South Korea’s President Park Geun-hye is trying to run out the clock in her impeachment trial, analysts say, warning of public uproar if her lawyers’ delaying tactics succeed. Park was impeached by parliament in December over a corruption scandal that tapped into mounting economic and social frustrations and brought millions of people onto the streets in weekly protests. The Constitutional Court in Seoul is now deliberating whether to approve the impeachment, which would trigger new elections, or to allow her to see out her five-year term. Critics say Park’s lawyers have been stalling the process, filibustering and calling up irrelevant witnesses. Last month her counsel threatened to resign en masse when the court allowed only 10 out of their requested 39 witnesses. The delays could offer Park a political lifeline. The court’s chief justice retired last week, leaving an empty red-backed chair at the end of the bench, and another judge will step down at the end of her term in little over a month. By law six votes – a two-thirds majority of the full nine-member bench – are needed to uphold the impeachment, however many judges are sitting. That effectively means that from March 14, Park will need the backing of only two justices to return to the presidential Blue House – and most have conservative political allegiances. “For this reason, there are ample reasons for Park’s side to seek to delay the verdict as long as possible,” said Kim Jong-cheol, a law professor at Yonsei University. Park, the conservative daughter of a late army-backed dictator, is accused of colluding with a long-time friend, Choi Soon-sil, to strong-arm donations worth tens of millions of dollars from top firms to dubious foundations controlled by Choi. It has catalysed intense frustrations in a competitive society, in areas ranging from education to jobs and incomes, and seen immense crowds throng central Seoul for candlelight protests demanding Park’s departure. The constitutional court is holding as many as three hearings a week – an unprecedented pace – with sessions sometimes stretching late into the night. This week it agreed to hear from another eight defence witnesses, stretching the case out further. Park’s chief lawyer Lee Joong-hwan has told journalists that the allegations must be verified “as throughly as possible”. Two months was too short for an impeachment case, he added. Another of Park’s lawyers indicated on his Facebook page that they believe time is on their side. “As time passes by, the attackers’ supply lines will get outstretched and ultimately reach their limit,” wrote Son Beom-kyu. “Then the defenders can turn the tables on them.” The constitutional court has previously overturned a parliamentary impeachment, that of liberal president Roh Moo-hyun in 2004. Park’s supporters were left bewildered when the crisis began but have begun rallying, holding protests near the court and scattering leaflets describing the impeachment as a conspiracy spawned by pro-North Korea leftists. The outgoing judges cannot not be replaced until after the impeachment process is complete, and analysts said Park appears to be pinning her hopes on some members’ allegiances. Five of the current eight judges – including the one who steps down next month – were recommended by either Park, her party, or a Supreme Court judge appointed by them. Two were recommended by opposition parties or their appointees, and one jointly. “There are growing concerns that the court might fail to secure the required six judges to approve the impeachment because of the judges’ conservative political inclinations and another judge retiring,” said Park Kie-duck, former head of the Sejong Institute, an independent think tank. But a rejection would not serve the establishment’s interests, he warned. “The consequences would be just unimaginable and I think the judges recognise it well,” he said. “The country would experience near-anarchy, with millions of angry protesters pouring out to the street. The president, even if she returns to power, would remain politically incapacitated and morally bankrupt, with no authority to govern.” Opinion polls suggest eight of 10 people are in favour of Park’s impeachment. The constitutional court has tended to rule in line with dominant public opinion in major cases, said Kang Jung-in, professor of political science at Sogang University, such as Roh’s 2004 impeachment, which most people opposed. Kim of Yonsei University added: “If this case is not up to the standard of an impeachment, I wonder what would be.”

« There is no change to the position that a face-to-face questioning of the president is necessary but there has been no decision specifically on the schedule from this point on, » he said.
Lee said Park’s lawyers had notified the prosecutor’s office of the decision after a television station said in a Tuesday broadcast Park would be questioned on Thursday at an office inside the presidential Blue House compound.
It was not clear why the media report triggered the decision to cancel the questioning.
Park was impeached by parliament on Dec. 9 on suspicion of colluding with a long-time friend, Choi Soon-sil, to pressure big business to donate to two foundations set up to back the president’s policy initiatives.
Park, whose powers have been suspended while the Constitutional Court reviews the impeachment, is also accused of allowing Choi to exert inappropriate influence over state affairs.
Last week, the presidential Blue House, where Park remains, blocked officials from the special prosecutor’s office from conducting a search under a court warrant, citing security.
Park has not been formally changed for wrongdoing, as she has immunity while in office except for subversion or treason, but she has been named an accomplice to Choi under an indictment filed against the friend.
Park had previously said she would cooperate with the special prosecutor.

