Google launches India mobile payments app Tez

Tez lets users transfer money via an audio signal as well as via the internet.
Google has launched a mobile payments app in India that will work on both Android and Apple smartphones.
Tez allows users to make money transfers to each other and to buy goods from physical stores and mobile websites.
It is based on the country’s Unified Payment Interface (UPI) standard – a government-backed system launched last year to encourage digital payments.
But it will have to compete with PayTM, a popular local mobile wallet system.
PayTM – which is part-owned by Japan’s Softbank and China’s Alibaba – already has more than 200 million registered users in the country.
However, the rival systems work on a different basis.
Tez – which is Hindi for fast – transfers money from a user’s bank account directly to the recipient and thus acts as a replacement for a bank card, in a similar manner to Android Pay or Apple Pay.
By contrast, PayTM – which is an acronym for pay through mobile – involves first placing money into an « electronic wallet » before being able to use it to make cash-free payments. It launched in 2010 and has the benefit of already being widely adopted with several merchants offering discounts and cashback offers.
Google says that Tez works with all 55 banks that are already participating in UPI, including many of India’s largest lenders .
However, the Tech in Asia blog noted that the majority of India’s 150 eligible banks have yet to adopt UPI.
Other launch partners include Domino’s Pizza restaurants, Jet Airways, the RedBus transport network and PVR Cinemas – India’s biggest cinema chain.
Payments can be made by a variety of means:
Google provides the services without charge. It has been speculated that it might introduce additional profit-making functions at a later stage.
The US firm said Tez would soon be pre-installed on new handsets from Lava, Micromax, Nokia, and Panasonic.
To spur on its adoption, Google has also included an in-app « scratch card » offer, in which users can win a prize every time they make a purchase costing more than 50 rupees (78 cents; 57p).
The search giant is hoping that the public come to see Tez as being more convenient than PayTM and other similar wallet-based systems.
« It doesn’t cost you anything to use Tez, and your money stays in your bank so you continue to earn interest, » Google stated in its India blog .
« And best of all, because Tez works directly with your bank account, there’s no need to top up a wallet balance or pay fees to get money out. »
The country’s Economic Times newspaper reported that the app would soon have competition from Facebook’s WhatsApp, which is working on an update that will add UPI-based services and already has more than 200 million active users in India.
Early adopters have also faced a slow service when trying to use Tez, which Google has blamed on « higher than expected traffic ».

Якщо взяти за зразок миротворчі операції, які проводилися на Балканах, і порівняти з площею тих країн і площею неконтрольованих територій на Донбасі, то за нашими оцінками, кількість миротворців має сягати від 40 до 60 тис. осіб. Тому що потрібно мати на увазі, що миротворці мають забезпечувати мир по всій неконтрольованій території, а не тільки або вздовж кордону, або вздовж лінії розмежування, як це пропонує Росія, – заявив Георгій Тука.
При цьому ні представників Росії, ні наближених до неї країн – Казахстану, Вірменії та інших, не має бути серед миротворців.
Нагадаємо, президент Росії Володимр Путін заявив, що підтримує ідею відправки миротворців на Донбас, проте на своїх умовах, а саме – нова група « охоронців » ООН повинна бути розташована лише на демаркаційній лінії між українськими і сепаратистськими силами, і ні на жодних інших територіях. Канцлер Німеччини Ангела Меркель заявила, що пропозиції Путіна щодо миротворців на Донбасі є « цікавими ».

На сьогодні у базі понад 100 анкет, отриманих від МВС.
В Україні створено реєстр суїцидів серед військовослужбовців і демобілізованих із зони АТО, який вже налічує понад 100 анкет. Про це повідомила голова парламентського комітету з питань охорони здоров’я Ольга Богомолець на прес-конференції у понеділок 18 вересня.
Богомолець зазначила, що реєстр створено на базі Українського науково-дослідного інституту соціальної і судової психіатрії та наркології МОЗ України.
За її словами, на сьогодні у базі понад 100 анкет, отриманих від МВС.
«Всі відомості передаються до Інституту судової психіатрії, в базі вже понад 100 анкет, портретів ветеранів, які вчинили суїцид. Це особи, яким в більшості немає 30 років, більшість з них наклали на себе руки в стані алкогольного сп’яніння, більшість – за допомогою вогнепальної зброї. Більшість з них не мали роботи», – розповіла голова парламентського комітету з питань охорони здоров’я.
Нагадаємо, на початок червня 2017 в Україні зареєстрували 500 випадків самогубств учасників АТО .

