« Maria » bleibe auch nach seinem Zug über Dominica ein « extrem gefährlicher » Sturm mit Spitzengeschwindigkeiten von bis zu 250 Kilometern pro Stunde, hieß es weiter. Hurrikan-Warnungen galten unter anderem weiterhin für Guadeloupe, die US-amerikanischen und britischen Jungferninseln sowie St. Kitts und Nevis, Montserrat und das US-Außengebiet Puerto Rico. Dort könnte « Maria » nach bisherigen Prognosen am Mittwoch auf Land treffen – es wäre das erste Mal seit 85 Jahren, dass die Insel direkt von einem Hurrikan getroffen wird.
Auf Dominica, einer ehemaligen britischen Kolonie, bekam Regierungschef Skerrit persönlich die Kraft der Naturgewalt zu spüren: « Mein Dach ist weg. Ich bin der Gnade des Hurrikans ausgeliefert. Mein Haus wird überschwemmt », schrieb er auf Facebook. Kurz darauf wurde der Regierungschef in Sicherheit gebracht: « Ich bin gerettet worden », schrieb er.
« Maria » hatte vor dem Auftreffen auf Dominica schnell an Kraft gewonnen und war vorübergehend in die höchste Kategorie fünf eingestuft worden. Starke Böen und kräftige Regenschauer fegten zuvor über Martinique hinweg, als « Maria » am Montagabend die Karibikinsel passierte, wie der Radiosender RCI berichtete. Bäume wurden entwurzelt und hohe Wellen trafen auf die Küste. Zu Schäden oder Opfern gab es zunächst keine Details. Die Präfektur der französischen Überseegebiete Guadeloupe und Martinique hatte eine Ausgangssperre verhängt.
Nach der derzeitigen Prognose dürfte « Maria » zunächst einen ähnlichen Kurs wie « Irma » einschlagen. Der Rekord-Hurrikan hatte vor rund zwei Wochen in der Karibik und im US-Bundesstaat Florida erhebliche Verwüstungen angerichtet. Mehrere Menschen kamen ums Leben.

The chain which sells toys and baby products in the United States as well 38 other countries and jurisdictions joins other traditional retailers that are struggling to compete with the likes of Amazon.
The company will “restructure its outstanding debt and establish a sustainable capital structure that will enable it to invest in long-term growth and fuel its aspirations to bring play to kids everywhere and be a best friend to parents,” Toys “R” Us said in a statement late Monday.
It noted that operations outside the US and Canada, “including its approximately 255 licensed stores and joint venture partnership in Asia,” are not part of the bankruptcy proceedings.
“Together with our investors, our objective is to work with our debtholders and other creditors to restructure the $5 billion of long-term debt on our balance sheet, which will provide us with greater financial flexibility to invest in our business, continue to improve the customer experience in our physical stores and online, and strengthen our competitive position in an increasingly challenging and rapidly changing retail marketplace worldwide,” chairman and chief executive Dave Brandon said in the statement.
Various lenders including JPMorgan have agreed to infuse Toys “R” Us more than $3 billion which will “immediately improve the Company’s financial health and support its ongoing operations during the court-supervised process.”
The company’s approximately 1,600 Toys “R” Us and Babies “R” Us stores around the world — “the vast majority of which are profitable” -– will operate as usual, it said.

ROSEAU, Dominica (AP) – Hurricane Maria swept over the small island of Dominica with catastrophic winds overnight, starting a charge into the eastern Caribbean that threatens islands already devastated by Hurricane Irma and holds the possibility of a direct hit on Puerto Rico.
Fierce winds and driving rain lashed mountainous Dominica for hours as Maria caused flooding and tore roofs from homes as an extremely dangerous Category 5 storm. A police official on the island, Inspector Pellam Jno Baptiste, said late Monday that there were no immediate reports of casualties but it was too dangerous for officers to do a full assessment as the storm raged outside.