In 2016, 10,901 people sought asylum in Japan, up 44 percent from a year earlier, when the country accepted 27.
Of the accepted refugees, seven were from Afghanistan, four from Ethiopia and three from Eritrea, according to the document seen by Reuters. It was not clear whether any Syrians had applied for, or won, asylum.
Immigration is a controversial subject in Japan, where many pride themselves on cultural and ethnic homogeneity, even as the population ages and its workforce shrinks. Although a major donor to international aid organisations, Japan has been reluctant to relax asylum policies or allow in migrant blue-collar workers.
Human Rights Watch last month called Japan’s record on asylum seekers « abysmal, » urging it to accept more and strengthen protection for migrant workers.
Japan’s low acceptance of refugees is in contrast to European countries, which last year saw hundreds of thousands of asylum seekers arrive from war- and poverty-stricken countries such as Syria, Iraq and Eritrea.
Germany received 745,545 asylum applications last year, data from its Interior Ministry showed. In the same period, Berlin approved more than 256,000 requests.
Between January and September last year, Japan was the fourth largest donor to the United Nations High Commissioner for Refugees, contributing US$165 billion.
Prime Minister Shinzo Abe in September also pledged US$2.8 billion to help tackle the global refugee crisis over three years from 2016. Japan will also accept up to 150 Syrian students, with their families, under a scholarship programme.
Still, refugee advocates and human rights organisations have criticised Japan’s reluctance to accept more refugees.
An official at the Justice Ministry, which oversees refugee recognition, declined to comment on the figures as they have yet to be made public.
Asylum seekers from Indonesia topped the list of those arriving in Japan last year, followed by people from Nepal, the Philippines and Turkey.
Ninety-seven people, though not recognised as refugees, were granted residency for humanitarian reasons.
« The refugee system here is so tough, » said Suleyman Yucel, 32, a Kurdish asylum seeker from Turkey whose third bid for refugee status was rejected in April. Like many asylum seekers, Yucel is banned from working and lives under severe restrictions on movement.
« Japan is making decisions on my life, and I have no choice over what happens to me, » he said.
A Reuters investigation last year showed how some asylum seekers are working on public works projects amid a shortage of Japanese construction workers.
With Japan facing its worst labour shortages since 1991, policymakers are exploring ways to bring in more foreign workers.
In December, the government expanded the scope of a system for accepting trainee workers from developing countries, while also creating a new visa status for nurses and domestic helpers.

