Jeden z bloków belgijskiej elektrowni atomowej Tihange ma na powłoce tysiące mikroskopijnych rys. Niemiecki rząd od dawna bez powodzenia zabiegał o wyłączenie reaktora Tihange 2 do czasu wyjaśnienia wątpliwości, a władze Akwizgranu walczą przed belgijskim sądem o zamknięcie elektrowni. Tihange znajduje się 70 km od granicy z Niemcami.

The FBI’s Hillary Clinton email investigation that ended last year without charges remains a lingering grievance for President Trump, who for months has held it up as an example of a « rigged » criminal justice system that shielded his Democratic opponent from punishment for her private server.
Trump flared up again Friday, tweeting that FBI Director James B. Comey exonerated Clinton months before the investigation was actually over.
Trump’s tweet appeared to have been prompted by the Senate Judiciary Committee’s release Thursday of excerpts from interview transcripts involving top FBI officials, including people close to Comey.
The interviews were done by investigators from the independent Office of Special Counsel, who were trying to determine whether Comey’s actions had violated a federal law that bars government officials from using their positions to influence an election. That investigation was closed following Comey’s firing by Trump in May.
There is some support for Trump’s contention that Comey expected to close out the investigation well before he actually did, but there is more to it. Transcripts released by the Senate Judiciary Committee show that Comey, who had been receiving regular briefings on the investigation, had determined that charges were not warranted months before Clinton and other key witnesses had been interviewed.
But Trump’s tweet overlooks the fact that the FBI never actually closed out the investigation until all of the witnesses were interviewed, which means that Comey and his agents could have changed their assessment at any time.
It’s also rather simplistic to say that Comey « exonerated » Clinton. Though he declined to recommend criminal charges, he delivered a public rebuke of her during an unusual news conference in which he chastised her and her aides as « extremely careless » in their handling of classified information.
And Comey did effectively reopen the investigation months later, when the FBI discovered an additional batch of emails tied to the case on a laptop belonging to former Rep. Anthony Weiner, whose wife, top Clinton aide Huma Abedin, has filed for divorce.
The public revelation of the emails, coming days before the Nov. 8 election, led to bipartisan criticism that the FBI was inappropriately commenting on an open investigation.

Firefighters who were called to a report of the blaze arrived at the building, on Russian territory, but were not allowed to enter.
An Associated Press reporter heard unidentified people from the building say that staff were burning items in a fireplace.
Temperatures in the Bay Area on Friday reached into the upper 90s, according to the National Weather Service.

Russia’s moves against U. S. diplomats earlier this summer came as the long-awaited response to the Obama administration seizing diplomatic compounds and kicking some Moscow employees out of the country.
Obama, who made the moves for alleged election meddling in favor of President Trump, said that those employees were spies and that the now-closed facilities were used for spying.

Die Europäische Fußball-Union UEFA hat gegen den französischen Vizemeister Paris Saint-Germain ein formales Prüfverfahren eingeleitet. Wie die UEFA am Freitag mitteilte, sei dieses Verfahren durch die Untersuchungskammer der UEFA-Finanzkontrolle Teil der ständigen Überwachung der Clubs hinsichtlich der Bestimmungen zum Financial Fairplay (FFP) .
Die Untersuchung richte den Fokus auf die Einhaltung dieser Bestimmungen durch den Club, vor allem in Bezug auf die jüngsten Transferaktivitäten. Dazu gehörte der Rekord-Transfer des Brasilianers Neymar vom FC Barcelona für 222 Millionen Euro. In den kommenden Monaten werde sich nun die Untersuchungskammer regelmäßig treffen, um alle Unterlagen, die diesen Fall betreffen, sorgfältig auszuwerten, hieß es von der UEFA.

