“Hurricane Irma is a major and life-threatening storm and Florida must be prepared, ” Scott said in a press release on Sunday. “I have continued to be briefed by the Florida Division of Emergency Management on Hurricane Irma and current forecast models have Florida in Irma’s path – potentially impacting millions of Floridians.”

“Given these forecasts and the intensity of this storm, I have declared a state of emergency for every county in Florida to make certain that state, federal and local governments are able to work together and make sure resources are dispersed to local communities as we get prepared for this storm, ” he said. “In Florida, we always prepare for the worst and hope for the best and while the exact path of Irma is not absolutely known at this time, we cannot afford to not be prepared. This state of emergency allows our emergency management officials to act swiftly in the best interest of Floridians without the burden of bureaucracy or red tape.”

The last major hurricane to hit Florida was Hurricane Charley in 2004. That storm made landfall in the southwest part of the state as a Category 4 hurricane. It was the strongest hurricane to hit Florida since Hurricane Andrew, a Category 5 storm, devastated the Sunshine State in 1992.

For Trump, summer of crises leads into autumn of consequence

After an endless summer of crisis, President Donald Trump’s September isn’t looking much better.
His fiery rhetoric appears to be exacerbating a North Korean nuclear showdown. Though that’s one crisis not of his own making, it will require him to show intricate diplomatic skills to prevent a devastating war with Asia.
The President must meanwhile pilot emergency relief for Hurricane Harvey victims through Congress, while avoiding a series of fiscal cliffs and can’t-miss funding deadlines and demonstrating that an administration that lacks signature achievements after seven months in office can fulfill the basics of governance.
« It’s going to be a busy September,  » said White House press secretary Sarah Huckabee Sanders last week, in an uncharacteristically understated moment in the administration.
Lack of political standing
The political labyrinth that Trump must navigate is made even more complicated by his own compromised political standing.
His credibility and moral authority have been tarnished by a summer marked by his hesitation in singling out white supremacists after violence in Charlottesville, Virginia. Trump’s threats to shut down the government if Congress does not finance a border wall that he promised Mexico would pay for angered many of his fellow Republicans. He has feuded publicly with Senate Majority leader Mitch McConnell and earned rebukes from House Speaker Paul Ryan. Some top Republicans such as Sen. Bob Corker have questioned the President’s stability. Arizona Sen. John McCain is meanwhile calling on colleagues to act as a counter to Trump’s power.
« Congress must govern with a president who has no experience of public office, is often poorly informed and can be impulsive in his speech and conduct,  » McCain wrote in a stinging Washington Post op-ed .
Trump has responded to adversity by embracing his staunchly loyal political base.
He pardoned former Arizona sheriff Joe Arpaio, despite his conviction for contempt in a case linked to racial profiling. On Tuesday, Trump is expected to end a program protecting undocumented immigrants brought to the US as children. He has barred transgender troops from serving openly in the military. He’s threatening to kill NAFTA and tear up a trade deal with South Korea.
While such moves and threats honor campaign promises, they have deepened the estrangement between Trump and senior Republican leaders in a way that could make it more difficult for him to pass key agenda items, including tax reform. That remains the President’s main hope for a major legislative triumph in his first year, following the GOP’s failure to repeal or replace Obamacare.
Trump is making clear he believes that Republicans on Capitol Hill are not showing sufficient loyalty to his agenda and respect for his election victory.
« I don’t want to be disappointed by Congress, do you understand me? Do you understand? » Trump said at a tax reform event in West Virginia last week.
Turmoil at the White House
With his relations with fellow Republicans compromised, the President has also been beset by turmoil in his own political inner circle.
New White House chief of staff John Kelly has spent the summer trying to impose a traditional West Wing structure on Trump’s chaotic operation. He has shown the door to the outspoken members of the President’s inner circle, like populist guru Steve Bannon and pugilistic aide Sebastian Gorka. But administration officials have told CNN that Trump is already chafing at controls Kelly has imposed on who he can see and what information reaches his desk.
