Irma Will Test Florida’s Infrastructure, From Dikes to Sewage Plants

The state has deferred costly maintenance, raising fears that the storm could overrun its waterworks, flood systems and other facilities.
FORT MYERS, Fla. — Engineers stopped releasing water from Lake Okeechobee on Saturday, confident that they had lowered levels enough to keep the dike and the towns around it safe as Hurricane Irma swept into southern Florida.
But the dike, built seven decades ago and named for Herbert Hoover, was not the only major piece of Florida infrastructure that had officials concerned as the hurricane approached. Airports, sewage treatment plants, flood control systems and other facilities could be overrun by heavy rains or flooding from storm surge, as Irma’s winds amass ocean water and push it ashore.
The impacts of climate change — especially sea level rise, which is already bringing more tidal flooding in Miami Beach — could make matters worse, as any storm surge from Irma would be on top of an already higher baseline.
And Florida, like every state in an era of tightening budgets, has deferred costly maintenance on much of its infrastructure, said Addie Javed, a former president of the Florida section of the American Society of Civil Engineers.
“Deferred maintenance is the biggest problem; later or sooner you’ re going to be paying for that, ” he said. “You want to make sure that your infrastructure is in top shape when a disaster like this happens.”
As South Florida’s population has swelled in recent decades, its roads, water and sewage treatment plants and other facilities have struggled to keep pace. Much of the state’s infrastructure is now nearing the end of its useful life, so maintenance is even more important, Mr. Javed said.
In its latest annual report, which Mr. Javed helped prepare, the engineering society gave the state an overall grade of C for its infrastructure, better than the national grade of D-plus. Some elements, including airports, ports and bridges, earned high marks.
But others, including water and sewage treatment plants, were poorly rated. The federal Environmental Protection Agency estimated last year that $17 billion would be needed over the next two decades just to maintain Florida’s existing drinking water systems.
Waterworks and sewage treatment plants can be especially vulnerable to freshwater flooding or storm surge, as they are often sited on or close to rivers or the ocean. Hurricane Harvey was a reminder of that vulnerability: Beaumont, Tex., had no drinking water for several days after its plant was knocked out of service by flooding along the adjacent Neches River, the source of the city’s water.
Mr. Javed said most of Florida’s water comes from wells, so flooding should not be a concern. Sewage treatment plants are another story, however. While many have special valves designed to prevent too much storm water from entering the system, they can be overwhelmed in severe storms, and untreated sewage can end up in waterways.
As for roads, of special concern is the Overseas Highway, 115 miles of causeways and bridges between Miami and Key West. While much of the road is elevated on pilings, it can be damaged in severe storms, as it was in 1998 during Hurricane Georges. Irma is expected to pass over it early Sunday.
There are also low-lying causeways in Tampa Bay that may be susceptible to storm surge.
The state’s energy infrastructure is privately owned, and Florida Power and Light, which operates the state’s four nuclear reactors at two sites on the Atlantic coast, said the reactors would be safely shut down as winds reached hurricane strength. But the company also warned that Irma’s winds would likely wreak havoc with electrical distribution lines, and that as many as 4.1 million homes and businesses could lose power.
Lake Okeechobee was historically the source of water for the Everglades, although flows from the lake are now controlled and serve several purposes, including agriculture. The 143-mile-long earthen dike was built in the 1930s, after two hurricanes in the decade before brought catastrophic floods, one of which killed 2,000 people.
Mr. Javed said the dike was a good example of Florida’s maintenance problem. The United States Army Corps of Engineers, which controls the dike, has been working on repairs since 2001, and the project is expected to take another eight years. The cost so far is in the hundreds of millions of dollars.
Governor Scott cited those repairs when he ordered the evacuation of seven towns near the lake, Florida’s largest. The order was precautionary, and the Army Corps had assured the governor and the public that it would remain intact even if high winds pushed water over it.
To make room for the expected rainfall, the Army Corps had lowered the level of Lake Okeechobee by releasing water into canals that drain the lake.
Even if the dike functions well during Irma, Mr. Javed said, there might be some spillover from several areas of the dike where work is being done.
But the assurances from the Army Corps were enough for Gail Rushing, a caterer in the sugar-cane farming town of Clewiston, one of the towns affected by the evacuation order.
On Friday, before the pumping was halted, Ms. Rushing said she would ignore the order and stay. She lives only about a dozen blocks from the dike, and while she was concerned, she said, “I do have confidence” in the engineers and the pumps.

