Экс-генсекретарь НАТО, советник президента Украины Андерс Фог Расмуссен убежден, что Украине необходимо предоставить защитные системы.
Об этом он написал в своем микроблоге в Twitter.
« Мы должны предоставить Украине защитные системы. Мой первый отчет с восточноукраинской контактной линии », – написал Расмуссен в своем официальном микроблоге.

Напомним, Андерс Фог Расмуссен посетил позиции украинских военных в зоне АТО на Донбассе. Вместе с группой европейских политиков и журналистов Расмуссен был в нескольких городах Донецкой области, где ознакомился с задачами и состоянием украинских войск.
« Когда на украинской земле находятся десятки тысяч российских солдат и сепаратистов, Европа должна и дальше занимать твердую и однозначную позицию по поддержке Украины », – заявил экс-генсек НАТО по итогам визита.

Ahead of President Trump’s speech to the United Nations General Assembly this week, more than 70 top European officials signed a statement urging the United States to re-certify that Iran is in compliance with the 2015 nuclear deal.
The agreement, reached between Iran and six world powers, allows Iran to enrich uranium for use in energy production but seeks to limit its ability to develop nuclear weapons. In exchange for allowing international inspections, Iran saw some sanctions lifted.
The International Atomic Energy Agency, which monitors the deal, said last month that Iran was continuing to satisfy its obligations.
But the Trump administration, which has twice re-certified the deal, has suggested that it may not do so again next month. In July, the U. S. imposed some new sanctions on Iran for launching a missile into space, a move that Trump said violated the « spirit » of the agreement.
The European statement said that while it wants to address the U. S. concerns over Iran’s nuclear ambitions, it would be « unwarranted » for it not certify that Iran is in accordance with the terms of the agreement.
The statement urged Trump and the U. S. Congress to « accept that the fastest path to an Iranian nuclear weapon would be to undermine this agreement. » It said that no re-certifying Iran would damage the United State’s credibility with Europe.
« Unilateral U. S. action that jeopardized the [nuclear agreement] would be a grave mistake, » the statement said. « It would make it harder to keep Iran and its region non-nuclear and more difficult for the United States and her Allies to tackle unacceptable Iranian behavior. »
The signatories — who included former British defense secretary George Robertson, former NATO Secretary General Wolfgang Ischinger and a wide range of other political, diplomatic and military figures — warned that not re-certifying Iran would give hardliners more ammunition for their campaign to reduce engagement with the West.
The statement also urged the other parties to the agreement — Britain, China, Russia, France and Germany — to protect the deal in the event if the U. S. backs out and to make clear in public and private that the U. S. would hurt its international standing if it were to re-impose nuclear related sanctions on Iran.
During a public briefing with Israeli Prime Minister Benjamin Netanyahu in New York Monday afternoon, Trump was asked if he planned to keep the U. S. in the nuclear deal.
« You’ll see very soon, » he said. « You’ll be seeing very soon. »

The never-before-seen police dash cam videos, from various angles and numerous patrol cars, was obtained Monday by the ABC7 I-Team after a Freedom of Information Act filing. Police say 18-year old Austin White of Bourbonnais had stolen the bulldozer from a Bradley construction site at 3 a.m. on August 24 and began driving it around streets in nearby Kankakee. Clearly seen on one video the bulldozer backs over a squad car when an officer tries to stop him. That officer can be seen running from the squad just as the car is being crushed by the bulldozer, which on average weigh 50 tons. An off-duty officer first reported seeing the bulldozer spinning around a Kankakee intersection and numerous on-duty units then responded. After backing onto the squad car, other police vehicles followed the dozer along 12 city blocks. Video obtained by the I-Team shows officers on foot running next to the bulldozer and at times jumping onto the back in an effort to curb the heavy construction equipment. Eventually the slow-speed chase came to a stop and officers pulled the teenager out. There are seen hurling him from the top of the bulldozer to the pavement and then can be heard using a Taser to subdue White. He is being held on at least 6 felony counts including attempted murder and driving under the influence of drugs. Police say he has never had a driver’s license. In total, investigators say he drove the construction vehicle for more than four miles on public streets before being arrested. Initially when the I-Team asked for police videos of the incident, the Kankakee city attorney said there were no videos. On Monday two DVD’s arrived from Kankakee officials containing numerous dash cam recordings. City leaders have not explained where-or how-the videos were recovered, nor why the I-Team was initially told that none existed.

Ryan: Graham-Cassidy 'best, last chance' to repeal ObamaCare

House Speaker Paul Ryan (R-Wis.) said Monday he is encouraging every senator to vote for Republicans’ new health care bill, calling the plan from Republican Sens.

“We hope the Senate does pass Graham-Cassidy. We’re encouraged by the development of Graham-Cassidy,” Ryan said at a town hall-style event at the Harley-Davidson facility in Menomonee Falls, Wis. “And I am encouraging every senator to vote for Graham-Cassidy, because it is our best, last chance to get repeal and replace done.
“And I do believe it is a far greater improvement over the status quo,” the Speaker continued. “I’ll take [the] federalism of Graham-Cassidy over a collapsing ObamaCare system any day.”
Ryan shepherded an ObamaCare repeal and replace bill through the House chamber earlier in May, but GOP senators saw their own health bill go down in flames this past summer.