The test of Kelly’s strategy will unfold in the coming months.
If the former Marine Corps general shows Trump the new disciplined approach can deliver, he may convince the freewheeling President to stick with the program. If not, his tenure may play out in months rather than years.
While Trump adjusts to the Kelly era, other senior officials have followed senior congressional leaders and even US foes like North Korean leader Kim Jong Un in showing that they are not cowed by the President.
Trump is still stewing over criticisms from his top economic adviser Gary Cohn about his response to Charlottesville, according to multiple sources. And there is speculation about how long Secretary of State Rex Tillerson will last.
Russia cloud
Then there is the Russia cloud.
Intense media coverage of Harvey last week overshadowed several key developments in special counsel Robert Mueller’s investigation.
The Wall Street Journal first reported that Trump’s lawyers filed memos with Mueller arguing that the President was simply exercising constitutional powers in firing former FBI chief James Comey while he was investigating whether Trump campaign aides colluded with Russia in election meddling. There were also revelations that Mueller had a copy of a draft letter that Trump wrote to Comey — but never sent — that could offer insight into Trump’s motives.
Much is unknown about Mueller’s probe. But it is becoming increasingly clear that the special counsel is mounting a serious investigation into whether Trump obstructed justice, an effort that could have grave implications for his presidency.
The White House must put aside such distractions, however.
Harvey recovery
The President’s first task is to quickly enact nearly $8 billion in hurricane aid for Harvey victims. He will huddle with Republican leaders and top Cabinet officials at the White House on Tuesday to chart a course on this and other issues.
Treasury Secretary Steven Mnuchin said on « Fox News Sunday » that Harvey aid should be folded into a bill raising the government’s borrowing ceiling. Such a maneuver could defuse a showdown with House conservatives over the debt limit.
Republican Rep. Blake Farenthold of Texas last week described how fiscal conservatives would have little choice but to go along.
« I’m not going to like it, but I think they can probably throw a debt ceiling in it and I’d vote for it,  » he said on CNN’s « New Day. »
But such a move may only put off an imbroglio for a few weeks. Recovery efforts will soon require a much larger rescue package: Texas Gov. Greg Abbott has said as much as $125 billion might be necessary. Conservatives may renew demands for spending cuts to compensate for such a price tag. And Republicans already lukewarm on funding a border wall may find the prospect even less appetizing after such a huge outlay.
Still, there are also signs the White House may also be looking to put off a showdown over wall funding for a few months. Some Hill Republicans believe Trump will not insist that a likely short-term funding bill to keep the government open until December contain cash for the wall. But experience shows that at any time, a presidential tweet could undermine legislative compromises.
And putting off the wall fight could simply set up a new government shutdown showdown before the Christmas and New Year recess, given that Trump is still telling supporters at packed rallies the wall will be built.
Given the complexity of the coming months, it’s difficult to see what success for Trump would look like. The most he can hope for might be escaping the year without a damaging government shutdown, with some kind of tax cut or reform legislation passed, and with his most prominent achievement, the installation of new Supreme Court Justice Neil Gorsuch, to celebrate.
The White House, hungry for wins, is promising much more, including a new attempt to repeal Obamacare and a push for Trump’s long-delayed infrastructure bill, insisting the crush of business is no reason for inaction.

Ther main bill is Lindsey Graham from Florida, a Republican — and Richard Durbin from Illinois, a Democrat. It would legalize DACA. »DACA stands for Deferred Action for Childhood Arrivals. It is estimated there are about 800,000 dreamers in the United States — a quarter of them in California. Cecelia Chavez is one of the Dreamers. She is a mother of two and holds a master’s degree from San Jose State. »So many people depend on me — he has no idea what he’s doing,  » Chavez told ABC7 News. « This is part of the new America. »Oakland City Councilman Noel Gallo says ending DACA would certainly create hardship for the young people it protects, but also for the larger community. »These youngsters are graduating from our high schools, serving in our military,  » Gallo continued. « They are also at the university level demonstrating leadership, education strength, and most of all — helping the country. »