Startup funding and exiting activity has been slow over the past few months in the U. S. Fewer companies closed rounds, IPO volumes were light, and not a lot of big M&A deals got done. But that’s to be expected, right? After all, it was summer break. Now that Labor Day’s over and we’ re back at our desks, we can expect deal volumes to pick up.
That seasonal explanation for a sluggish venture investment climate seems comforting on the heels of a muggy July and August that were conspicuously bereft of big exits. And it certainly seems like September is off to a more action-packed start, with new IPO filings and big funding rounds.
But is fundraising and exiting seasonal? To attempt an answer, we dug into Crunchbase data to see if this summer was indeed an unusually slow period. Then we looked at whether an autumnal rise in activity is typical. We looked at three areas: startup fundraising, acquisitions, and IPOs, comparing 2017 to the prior four years.
Here is how it breaks down.
Recent years’ data indicated that there’s no notable summer slowdown for startup fundraising. In fact, for the past five years, summer has actually been pretty average in terms of deal count across all stages from seed through late-stage.
You can see that in the chart below, which shows the total number of seed and venture funding announcements for North American startups each month over the past five years:
For this year, at initial glance, it does look like round counts took a dive this summer. There was a monthly average of 400 funding deals announced in July and August, about 10% lower than the to-date 2017 monthly average. However, that’s more likely because of a lag time in reporting than a steep month-over-month decline. Typically, about half of seed-stage deals get reported after quarter’s end.
That’s not to say funding wasn’ t slow compared to prior years. Round counts are down overall, led by a slide in seed-stage financings. It was a slow summer compared to last year even correcting for the lag. But it was also a slow spring.
Since reporting of Series A and later stage rounds is less likely to show a lag, we also put together a dataset that excludes seed and angel deals. Here, it also appears the summer months are about average in terms of round count. More often, it’s November and December that are slower-than-average, while January is typically quite busy. September, as one might expect, is also usually above average for funding activity.
It turns out venture-backed M&A deals get announced at roughly the same pace in summer as any other time of year.
Looking at M&A volumes over the past five years, we did not see a notable trend of either seasonal slowing or acceleration. For this year, there were 36 acquisitions announced in July and 48 in August for private companies in North America that had raised VC or seed funding in the prior three years. That’s on par with the average pace for 2017, which is 46 deals per month.
However, there weren’ t a lot of big-ticket deals in the mix. Cisco’s $320 million acquisition of datacenter technology provider Springpath was actually the biggest disclosed-value purchase of the summer.
However, that’s also not unique to summer. Overall, 2017 has been slow for M&A. So far this year, we’ ve seen just one big unicorn M&A deal: Cisco’s $3.7 billion purchase of AppDynamics in January. Two other one-time unicorns were acquired this year: data management technology provider Simplivity and Middle Eastern online retailer Souq.com. Both sold for well below their peak private valuations.
The number of tech IPOs has been on the light side this year, with only about a dozen offerings from venture-backed companies. Summer was particularly slow. Meal kit company Blue Apron and storage technology provider Tintri both debuted in late June, and both posted disappointing performance. The only VC-backed tech-ish company to go public in July or August was online brokerage Redfin, which has performed well.
It’s too early to tell whether there will be a fall pickup in new offerings, beyond a filing on deck from Roku. Typically, we do see more offerings after summer, however, and given the big pipeline of heavily-funded pre-IPO companies, there’s no reason to think 2017 should be an exception.
The fairly average pace of fundings and acquisitions during summer should not be taken as an indication that startups and investors don’ t take vacations. Although it’s true working long hours with few breaks is a popular practice in Silicon Valley, it’s also true that most funding rounds and acquisitions take a while to close. So while a deal might be announced in summer, it’s likely that most of the work that went into it occurred earlier.

Александр Усик – очевидный фаворит. Он значительно лучше в боксерском плане. При этом Марко Хук – далеко не безнадежный андердог, который может рассчитывать только на « lucky punch » – « счастливый удар ». Немец бьется в родных стенах, при домашнем судействе, он крайне мотивирован и для него это последний шанс остаться в элите дивизиона. Поэтому бой ожидается очень интересный.

