Everything that's been reported about deaths in Puerto Rico is at odds with the official count

We took a look at the numbers and they didn’t add up.
Death tolls are the primary way that we understand the impact of a disaster. And for nearly two weeks after Hurricane Maria hit Puerto Rico, as a humanitarian crisis was intensifying, the death toll was frozen at 16.
“16 people certified,” Trump said on October 3 during his visit to the island, repeating a figure confirmed by the territory’s governor. « Everybody watching can really be very proud of what’s taken place in Puerto Rico. »
It was a moment that crystalized two conflicting narratives about the Puerto Rico disaster. The first one, from the federal government and Puerto Rico’s governor, is of a disaster that’s been managed well, with lives being saved and hospitals getting back up and running.
Lives surely have been saved in the response. But images and reports from the ground tell a story of people, cut off from basic supplies and health care, dying. They tell of hospitals running out of medication and fuel for their generators and struggling to keep up with the “avalanche of patients that came after the hurricane,” as one journalist put it.
The death toll from the hurricane is now up to 45, according to Gov. Ricardo Rosselló. But 90 percent of the 3.4 million American citizens on the island still don’t have power, and 35 percent still don’t have water to drink or bathe in. And given how deadly power outages can be, 45 deaths seems low, according to disaster experts.
At Vox we decided to compare what the government has been saying with other reports of deaths from the ground. We searched Google News for reports of deaths in English and Spanish media from Puerto Rico since Hurricane Maria. We found reports of a total of 81 deaths linked directly or indirectly to the hurricane. Of those, 45 were the deaths certified by the government. The remaining 36 deaths were confirmed by local public officials or funeral directors, according to the reports. We also found another 450 reported deaths, most of causes still unknown, and reports of at least 69 people still missing.
The broader issue here relates to how storm deaths are counted. There are clear deaths from the storm, clear deaths indirectly from the storm, and then deaths that are harder to determine — for instance, a sick patient who died in a hospital experiencing frequent power outages. And then there’s the issue of how effective authorities are at finding and investigating the deaths to make sure they’re included in the count. The breakdown of these categories suggests that the government is being much more cautious in designating deaths as directly or indirectly hurricane related, given the public information available.
At a Sunday news conference, Karixia Ortiz, press officer for the Department of Public Safety, said that “every death must be confirmed by the Institute of Forensic Science, which means either the bodies have to be brought to San Juan to do an autopsy or a medical examiner must be dispatched to the local municipality to verify the death,” according to an audio recording obtained by Huffington Post.
John Mutter, a disaster researcher at Columbia University who studied the death toll in the aftermath of Hurricane Katrina, says he’s skeptical of this methodology. “This is the way to go about it if you want to come up with smallest number possible,” he said, adding he suspects the death toll in Puerto Rico from Maria should already be in the hundreds based on what’s known about the conditions on the ground.
Our review of reports certainly suggests the real death toll is far higher than what the government has, thus far, suggested:
“I don’t think there will be hundreds of deaths, but we will see,” Pesquera told reporters on Sunday. “We can’t speculate if there will be 100 or 200.”
Meanwhile, the situation on the ground remains life threatening in some areas. And reporters and first responders are continuing to paint a much more aggressive picture about life and death on the island.
« It’s horrible, it’s horrible. It’s a nightmare, » a resident of the town of Atlaya told CBS on Tuesday. « There’s barely any drinking water, not even in supermarkets, my fear is for my kids, » another said.
Given the disparity in storylines, it’s worth taking a hard look at the numbers.
There are no state or federal guidelines in the US for calculating storm death tolls for the medical examiners usually responsible for determining what constitutes a storm-related death. (And partly because many storm-related deaths aren’t recorded by the systems in place, the “official” Hurricane Katrina death toll is widely regarded as inaccurately low.)
Because we’ve had trouble reaching officials in Puerto Rico, it’s been difficult to decipher what exactly the process is for documenting and attributing deaths to disasters. But it is clear that the hurricane has disrupted it and that the government now insisting that every body be inspected directly by the Institute of Forensic Sciences in San Juan before any death is attributed to the storm.
Mutter, the disaster researcher at Columbia, said that it’s very difficult after the fact to separate out deaths that would have happened anyway. “If they’re dismissing ones would have happened anyway, that’s cheating,” he said.
The ideal way to calculate the death toll from the storm, he says, is to count all the deaths in the time since the event, and then compare that number to the average number of deaths in the same time period from previous years. Subtract the average number from the current number and that’s the death toll.
“When I first started hearing the deaths were only 16, and then 34, I thought there was something wrong,” he said. “Maria was bigger than the two previous storms, Harvey and Irma. And there’s no way to evacuate an island. All those people are still there. And then you look at damage and it’s profound. And now they’re saying only 45 people died, you’re saying come on, it couldn’t be.”
In a review of local and national news reports that cite local officials and funeral directors around Puerto Rico, Vox identified at least 36 people who may have died in connection to the hurricane who are not accounted for in the official tally.
In some of these cases, local public officials named the victims and gave specific details. In other reports, details were scarce. It’s not clear why these deaths were not included in the official death toll. (A media representative for the governor’s office did not respond to an inquiry from Vox.)
News reports cite the deaths of more than 450 additional people since the hurricane and 69 people have been reported missing. The additional deaths could be people who died as a direct result of the hurricane, or indirectly from the hurricane, or people who would have died even without the storm. For example, we found a report of one person who died because she didn’t have enough oxygen tanks — this would count as an indirect death.
Here’s how we came up with figure of at least 450:
We’ll probably never know precisely how many people’s lives were cut short by the disaster and the slow response. But even three weeks later, the aftermath of the storm is threatening people’s health.
As each day passes, Puerto Ricans on the island are becoming more susceptible to disease, says Andrea Dunne-Sosa, who is overseeing a medical relief team from Project HOPE, which deployed to the island after the storm. Two of the most recent official deaths were attributed to an outbreak of a bacterial infection called leptospirosis. The continuing lack of food and water in some towns is also alarming, she said. On Wednesday, field workers told her they visited a house in the coastal town of Loaiza, where the family literally had no food.
« They were eating the crumbs of the last slice of bread, » said Dunne-Sosa. « There’s a lot of fear about what’s still to come. »
CNN medical correspondent Sanjay Gupta also described his fears of much higher death toll in an essay he wrote after visiting Puerto Rico and meeting many very sick people. “There may be tens of thousands of hardy people who survived the hurricane and are now struggling to stay alive in its aftermath,” he wrote. “They are teetering on the edge, with hardly any reserve.”
The question is whether they will be part of the official story, or the unofficial one.

