Понад 37 тис. осіб перетнули КПВВ в зоні АТО минулої доби
КИЇВ. 30 вересня. УНН. Минулої доби через контрольні пункти в’їзду-виїзду, що на лінії розмежування в районі проведення АТО, прослідувало 37,6 тисяч осіб та 5,3 тисячі транспортних засобів. Про це УНН повідомили у прес-службі ДПСУ.
Пасажиро-транспортний потік в усіх контрольних пунктах в`їзду-виїзду залишався динамічним на рівні попередньої доби. Загалом через КПВВ прослідувало 37,6 тисячі осіб та 5,3 тисячі транспортних засобів:
« Майорське » – 8285 осіб та 1115 транспортних засобів;
« Мар’їнка » – 8915 осіб та 1600 транспортних засобів;
« Новотроїцьке » – 7585 осіб та 1580 транспортних засобів;
« Гнутове » – 3895 осіб та 995 транспортних засобів;
« Станиця Луганська » – 8920 осіб.
Зазначається, що сьогодні зранку на в’їзд та виїзд знаходилася така кількість транспортних засобів: «Майорське» – 20/10; « Мар’їнка » – 30/50; « Новотроїцьке » – 40/70; « Гнутове » – 50/40.
У ДПСУ додали, що на цей час усі КПВВ працюють в штатному режимі.

Iulian Vlad, the general who led Romania’s feared communist-era Securitate secret police, has died at the age of 86, a former colleague said.

Petru Neghiu, a general in reserve, told Antena 3 TV that Vlad died on Saturday following an illness. He said Vlad made confession to a priest shortly before his death.
Vlad joined the Communist Party after the Second World War and rose within the state apparatus. He was appointed head of the Securitate in 1987 and held the position until the 1989 revolt when Communist leader Nicolae Ceausescu was deposed and executed.
Some 1,100 people were killed during the uprising. Vlad claimed he told his troops not to open fire.
In 1990, he was sentenced to 25 years in prison for his role in repressing the revolt, but was released after four years.

For the past few weeks, Mr. Kalanick, who had resigned as chief executive in June, kept a low profile. Last month, Uber installed a new chief executive, Dara Khosrowshahi, and the company appeared to be trying to get past a turbulent period that included questions about its culture and changes in its top echelons.
But behind the scenes, Mr. Kalanick and Uber’s board continued to wrestle over who had control of the privately held company through the amount of stock they owned and the voting rights that those shares conferred.
On Thursday, Uber and one of its investors, Goldman Sachs, made a proposal to the board that would reduce Mr. Kalanick’s voting power at the company, according to people briefed on the negotiations, who asked to remain anonymous because they were not authorized to speak publicly. The board could vote on the proposal as early as Tuesday, these people said.
In response, Mr. Kalanick made a move late Friday to reassert his control. The former chief, who holds outsize voting rights at Uber, said he had added Ursula Burns, a former chief executive of Xerox, and John Thain, a former chief executive of Merrill Lynch and the New York Stock Exchange, to the eight-member board.
Because of the proposal to reduce voting rights, it is “essential that the full board be in place for proper deliberation to occur,” Mr. Kalanick said in a statement.
In its own statement, Uber said Mr. Kalanick’s move “came as a complete surprise to Uber and its board.” That is why, it added, the company is “working to put in place world-class governance.”

