験禁止条約を締結したことを受けて針が戻され、終末までの時間は12分に遠のいた。
フランスと中国が核軍拡競争に加わったことを受けて68年にはあと7分まで進んだが、70年には核不拡散条約の発効で針が戻された。
米ソの関係が悪化した84年は終末まであと3分に迫り、91年に冷戦が終結すると17分に後退したが、以後は終末に近付き続けている。

メキシコ大統領、トランプ氏との会談を取りやめ

トランプ大統領は25日、メキシコとの国境を隔てる壁の建設や不法移民の強制送還迅速化を盛り込んだ2つの大統領令に署名。これに対しペニャニエト大統領は、壁の建設費用を払わないとする従来の姿勢を改めて強調していた。
同大統領は26日、ツイッターで「今朝ホワイトハウスに対し、来週の火曜日に予定されていた米大統領との会談に出席しないことを伝えた」と述べた。
この投稿に先立ち、トランプ大統領はペニャニエト氏が国境の壁の建設費用をメキシコ側で支出しないと主張し続けるなら、両首脳の会談は中止した方がいいだろうとツイートしていた。
トランプ大統領はフィラデルフィアで開かれた共和党の議会関係者の会合で、メキシコ大統領と会談の中止で合意したと明らかにした。
共和党のマコネル上院院内総務によると、壁の建設には120億~150億ドル(約1兆3700億~1兆7200億円)が必要になると試算されている。民主党のペロシ下院院内総務は「メキシコが壁建設の費用を払うというトランプ大統領の主張が妄想話だったことが改めて明らかになった」と批判した。

消費者物価、4年ぶりマイナス=デフレ脱却に遅れ-16年:時事ドットコム

NewsHub総務省が27日発表した2016年平均の全国消費者物価指数(CPI、15年=100)は、価格変動の大きい生鮮食品を除く総合指数が99.7となり、前年比0.3%下落した。4年ぶりのマイナス。日銀による異次元緩和が始まった13年以降では初めて前年を下回り、デフレ脱却の遅れが浮き彫りになった。 物価の下落は、ガソリンなどエネルギーが10.2%下がったことが響いた。円高による輸入価格の低下や消費者の根強い節約志向も物価の上昇を抑えた。 16年12月の指数は99.8となり、前年同月比0.2%下落した。10カ月連続のマイナスだが、下げ幅は11月の0.4%から縮小した。原油安は一服しつつあり、物価の押し下げ効果が薄れる17年前半の統計からプラスに転じるとの見方も出ている。
項目別に見ると、エネルギーは4.4%下落。うち電気代は6.5%下がる一方、ガソリンは1.6%の上昇と2年1カ月ぶりにプラスに転じた。生鮮食品を除く食料は0.5%上昇、テレビなど教養娯楽用耐久財は4.9%下落した。 食料とエネルギーを除く総合指数は横ばい、生鮮食品などを含めた全体は0.3%の上昇だった。 全国の先行指標とされる17年1月の東京都区部消費者物価指数(中旬速報値)は、生鮮食品を除く総合指数が前年同月比0.3%下落した。(2017/01/27-10:37)