« The American administration’s overtly hostile attitude and actual foot-dragging policies and measures aimed at undermining the nuclear deal… are contrary to the letter and spirit » of the accord, Ali Akbar Salehi said in Vienna.
He hit out at the US envoy to the United Nations, Nikki Haley, for making a « host of unjustifiable, peculiar demands » in talks with IAEA chief Yukiya Amano in Vienna last month.
These reportedly included that the IAEA inspect military sites in Iran, something which officials in Tehran have rejected.
US Energy Secretary Rick Perry told the Vienna meeting that Washington would « not accept a weakly enforced or inadequately monitored deal ».
But Haley’s demands are « far beyond the purview of the JCPOA and its collectively negotiated and well-defined provisions, » Salehi said, referring to the full name of the deal, the Joint Comprehensive Plan of Action.
« We remain confident that the (UN atomic) agency, and for that matter the director general, will resist such unacceptable demands, » Salehi told the International Atomic Energy Agency’s annual meeting of member states.
For his part, Amano on Monday repeated in his speech that Iran « is now subject to the world’s most robust nuclear verification regime ».
US President Donald Trump has called the agreement reducing Tehran’s nuclear activities in exchange for sanctions relief « the worst deal ever negotiated ».
Trump has to certify in mid-October whether he believes Iran is abiding by the nuclear deal.
If Trump decides not to certify, Congress will then have 60 days to debate whether to re-impose sanctions.
On Sunday Iran’s supreme leader Ayatollah Ali Khamenei said Tehran would not submit to US « bullying ».
« The corrupt, lying, deceitful US officials insolently accuse the nation of Iran… of lying, whereas the nation of Iran has acted honestly and will continue on this path until the end in an honest manner, » said Khamenei.
The nuclear deal is expected to be a major topic of discussion at the general assembly of the United Nations starting this week in New York.
The gathering in Vienna also saw as expected the Japanese Amano, 70, appointed to serve a third four-year term as IAEA director general.

Abe in NYT: I support America's 'all options' stance on North Korea

North Korea has taken increasingly belligerent steps towards its goal of building a nuclear weapon capable of striking the U. S.
The time for a purely diplomatic solution to North Korea’s increasingly aggressive nuclear program has passed, Japanese Prime Minister Shinzo Abe wrote in a New York Times op-ed published Sunday, and time is short for the pressure of international sanctions to truly put the brakes on the regime of Kim Jong Un.
The Japanese prime minister wrote that he “firmly” supports “the United States position that all options are on the table.”
North Korea has taken increasingly belligerent steps towards its goal of building a nuclear weapon capable of striking the U. S. in recent months, launching multiple ballistic missile tests and conducting a test of its most powerful nuclear device to date. Most recently, North Korea fired two test missiles that traveled over Japan.
The most recent tests have indicated that North Korea now possesses a missile capable of striking the continental U. S., although it is not clear that Kim’s regime has yet miniaturized a nuclear warhead to the size necessary to marry it with such a missile. Still, North Korea’s actions have prompted new waves of sanctions from the United Nations Security Council, packages that notably passed with the votes of China and Russia, the two nations whose veto powers often protect the Kim regime.
President Donald Trump, in response to the stepped-up pace of North Korea’s nuclear program, has warned the Kim regime that he will not allow it to obtain a nuclear weapon capable of hitting the continental U. S. He has pointedly refused to take a military option off the table, even though most experts agree that any such option would almost certainly lead to massive casualties in South Korea and possibly Japan.
Abe wrote that the strict enforcement of the sanctions, which limit oil sales to North Korea as well as ban the purchasing of North Korean textiles and the acceptance of laborers from North Korea by UN member states, will be crucial. China, as North Korea’s chief trade partner and international patron, has significantly more economic influence on the already heavily-sanctioned Kim regime relative to the rest of the world.
“Global solidarity is of utmost importance. Still, prioritizing diplomacy and emphasizing the importance of dialogue will not work with North Korea. History shows that concerted pressure by the entire international community is essential,” Abe wrote. “We must not be simply complacent with the adoption of these sanctions. We must thoroughly enforce the successive resolutions in order to prevent North Korea from obtaining the goods, technologies, funds and people to further develop its missiles and nuclear program.”

