Amazon is giving poverty an upgrade by offering customers on government assistance programs a 45-percent discount on Amazon Prime. The Amazon service is normally $10.99 monthly but the discount for those with EBT cards drops to just $5.99 per month.
The mega-retailer previously announced that it would accept EBT benefits on its website for the purchase of applicable products. Now those same customers will be able to take advantage of Prime Shipping — and other features included in the Prime subscription service.
Living poor sucks and it is expensive. Late payments turn into final notices, which become disconnect notices with late fees, reconnect fees, and security deposits. Paycheck-to-paycheck means emergencies are catastrophic.
Allowing those same food stamp recipients to cut the cost of Prime membership in half is going to increase sign-ups and encourage those on EBT benefits to consider Amazon their local supermarket. The Prime service takes shopping on Amazon and adds free shipping, member-only deals and sales, and special events – all things that will save poor people money.
Food stamps make up a huge portion of “super store” sales. Bloomberg reported that Wal-Mart raked in 18 percent of all food stamp spending – roughly 14 billion dollars – in 2013. There’s no doubt Amazon wants a piece of that pie and they’ ve found a way to do it that immediately taps into an entirely new market. The best part: nobody is footing the bill. It’s a straight-up discount for customers who qualify.
When viewed as a cost-saving measure — the potential is there for those already on a tight budget to see some relief without necessarily changing the products they purchase.
It also by provides an inexpensive replacement for Netflix and Hulu (and set-top boxes) – as the service comes with Prime Video. Access to members-only sales could save money on things like diapers and medical accessories. Lower-income customers should have options – and Amazon is a great one when compared to other online retailers.
Amazon isn’ t a niche` site for those who don’ t need assistance; in fact, those who need to save money will almost certainly benefit from Prime if they convert enough of their local purchases to online purchases.
Most people own or have access to an online capable device. The idea of food stamp recipients with cell phones makes sense in today’s world – internet access is a necessity: like electricity, gas, and indoor plumbing. We need it to find jobs. It’s how we network and keep in touch. Free WiFi access coupled with better data plans makes this Amazon discount more than just 5 extra bucks a month.
The discount to Prime positions the service to be accessible to a portion of the population usually thought of as being expendable to online retailers.
Anything that provides value for the impoverished – without costing taxpayers a dime is a good thing. Amazon accomplishes that with this discount and I say kudos to them.

Ride-hailing firm Uber has fired about 20 of its employees, including some senior executives, after an investigation into more than 200 sexual harassment and other workplace-misconduct claims. The company is not commenting on the findings of the report from Perkins Coie, which was hired after former Uber engineer Susan Fowler last year alleged that she was sexually harassed, and her complaints disregarded by the company’s human resources department. On Tuesday, the San Francisco company held an all-hands meeting for its 12,000 employees, where it discussed those findings and, according to a source familiar with the meeting, 40 additional employees were reprimanded or referred to counseling and training. Uber set up a hotline where employees and former employees could file complaints. The findings from the investigation will feed into a second, broader report from former Attorney General Eric Holder due out next Tuesday, which will include more detailed recommendations for how Uber should address and remediate its workplace culture. The case has gotten attention in part because Silicon Valley already has a reputation for attracting and catering to male tech talent, but not to women. So, in a way, Uber is a test case for how serious the tech industry is about fixing its gender-diversity problems. Uber has rapidly become a household name. It’s hugely successful with investors. But it is also a consumer brand, and consumer brands have to care very much about their public image. And that’s an area where Uber has struggled recently.

