Amid a debate over a $60 million bond to renovate four elementary schools, the Portland school board says it needs $5 million in capital improvement funds next year for basic maintenance projects districtwide.
The capital improvement projects include a $300,000 boiler replacement at Lyman Moore Middle School and $1.2 million to add a sprinkler system to Deering High School. Some projects, such as $750,000 to fix the paving and drainage at Lyman Moore Middle school, could be removed if a larger elementary school bond is passed.
The board considered the capital improvement fund request Tuesday as a first-read item. The board will vote on the request at its next meeting.
The board’s request will be included in the city’s overall fiscal year 2018 capital improvement plan. The overall list will be reviewed by the City Council’s finance committee, and the council will take a vote in February.
The $60 million to $70 million bond would be sent out to voters. The money would be used to renovate Reiche, Longfellow, Lyseth and Presumpscot elementary schools. A public hearing on the bond proposal is scheduled for 5 p.m. Jan. 19 at City Council chambers.
The school board has endorsed a $70 million bond, but a joint school-city ad hoc committee reached an informal consensus on a $60 million bond proposal that cuts costs by eliminating the second floors proposed for the Lyseth and Presumpscot schools, reducing the size of the gymnasiums and eliminating playground upgrades, among other cuts.
The district also recently announced that an updated facilities report found that it would cost $321 million over the next 20 years to keep all of Portland’s schools up to date and fully functional.

Combine this with a fear of the Zika virus and overall political changes worldwide such as the unexpected Brexit vote and the surprise Trump presidential victory in America, it is not surprising that travelers are confused and increasingly afraid to travel to areas scarred with stochastic violence and contagious health threats.
Unfortunately, this trend is expected to continue into 2017, impacting travel to Europe and other areas considered to be soft targets. Not only Americans, but Chinese travelers as well are seeking safer places to spend their money and their time. In large measure, that will define travel in the year 2017.

1. Increased emphasis on security and safety. Millennials differ from Baby Boomers in that they are unable to leave internet behind. They need and want reliable, fast-speed, and complimentary internet. They also like themed-events and themed-cruises that cater to their interests. Fast casual is particularly appealing to Millennials.
8. Complimentary WiFi will influence where travelers stay. The availability of complimentary WiFi will largely dictate where Millennials and Gen Z book their overnight stays. Digital connection is more important to them than ever before as Facebook, Instagram, Twitter, Snapchat and other social media platforms provide instantaneous connectivity to their circles of friends and family.
9. Alternative travel will grow. With the introduction of alternative travel concepts like Airbnb, Uber, and Lyft, travelers are discovering a new set of easy-to-use, convenient travel tools that give them access to cheaper lodging and transportation in their destination city. Travel is becoming more affordable.
10. Selfie stick injuries and deaths are increasing. Expect more prohibitions in museums, amusement parks, and public areas as overuse of selfie sticks starts to border on the absurd. On my recent trip to the Louvre, I was unable to get close and see the Mona Lisa because of visual interference from a profusion of selfie sticks. Overuse of selfie sticks has also led to distracted tourism along with associated injuries and even death. Users become preoccupied with photo-taking and are oblivious to surrounding dangerous conditions, resulting in mindless actions like stepping out in traffic, backing up over cliffs, and even falling into manholes.

President-elect Donald Trump is considering nominating Sullivan & Cromwell partner Jay Clayton to run the Securities and Exchange Commission, potentially positioning a top lawyer to banks and hedge funds to lead Wall Street’s main regulator, said a person with knowledge of the matter.
Clayton, who met with Trump last month, has represented Goldman Sachs Group Inc. and investment firms ranging from Och-Ziff Capital Management Group LLC to Oaktree Capital Group LLC, according to Sullivan & Cromwell’s website. Much of his legal work has involved mergers and acquisitions, as well as representing firms facing U. S. investigations.
He represented Goldman Sachs in connection with the $10 billion bailout it received in 2008 as part of the government’s $700 billion rescue of banks during the financial crisis. Trump has tapped several officials with Goldman Sachs’ ties for senior roles. They include Goldman Sachs President Gary Cohn, who the incoming president has picked to be his top economic adviser, and Steve Mnuchin, a former partner at the firm, who has been nominated to be Treasury Secretary.
Clayton didn’t immediately respond to an e-mail seeking comment. His candidacy was reported earlier by Reuters.
Clayton is among several people who Trump has considered to lead the SEC. Other candidates have included Debra Wong Yang, a former U. S. attorney, Paul Atkins, a former SEC commissioner, and Ralph Ferrara, a former SEC general counsel, people familiar with the matter have said.