Brian Lewerke, stingy defense power Michigan State past Western Michigan

Michigan State beat Western Michigan 28-14 on Saturday.
EAST LANSING – Two weeks in, two wins for Michigan State.
The Spartans defeated their second straight MAC opponent to open the season with a 28-14 victory against Western Michigan on Saturday in East Lansing.
Quarterback Brian Lewerke racked up three touchdowns while running back LJ Scott had two scores and Michigan State’s defense didn’t allow a touchdown for the second straight game to open the season.
Lewerke finished 13-for-21 passing for 161 yards, one touchdown and one interception and had nine rushes for 81 yards and two scores. Scott had 18 carries for 86 yards and a touchdown and three receptions 25 yards and a score.
Michigan State finished with 457 yards of total offensive while Western Michigan had just 195.
Western quarterback Jon Wassink finished 11-for-26 passing for 79 yards, zero touchdowns and one interception. In his first two career starts, the redshirt sophomore has yet to throw for a touchdown or top 100 yards passing.
All of Western Michigan’s scoring came in the second half from cornerback Darius Phillips, who returned a fumble for a touchdown and scored on a kickoff return. It was the second week in a row Phillips returned a kickoff 100 yards for a touchdown, after doing so at USC. He now has five career kickoff returns for touchdowns.
Michigan State has back-to-back wins for the first time since the opening two games last year, which were followed by seven straight losses in a 3-9 finish.
The Spartans head into their bye week and will host No. 24 Notre Dame at 8 p.m. on Sept. 23. The Broncos, who lost at then-No. 4 USC last week, will host Idaho in its home opener next Saturday.
On Michigan State’s second possession of the game, Lewerke faked a handoff to LJ Scott and took off up the middle for a 61-yard touchdown run and 7-0 lead with 4: 43 left in the first quarter. That was the longest touchdown run for a Michigan State quarterback since Charlie Baggett’s 69-yard score in a 10-7 win against Purdue on Oct. 27,1973.
In last week’s 35-10 season-opening win over Bowling Green, Lewerke had eight carries for 69 yards to become the first quarterback to lead Michigan State in rushing since Kirk Cousins had 75 in a 2009 win against Michigan.
Lewerke shook off an interception throwing into double coverage late in the first quarter with a touchdown pass in the second. He connected with LJ Scott for a 15-yard touchdown with 6: 04 left in the first half and the Spartans took a 14-0 lead into halftime.
Michigan State stopped Western Michigan on fourth down and drove into Bronco territory before turning it over. On his first career carry, true freshman receiver Hunter Rison was stripped of the ball by Western cornerback Darius Phillips, who returned it 67 yards for a touchdown.
The Spartans responded with a six-play drive covering 75 yards for their third score. Receiver Darrell Stewart Jr. had a 46-yard rush to set up a 1-yard touchdown run by Lewerke for a 21-7 lead with 6: 07 left in the third quarter.
Western Michigan declined a personal foul penalty on Michigan State to make it fourth-and-1. The Spartans went for it and Scott ripped off a 44-yard run and then scored on a 2-yard carry three plays later for a 28-7 lead with 10: 48 left in the fourth quarter.
The Spartans’ decision to kick to Phillips cost them again on the ensuing kickoff as he returned it 100 yards for a touchdown to pull the Broncos within 14 points. Phillips returned a kickoff 100 yards for a touchdown and another for 70 yards against Michigan State in the Spartans’ 37-24 win in 2015.
Western converted on fourth down three times in an attempt to pull within one score but the drive stalled out at the Michigan State 15-yard line with 2: 52 to go as the Spartans took over on downs.
GAME NOTES
* Michigan State true freshman cornerback Josiah Scott made his second straight start and recorded his first career interception. He dove in front of Western receiver D’Wayne Eskridge to pick off Wassink on the opening drive of the game.
* Phillips had an interception for the second straight game to start the season, following one in last week’s 49-31 loss at USC.
* Michigan State has won 11 straight against Western and owns a 13-2 edge in the all-time series. The Broncos’ last win in the series was a 21-18 victory in 1919.
* Western Michigan is 0-2 for the first time since the 2013 season. The Broncos lost their first eight games that season en route to a 1-11 finish.