Google in downtown San Jose? Great — and not just because of the jobs – Silicon Valley

It’s not a done deal, but San Jose’s negotiation with Google for a downtown campus near Diridon Station could beautifully pull together the disparate strings of downtown revival.
We are trying not to count our chickens just yet, as the Google plan for a campus in downtown San Jose has not precisely hatched. But we can’ t help giving a quick, hopeful cheer — and not just for the 20,000 jobs Google could bring to the city.
Besides roaring growth, Google is known for something in short supply in San Jose: Imaginative architecture. The urban iteration of a GooglePlex could bring that elusive essence — character — to a downtown whose newer buildings, with a few exceptions, are devoid of it.
Mayor Sam Liccardo and local business leaders announced the proposal Tuesday, providing context to recent rumors and reports of developers and investors snapping up land near Diridon Station and the SAP Center. The city will negotiate exclusively with Google to sell city and former Redevelopment Agency land in the area, which once was planned to include a ballpark for the As.
Big plans for downtown come and go, but the fanfare around this indicates a healthy degree of commitment. The announcement was an interesting convergence with Apple’s WWDC (Worldwide Developers Conference) , back in San Jose for the first time since 2002.
Adobe Systems was the pioneer technology company downtown, building two high rises in the 1990s. We hoped others would quickly follow, but tech remained enamored of more sprawling campuses between San Jose and San Francisco downtowns.
Then the tech presence in San Francisco grew — millennials wanted to be there — and companies snapped up land near Caltrain stations along the Peninsula. The Diridon Station area, with light rail, Amtrak and the soon-to-be electrified Caltrain line, was an obvious next step, especially with BART and possibly high-speed rail on the way.
Thousands of high-rise apartments and condos recently have opened or are under construction within walking distance. San Jose’s economic development department under Kim Walesh has nourished and promoted the downtown arts scene, focused along South First Street, and dining and social hubs like San Pedro Square to appeal to companies with young employees.
Shared work spaces like WeWork and NextSpace have been growing. Amazon is moving its Lab126 research and development unit into at least one floor of the office tower at Second and Santa Clara streets.
All of this raises hopes for a stronger downtown identity and economy. The addition of Google, and the retail and restaurants that will be part of a mixed use project, could be what pulls it all together.
We’ re still not counting our chickens, of course. But we’ re keeping an eye on those eggs.

Each of the 550 cars will be equipped with 4 security cameras to deter crimes. They will be installed above the doors. The project will cost about 18 million dollars.
Video images will be overwritten once a week.
Employee access to the videos will be restricted to protect the privacy of passengers.

The No.3 reactor at Takahama nuclear plant came online after Kansai Electric Power Company workers completed pulling out its control rods at 2 PM on Tuesday.
The reactor runs on MOX fuel, which is a mixture of plutonium extracted from spent nuclear fuel and uranium.
Takahama’s No.3 and No.4 reactors were stopped following a court injunction issued in March last year.
But after a higher court decision this March to nullify the injunction, the No.4 reactor was restarted last month.
Kansai Electric says the No.3 reactor will reach criticality, a self-sustained nuclear reaction, early on Wednesday. It expects to start power generation and grid transmission on Friday.