How Trump's China Policy Can Put Americans First

Washington — President Donald Trump is promising Mexico will pay for his massive border wall. On Thursday, his administration finally suggested how: a 20% tax on products imported from south of the border.
The new measure could be part of a comprehensive tax reform package that Trump and Congress will work out, the White House said. But there was great ambiguity about the proposal. White House officials later clarified that the tax was but one possible way Trump could finance the wall.
Much was left unanswered. Would Mexico be footing the bill or American consumers? What items would become more expensive? Is this even legal?
Some of the details Trump’s proposal still has to work out:
Is it a tax, a tariff or something else?
It’s unclear.
The White House said Congress’ tax overhaul would place a 20% tax on imports from any country enjoying a trade surplus with the United States. In other words, countries selling more goods and service to the US than buying from it. The idea is to rebalance the playing field for US companies by discouraging Americans from importing.
The idea appears to overlap with a plan House Republicans are pushing called “border adjustment”. Under this plan, the US would refrain from taxing American companies’ exports but would tax imports.
The new revenues are projected to top $1 trillion over a decade. The money had been envisioned as an offset for lowering US corporate income tax rates, though House Republicans say it could also pay for a wall.
Trump, however, recently said he didn’t like the “border adjustment” idea.
What does this mean for Americans?
Mexican products would become more expensive.
That means pricier tequila, but also things Americans need: cars, eyeglasses and many basic groceries.
A Toyota Camry? About $1 000 more, according to Jim Lentz, CEO of Toyota North America, noting that a quarter of the car’s parts are imported.
US exporters are behind the House plan because it would reduce their taxes.
Here’s the flip side: Importers, including big retailers and consumer electronics firms, say the higher prices for Mexican products could hurt sales. And that means American jobs.
Retailers such as Wal-Mart also could face higher tax burdens.
Would Mexico really be paying?
Not quite.
The US could recoup some of the wall’s costs by changing the tax and trade policies with Mexico. But the money wouldn’t necessarily be coming from Mexican taxpayers or the Mexican government.
While the tax would land first on companies exporting from Mexico, the costs would likely be passed on to consumers. That leaves Americans footing much of the likely bill.
Trump has said he’s OK with being “reimbursed” at a later point because he is keen to start building the wall immediately.
Would it raise enough money to pay for the wall?
Probably.
Various estimates put the wall’s cost at up to $15 billion.
House Republicans expect their plan to pull in much more than that in its first year. They say that could easily cover the costs of the wall.
Is it legal?
To be determined.
The US has a range of obligations under the North American Free Trade Agreement and at the World Trade Organization. And Mexico is likely to challenge any new tax that penalises its economy.
Trump has said he plans to renegotiate NAFTA. Mexico, however, is under no obligation to soften the agreement for his sake.
Other countries may also object if their products and services are targeted.
Mark Zandi, chief economist at Moody’s Analytics, said the border adjustment is essentially a tariff that would be struck down by the WTO if it targets Mexico.
How would this affect the economy?
A topic of great dispute.
The White House said the plan would increase US wages, help US businesses and consumers, and deliver “huge economic benefits. ” With so much of the plan ill-defined, it’s impossible to substantiate those claims.
Any turbulence in the US-Mexican trade relationship could have implications for the entire world.
Mexico is the second-largest exporter to the United States, after China. The United States imported roughly $271 billion of goods from Mexico during the first 11 months of 2016, according to the Commerce Department, and ran a trade deficit of almost $60 billion.
Do Republicans like Trump’s plan?
Not all of them.
Representative Justin Amash of Michigan said on Twitter it would be a “tax on Americans to pay for the wall”. Senator Lindsey Graham of South Carolina said he was “mucho sad” and that “any policy proposal which drives up costs of Corona, tequila or margaritas is a big-time bad idea”.
Even Trump’s pick for commerce secretary, Wilbur Ross, dismissed the idea of using tariffs as a trade ploy.
Republicans have traditionally hailed themselves as the party of free trade.
What other ways could Trump get Mexico to pay?
During the campaign, Trump floated a number of possibilities without committing to any in particular.
He proposed changing a rule under the USA Patriot Act to block some of the roughly $25 billion in remittances that Mexicans living in the US send home each year. He said he would refuse to free up the money until Mexico agrees to pay the US between $5 billion and $10 billion.
Opponents of that plan say Mexicans in the US would likely find other ways to send money back. They could take cash with them when travelling, wire money to a non-Mexican bank or use off-the-books transfers that are difficult to police.
Trump also suggested increasing visa fees for Mexicans to raise money, or cancelling business and tourist visas issued to Mexicans until their country pays for the wall.

Warning: most Android VPN apps are insecure

NewsHubVPN software can be used to not only circumvent geoblocking, censorship and ISP blocks, but also to remain anonymous online. At least that’s the idea. If you’re an Android user who has a VPN app installed on your phone or tablet, the chances are that it is not safe.
Research shows that the majority of VPN apps to be found in Google Play contain spyware or malware, leak data, or include tracking components. This is in stark contrast to what most people would expect from such apps, and users are warned to double-check the choice they have made.
TorrentFreak shares details of research carried out by CSIRO’s Data 61, the University of New South Wales, and UC Berkley which shows that two thirds of VPNs checked featured one or more third-party tracking libraries. More than one third included a malware component.
The in-depth study reveals that 43 percent of apps in the test had adware, 29 percent had Trojans, 17 percent featured malvertising, 6 percent included ‘riskware’, and spyware was found in 5 percent. In all, 283 VPN tools were tested, and even some of the big names were found to be disappointingly insecure. The researchers explain:
It seems that VPN users place blind faith in the tools they choose to use, preferring to believe that they are taking steps to increase rather than decrease their security:
In nearly a fifth of cases, tunneling is employed without encryption, while an astonishing 84 percent had IPv6 leaks and 66 percent had DNS leaks.