« Where we are, we can’t move, » he said in a brief phone interview while hunkered down against the region’s second Category 5 hurricane this month.
By early Tuesday, Maria weakened slightly to a still major Category 4 storm after pounding the small Caribbean island nation. But forecasters cautioned that fluctuations in intensity were to be expected.
Dominica Prime Minister Roosevelt Skerrit earlier captured the fury of Maria as it made landfall. « The winds are merciless! We shall survive by the grace of God, » Skerrit wrote at the start of a series of increasingly harrowing posts on Facebook.
A few minutes later, he messaged he could hear the sound of galvanized steel roofs tearing off houses on the small rugged island.
He then wrote that he thought his home had been damaged. And three words: « Rough! Rough! Rough! »
A half hour later, he said: « My roof is gone. I am at the complete mercy of the hurricane. House is flooding. » Seven minutes later he posted that he had been rescued.
Officials in Guadeloupe said the French island near Dominica probably would experience heavy flooding and warned that many communities could be submerged. In nearby Martinique, authorities ordered people to remain indoors and said they should be prepared for power cuts and disruption in the water supply.
Authorities in the U. S. territory of Puerto Rico warned that people in wooden or flimsy homes should find safe shelter before the storm’s expected arrival there on Wednesday.
« You have to evacuate. Otherwise, you’re going to die, » said Hector Pesquera, the island’s public safety commissioner. « I don’t know how to make this any clearer. »
Maria had maximum sustained winds of 160 mph (260 kph) late Monday as it slammed into Dominica, its eye passing over the island before conditions began easing. Early Tuesday, a hurricane hunter plane found top winds had slightly weakened though Maria remained a still extremely dangerous Category 4 major storm.
The U. S. National Hurricane Center said Maria’s top sustained winds were clocked at 155 mph (250 kph) at 2 a.m. and that the eye of Maria was about 45 miles (70 kilometers) west-northwest of Dominica. The storm was moving west-northwest at 9 mph (15 kph).
Before the latest fluctuation in intensity, forecasters had warned Maria would likely intensify over the next 24 hours or longer, noting its eye had shrunk to a compact 10 miles across and warning: « Maria is developing the dreaded pinhole eye. »
That generally means an extremely strong hurricane will get even mightier, said Brian McNoldy, a hurricane researcher at the University of Miami. He said it just like when a spinning ice skater brings in their arms and rotates faster.
« You just don’t see those in weaker hurricanes, » he said.
The storm’s hurricane-force winds extended out about 35 miles (45 kilometers) and tropical storm-force winds out as far as 125 miles (205 kilometers).
Hurricane warnings were posted for the U. S. and British Virgin Islands, Puerto Rico, Guadeloupe, Dominica, St. Kitts, Nevis and Montserrat. A tropical storm warning was issued for Martinique, Antigua and Barbuda, Saba, St. Eustatius, St. Maarten, St. Lucia and Anguilla.
Forecasters said storm surge could raise water levels by 6 to 9 feet (1.8 to 2.7 meters) near the storm’s center. The storm was predicted to bring 10 to 15 inches (25 to 38 centimeters) of rain across the islands, with more in isolated areas.
The current forecast track would carry it about 22 miles (35 kilometers) south of St. Croix in the U. S. Virgin Islands late Tuesday and early Wednesday, territorial Gov. Kenneth Mapp said.
« We are going to have a very, very long night, » Mapp said as he urged people in the territory to finish any preparations.
St. Thomas and St. John are still stunned from a direct hit by Hurricane Irma, which did extensive damage and caused four deaths on the two islands.
Barry University said it chartered a private plane to carry students and staff from its St. Croix facility to Florida in preparation for Maria. It said 72 people connected to the Barry’s Physician Assistant Program and a few pets were on Monday’s evacuation flight.
In neighboring Puerto Rico, nearly 70,000 people were still without power following their earlier brush with Irma and nearly 200 remained in shelters as Maria approached.