At the Harley-Davidson event on tax reform, Ryan also told reporters he was very concerned about a new report that credit reporting firm Equifax knew about a major hack of its computer systems months before it disclosed the breach to the public.
The company said the March breach was not related to the hack that exposed personal and financial data of more than 140 million Americans.
“First, I think we have a responsibility to get to the bottom of what happened with Equifax and to see if there are gaps in laws and regulations that need to be filled,” Ryan said, noting that the House Energy and Commerce and Financial Services committees will be holding hearings soon on Equifax.
“In this 21st century, with cyber attacks and technology, we’re clearly going to have privacy issues. We’re clearly going to have cyber issues. And the question is what can we do to always stay ahead of the problem to prevent these things from happening again.”

Hurricane Maria has strengthened to a Category 4 storm as it approaches the island of Dominica and continues on a path similar to Hurricane Irma, according to an update Monday evening from the National Hurricane Center.
The storm in the Atlantic has rapidly gained strength and now has maximum sustained winds of 130 miles per hour, pushing it into the Category 4 designation, the NHC said. The eye of the storm is approaching Dominica, an island that lies island lies northwest of Martinique in the Caribbean Sea.

Hurricane Maria will affect portions of the Leeward Islands and the British and U. S. Virgin Islands over the next couple of days, according to the NHC. The storm is also expected to affect Puerto Rico. The potential for life-threatening storm surge has increased for the Leeward Islands, British Virgin Islands, and Puerto Rico, according to U. S. agency.
The path of Hurricane Maria is closely following the same route Hurricane Irma took when it devastated the British Virgin Islands, brushed Puerto Rico and then moved over Key West and Florida. Cleanup efforts are just beginning in these areas.

China’s manipulative trade practices and economic model represent an « unprecedented threat » to the world’s market-based economy and U. S. interests, said th
China’s manipulative trade practices and economic model represent an “unprecedented threat” to the world’s market-based economy and U. S. interests, said the incumbent United States Trade Representative Robert Lighthizer in a speech on Monday.
It was the first major public speech given by Lighthizer, a long term critic of China’s trade practices against the United States. Lighthizer told a crowd of over a hundred at the Center for Strategic and International Studies that China represents the one challenge facing the administration that is “substantially more difficult than those faced in the past.”
“The sheer scale of their coordinated efforts to develop their economy, to subsidize, to create ‘National Champions,’ to force technology transfers, and to destroy market, in China and throughout the world, is a threat to world trading system that is unprecedented,” said Lighthizer.
Lighthizer was referring to the hundreds if not thousands of Chinese state-owned enterprises (SOE) that are institutionally protected and promoted by the Chinese regime, hence known as the “national champions” of the Chinese economy.
Not only do Chinese state-owned enterprises receive extensive protection from the Chinese regime against foreign competition, they are also often the culprits in stealing technology and other intellectual properties from foreign companies. Large number of American companies have fallen victim to such abusive tactics by the Chinese, which has resulted in massive job losses on the part of American workers, according to Lighthizer and many other critics of China’s trade practices.
“Unfortunately the World Trade Organization is not equipped to deal with this problem,” Lighthizer said, “WTO and its predecessors, the General Agreement on Tariffs and Trade (GATT), were not designed to successfully manage mercantilism on this scale.”
“We must find other ways to defend our companies, workers, farmers, and indeed, our economic system,” said Lighthizer, “We must find ways to ensure our market-based economy prevails.”
Lighthizer did not reveal specifics of the ongoing investigation regarding China’s alleged theft of intellectual property, a process that was started by President Trump on Aug. 14. He revealed, however, that the investigators receive “an awful lot of complaints” from executives of American companies that were hurt by the abusive practices of the Chinese, with many complaining that they were forced to give up their technology and corporate secrets to their Chinese competitors.
Lighthizer’s comment on Monday represents the latest signal that Trump’s campaign pledge of a hardline trade policy against China remains steadfast, despite the departure on Aug. 19 of White House Chief Strategist Steve Bannon, who was widely thought to be the administration’s primary advocate of a hawkish stance against China.
Lighthizer is not the only “trade hawk” inside Trump’s administration. Peter Navarro, an economist who is also known for outspoken criticism of the Chinese regime and of China’s trade practices against the United States, was selected by President Donald Trump to head the newly created National Trade Council and is believed to be playing a key role in forming the Trump administration’s trade policies.