DACA debate turns toward Congress as Trump readies decision

Trump is reportedly eyeing ending the program but including a six-month delay, allowing lawmakers an opportunity to help the thousands of impacted immigrants.
The debate over how to handle the hundreds of thousands of immigrants shielded from deportation by a key Obama-era program appears to be shifting to Congress.
President Trump is expected to announce Tuesday his decision on scrapping the Deferred Action for Childhood Arrivals (DACA) program, which started in 2012.
Trump is reportedly eyeing ending the program but including a six-month delay, allowing lawmakers an opportunity to help the thousands of impacted immigrants.
Under DACA, immigrants who came to the U. S. illegally as minors have been able to get work permits and receive temporary deferral from deportation.
The expected end to DACA has prompted bipartisan calls from lawmakers for Congress to act to help the roughly 800,000 immigrants who have benefited from the program.
Many Republicans have said it’s the responsibility of Congress to do something, even as they maintain that the Obama administration didn’t have the authority to create DACA in the first place.

Prior to reports Sunday on the expected contents of Trump’s DACA decision, several high-profile GOP lawmakers urged Trump to keep protections for the recipients in place and also expressed an interest in Congress passing legislation on the topic. Paul Ryan Orrin Hatch
Other Republicans weighed in on the need for legislation after Politico reported that Trump was expected to terminate DACA with a six-month delay.
House Majority Leader Kevin McCarthy (R-Calif.) told a Dallas Morning News reporter on Monday that the six-month delay gives Congress an opportunity to pass legislation.
McCarthy added that he thinks the House could codify some of the protections for immigrants in DACA as part of a broader package that could also include border-security provisions, according to the reporter.
Some GOP lawmakers said that while Congress takes action to help those brought to the U. S. illegally as children, it should also take steps to enforce immigration laws and curb illegal immigration. James Lankford Tom Cotton
« We should find a way to give [DACA recipients] legal status,  » Cotton told the Examiner, « but we also have to mitigate the inevitable consequences of that action. »
Pairing protections for DACA recipients with new immigration enforcement measures could turn off Democrats, who have ardently opposed Trump’s moves on immigration.
Legislation will need the support of at least eight Democratic senators to clear the upper chamber. Democrats have pressed Republicans to work with them on legislation if Trump does cancel DACA.

The storm had maximum sustained winds of 130 mph (215 kph) late Monday afternoon, and the U. S. National Hurricane Center said additional strengthening was expected. Irma was centered 490 miles (790 kilometers) east of the Leeward Islands and moving west at 13 mph (20 kph) . Emergency officials warned that the storm could dump up to 10 inches (25 centimeters) of rain, unleash landslides and dangerous flash floods and generate waves of up to 23 feet (7 meters) as the storm drew closer. »We’re looking at Irma as a very significant event,  » Ronald Jackson, executive director of the Caribbean Disaster Emergency Management Agency, said by phone. « I can’t recall a tropical cone developing that rapidly into a major hurricane prior to arriving in the central Caribbean. »The storm’s center was forecast to move near or over the northern Leeward Islands late Tuesday and early Wednesday, the hurricane center said. S. residents were urged to monitor the storm’s progress in case it should turn northward toward Florida, Georgia or the Carolinas. »This hurricane has the potential to be a major event for the East Coast. I’m not saying that to alarm anyone or scare anyone, but I want the Virgin Islands to be prepared. »A hurricane warning was issued for Antigua and Barbuda, Anguilla, Montserrat, St. Kitts and Nevis, St. Martin, Saba, St. Eustatius, St. Maarten and St. Barts. A hurricane watch was in effect for Puerto Rico, Vieques, Culebra, the British and U. S. Virgin islands and Guadeloupe. 北朝鮮による核実験を受けて、国連の安全保障理事会では日本やアメリカなどの要請に基づき、日本時間の4日午後11時すぎから緊急会合が始まり、北朝鮮に対する新たな制裁決議に向けて方向性を示すことができるのか注目されます。 緊急会合は3日、北朝鮮が6度目の核実験に踏み切ったことを受け、日本、アメリカ、韓国に加えてイギリス、フランスの5か国の要請に基づいて始まりました。 緊急会合の開催は先週、北朝鮮が日本の上空を飛んだ弾道ミサイルを発射しこれを非難する議長声明が採択された時に続くもので、追加の制裁を求めていた日本やアメリカは核実験を受けさらに厳しい制裁決議の採択を目指しています。 会合に先立って日本の別所国連大使は「この会合の最後には新たな制裁決議に向けて取り組む状況になっていることを望む」と述べ、安保理で新たな制裁決議に向けた方向性が示されることに期待を示しました。 一方、中国の劉結一国連大使は「北朝鮮の核実験を強く非難する」とだけ述べました。 中国とロシアは核実験を非難しながらも、これまでのところ追加制裁には慎重な立場を崩しておらず、北朝鮮によるたび重なるミサイル発射と核実験に対して、安保理が非難するだけでなく、各国が結束して新たな制裁決議への方向性を示すことができるかどうか、注目されます。