Amid Constant Change In IT, Interop Emphasizes Full Spectrum IT And Community

Interop ITX (formerly known simply as Interop) has shed its old skin as a purely networking and infrastructure show and has implemented a community-driven approach to build an agenda that reflects the evolving IT landscape.
The independently-run expo and conference for IT professionals and sister event to InformationWeek, Interop, has a new name, location, and approach to the content, with a focus on helping IT managers keep pace with the dramatic changes taking place in the enterprise tech sector. The 31-year old event, which has its roots in infrastructure and networking, will cover a broader range of topics this year, embracing the seeming daily shifts in the IT landscape that emphasizes cloud computing, big data analytics, DevOps, and cybersecurity.
“I think most people would say Interop 10 years ago was only about infrastructure and networking, which were really important and remain really relevant to our conference still, but [we’re] broadening that out,” says Meghan Reilly, the new general manager of Interop ITX. “Seeing vendors and content related to…data analytics, DevOps, and some of these broader topics that in some cases didn’t exist [10 years ago]…really making sure that we’re covering the full stack IT in a way that’s comprehensive is a big difference [at Interop this year].”
Reilly comes to Interop ITX from her role as chief administrative officer for Code For America, the non-profit organization that helps government groups go digital. Prior to her work with Code For America, Reilly helped manage the popular Web 2.0 event series — a collaboration between UBM and O’Reilly Media — which was known for attracting A-list tech giants to its speaking roster such as Steve Balmer, Jeff Bezos, Sheryl Sandberg, Eric Schmidt, and Mark Zuckerberg.
IT has changed dramatically over the last decade; shifting from a world where cloud was a fairly new concept, to one where refrigerators, printers, and phones can all connect to the cloud over the office network.
In order to build a conference program that reflects today’s complex IT environment, Interop ITX installed a community review board to provide feedback on the 2016 event and guidance for the 2017 conference themes and content. Review board members work within the full spectrum of IT disciplines and include seasoned speakers, former track chairs, industry experts, InformationWeek editors, and long-time attendees.
During the five-day conference, taking place at the MGM Grand in Las Vegas this year, registrants can attend sessions across six key IT topics. Some tracks continue to build on past themes, such as infrastructure and cloud computing, while new tracks, including DevOps and data & analytics, expand on the core challenges and opportunities that IT managers face in today’s dynamic workplace.
Embedded in each track are full, half day, and two-day workshops and summits and sub-topics — including the Agile working model, Internet of Things, and inclusion in the workplace — that have brought change and disrupted IT departments over the last 10 years. None of these technologies and themes stand alone when it comes to IT. The broad coverage of topics reflects the need for IT teams to bring experts from different disciplines together to build one cohesive strategy.
Disruption in IT is also reflected in the event name. In its September press release , Interop said the addition of “ITX” to the Interop event name stands for “a conference that anticipates the X factor: anyone or anything that can impact your business, your customers, or your market.”
The Interop ITX content and name aren’t the only aspects of the event that are getting a facelift. Interop ITX is embracing the role that startups and small to mid-size businesses (SMB) play in the enterprise technology space by limiting booths on the business hall to a maximum size of 30×30 feet. “We want to break that metric that the biggest booth means they’re the best, and level the playing field so that some smaller players can come in,” says Reilly. “There are so many interesting creative players out there that don’t require a big booth. We want to help foster those conversations and make sure we have a diversity of voices in the business hall as well as in our content.”
IT takes a village. In order to deliver efficient and secure information services to employees, IT teams need understanding across a myriad of technologies and processes – old and new. Reilly encourages the village-built IT team through an emphasis on community at this year’s conference.
“Something that has been sort of baked through all of the planning cycle, including starting from the review board and making sure we’re getting external input, is really building a community,” says Reilly. “[Interop ITX] is a community of people that are coming together that are passionate about their roles and making their IT organizations run really well.” IT isn’t only about networking and servers anymore, there are many layers to today’s IT strategy, and it takes a community.

US-Präsident Donald Trump hat für seine verbalen Entgleisungen gegen hohe Bundesrichter eine Schelte aus berufenem Munde bekommen. Sein eigener Kandidat für eine freie Stelle im Supreme Court, dem obersten US-Gericht, Neil Gorsuch, soll Trumps Äußerungen als « demoralisierend und entmutigend » für die Unabhängigkeit von Bundesgerichten bezeichnet haben. Das berichteten mehrere US-Medien unter Berufung auf den demokratischen Senator Richard Blumenthal. Der hatte zuvor vertraulich mit Gorsuch gesprochen. Ein Vertrauter Gorsuchs bestätigte die Äußerungen.
Die Äußerungen Gorsuchs dürften ein Rückschlag für den Präsidenten sein. Die Nominierung des stramm konservativen aber höchst angesehenen Gorsuch für das politisch enorm wichtige Amt eines Verfassungsrichters wurde als Coup des neuen Präsidenten gewertet. Die Demokraten, die eigentlich eine Ablehnung des Trump-Vorschlags angekündigt hatten, dürften sich bei der inhaltlichen Argumentation schwer tun. Doch nun wendet sich ausgerechnet Gorsuch gegen Trump.
Der Präsident hatte zuvor den Bundesrichter James Robart aus Seattle als « sogenannten Richter » verunglimpft. Robart hatte eine für den Präsidenten ungünstige Entscheidung bezüglich des von diesem verhängten Einreise- und Flüchtlingsstopps getroffen.
Zudem hatte Trump erklärt, in der gerichtlichen Anhörung des Berufungsgerichtes in San Francisco habe er « einen Haufen Zeug gehört, der einfach schändlich war ». Die Äußerungen wurden von Vielen als gefährlicher Eingriff in die Unabhängigkeit der Justiz und als Schlag gegen das demokratische Grundprinzip der Gewaltenteilung verstanden. Außerdem gilt sie inmitten des laufenden Verfahrens als höchst ungeschickt. Eine Entscheidung des Gerichtes steht aus.
Die USA haben unterdessen einen neuen Justizminister bekommen: Den als Hardliner bekannten Jeff Sessions. Der Senat stimmte zwar mit 52 zu 47 Stimmen für ihn, doch die Debatte zuvor war erbittert ausgetragen worden. « Menschen zu verunglimpfen, die mit uns nicht einer Meinung sind, ist nicht gesund für unseren Körper », sagte er nach dem Votum mit Blick auf die Streitereien von Republikanern und Demokraten um seine Person.
Der neue Justizminister ist nun auch der neue Generalstaatsanwalt der US-Regierung. Seit Trump Sessions nominiert hatte, warfen Demokraten dem Konservativen vor, zu eng mit dem US-Präsident zu sein und dessen harte Linie gegen Einwanderer zu unterstützen. Sie argumentierten, er werde nicht genug tun, um die Rechte von Minderheiten, Homosexuellen oder das Recht von Frauen auf Abtreibung zu schützen.
Republikaner hingegen würdigten, dass ihr Parteikollege bereits über eine lange Karriere im öffentlichen Sektor verfüge und zwei Jahrzehnte im Senat gesessen habe. Sessions war bereits mehrfach Rassismus vorgeworfen worden. Im Jahr 1986 hatte er deshalb eine Bewerbung um einen Bundesrichterposten zurückgezogen.