The moves underscore the increasingly dysfunctional relationship between Uber and Mr. Kalanick, the company’s co-founder. Mr. Kalanick stepped down as chief executive after some of Uber’s investors said he could not remain. Since then, the former chief, who holds a seat on Uber’s board, has battled with other board members, including Benchmark, a venture capital firm that was an early investor in the company.
Benchmark had previously contended that Mr. Kalanick had too much power over Uber and had sued him in an attempt to reduce that control. That suit has been moved to arbitration, allowing Mr. Kalanick to keep his fight with Benchmark — and any potentially damaging disclosures — out of public view. Benchmark declined to comment on Friday.
The back-and-forth also presents a problem for Mr. Khosrowshahi, who has to deal with a deeply divided board. Mr. Khosrowshahi had already had a taste of Uber’s ups and downs in recent days, when the company was told that it would lose its operating license for London, one of the biggest cities where it does business.
The power plays on Uber’s board are centered on a move made by Mr. Kalanick last year that allowed him to obtain outsize control of several board seats. At the time, he got Benchmark to approve an amendment to the company’s charter that gave him the right to nominate three new directors to add to Uber’s eight-member board. Mr. Kalanick occupies one of those seats, and he has contended that he gets the right to fill the other two seats.
To prevent Mr. Kalanick from exercising that right, Uber and Goldman Sachs proposed on Thursday to reduce his voting rights. If approved, the proposal would also reduce voting power for other early Uber shareholders and board members, including Benchmark, Lowercase Capital and Menlo Ventures.
Uber is also negotiating a sale of some of its existing shares to new investors, including the Japanese conglomerate SoftBank. Goldman Sachs is also one of the financial firms that is managing Uber’s potential share sale to SoftBank.
The fight over voting speaks to the balance of power at young Silicon Valley start-ups. In recent years, entrepreneurs have asked for — and been given — more voting rights by venture capitalists and other investors who are eager to get into a hot deal. Other companies, like Snap and Facebook, also have structures that allow their founders to hold disproportionate voting power.
These sorts of bare-knuckle fights usually unfold behind the scenes in venture capital, where investors and founders have incentives to maintain a positive public persona. Entrepreneurs start companies more than once, and have to tap the same pool of firms for money over time. And the firms need to be perceived as founder friendly in order to cozy up to the most promising deals.
Mr. Kalanick’s two new appointees are well known in the business world. As chief executive of Xerox, Ms. Burns was the first African-American woman to run a Fortune 500 company. Ms. Burns, 59, received a master’s degree in mechanical engineering from Columbia University and worked at Xerox her entire career, beginning as an intern in 1980 and becoming the head of the company in 2009.
Mr. Thain, 62, was one of Wall Street’s best-known figures until the financial crisis hit Wall Street in 2008. He became the head of the New York Stock Exchange in 2004, then the chief executive of Merrill Lynch in 2007. He sold the firm to Bank of America nduring the financial crisis and was later chief executive of CIT Group, a lender to small and midsize businesses, until he retired in 2015.

This smartphone trick lets you do more in less time

Organizing apps: there’s the random way, and then there are smarter ways.
Thanks to smartphones, you no longer have to run to a computer for things like banking, shopping, and posting to social media. But how you arrange your smartphone apps can also help you speed up everyday tasks.
What’s that? You simply leave the apps the way your phone maker (or service provider) laid them out for you? And when you download new ones, you leave them randomly placed on your screen?
You can quickly and efficiently access your apps with fewer taps and swipes, by customizing where your apps are, how they’re presented, and which apps you prioritize.
Whether you’re running Android or iOS, the following options might be able to shave off some time or reduce frustration.
For obvious reasons, the first thing you want to prioritize is the apps you tap the most.
Smartphone makers often line the bottom of your home screen with suggested apps for easy access. If you find tapping these apps with one hand is intuitive – even as these phones are getting bigger – then stick with this layout.
But you can change which app icons are at the bottom of the screen. For example, Apple will give you Safari as a web browser, but why not replace it with Chrome, if that’s what you prefer?
You can also swap around the order of the bottom-row apps, and in some cases you can drag and drop an extra app or two to extend it to five or six of your favorite apps (depending on the phone). Or drop them down to three apps, if you like.
Some smartphone owners prefer to line the side of their smartphone with their favorite apps, as they find it’s easier to tap with one hand than reaching towards the bottom of the screen.
You can manually place your most-used apps on the side of your main home screen in Android or iOS – along the right side if you’re right-handed, or the left side if you’re left-handed.
Speaking of which, the latest Samsung Galaxy devices offer an “Apps Edge” feature, which lets you instantly access the apps you use the most by swiping your thumb in front of the right side of the screen (lefties can change this, too). You will see 10 of your most used apps here (which you can modify, if desired). With the Galaxy Note 8, you can also open two apps at the same time using a feature call “App Pair,” for a split-screen view.
Swipe again from the right (or left) side for a “People Edge” panel, where you can add your closest contacts for quick access.
But what about all the other apps you have on your phone?
There isn’t a one-size-fits-all approach to organizing all the apps on your smartphone.
Most people group them by frequency, such as your most-used apps on the first page of your homescreen.
Others group by type of app, such as devoted one page each for Games, Photography, Social Media, News, and so on.
Few people adopt an aesthetic-based icon arrangement, where the icons simply look good together, perhaps grouped alphabetically, or by color (seriously, it’s a thing).
Whatever you prefer, don’t forget both Android and iOS also let you also lump similar apps together into folders. If you’re segregating by theme, then you might have folders for Work, Social, Kids, Travel, Games, Sports, Photography, and so on. That way, all related apps are in the same place and you’ll see miniaturized icons on the folder for a quick glimpse at what’s inside.
You can always rename the folder if you don’t like what the opersting system comes up with for you.
If you’re a digital packrat and you have way too many apps, sometimes the fastest way to find what you’re looking for is to search by keyword or by using your voice.
With the former, you can swipe down on the screen in Android and iOS, which reveals a search window, and you can type in the name of the app. Easy peasy. In iOS, it will also show you apps you’ve used recently.
Or use your voice to search for – and open — apps. For example, on Android devices, you can say, “Okay Google, open Uber” or for Apple phones, you can say, “Hey Siri, open Uber.”
And if you’re on Android, there’s also Google Gesture Search, to help you find something quickly. It’s a free app from the Google Play store that lets you draw a single character and get a quick list of matching items on your phone — such as “U” to see “Uber, or “US” to see “USA TODAY.” It also works with contacts, settings, music, and browser bookmarks. When you see what you’re looking for, tap it to launch.
In short, there’s no right or wrong way to organize your apps, so see what works best for you.