Hua Haifeng was accused of illegal surveillance, according to his wife, Deng Guilian, who said the police called her Tuesday afternoon. Deng said the caller told her she didn’t need to know the details, only that she would not be able to see, speak with or receive money from her husband, the family’s breadwinner.
China Labor Watch Executive Director Li Qiang said he lost contact with Hua and the two other men, Li Zhao and Su Heng, over the weekend. By Tuesday, after dozens of unanswered calls, he had concluded: « They must be held either by the factory or the police to be unreachable. »
China Labor Watch, a New York-based nonprofit, was planning to publish a report next month alleging low pay, excessive overtime and the possible misuse of student interns. It is unclear whether the undercover investigative methods used by the advocacy group are legal in China.
For 17 years, China Labor Watch has investigated working conditions at suppliers to some of the world’s best-known companies, but Li Qiang said his work has never before attracted this level of scrutiny from China’s state security apparatus.
« Our plan was to investigate the factory to improve the labor situation,  » Li said. « But now it has become more political. »
Walt Disney Co. stopped working with a toy maker in Shenzhen last year after the group exposed labor violations. China Labor Watch has also published reports on child labor at Samsung suppliers and spent years investigating Apple Inc.’s China factories. In the past, the worst thing Li feared was having investigators kicked out of a factory or face a short police detention.
That has changed.
The arrest and disappearances come amid a crackdown on perceived threats to the stability of China’s ruling Communist Party, particularly from sources with foreign ties such as China Labor Watch. Faced with rising labor unrest and a slowing economy, Beijing has also taken a stern approach to activism in southern China’s manufacturing belt and to human rights advocates generally, sparking a wave of critical reports about disappearances, public confessions, forced repatriation and torture in custody.
Another difference is the target of China Labor Watch’s investigation: a brand owned by the daughter of the president of the United States.
White House spokeswoman Hope Hicks referred questions to Ivanka Trump’s brand. The Ivanka Trump brand declined to comment for this story.
Abigail Klem, who took over day-to-day management when the first daughter took on a White House role as presidential advisor, has said the brand requires licensees and their manufacturers to « comply with all applicable laws and to maintain acceptable working conditions. »
Li said China Labor Watch asked police about the three missing investigators on Monday but received no reply. Li added that a friend had tried to file a missing person report on Li Zhao in Jiangxi province, where the factory is located, but was told he had to do so in the man’s hometown.
The Associated Press was unable to reach the other investigators’ families. China’s Ministry of Public Security and police in Ganzhou city and Jiangxi could not be reached for comment Tuesday, which was a national holiday in China.
All three men were investigating Ganzhou Huajian International Shoe City Co.’s factory in Jiangxi, just north of Guangdong province. Su had been working undercover at the factory since April, Li said. The parent company is known as Huajian Group.
In January, Liu Shiyuan, then spokesman for the Huajian Group, told the Associated Press that the company makes 10,000 to 20,000 pairs of shoes a year for Ivanka Trump’s brand — a fraction of the 20 million pairs the company produces a year. A current spokeswoman for the company, Long Shan, did not reply to questions Tuesday. « I told you I could not check until tomorrow,  » she said. « If your official letter contains a stamp and signature, we can confirm whether the media is real or not. »
Li said investigators had seen Ivanka Trump-brand shoes in the factory, as well as production orders for Ivanka Trump, Marc Fisher, Nine West and Easy Spirit merchandise.
« We were unaware of the allegations and will look into them immediately,  » a spokeswoman for Marc Fisher, which manufactures Ivanka Trump, Easy Spirit and its own branded shoes, said in an email. Nine West did not respond to requests for comment.
Li Zhao and Hua were blocked from leaving mainland China for Hong Kong in April and May — something that had never happened to his colleagues before, Li Qiang said. Hua was stopped at the border May 25 and later questioned by police, Li said. During their final phone conversation on Saturday, Hua told Li that police had asked him to stop investigating the Huajian factory — another turn of events that Li said was unprecedented.
Li said the men had documented excessive overtime, with working days sometimes stretching longer than 18 hours, and a base salary below minimum wage. They were working to confirm evidence suggesting that student interns — some of whom allegedly quit in protest — were putting in excessive hours on work unrelated to their field of study, in violation of Chinese law, Li said. The use of student workers in China is legal, but meant to be strictly regulated. Rights groups and journalists have documented widespread abuse of the system over the years.
« It is the role of the police to prevent that kind of independent investigation,  » said Nicholas Bequelin, East Asia director for Amnesty International. « The threshold is much lower today than it was one year ago, two years ago, and if this is something that has a foreign diplomacy dimension, that would make national security personnel even more willing to stop it. »
Hua’s wife, Deng, meanwhile, has yet to tell the couple’s children, ages 3 and 7, about their father’s plight. But they seem to know anyway, she said.
« My son suddenly burst into tears. He said he missed Papa,  » Deng said by phone from her home in central China’s Hubei province. « I said Papa would come home soon and buy you toys. »
She said the child looked at her and answered, « Papa was taken away by a monster. »