The animal’s brown scales are made of nothing more than keratin – the same substance as fingernails – but are highly prized in Vietnam and China where they are misleadingly touted as bearing medicinal properties.
Police are investigating whether the « scaly anteater » was indeed consumed at a banquet in the southern province of Guangxi, the Xinhua state news agency reported late Tuesday.
A viral post on the Chinese social media site Weibo claimed that Guangxi officials invited investors to eat the animal, which is listed as threatened to extinction by the International Union for Conservation of Nature.
Several photos showed an abundant feast, along with the user’s observation: « It was my first time eating [pangolin]… I’ve already fallen deeply for the wild taste! « 
In China, the pangolin is under state protection. Eating it is punishable by up to 10 years in prison.
A World Wildlife Fund survey published in September found a reduced market for pangolin meat in the country. But the scales continue to be illegally sold.
« These days the quality that stands out most in our officials is wickedness, » one Weibo user said about the banquet incident.
« This is how they will become extinct, » another said. « Shame! « 
The Guangxi Investment Promotion Agency was initially suspected of hosting the banquet, but a regional disciplinary commission cleared the organisation of any wrongdoing.
The commission told Xinhua that only one official attended the private event.
The pangolin is the most hunted animal in the world and an estimated one million have been plucked from Asian and African forests over the past decade.
Steve Blake, the acting chief China representative for the nonprofit WildAid, said he is encouraged by the progress the country has made on curbing pangolin trade.
« This isn’t the first time there has been a surge in interest about the pangolins on Chinese social media, » Blake told AFP, adding that the « impressive » public outcry would be good for building awareness of the issue.

Witold Waszczykowski ma podkreślić, że kluczowymi dla Polski partnerami są Wielka Brytania, Niemcy i Francja. Szef MSZ nie widzi szans na poprawę stosunków ze Stanami Zjednoczonymi. Poza Europą stawia na Japonię, Chiny i Indie.
W kontekście Francji minister podkreślił, że państwo to odpowiada za rozpad Trójkąta Weimarskiego i Polska musi teraz podjąć się odbudowy jego znaczenia. Z kolei Wielka Brytania pojawia się w expose Waszczykowskiego głównie w kontekście wykorzystywania strategicznych okazji politycznych.
Waszczykowski ma także zwrócić uwagę na to, że kolejnymi partnerami Polski jest jedenaście państw Trójmorza – Estonia, Litwa, Bułgaria, Rumunia i kraje Grupy Wyszehradzkiej – Węgry, Czechy, Słowacja.
Szef MSZ podkreśli, że głównym zadaniem Polski ma być umacnianie roli lidera Europy Środkowowschodniej i popieranie reformy UE, która zakłada ograniczenie roli Komisji Europejskiej. Zaznaczy konieczność wzmocnienia roli państw narodowych i nowego zdefiniowania kompetencji instytucji UE.
Jak pisze RMF FM, szef MSZ przyjął strategię potępiania krytyki Donalda Trumpa. Z kolei w kontekście Ukrainy – Polska wspiera ją i apeluje o bezpieczeństwo na wschodzie. Jak wyglądają natomiast stosunki z Rosją? Waszczykowski otwarcie przyzna, że nie ma szans na ich ocieplenie. Głównym powodem tego ma być fakt, że Moskwie na tym nieszczególnie zależy.