The “Star Wars”-inspired virtual-reality experience set for Walt Disney World will open at Disney Springs on Dec. 16. Tickets are now on sale for Star Wars: Secrets of the Empire, officials said Wednesday.
The 30-minute attraction, originally announced in early August, will include groups of four participants taking on the roles of undercover rebels on an Imperial base.
The mission, according to a newly released trailer, is “to recover Imperial intelligence critical to our survival.”
ILMxLab partnered with The Void, a virtual-reality company, for Secrets of the Empire. Participants will wear headsets in a through maze for interactions taking place in a digital world.
The Disney Springs debut probably will coincide with the next wave of “Star Wars” mania. The “Star Wars: The Last Jedi” film goes into theaters Dec. 15.
Tickets, available at thevoid.com website, are priced at $29.95. Sign-up times range from 9 a.m. to 11:45 p.m.
The Void’s previous VR efforts were based on the “Ghostbusters” franchise or in the style of an Indiana Jones experience.
If nothing else, the new experience will help fill the gap while construction continues on Star Wars: Galaxy’s Edge, the dedicated land within Disney’s Hollywood Studios theme park, and the eventual “Star Wars” hotel on Walt Disney World property.
A version of the “Star Wars” virtual-reality experience also will open at Disneyland’s Downtown Disney complex will debut on Jan. 5.