WASHINGTON (AP) – China’s construction of a military outpost in Djibouti is just the first of what will likely be an ongoing expansion in friendly foreign ports around the world to support distant deployments, a new Pentagon report concludes, predicting that Pakistan may be another potential location.
The annual assessment of China’s military might also notes that while China has not seized much new land to create more man-made islands, it has substantially built up the reefs with extended runways and other military facilities. And it has increased patrols and law enforcement to protect them.
The Djibouti base construction is near Camp Lemonnier, the U. S. base in the Horn of Africa nation. But American military leaders have said they don’t see it as a threat that will interfere with U. S. operations there.
« China most likely will seek to establish additional military bases in countries with which it has a longstanding friendly relationship and similar strategic interests, such as Pakistan, and in which there is a precedent for hosting foreign militaries,  » the Pentagon report said. « This initiative, along with regular naval vessel visits to foreign ports, both reflects and amplifies China’s growing influence, extending the reach of its armed forces. »
The military expansion ties into a broader Chinese initiative to build a « new Silk Road » of ports, railways and roads to expand trade across an arc of countries through Asia, Africa and Europe. And countries including Pakistan and Afghanistan welcome it as a path out of poverty.
But India and others would be unhappy with additional Chinese development in Pakistan, particularly anything linked to the military.
China has cited anti-piracy patrolling as one of the reasons for developing what it calls a naval logistics center in Djibouti. Construction began in February 2016. Beijing has said the facility will help the army and navy participate in United Nations peacekeeping operations and provide humanitarian assistance.
But the expanded presence around the world would align with China’s growing economic interests and would help it project military power further from its borders.
The report cautioned, however, that China’s efforts to build more bases « may be constrained by the willingness of countries to support » the presence of China’s People’s Liberation Army in one of their ports.
Unlike previous reports, the new assessment doesn’t document a lot of new island creation by China in the East and China Seas. Last year’s report said China had reclaimed 3,200 acres of land in the southeastern South China Sea.
Instead, the new report focuses on the military build-up on the Spratly Islands in the South China Sea.
It said that as of late last year, China was building 24 fighter-sized hangars, fixed-weapons positions, barracks, administration buildings, and communication facilities on each of the three largest outposts — Fiery Cross, Subi and Mischief Reefs. Each has runways that are at least 8,800 feet long.
Once complete, the report said China will be able to house up to three regiments of fighters in the Spratly Islands.
China has also built up infrastructure on the four smaller outposts, including land-based guns and communications facilities.
The report added that, « China has used coercive tactics, such as the use of law enforcement vessels and its maritime militia, to enforce maritime claims and advance its interests in ways that are calculated to fall below the threshold of provoking conflict. »

Mark Dantonio, Mark Hollis: Michigan State a safe place despite sexual assault allegations

Football coach Mark Dantonio and athletic director Mark Hollis addressed the four former Michigan State players who are charged with sexual assault.
EAST LANSING – Mark Hollis nearly came to tears. Mark Dantonio’s voice crackled with emotion. But both spoke emphatically when it came to addressing the two sexual assault cases and charges against four football players.
Michigan State is a safe place, athletic director Hollis and head football coach Dantonio declared.
“This is and has been an extremely challenging situation that we have taken very seriously throughout the entire process, ” Dantonio said Tuesday. “It has affected everyone in this program, top to bottom.… The high standards I have established for this program will not change. The values that we teach to everyone in this program will be enforced. And I expect all of our players and staff to conduct themselves in a manner that reflects the ideals of this university.”
Hollis, when asked if Dantonio is the right person to lead the football program, echoed what the MSU Board of Trustees decried Monday and reiterated that Dantonio “did the right thing” in the reporting process, as found in the Jones Day report that was issued after that board meeting.
“He’s done it before, and I have confidence that he can do it again, ” Hollis said of Dantonio, who is entering his 11th year. “We’ ve had very frank conversations, but we always do. We challenge each other. I think that’s good, and I think that’s healthy. I’ m confident.
“I do want to say the accountability for student-athletes is coaches, regardless of what the sport is. But he has the full support of everybody in our department and all the resources that can assist with that process.”
Three players were charged Tuesday morning for their role in an alleged sexual assault that took place in the early-morning hours of Jan. 16.
Defensive lineman Josh King, 19, of Darien, Ill., is charged with one count of first-degree criminal sexual conduct and one count of third-degree criminal sexual conduct, as well as with capturing an image of an unclothed person. Wide receiver Donnie Corley, 19, and safety Demetric Vance, 20, both of Detroit, are charged with third-degree criminal sexual conduct.