Урядовці Кіпру продавали паспорти ЄС українським та російським олігархам, -ЗМІ

Сотні звинувачуваних у корупції олігархів з України і Росії отримали паспорти ЄС за так званою схемою « золотих віз ».
За даними видання The Guardian, починаючи з 2013 року уряд Кіпру заробив понад 4 мільярди євро, надаючи громадянство дуже багатим людям і даруючи їм можливість жити і працювати в Європі в обмін на грошові вкладення. За цією схемою лише минулого року було випущено понад 400 паспортів.
Видання ознайомилося зі списком із сотень осіб, які отримали кіпрське громадянство таким способом, однак конкретних прізвищ не називає, вказуючи лише, що серед них є « відомі підприємці та особи зі значним політичним впливом », в тому числі і колишній депутат Держдуми РФ, а також засновники найбільшого комерційного банку України.
Запущена у 2013 році схема надання громадянства в обмін на інвестиції передбачає, що заявники вкладають 2 мільйони євро у власність або ж 2,5 мільйони євро у компанії чи державні облігації.
Варто зазначити, що до 2013 року громадянство Кіпру надавалося за рішенням міністрів, і у 2010 році таким чином кіпрський паспорт отримав брат президента Сирії Башара Асада, який з 2008 перебуває під санкціями ООН.
Видання зазначає, що до кінця року Європарламент проведе обговорення щодо необхідності вимагати від країн, які надають громадянство ЄС за схемою « золотих віз » (ще одним прикладом такої країни є Португалія), проведення необхідних безпекових перевірок заявників.
Як повідомляв iPress.ua, у липні минулого року парламент Кіпру проголосував за резолюцію, із закликом зняти санкції Євросоюзу щодо Росії .
В свою чергу, у Міністерстві закордонних справ України заявили, що « попри те, що сама резолюція не має юридично зобов’язуючого характеру, сам факт її ухвалення викликає стурбованість. Він свідчить про нехтування окремими кіпрськими депутатами основоположними принципами міждержавних відносин, основаних на міжнародному праві. Така позиція є нічим іншим як опосередкованою підтримкою дій агресора ».

Visitors 'help' Pirate Bay mine virtual cash

Many visitors objected when the site hijacked their computer to mine coins for the Monero digital currency.
The Pirate Bay briefly put code on some of its web pages that used visitors’ machines to mine a virtual currency.
The hidden code helped the file-sharing site generate coins for the Monero digital currency.
The Pirate Bay’s administrators said using the code had been an experiment to see whether it could provide a way to end its reliance on ad revenue.
But many visitors objected to the code being foisted on them without any prior notification.
One Monero coin is currently worth about $100 (£74).
The code inserted on The Pirate Bay pages was under development, said the site’s administrators, who also asked people for feedback.
« Do you want ads or do you want to give away a few of your CPU [central processing unit] cycles every time you visit the site? » they asked.
A note added to the blog post said an error in the code had caused it to try to grab all available CPU power to mine Monero.
This bug had now been fixed, the administrators said, which should limit how much it used to 30% at most.
The Pirate Bay had adapted code from software company Coin-Hive for its test.
Many crypto-currencies work by getting some of those who hold the coins to run code that verifies who has spent or transferred which coins.
The reward for carrying out this work, known as mining, is typically newly minted coins.
Ad-blockers or browser add-ons that stopped scripts being run on web pages would also disable the mining code, the administrators said.
File-sharing news site Torrent Freak said the test had been carried out for 24 hours over the weekend and many people had complained.
Many had called the idea « dumb » and urged The Pirate Bay to disable the code.
While others had said mining virtual cash was an « interesting idea » but criticised The Pirate Bay for not warning users about the test.
« Agree on the overall goal, » wrote one contributor, « but not so on the way it runs without explicit knowledge or authorisation of users. »