Gov. Ricardo Rossello said Puerto Rico had 500 shelters capable of taking in up to 133,000 people in a worst-case scenario. He also said the Federal Emergency Management Agency was ready to bring drinking water and help restore power immediately after the storm, which could hit as a Category 5 hurricane.
« That is catastrophic in every way, » said Roberto Garcia with the National Weather Service in San Juan. « People have to act, and they have to act now. They can no longer wait for a miracle. »
To the north, Hurricane Jose stirred up dangerous surf and rip currents along the U. S. East Coast, though forecasters said the storm was unlikely to make landfall. Big waves caused by the storm swept five people off a coastal jetty in Rhode Island and they were hospitalized after being rescued.
A tropical storm warning was posted for coastal areas in Rhode Island and Massachusetts, and tropical storm watches were up for parts of New York’s Long Island and Connecticut. Jose’s center was about 395 miles (635 kilometers) south of Nantucket, Massachusetts, early Tuesday and moving north at 8 mph (13 kph). The storm had maximum sustained winds of 75 mph (120 kph).

APPLE WILL RELEASE iOS 11 to iPhones and iPads later today, a hefty update that brings with it augmented reality (AR) apps, Siri improvements and support for P2P payments.
iOS 11 was first announced at this year’s WWDC and has been in the hands of those on Apple’s beta programme for some months now.
Chief among the update’s features is support for ARKit apps, which means which means augmented reality-based software will soon start cropping up in the App Store.
« Hundreds of millions of people can now experience AR apps on iPhone and iPad and view virtual content on top of real-world scenes for interactive gaming, immersive shopping experiences, industrial design and more, » Apple said .
« These apps deliver high-quality AR experiences using the built-in camera, powerful processors and motion sensors in iOS devices. »
iOS 11 also delivers a much-needed update to Siri. Not only has Apple given the digital assistant new ‘natural and expressive’ male and female voices, but Siri has also been upgraded to use ‘on-device learning’ to become more contextual. This means that if somebody messages to ask where you are, for example, Siri is now clever enough to serve up your location.
Native translation is also coming to Siri in iOS 11, which will support English to Chinese, French, German, Italian and Spanish at launch.
At the unveiling of iOS 11,Apple also boasted that iOS 11 would support peer-to-peer (P2P) payments through a new iMessage app, with transactions authenticated using Touch ID, or presumably Face ID on the iPhone X. However, the firm admitted this week that this feature won’t be available until later in the year.
The biggest changes are coming to iPad users, though, with Apple introducing a new dock that can be accessed even when you’re in an app, a Drag and Drop tool and wider support for the Apple Pencil.
iOS 11 isn’t available to download yet, and while Apple hasn’t said when it will be available or responded to our request for confirmation, the firm typically releases major iOS updates at 6pm UK time.
Apple hasn’t said how much storage iOS 11 will require, either, but when INQ upgraded from Apple’s public beta programme the update weighed in at 1.9GB.
The update will be compatible with the iPhone 5S and above, the iPad 5th generation (2017); Mini 2,3 and 4; all Air models and all Pro Models, and the 6th-generation iPod Touch. µ

A statement by the Wayne, New Jersey-based company late Monday says it voluntarily is seeking relief in U. S. Bankruptcy Court for the Eastern District of Virginia in Richmond – and that its Canadian subsidiary is seeking similar protection through a Canadian court.
Toys R Us says court-supervised proceedings will help restructure its outstanding debt and reorganize for long-term growth. The company says separate operations outside the U. S. and Canada, including more than 250 licensed stores and a joint venture partnership in Asia, are not part of the filings.
It emphasizes that its approximately 1,600 locations will remain open, that it will continue to work with suppliers and sell merchandise.

Myanmar's Suu Kyi condemns abuses in Rakhine but rights groups skeptical

The Nobel Peace laureate’s remarks came in her first address to the nation since attacks by Rohingya Muslim insurgents on Aug. 25 sparked a military response that has forced more than 410,000 Rohingya into neighboring Bangladesh.