BEIJING (AP) – U. S. Secretary of State Rex Tillerson met with Chinese President Xi Jinping and other officials Saturday on issues including trade, North Korea and preparations for an anticipated visit by President Donald Trump to China in November.
Tillerson told top Chinese foreign policy adviser Yang Jiechi that Trump and Xi had developed a « very regular and close working relationship. »
His visit, Tillerson said, also provided an opportunity to assess progress made between the sides since Xi and Trump met in April at the U. S. president’s estate in Florida.
Tillerson is making his second visit as secretary of state to the world’s No. 2 economy and chief American rival for influence in Asia, and increasingly, the world. Along with Xi and Yang, he met with Foreign Minister Wang Yi, who told Tillerson that China-U. S. relations « overall have a positive momentum and have arrived at an important opportunity to progress further. »
Neither Tillerson nor the Chinese officials mentioned North Korea in opening remarks made in the presence of journalists.
Ties between Beijing and Washington are considered more crucial than ever with the standoff over Pyongyang’s nuclear weapons and ballistic missiles entering a new, more dangerous phase as its leader, Kim Jong Un, and Trump exchange personal insults and threats of war with no sign of a diplomatic solution.
Trump has been pressing for tougher measures on Pyongyang from China, the North’s chief trading partner and source of aid and diplomatic support.
Although adamantly opposed to steps that could bring down Kim’s regime, Beijing appears increasingly willing to tighten the screws on Pyongyang, and agreed to tough new United Nations sanctions that would substantially cut foreign revenue for the isolated North.
On Thursday, Beijing ordered North Korean-owned businesses and ventures with Chinese partners to close by early January, days after it said it would cut off gas and limit shipments of refined petroleum products, effective Jan. 1. It made no mention of crude oil, which makes up the bulk of Chinese energy supplies to North Korea and is not covered by the U. N. sanctions.
China has also banned imports of North Korean coal, iron and lead ore, and seafood since early September.
Still, Washington hopes China will exert even greater pressure, even while Beijing says the impasse can’t be solved by sanctions alone and calls on Washington to cool its rhetoric and open dialogue with Pyongyang.
Other than North Korea, the U. S. and China have other security concerns to address. They remain at odds over Beijing’s military buildup and assertive claims to disputed islands in the South China Sea.
Tillerson is also expected to restate concerns about China’s massive trade surplus with the U. S. – $347 billion last year – and what American companies say are unfair barriers to investment, including pressure to hand over their technology.
Washington wants Beijing to make good on its promise to let market forces have a bigger role in its economy, give equal treatment to foreign and Chinese companies and roll back state industry’s dominance.
Trump’s planned visit to China in November will come just weeks after Xi is expected to receive a new five-year term as leader of the ruling Communist Party.
Despite his tough criticism of China’s trade practices, Trump has forged a personal connection with Xi over phone calls and while hosting him in Florida, during which they agreed on four high-level dialogues to cover various aspects of relations.
The November meeting of the two leaders will be grander and more choreographed than the informal talks in Florida that were most memorable for Trump’s ordering a missile strike on Syria and then informing Xi about it afterward as they ate chocolate cake.
Tillerson, facing criticism at home for his muted impact as the top U. S. diplomat, may also be seeking to put his own stamp on the relationship. He surprised some observers during his first official visit to China in March when he employed China’s own words to characterize relations between the sides – language the Obama administration had largely rejected as an attempt by Beijing to establish a type of moral parity between the sides.