Beijing makes 'no fireworks' plea amid smog concerns

The call comes after the entire province of Henan banned the practice.
Authorities have been under pressure to stop the heavy pollution blanketing the capital and other parts of China.
The Chinese tradition of setting off fireworks and firecrackers to ring in the new year is considered auspicious and an essential part of celebrations.
The Spring Festival, as it is also known, starts on Saturday and is China’s biggest holiday period.
The Beijing government released advisories on its official Weibo microblogging account on Thursday night and Friday afternoon pleading with residents, city officials, companies and schools to observe a “green and environmentally-protective new year”.
It pointed out that fireworks and firecrackers not only caused pollution, but could also lead to fires and accidents.
“Let us enthusiastically take action by not setting off, or setting off fewer, fireworks and firecrackers, and allow Beijing to have a bluer sky, fresher air and a more beautiful and safer environment this Spring Festival,” it said.
The government has approved only 511 fireworks stalls this year, compared to 719 last year, and fireworks sales have been poor, according to Chinese media outlets.
A report earlier this week by newspaper Beijing Wanbao said a recent municipal government survey of 1,000 Beijing residents found that more than 80% were not keen on setting off fireworks, with many saying they did not want to pollute the environment.
Provincial officials in central China’s Henan province said earlier this month that they would ban all fireworks and firecrackers because of severe air pollution, while the city of Baoding in Hebei province said it would detain anyone setting off fireworks outside the four days of celebration.
The smog, an annual occurrence as China largely relies on coal-powered heating, has been particularly intense this winter, prompting deep concern and even rare protests.
The central government has moved to shut down or penalise heavy-polluting factories and move towards greater use of natural gas.

These cars earn 2017 "Best Bet" ratings

NewsHubTesla ( TSLA ), General Motors ( GM ) and Hyundai are among the carmakers with models earning the top score of 10 for 2017 vehicles. Those are just some the results in the 37th annual “Best Bet” ratings released by consumer advocate Jack Gillis and the nonprofit Center for Auto Safety.
Four Fiat Chrysler ( FCAU ) cars and two made by Nissan received the lowest ratings as did one from Volkswagen ( VLKAY ). Several SUVs also got the bottom rating.
Vehicles won Best Bet awards based on ratings of safety, fuel economy, repair and maintenance costs, warranties and consumer complaint history, among other things.
The Tesla Model S large sedan; GM’s Cadillac XTS large sedan, Buick Verano compact and Encore small SUV; and the Hyundai Sonata intermediate sedan received 10s.
Jeep’s Compass and Patriot small SUV models were rated a 1 as was the Fiat 500 subcompact, which is also made by Fiat Chrysler. Nissan’s ( NSANY ) Versa subcompact and its Leaf compact fared poorly, as did the company’s Juke small SUV. Volkswagen’s Tiguan small SUV, Nissan’s Rogue midsize SUV, Toyota’s ( TM ) 4Runner large SUV and Tacoma large truck rounded out the list of poor performers.
“The biggest surprise was the significant number of U. S. automakers that have come out as Best Bests,” said Gillis in an interview. “Chrysler hasn’t focused on safety as much as some of the other car companies. Nissan was a bit of a surprise, but the chips fell where they may.”
Tesla, Hyundai and Mitsubishi won kudos for offering the best warranties. Nissan, Mazda and Honda ( HMC ) were found to be lacking in this regard.
Hyundai’s Genesis G8O earned praise for offering advanced safety features such as imminent-crash braking and lane-keeping assistance, which is also available on the Acura MDX midsize SUV and Mercedes-Benz GLE Class SUV. Mercedes offered the most safety features in its GLE and S-Class sedans followed by the Volvo VC90 luxury crossover SUV. The Jeep Wrangler, Nissan Leaf Hybrid and Kia Rio subcompact had the fewest safety features.
The Audi Q7 SUV, Mercedes-Benz GLE and the Toyota Prius C received the fewest consumer complaints. Hyundai’s Tucson compact SUV got the most followed by the Tesla Model S. Consumer Reports had raised concerns about the electric car’s reliability, though it now recommends the vehicle purchase after Tesla made improvements.
Consumers, however, need to remember that vehicle repair costs can vary widely.
Nine typical repairs will cost about $2,800 in a Kia Forte sedan, $3,900 in a Ford ( F ) Expedition large SUV, $5,300 in Mitsubishi Lancer sedan and almost $7,000 in a Toyota Highlander SUV.
BMW and Cadillac offer free maintenance for the first four or five years, which is a feature that owners of other brands would surely appreciate.