That’s good news for teens, who already say they love Amazon.
In Piper Jaffray’s biannual survey of teen preferences, nearly half (49%) of the respondents, who were aged 13-17, named Amazon as their favorite website to shop from.
That’s up six points from six months ago, when the survey was last released. The second-biggest website to buy from is Nike, which 6% of teens said is their favorite website for shopping.
Amazon may be the go-to choice for teens according to Piper Jaffray’s research, but another recent survey of teens aged 13-17 by PricewaterhouseCoopers suggests that teens aren’t shopping online all that often yet.
In the survey, 81% of respondents said they preferred to shop in stores, while 40% said they will only shop in stores this holiday season. That’s different from all other age groups, who told PwC that they preferred to split their shopping evenly between online and in-store.
With services like Amazon’s new accounts for teens, the retailer is likely hoping to make Gen Z’s shopping preferences look more like millennials’ preferences.

Oculus Rift and Touch price slashed for good ahead of shopping season

The new price permanently matches the $100 price drop during Facebook’s ‘Summer of Rift’ sale.
Last summer, the Oculus Rift and Oculus Touch bundle enjoyed an appealing $100 six-week price drop down to $399. As of today, though, that’s now the permanent price in the US.
Facebook virtual reality chief Hugo Barra made the announcement on stage during today’s Oculus Connect event. However, the company has yet to disclose whether this price drop will make it to the UK and Australia.
That makes the combination of the Oculus Rift headset and the Touch motion sensors substantially more financially palatable than it was last year. At the time, the Oculus Rift headset alone sold for $599/£599 and the Touch controllers sold for $199/£199.
The new, permanent price is only $200 more than the budget-friendly $199 (about £150, AU$255) Oculus Go Facebook also announced today. The Rift also remains a wired unit that requires a connection with your PC, which makes it a disappointing alternative to Oculus’s PC-free ‘ Santa Cruz ‘ headset that’s currently in development.
That headset, though, may still be a ways off. In the meantime, the new prices make escaping into virtual reality a less daunting undertaking than it was before.
According to Oculus’s website, ‘Each Rift bundle comes with Touch controllers, sensors, and six free apps that give you hours of entertainment including Epic’s arcade shooter, Robo Recall, and our creative tools, Medium and Quill.’

iOS 11.0.2 also addressed an issue where S/MIME-encrypted email attachments wouldn’t open in the Mail app, and now iOS 11.0.3 is here to improve the audio and haptic feedback for some iPhone 7 and iPhone 7 Plus devices, as well as an issue where touch input was unresponsive on some iPhone 6s devices using aftermarket displays.

Apple released the iOS 11.0.3 software update for iPhone 5s and later, iPad Air and later, and iPod touch 6th generation devices. If you’re running iOS 11.0.2 or a previous version, you should update to iOS 11.0.3 as soon as possible by opening the Settings app, and accessing Software Updates in the General section.
There, you should see the iOS 11.0.3 update with the information about the issues that it resolves. To update, simply press the « Download and Install » button, but only if you’re connected to a Wi-Fi network and have more than 50% battery power. Otherwise, you can connect the device to a Mac or Windows PC and update via iTunes.

When I first started to work as an actress, i was working on a film and I received a call from‎ Harvey Weinstein asking if I had slept with any of the women I was seen out with in the media. It was a very odd and uncomfortable call….i answered none of his questions and hurried off the phone but before I hung up, he said to me that If I was gay or decided to be with a woman especially in public that I’d never get the role of a straight woman or make it as an actress in Hollywood. A year or two later, I went to a meeting with him in the lobby of a hotel with a director about an upcoming film. The director left the meeting and Harvey asked me to stay and chat with him. As soon as we were alone he began to brag about all the actresses he had slept with and how he had made their careers and spoke about other inappropriate things of a sexual nature. He then invited me to his room. I quickly declined and asked his assistant if my car was outside. She said it wasn’t and wouldn’t be for a bit and I should go to his room. At that moment I felt very powerless and scared but didn’t want to act that way hoping that I was wrong about the situation. When I arrived I was relieved to find another woman in his room and thought immediately I was safe. He asked us to kiss and she began some sort of advances upon his direction. I swiftly got up and asked him if he knew that I could sing. And I began to sing….i thought it would make the situation better….more professional….like an audition….i was so nervous. After singing I said again that I had to leave. He walked me to the door and stood in front of it and tried to kiss me on the lips. I stopped him and managed to get out of the room. I still got the part for the film and always thought that he gave it to me because of what happened. Since then I felt awful that I did the movie. I felt like I didn’t deserve the part. I was so hesitant about speaking out…. I didn’t want to hurt his family. I felt guilty as if I did something wrong. I was also terrified that this sort of thing had happened to so many women I know but no one had said anything because of fear.