Nach Angaben von Juventus zahlt der Club von Nationalmannschaftskollege Sami Khedira 3,5 Millionen Euro Leihgebühr für Höwedes. Bei mindestens 25 Einsätzen würde er zum festen Neuzugang. Diplomatic tension escalates between U. S. and Russia

The U. S. gave Russia 48 hours to comply with the order to close its San Francisco consulate and the East Coast offices
MOSCOW — Russian officials vowed Friday to respond to a U. S. order to shut the Russian Consulate in San Francisco and offices in Washington and New York, but also indicated that Moscow was not inclined to raise the stakes in the diplomatic tit-for-tat between the two countries.
The Trump administration said the order issued Thursday was in retaliation for the Kremlin’s « unwarranted and detrimental » demand last month that the U. S. substantially reduce the size of its diplomatic staff in Russia.
« The United States is prepared to take further action as necessary and as warranted,  » U. S. State Department spokeswoman Heather Nauert said. Still, Nauert said Washington hoped both countries could now move toward « improved relations » and « increased cooperation. »
The U. S. gave Russia 48 hours to comply with the order for the San Francisco consulate and the East Coast offices. Russian Foreign Minister Sergey Lavrov said Friday that Moscow would reply with firmness, but needs time to study Washington’s directive and to decide on a response.
« We will have a tough response to the things that come totally out of the blue to hurt us and are driven solely by the desire to spoil our relations with the United States,  » Lavrov said in a televised meeting with students at Russia’s top diplomacy school.
Other top Russian officials also urged caution.
President Vladimir Putin’s foreign policy adviser, Yuri Ushakov, told Russian news agencies later Friday that the Kremlin « regrets » the latest U. S. move and needs to « think carefully about how we could respond. »
Ushakov also left room for Russia to refrain from retaliation.
« On the other hand, one does not want to go into a frenzy because someone has to be reasonable and stop,  » he said.
The closures on both U. S. coasts marked perhaps the most drastic diplomatic measure by the United States against Russia since 1986, near the end of the Cold War, when the nuclear-armed powers expelled dozens of each other’s diplomats.
American officials argued that Russia had no cause for retribution now, noting that Moscow’s ordering of U. S. diplomatic cuts last month was premised on bringing the two countries’ diplomatic presences into « parity. »
Both countries now maintain three consulates in each other’s territory and ostensibly similar numbers of diplomats. Exact numbers are difficult to independently verify.
Several hours after the U. S. announcement, new Russian Ambassador Anatoly Antonov arrived in Washington to start his posting.
At the airport, Antonov cited a maxim of former Soviet leader Vladimir Lenin as he urged caution and professionalism.

In assessing Washington’s directive, Russian officials and lawmakers said Friday that U. S. President Donald Trump might be getting tough on Russia against his will.
The new package of sanctions against Russia that Congress adopted last month not only hits Russia, but is designed to « tie Trump’s hands, not let him use his constitutional powers to the full to make foreign policy,  » Lavrov said.
Nationalist party leader Vladimir Zhirinovsky, who publicly cheered Trump’s election, called the flurry of U. S. sanctions against Russia « an illness that will go away. »
« It’s an illness because (they) are not leaving President Trump alone to run the country and keep coming up with tricks to draw a wedge between America and Russia,  » Zhirinovsky said in a video statement that did specify who might be creating such obstacles for Trump.
By Saturday, the Russians must close their consulate in San Francisco and an official residence there. Though Russia can keep its New York consulate and Washington embassy, trade missions housed in satellite offices in both of those cities must shut down, a senior Trump administration official said. The official briefed reporters on a conference call on condition of anonymity.
American counterintelligence officials have long kept a watchful eye on Russia’s outpost in San Francisco, concerned that people posted to the consulate as diplomats were engaged in espionage. The U. S. late last year kicked out several Russians posted there, calling it a response to election interference.
The forced closures are the latest in an intensifying exchange of diplomatic broadsides.
In December, President Barack Obama kicked out dozens of Russian officials, closed two Russian recreational compounds. Russian President Vladimir Putin withheld from retaliating. The next month, Trump took office after campaigning on promises to improve U. S.-Russia ties.
But earlier this month, Trump begrudgingly signed into law stepped-up sanctions on Russia that Congress pushed to prevent him from easing up on Moscow. The Kremlin retaliated by telling the U. S. to cut its embassy and consulate staff down to 455 personnel, from a level hundreds higher.
The U. S. never confirmed how many diplomatic staff it had in the country at the time. As of Thursday, the U. S. has complied with the order to reduce staff to 455, officials said.
The reductions are having consequences for Russia. The U. S. last month temporarily suspended non-immigrant visa processing for Russians seeking to visit the United States and resumed it on Friday at a « much-reduced rate. » The U. S. will process visas only at the embassy in Moscow, meaning Russians can no longer apply at U. S. consulates in St. Petersburg, Yekaterinburg and Vladivostok.
Even before the cuts at the U. S. mission were announced, typical waiting time for visa applicants in Russia to be interviewed was longer than a month.
Nadezhda Sianule planned to attend her daughter’s wedding in the United States in mid-September and got an appointment in July to be interviewed on Thursday. Now these plans are in disarray.
« I came yesterday and they said that I’m not on the list. They said that the old lists have been canceled,  » Sianule said outside the U. S. Embassy Friday morning.
Despite the exchange of penalties, there have been narrow signs of U. S.-Russian cooperation that have transcended the worsening ties. In July, Trump and Putin signed off on a deal with Jordan for a cease-fire in southwest Syria. The U. S. says the truce has largely held.