Sloane Stephens tops Keys in US Open final for 1st Grand Slam title

NEW YORK — Sloane Stephens never looked shaken by the setting or the stakes in her first Grand Slam final. Her opponent, Madison Keys, most definitely did.
Stephens easily beat her close friend Keys 6-3,6-0 to win the U. S. Open on Saturday, capping a remarkably rapid rise after sitting out 11 months because of foot surgery.
« I should just retire now,  » Stephens joked. « I told Maddie I’m never going to be able to top this. I mean, talk about a comeback. »
The 83rd-ranked Stephens, who beat Venus Williams in the semifinals, is only the second unseeded woman to win the tournament in the Open era, which began in 1968.
A year ago, she sat out the U. S. Open altogether because of what turned out to be a stress fracture in her left foot. She had an operation in January, and made her season debut at Wimbledon in July, exiting in the first round. Lost her next match, too, in Washington.
Since then, she has gone 15-2, and her ranking has soared from outside the top 900 to what will be around No. 20 as of Monday. Oh, and, don’t forget: She is now, and forever will be, a Grand Slam champion.
« I mean, things just have to come together,  » Stephens said, « and the last six weeks, five weeks, they really have. »
This was only the second time in the Open era that two women were making their Grand Slam final debuts against each other in New York. Stephens most certainly handled the occasion better, claiming the last eight games and making only six unforced errors — Keys had 30 — in the entire 61-minute mismatch.
Keys, 22, and Stephens, 24, have known each other for years. They texted and spoke on the phone early in 2017, when both sat out the Australian Open because of operations — Keys on her left wrist, Stephens on her left foot.
When the match ended, they met at the net for a long hug. While waiting for the trophy ceremony to begin, Stephens walked over and plopped herself down in a courtside chair next to Keys, so they could chat side-by-side.
« Sloane is truly one of my favorite people and to get to play her was really special. Obviously I didn’t play my best tennis today and was disappointed,  » Keys said. « But Sloane, being the great friend that she is, was very supportive. And if there’s someone I have to lose to today, I’m glad it’s her. »
They hammed it up afterward, too. When Stephens was presented with her $3.7 million winner’s check, she grabbed Keys’ arm, as if to stop herself from fainting at the sum.
« That’s a lot of money! » Stephens said. Keys eyed the check and teased, « I’ll hold it for her. »
There hadn’t been an all-American women’s final at Flushing Meadows since 2002, when Serena Williams beat her older sister Venus.
Under a clear blue sky, in unseasonably cool conditions in the 60s, the 15th-seeded Keys came out pounding her serves, as usual, producing two aces in her opening game and cranking up the speed to 118 mph in her second. But that didn’t last long.
By Keys’ third service game, Stephens was returning with confidence. It was Keys who blinked first, providing four groundstroke errors to gift the first break and trail 3-2 after 12 minutes. Those miscues just kept on coming, as she repeatedly dumped what should have been routine shots into the net or sprayed them long, the sort of thing that can be a sign of nerves.
Her body language was of someone who was rattled.
She looked up at her coach, former No. 1 Lindsay Davenport, in the guest box at Arthur Ashe Stadium, as if hoping for some sort of guidance. She sat in her changeover chair and buried her face in a white towel. After getting broken to trail 4-0 in the second set, the sixth game in a row that went to Stephens, Keys took an angry slap at a tennis ball.
With so much help from the other side of the net, Stephens did not need to be spectacular, just solid, and that she was. She made only two unforced errors in the entire first set — 15 fewer than Keys — and only two of Stephens’ 30 points in the first set came via her own clean winners.
Stephens won 16 of 20 points she served in the first set and didn’t face a single break point until 50 minutes into the final, deep in the second set. She had to deal with three in one game there, erased each with a winner, and held for 5-0. Soon enough it was over.

Bolling said in a tweet on Saturday that he and his wife, Adrienne, were devastated by the loss of their son, Eric Chase Bolling. A freshman at the University of Colorado in Boulder, Eric Chase Bolling died Friday night.
Adrienne and I are devastated by the loss of our beloved son Eric Chase last night. Details still unclear. Thoughts, prayers appreciated.
Boulder police say they are investigating a death near the university but did not provide details.
Authorities have informed us there is no sign of self harm at this point. Autopsy will be next week. Please respect our grieving period.