“As soon as we were alone he began to brag about all the actresses he had slept with and how he had made their careers and spoke about other inappropriate things of a sexual nature,” she wrote. “He then invited me to his room.”
Delevingne says she declined and asked Weinstein’s assistant if her ride was waiting outside. The assistant allegedly told her the car wouldn’t be there for awhile and to go to Weinstein’s room.
“When I arrived I was relieved to find another woman in his room and thought immediately I was safe,” the post continues. “He asked us to kiss and she began some sort of advances upon his direction.”
Then, Delevingne says she began singing to try and deescalate the situation and make it more of an audition than a sexual encounter. After she finished her song, she tried to leave the room but was blocked by the Hollywood producer.
“He walked me to the door and stood in front of it and tried to kiss me on the lips. I stopped him and managed to get out of the room,” she stated.
Delevingne asserts that while she still got the role, she felt like she didn’t deserve it and was scared to share her story because she felt “guilty” and “didn’t want to hurt his family.”
Weinstein has now been accused of everything from sexual harassment to rape by over two dozen women.

Gun-toting Stuart man arrested after being held down by neighbor

William Pharmer was arrested and charged with aggravated assault with a deadly weapon and armed trespass.
STUART — A Stuart man held down a man with a gun for 20 to 30 minutes early Wednesday morning, he said, while waiting for deputies to arrive, according to an arrest affidavit.
When deputies arrived, they arrested 70-year-old William Pharmer, a Stuart resident, and charged him with aggravated assault with a deadly weapon and armed trespass.
At about 12:15 a.m., the Martin County Sheriff’s Office received a call about a man with a gun. The woman said her friend was holding Pharmer down, but he still had a gun and was trying to pull the trigger, according to the report.
After being arrested, Pharmer said he was woken up by his neighbor, who he claimed was in search of drugs. He said the neighbor knocked on his bedroom window, according to the report.
Pharmer then went to the neighbor’s house with his gun and banged on the door, according to the report.
A witness, who was staying at the home, said the neighbor opened the door and began to fight with Pharmer. She, then, called police, according to the report.
Pharmer, who deputies said smelled strongly of alcohol, told deputies he wasn’t going to shoot his neighbor, according to the report.
Pharmer was taken to the Martin County Jail. No bail has been set.

For the first time, celebrities will be stepping into The Challenge world. MTV announced on Wednesday that Mike ‘The Miz’ Mizanin will be returning to MTV to host Champs V. Stars. The Miz, now a WWE Superstar, got his start on The Real World: Back to New York and previously also hosted a reunion special for The Challenge. Now, he’ll be working with the group once again.
“After 12 years, I can’t tell you how excited I am to be back on The Challenge, this time as the host,” the Miz said in a statement. “I can honestly say that if it wasn’t for this iconic show, I never would’ve had the confidence to fulfill my dream of becoming a WWE Superstar. The Challenge has evolved since my days of playing and now it’s pitting the biggest celebrity athletes against the best The Challenge has to offer.”
The eight-week special will pin ten celebrity athletes and entertainers against ten of the most badass competitors from The Challenge. They will be competing for a share of the $150,000 cash prize to donate to their charities. The winning team from each challenge must nominate their MVP who will win the money for their charity, be safe from elimination and choose their team’s LVP to go into elimination; the losing team will chose their own LVP to compete.