Dantonio said he had a member of MSU’s Office of Institutional Equity talk to the football program days before the three were accused to have assaulted the woman. That discussion involved “a case at another university in this country.”
“So the education, I felt, was there, ” Dantonio said, “and they compromised themselves by getting involved in such a situation.… I’ m angry. I don’ t want to say betrayed. I’ m angry. I feel like the education was there.
“I feel like I’ ve talked about the sense of responsibility that our players have — not to be a good football player, but to be a good person, to do their very best. »
The three players had been suspended from football activities Feb. 9. Curtis Blackwell, the program’s director of college advancement and performance at the time, also was suspended that day with pay. The Jones Day report said Blackwell contacted the three players and one of their parents after the allegations were made, but that he did not report those conversations to anyone else at MSU. His contract was not renewed on May 31 after two one-month extensions.
“There has been a lot of sleepless nights, ” Dantonio said. “There’s been a lot of times where I have to sit in my living room and I think about the things that are happening.”
Dantonio would not address the dismissal of defensive lineman Auston Robertson other than calling him “a risk.” Robertson, 19, of Ft. Wayne, Ind., was charged with third-degree criminal sexual conduct for an alleged rape of a fellow MSU student that occurred April 8 in Meridian Township. He was dismissed from the program April 22.
Robertson also had been arrested in January 2016 on a misdemeanor battery charge stemming from an October 2015 incident at his high school in Ft. Wayne. He was accused of improperly touching a female classmate, according to Allen Superior Court 4 records. He entered into a diversionary program for that case, which he completed March 11.
Robertson also had charges dropped in September 2015 after allegations of criminal mischief/damaging property and resisting law enforcement, according to Allen Superior Court 5 records.
Dantonio referred to his April statement that Robertson “underwent an extensive educational process” that included “daily supervised sessions within the football program and regular meetings with university staff addressing appropriate behavior and developmental growth.” Robertson’s diversionary program included a 22-week course focused on behavior changes that began in Indiana and was transferred to the state of Michigan’s Prevention and Training Services program.
“We’ ve never intentionally brought a guy in here and said, ‘Hey, that guy’s going to be a bad guy,’ ” Dantonio said Tuesday. “Obviously, we took a risk as you said earlier. We vetted the young man. Prior to that, that has never happened as I can recollect.”
Hollis said he has created a three-person panel to oversee “rules and areas within our football program.” That is comprised of Elliott Daniels, the athletic department’s director of learning and retention, whom Hollis said will be promoted to associate athletic director; former police officer Alan Haller, the senior associate athletic director and “Varsity S Club” executive director; and Jennifer Smith, the senior associate athletic director for compliance services.
Both Dantonio and Hollis spent time addressing the alleged victim, whose attorney sat quietly in the back of the room. They also both emphasized that sexual assault has no place a MSU or any other campus.
“This is my home. It is where my wife and I attended school. Where one son and my daughter have earned their degree and where my other son will enroll this fall, ” Hollis said. “I expect my home to be safe. Safe to all who live here and safe to all who visit. Like any home its safety requires shared responsibility and accountability. As athletic director I am responsible to make tomorrow better than today.”