トランプ氏、娘のブランド販売中止で百貨店攻撃 民主党は非難

ドナルド・トランプ米大統領は8日、高級百貨店ノードストロムが娘イバンカさんの名前を掲げたファッションブランドの販売を中止したことについて、ツイッターで同社を批判した。これに対して民主党は、公私混同の不適切なツイートだと強く非難している。
トランプ氏は個人アカウント から、「娘のイバンカはノードストロムにすごく不当な扱いを受けてる。彼女は最高の人間だ。いつも僕に正しいことをさせようとしてくれる。最悪だ!」と書いた。また 大統領公式アカウント も、トランプ氏のこのツイートをリツイートした。
トランプ氏のツイートの後、ノードストロム社の株価はいったん0.7%下がったものの、その後は上がり続け、前日比4%高で引けた。
民主党のボブ・ケイシー上院議員(ペンシルベニア州選出)の報道担当は、「民間企業が大統領の家族の金儲けに協力しないからといって、大統領が企業を罵倒するのは、倫理に反し、不適切だと上院議員は考えている」と声明を出した。
オバマ政権の元主任倫理顧問弁護士で前駐チェコ大使のノーマン・アイゼン氏(ブルッキングス研究所客員研究員)も、トランプ氏の振る舞いは「言語道断」だと強く非難。ノードストロム社はカリフォルニア州の不正競争防止法にもとづき、トランプ氏を訴えるべきだと述べた。
イバンカ・トランプさんの名前のファッションブランドの販売を中止する小売業者は、ノードストロムで5社目。1月末に販売中止を発表した同社は、あくまでもイバンカさんのブランドの売り上げ低迷が理由だと説明している。
「ブランドの売り上げは一貫して減り続けていた。そのため現状では我々にとって、販売の継続は正しい経営判断にならない」と同社は発表し、イバンカさん自身には1月前半に販売中止を伝えたことを明らかにした。
ホワイトハウスのショーン・スパイサー大統領報道官は、ノードストロム社の判断は政治的なものだと反論。大統領は単に自分の娘への「攻撃」に反応しただけだと弁明した。
「これは(大統領の)政策と彼女の名前に対する直接的な攻撃だ。大統領の政策が嫌だからと娘の名前を中傷され、大統領がそれに対して娘を応援したのだ」と報道官は定例会見で述べた。
トランプ大統領に反対する人たちは、トランプ一族が関わるあらゆる商品のボイコットを呼びかけている。ボイコット運動が使うハッシュタグ「#GrabYourWallet(財布をわしづかみにして)」は、 トランプ氏による「(女性器を)わしづかみにする」という2005年の発言 を念頭においている。
6日にはメラニア・トランプ夫人が 、自分のブランド力によって巨額の利益を得る「一生に一度の機会」を報道によって失ったとして、英紙デイリー・メールを提訴。こちらも、ファーストレディーの立場をビジネスに利用しようとしていたともとれる内容の訴状が、批判されている。
ハリー・トルーマン大統領は1950年、米紙ワシントン・ポストの音楽批評家ポール・ヒューム氏に怒りの手紙を書き送った。大統領の娘マーガレットさんの歌唱を手厳しく批判されたからだ。
あれから66年。別の大統領がまたしても自分の子供のために立ち上がった。
トルーマン大統領は、この手紙のせいでさかんに馬鹿にされた。しかしノードストロムを攻撃したドナルド・トランプ大統領のツイートは、それよりも深刻な結果につながるかもしれない。大統領が世界に発信する道具を使って、娘の名誉を守るだけでなく、家族のビジネスに利益をもたらそうとしたのは、はたして適切なのか。その点が問われることになったからだ。
トランプ氏はこれまでも民間企業を攻撃してきた。しかし少なくともそれは、米国の経済利益のためという名目があった。しかし今回のこれは違う。これは個人的な話だ。
政治倫理の専門家たちは、大統領としての立場と家族の金銭的利害関係の間に「ファイヤーウォール」を設けるからという大統領のこれまでの言い分は、不十分だと警告してきた。
そして今回のことで大統領自身の行動が、決定的な証拠となるのかもしれない。大統領でいる以上、所有する事業を完全に清算するよう求める訴訟が想定されるだけに。
しかも皮肉なことに、トランプ氏のツイートは逆効果かもしれないのだ。何かあったら大統領や支持者から攻撃されかねないと分かっていて、それでもなおイバンカ・トランプと組みたいという小売業者が、果たしているだろうか。