US-Präsident Donald Trump hat am Mittwoch einen möglichen Entzug der Senderechte für bestimmte US-Sender zur Diskussion gestellt. Die „Falschnachrichten“, die von NBC und anderen Netzwerken verbreitet würden, seien „schlecht für das Land“, schrieb Trump im Kurzbotschaftendienst Twitter: „An welchem Punkt ist es angebracht, ihre Lizenz in Frage zu stellen?“ fragte er.
Die Attacke des Präsidenten wurde durch einen Bericht von NBC News ausgelöst, wonach Trump im Sommer bei einem Treffen mit Generälen und Sicherheitsberatern eine drastische Aufstockung des Atomwaffenarsenals der USA verlangt haben soll. Die Forderung des Präsidenten sei auf eine nahezu zehnfache Vergrößerung dieses Arsenals hinausgelaufen, berichtete der Sender unter Berufung auf Teilnehmer der Sitzung im Pentagon.
Trump dementierte den Bericht energisch. Es handle sich um eine „erfundene Geschichte“ und „reine Fiktion“ mit „erniedrigender“ Absicht, twitterte er. Laut NBC News soll der Präsident die Forderung vorgebracht haben, nachdem ihm eine Grafik zur graduellen Verringerung des US-Atomwaffenarsenals seit den sechziger Jahren gezeigt worden sei. NBC stützte sich auf anonyme Quellen – eine Praxis, die US-Regierung seit langem erzürnt. Trump hatte mehrfach behauptet, Medien, die anonyme Quellen zitieren, hätte oft keine echten Quellen sondern würden Aussagen erfinden. Es soll kurz nach dem damaligen Briefing im Pentagon gewesen sein, dass Außenminister Rex Tillerson den Präsidenten angeblich als „Deppen“ bezeichnete.

Couple killed in California wildfire had been married 75 years

The couple had met in grade school in Wisconsin and been together ever since, celebrating their 75th anniversary last year.
NAPA, Calif. — Mike Rippey stood among pieces of metal, porcelain and other remnants of the California home where his 100-year-old father and 98-year-old mother had died in the raging wine country wildfires.
Rippey said Tuesday his brother had discovered their bodies after driving to the home and managing to get past security.
He said his father Charles appeared to be heading to the room of his mother, Sara, when he was overcome by the smoke and flames.
« My father certainly wouldn’t have left her, » Mike Rippey said.
The couple had met in grade school in Wisconsin and been together ever since, celebrating their 75th anniversary last year.
Rippey, 71, said he and his siblings couldn’t imagine how either parent would have navigated life if just one had survived the flames.
« We knew there’s no way they would ever be happy, whoever was the last one. So they went together, and that’s the way it worked, » he said stoically.
In the charred remains of the home, only metal and porcelain survived to testify to the couple’s long life together. There were coffee cups along a low sill; two metal chairs, side-by-side by a patio table; and a porcelain tea set of white and soft washes of blue, some pieces still intact.
Charles Rippey — nicknamed « Peach » as a toddler for his chubby cheeks — and his wife were among the 17 victims who have died in the fierce, fast-moving fires that started on Sunday and raged through neighborhoods. None of the other victims had been identified.
Authorities are expecting other older people to be among the dead, who like the Rippeys might not have been able to move fast enough to beat the flames.
Mike Rippey said his mother had previously suffered a stroke.
Seventeen wildfires raging across parts of seven counties have destroyed more than 2,000 homes, businesses and other structures.
The wildfires rank among the five deadliest in California history, and officials expect the death toll to rise as the scope of destruction becomes clear.
At least 185 people were injured, and nearly 200 have been reported missing in Sonoma County alone, though many may be safe but unable to use damaged communication systems.
Mike Rippey was in London and boarding a flight to California when his brother called and told him their parents had died.
The couple attended the University of Wisconsin and married in 1942 before Charles Rippey served as a U. S. Army engineer in World War II. He became an executive with the Firestone tire company.
Rippey said he had no plans to rebuild the home.
« Without them, it doesn’t mean a thing, » he said. « It’s gone. They’re gone. »