The Department of National Defense (DND) on Monday expressed “great concern” over the hydrogen bomb test conducted by North Korea over the weekend, but urged the public to remain calm.

“The proliferation of this weapon increases the tension not only on the Korean peninsula but also adversely affects the peace and security in the whole of Asia, ” the DND said in a statement.
While the hydrogen bomb test did not directly affect the country, the government “continues to monitor the situation, ” it said.
The department’s Office of Civil Defense (OCD) likened the news of North Korea’s nuclear test to an approaching typhoon.
Assistant Secretary Kristoffer Purisima said the OCD was coordinating with other agencies and local government units (LGUs) , particularly those on the country’s eastern seaboard, to ensure public safety.
“There’s no need to panic, ” Purisima said in a media briefing in Malacañang on Monday. “I don’ t think we’ re in the direct line even if Guam is targeted. We’ re just preparing.”
Speaking to reporters in Tarlac City on Monday, Armed Forces chief of staff Gen. Eduardo Año said the government always prepared for a “fallout” from the tensions on the Korean peninsula.
From a military perspective, he said North Korea’s hydrogen bomb test was a cause for concern.
“It’s really very dangerous. But the AFP can only act when there is a real threat and there is already a need for operational decisions to make, ” Año said.
“But for now we leave it to the national government and our Foreign Affairs [Department] to make the necessary announcement or comment about what North Korea did yesterday, ” he added.
Purisima said the OCD was coordinating with relevant national government agencies to ensure the people’s safety.
North Korea on Sunday said that it conducted its sixth and most powerful nuclear test of what it said was an advanced hydrogen bomb for a long-range missile.
Tensions on the Korean peninsula have been high since last month when North Korea threatened to launch a salvo of missiles in the sea near the US Pacific territory of Guam.
Purisima said the OCD would coordinate with LGUs on the country’s eastern seaboard, including Cagayan Valley, the Bicol region and Eastern Visayas, to make sure they were prepared for any eventuality.
“From the trajectory, if it’s going to be Guam, our eastern seaboard should be prepared. But sometimes, you really don’ t know what they want, ” he said.
The OCD chief said the government’s contingency measures included pinpointing possible evacuation areas should there be a nuclear fallout.
“No. 1, we’ re checking our assets. No. 2, we’ re checking our preparedness, ” he said.
When asked if the country had ready fallout shelters, Purisima said: “I don’ t know the actual details or the specific locations.”
“But we’ re preparing. This is similar to what we do when there’s [an approaching] typhoon. We’ re going to wake up our LGUs, ” he said.

Надаль чотири рази подав навиліт, двічі помилився на подачі і зробив шість брейків.