With Hurricane Irma looming and people evacuating from Florida, temporary gas shortages are being experienced in parts of Florida, Georgia, and other nearby states. What can you do if you’ re looking for gas, and stations around you are out?
There are a few options that can limit your travel time and help you find gas near you faster.
Gas Buddy GasBuddy map for San Antonio.
Gas Buddy is a gasoline availability tracker that works from crowdsourcing reports from other users, and it’s very popular right now. If you visit a station and find that it has fuel or it doesn’ t have fuel, mark that online or in the app. You can use Gas Buddy online to track fuel availability here. It has mobile apps here, but to access gas availability, you’ ll need to go to the amenities tab, scroll over, and choose “has fuel.”
Gas Buddy is a great app, people are marking stations as “no fuel, ” “has fuel, ” “no power, ” or “unknown.” This can give you real-time updates about gasoline status as you need it. Just remember: if you’ re using the map, you won’ t see the green/red/gray/black marks until you’ ve zoomed in closer to the location where you’ re looking.
If you use the app, do everyone a favor and update it with the results you’ ve found too.
Note: Some people have contacted Heavy to share that GasBuddy isn’ t always updating fast enough for them. If you’ re really low on gas, you might call the gas station that GasBuddy shows has availability first, to make sure the information is up-to-date.
Waze also has a feature that lets you update gas prices at local stations, along with a button to tell others if a station is out of gas. This is a newer feature, but if you use Waze, you’ ll know that you’ ll likely want to avoid a station that has an out-of-gas alert on it. The longer this feature is available and the more people use it, the more accurate it will be.
To find the out-of-gas button, go to the lower right corner of the app where you send alerts. Click the gas prices option, and there will be an option to indicate that no gas is available.
If you’ re staying put, then NextDoor can be an invaluable resource for finding gas in your neighborhood. You’ ll have to prove your residency, usually with a credit card that uses your address. People on NextDoor typically share helpful information with their neighbors, including which gas stations have fuel.
You might also just make a phone call if you have a particular gas station in mind. Try calling the gas stations closest to you and find out if there’s gas available, rather than wasting gas by driving from location to location. And don’ t wait to fill up until you’ re almost on empty, if that’s your typical strategy. Give yourself a little room so you’ re not panicked, thinking your car’s going to break down on the side of the road as you search for gas.
You might also just try looking late at night or very early in the morning, around 3 or 4 a.m. Sometimes it’s best to avoid long lines from rush hour commutes.

ORONO — This was a mismatch from the start.
Josh Mack rushed for 255 yards and three touchdowns on just 13 carries as Maine got its first win of the season Saturday with a 60-12 victory over Bryant University at Alfond Stadium.
Chris Ferguson passed for three touchdowns as Maine rolled up 536 yards – 381 on the ground.
Maine, which forced eight turnovers, evened its record at 1-1 entering its bye week. Bryant is also 1-1.
The Black Bears put this one away quickly, scoring a school-record 43 points in the first half. While Mack paced the offense with touchdowns runs of 66,13 and 60 yards, the defense did its part as well.
Maine intercepted five passes, with Darrius Hart (35 yards) and Sinmisola Demuren (20 yards) returning theirs for touchdowns. Jason Matovu, Josh Huffman and Spencer Carey had the other interceptions. Maine also recovered three fumbles.

Storm surge, the massive mound of water that builds up and comes ashore during a hurricane, is often the deadliest and most destructive threat from the storms.
Storm surge has accounted for about half of the deaths in hurricanes since 1970, according to the National Hurricane Center. It caused most of the 1,200 deaths in Hurricane Katrina in 2005.
As Hurricane Irma nears the Florida coast, forecasters are warning of a 10- to 15-foot storm surge in the Naples area and 5 to 8 feet around Tampa. A storm surge warning was issued for much of Florida’s coastline, from north of Homosassa Springs all the way around the peninsula and up to Titusville, east of Orlando, in advance of the storm.
The National Weather Service began issuing alerts for storm surge just this hurricane season.
Storm surge watches and warnings are separated from hurricane alerts because hurricane-force winds and storm surges don’t always occur at the same place or the same time, said Rick Knabb, the former director of the hurricane center, and now the hurricane expert at the Weather Channel.
In addition, preparing for hurricane-force winds is different than for storm surge, he said. For storm surge, people should evacuate, while for wind, they can stay in place in a strong structure as long as it’s away from flood-prone areas, Knabb said.

A « storm surge watch » is issued when flooding is possible, while a « warning » is issued when flooding is expected. Every coastal city along the Gulf or East Coast of the USA is at risk of storm surge, the hurricane center said.
In addition to being the deadliest threat, storm surge is also typically the most destructive part of a hurricane. In Hurricane Sandy in 2012, storm surge-induced flooding measured as high as 9 feet above ground in parts of New York and New Jersey, leading to billions of dollars in damages.
The damage occurred even though Sandy spun ashore as the equivalent of only a Category 1 hurricane, with winds of about 80 mph, and was downgraded below hurricane status shortly thereafter.
Storm surge flooding does not include floods caused by the heavy rain from the hurricane, such as what happened recently in Houston with Hurricane Harvey and in North Carolina last year during Hurricane Matthew. It also has nothing to do with tsunamis, large ocean waves generated by offshore earthquakes that are not related to weather.