Lenovo at IFA Berlin shared the successor to its popular Yoga 910 2-in-1. The aptly-named Lenovo Yoga 920 features a 13.9-inch convertible IPS touchscreen with an optional 4K panel upgrade. It’s one of two new Lenovo laptops equipped with Intel’s 8 th generation processors (your choice of a Core i5 or Core i7) and can be configured with up to 16GB of DDR4 memory and 1TB of solid-state drive storage.
The system features a far-field microphone array so you can interact with Microsoft’s Cortana from up to four meters (more than 13 feet) away. You can apparently even use this feature when the laptop is powered off (meaning Cortana is always listening) .
It also comes with Lenovo’s Active Pen 2 stylus, JBL speakers, Dolby Atmos headphone technology, dual USB Type-C (Thunderbolt 3) ports and a standard USB 3.0 port. Battery life is reportedly rated at 10.5 hours with the 4K screen (or 15.5 hours if you opt for the 1080p panel) .
The Yoga 920 will start at €1,599.99 (around $1,900) when it launches later this month. Lenovo is even planning two limited edition Star Wars options, one with an Empire-inspired lid and the other with a Rebel-themed lid (both also include custom wallpaper) . Expect those to start at €1,899, or roughly $2,250, when they arrive in December.

Nurse Alex Wubbels followed hospital policy and advice from her bosses when she told Salt Lake City police detective Jeff Payne that he could not get the blood sample without a warrant or consent from the patient, said her lawyer, Karra Porter.
Police spokeswoman Christina Judd said the agency started an internal investigation within hours of the encounter on July 26 and that the assistant chief has apologised to University Hospital.
« We’re alarmed by what we saw in the video and take it very, very seriously,  » Ms Judd said.
Police body-camera video shows Ms Wubbels, who works in the burns unit, calmly explaining that she could not take blood from a patient who had been injured in a fatal car accident, citing a recent change in law.
She told Mr Payne that a patient was required to give consent for a blood sample to determine intoxication or be under arrest.
Otherwise, she said police needed a warrant but Mr Payne insisted.
The dispute ended with him saying « we’re done, you’re under arrest » and physically moving her outside while she screamed.
The department said the frustrated Mr Payne had called his supervisor and that several people went back and forth about the time-sensitive blood sample for over an hour.
« It’s not an excuse. It definitely doesn’t forgive what happened,  » Ms Judd said.
The detective left Ms Wubbels in a hot police car for 20 minutes before realising that blood had already been taken as part of treatment, her attorney said. She was not arrested or charged.
« This has upended her world view in a way. She just couldn’t believe this could happen,  » Ms Porter said.
The dramatic video became another flashpoint in a national debate about police use of force and how officers treat civilians.
Mr Payne has been suspended from taking blood but remains on duty as a detective in the investigations unit. He is among a group of officers who are certified phlebotomists, called upon regularly when a blood sample is required for a police investigation.
In response to the incident, Ms Judd said the department updated its blood draw policy last week to mirror what the hospital staff uses. She said officers have already received additional training but that they are still sorting out the department’s response since the law changed.
« We want to know where something went wrong, what we didn’t know, and why we didn’t know it,  » Ms Judd said.
The agency has met with hospital administration to ensure it does not happen again and to repair their relationship.
« There’s a strong bond between fire, police and nurses because they all work together to help save lives, and this caused an unfortunate rift that we are hoping to repair immediately,  » Ms Judd said.
The Salt Lake Tribune reports that the patient was a reserve police officer from Idaho who was doing his other job as a lorry driver when a car fleeing the Utah Highway Patrol crashed into him. The newspaper cites police reports saying Mr Payne was trying to take the blood to clear him of any wrongdoing in the crash.