Western diplomats and aid officials attending the address welcomed Suu Kyi’s message, though some doubted if she had said enough to end the barrage of global criticism Myanmar has faced.
Human rights groups were dismissive. Amnesty International said Suu Kyi and her government were “burying their heads in the sand” for ignoring the role of the army in the violence.
The United Nations has branded the military operation in the western state ethnic cleansing. Suu Kyi did not address that but said her government was committed to the rule of law.
“We condemn all human rights violations and unlawful violence. We are committed to the restoration of peace and stability and rule of law throughout the state,” Suu Kyi said in her address in the capital, Naypyitaw.
Long feted in the West for her role as champion of democracy in the Buddhist-majority country during years of military rule and house arrest, Suu Kyi has faced growing criticism for saying little about the abuses faced by the Rohingya.
“Action will be taken against all people regardless of their religion, race and political position, who go against the law of the land and violate human rights,” she said.
“We feel deeply for the suffering of all the people caught up in the conflict.”
The United States urged Myanmar on Monday to end military operations, grant humanitarian access, and commit to aiding the safe return of civilians to their homes.
Myanmar’s generals remain in full charge of security and Suu Kyi did not comment on the military operation, except to say that there had been “no armed clashes and there have been no clearance operations” since Sept. 5.
“Nevertheless, we are concerned to hear that numbers of Muslims are fleeing across the border,” she said.
“We want to find out why.” BURNING VILLAGES
Rights monitors and fleeing Rohingya say the army and Rakhine Buddhist vigilantes have mounted a campaign of arson aimed at driving out the Muslim population.
Myanmar rejects that, saying its security forces are carrying out operations to defend against the insurgents of the Arakan Rohingya Salvation Army (ARSA), which has claimed responsibility for attacks on the security forces since October.
The government has declared ARSA a terrorist organization and accused it of setting the fires and attacking civilians.
Referring to Suu Kyi’s assertion that army clearance operations had ceased, Phil Robertson of Human Rights Watch asked: “If that is true, then who is burning all the villages we’ve seen in the past two weeks?”
He said satellite images showed about half of all Rohingya villages had been torched and it was time that Suu Kyi, the government and military faced the fact that the security forces “don’t follow a code of conduct and shoot and kill who they want” and burn villages.
Amnesty International said there was “overwhelming evidence” the security forces were engaged in ethnic cleansing.
“While it was positive to hear Aung San Suu Kyi condemn human rights violations in Rakhine state, she is still silent about the role of the security forces,” the group said.
While foreign critics raised doubts, thousands of Suu Kyi’s cheering supporters gathered in the main city of Yangon and other towns to watch her speech broadcast on big screens.
‘SINGLE SPARK’
The ambassador of China, which vies with the United States for influence in Myanmar, welcomed Suu Kyi’s speech saying it would improve understanding. Russia’s ambassador said there was no evidence of ethnic cleaning.
U. S. Deputy Assistant Secretary of State Patrick Murphy also attended the address.
Suu Kyi, 72, said her government had been making every effort to promote harmony between the Muslim and largely Buddhist ethnic Rakhine communities.
A government official in Rakhine State did not seem to share Suu Kyi’s optimism about relations between the two communities.
“They have no trust for each other,” the state’s secretary, Tin Maung Swe, told Reuters, adding tension was high.
“The situation is ready to explode. It just needs a single spark.”
Suu Kyi said her government was committed to recommendations made by an advisory team led by former U. N. secretary-general Kofi Annan.
Annan’s panel recommended last month a review of a citizenship law that makes a link between citizenship and ethnicity and leaves most Rohingya stateless.
On the return of refugees, Suu Kyi said Myanmar was ready to start a verification process.
“Those who have been verified as refugees from this country will be accepted without any problem,” she said.
She referred to a 1993 agreement with Bangladesh on verification. But few refugees were able to return under what aid workers said was a lengthy, complex process.