China’s manufacturing activity grew at the fastest pace since 2012 in September as factories cranked up output to take advantage of strong demand and high prices.
China’s manufacturing activity grew at the fastest pace since 2012 in September as factories cranked up output to take advantage of strong demand and high prices, easing worries of a slowdown before a key political meeting next month.
Production, total new orders and output prices all improved to the highest level in at least a year, while a pick-up in a reading for the construction sector indicated a building boom is undiminished.
The official Purchasing Managers’ Index (PMI) released on Saturday rose to 52.4 in September, from 51.7 in August and well above the 50-point mark that separates growth from contraction on a monthly basis.
It marked the 14th straight month of expansion for China’s massive manufacturing industry and the highest reading since April 2012. Analysts surveyed by Reuters had forecast the reading would ease slightly.
The data comes ahead of the Communist Party Congress in mid-October, a once-every-five-years meeting where new leaders are appointed and the government’s key political and economic initiatives are laid out, though details are usually not announced until much later.
China’s manufacturers are reporting their best profits in years, fuelled by government-led infrastructure spending, a strong housing market, higher factory-gate prices and a recovery in exports.
« Over the short term, we believe the resilient demand growth and disciplined balance sheet expansion … will point to further improvement in manufacturing profitability and investment returns, » analysts at China International Capital Corporation said in a note after the data.
But cost pressures from high raw materials prices and continued underperformance of smaller firms mean some manufacturers are still struggling.
« Mid- and downstream industries are worried about a further increase in cost pressures, » National Bureau of Statistics official Zhao Qinghe wrote in comments published with the data.
The latest survey showed input prices continued to rise at a solid clip, with the reading at 68.4 compared with 65.3 in August, benefiting upstream producers such as miners, smelters and oil refiners.
Indexes for raw materials prices in the paper, wood processing and furniture, and chemical products manufacturing industries were all above 75.0, said Zhao, indicating large price increases.
Output prices also rose but at a slower pace, pointing to lower profit margins for companies further along the supply chain who are unable to pass on all of the price increases to their customers.
A separate PMI on the steel industry fell to 53.7 in September from 57.2 in August but remained in solid expansion territory, as the industry faces production restrictions aimed at reducing choking air pollution over the winter.
Analysts at China Merchants Securities said stricter production limits related to efforts to improve air quality and supply-side adjustments from capacity cuts had helped to improve the supply-demand balance, with new orders rising faster than production in September for the first time since 2012.
For the manufacturing sector overall, inventories of raw materials and finished goods continued to decline in September, providing little indication that factories were stocking up in preparation for winter production cuts.
Big firms saw the strongest improvement in September, with a large firms sub-index rising to 53.8, while one for small firms improved slightly but was still in contraction territory at 49.4.
China’s cabinet on Wednesday said that China will take a number of measures, including tax exemptions and targeted reserve requirement ratio cuts, to encourage banks to support small businesses.
The impressive performance for China’s manufacturers comes despite a government push to shutter outdated industrial capacity and clean up polluting industries, though some analysts say official claims of massive capacity cuts are misleading as overall production is still rising.
Chinese authorities are also in the midst of a campaign to reduce the risks from a rapid build-up in debt produced by years of credit-fuelled stimulus, and the continued strength of the industrial sector could give policymakers confidence to stick to the push for deleveraging.
A separate private survey may temper some of the enthusiasm, as it showed growth slowed in September amid high pricing pressure and slower new order growth.
The Caixin/Markit Manufacturing Purchasing Managers’ Index (PMI) fell to 51.0 in September, compared with 51.6 in August, as new export order growth slipped.
So far, the regulatory clampdown has focused on the financial sector, particularly interbank and shadow banking activity, and the pass-through to the real economy appears to be limited.
But S&P last week downgraded China’s sovereign credit rating, saying the government’s deleveraging drive has progressed slower than expected, leading to higher economic and financial risks.
An official survey on the services sector published Saturday rose at the fastest pace since 2014, though gains in that sector were also driven by higher input prices.
A sub-reading for the construction sector rose to 61.1 in September from 58.0 in August.
The official data showed firms in both the manufacturing and services sector continued to shed workers.

Security researchers have uncovered a significant vulnerability that affects both Mac and Windows machines.
A newly discovered firmware vulnerability could leave countless Windows and Mac computers at risk from a hack, according to security researchers from Duo Labs. The vulnerability could be used by malware to gain deep access to systems.
The bug involves the extensible firmware interface, or EFI, which is the first bit of code that runs when you hit the power button – part of its responsibilities include validating the software that’s running on the machine.
Based on tests on 74,000 Apple Macs, the Duo Labs team found that the EFI firmware was not always being updated at the same time as the operating system, leaving a security hole that could potentially be exploited. The vulnerability could also affect Windows PCs, the researchers say.
The good news is that a hack taking advantage of the EFI vulnerability would need to be quite a complex one, and it’s only really worth the trouble if you’ve got some pretty important data locked away on your machine.
What’s more, Duo Labs says it hasn’t spotted anyone actively making use of this security loophole yet – it’s working with Apple and other computer makers to get the bug patched. « For most people in most situations, the risk is currently not severe, » the researchers say.