Kentucky GOP senator Rand Paul met with reporters Monday in his Capitol Hill offices to discuss his opposition to Graham-Cassidy, the last-ditch effort to repeal and replace Obamacare that would turn most of Obamacare’s funding into block grants and provide waivers from Obamacare’s regulations to the states.
Paul made a three-fold argument against the bill: 1) it keeps too much of Obamacare’s spending 2) it’s funding formula takes from Democratic states and gives to Republican states and 3) it’s 2020 implementation date is too soon for states to smoothly transition away from Obamacare.
« My view is it keeps 90 percent of Obamacare and redistributes the proceeds, » Paul told reporters. « It takes money from the Democrat states and gives it to the Republican states. » The bill redistributes Obamacare’s Medicaid-expansion money nationwide, so states that expanded Medicaid like California and New York would get much less but non-expansion states like Virginia and Wisconsin would get more. « It’s going to be hard for a [House] Republican from California or a Republican from New York to vote to take that much money and give it to other states, » Paul said. Paul’s Kentucky expanded Medicaid.
« Obamacare took a long time to get in place, » Paul added, referring to difficulties some states and the federal government had building websites where people could purchase subsidized health insurance. « Can you imagine every state’s got to go through this, and you have to start completely over with all these different subsidies at the state level? Some will have subsidies, some won’t. Some states may go to a single-payer. I mean, I think it will be a chaotic sort of nature for two years. » The bill wouldn’t do away with state-based exchanges, but those states would need to come up with their own way of administering the funds.
Though Utah senator Mike Lee, perhaps the most conservative sitting senator, found Graham-Cassidy’s states waivers from Obamacare’s regulations  » encouraging, » Paul dismissed the waivers as a reason to vote for a bill that keeps most of Obamacare’s spending. Paul also dismissed the pro-life arguments for the bill.
National anti-abortion groups endorsed the bill last week because reconciliation is the only way the Senate can defund Planned Parenthood and cut off Obamacare’s taxpayer-funding of insurance plans that cover elective abortions .
Asked how he weighed those priorities against his belief that Graham-Cassidy isn’t much better than Obamacare, Paul replied: « I don’t vote for any money for abortion, and I’m pro-life. But I also don’t think that every piece of legislation that doesn’t promise to fund abortion is a good piece of legislation. »
« If you told me, OK, we’re going to have a bill next week and it’s going to be ‘Obamacare times three’—we’re going to spend $3 trillion over 10 years, everybody in the world is going to have insurance and a new car. If we had that and it wouldn’t fund abortion, I still wouldn’t vote for it, » Paul continued.
When asked if he could vote for a reconciliation bill that only defunded Planned Parenthood and stopped Obamacare’s funding of abortion (but didn’t otherwise touch Obamacare), Paul said he did not think he could. « Just telling me the bill won’t have spending on abortion, and I don’t agree with the spending to begin with, it isn’t enough to get me on board with it, » Paul said.
There are only 50 Republicans (including Paul) in the Senate opposed to Planned Parenthood’s funding, and Paul argued that in order for Graham-Cassidy to pass the language defunding Planned Parenthood would have to be taken out. That’s likely true, so long as Paul or any other pro-life senator opposes the bill. Alaska’s Lisa Murkowski voted for an Obamacare repeal bill that defunded Planned Parenthood in 2015, but she said in June of this year she’s  » committed  » to keeping it. Susan Collins has also opposed defunding Planned Parenthood in the past.
Paul spoke positively about the 2015 bill—known as  » repeal and delay « —which wouldn’t alter Obamacare’s regulations but would set a two-year expiration date for the law’s subsidies (with the idea that Congress would pass a replacement plan before hitting that deadline). Paul faced criticism from some conservatives for vacillating between insisting on « repeal and delay » and demanding that Congress « repeal and replace » the law at the same time.
Paul’s opposition will make Graham-Cassidy’s passage tougher, but the bill got a boost on Monday when Arizona governor Doug Ducey endorsed it. Arizona senator John McCain, who along with Alaska’s Murkowski and Maine’s Collins killed the Obamacare « skinny repeal » bill in July, has said Ducey’s support for an Obamacare repeal bill would be a big factor getting him to vote for it.
While time is running out before the Senate’s Sept, 30 deadline to pass a reconciliation bill, Paul said he’s increasingly worried that the Graham-Cassidy bill will pass. « Two weeks ago I was at zero, » Paul said of Graham-Cassidy’s odds of passing, « but now I’m worried. There’s a big groundswell of people pushing for this. »

В столкновениях под судом, который оправдал фигурантов « дела 2 мая », пострадали полицейские и нацгвардейцы.
Полиция открыла уголовное производство по факту столкновений под судом города Черноморск, произошедших сегодня после оглашения оправдательного приговора фигурантам дела о массовых беспорядках 2 мая 2014 года в Одессе.
Об этом сообщает Департамент коммуникации Национальной полиции в Facebook.
Согласно сообщению, полиция квалифицировала события под Черноморским судом по признакам правонарушения, предусмотренного ч. 4 ст. 296 (хулиганство, совершенное с применением огнестрельного или холодного оружия или другого предмета, специально приспособленного или заранее заготовленного для нанесения телесных повреждений) Уголовного кодекса Украины.
« Участники акции совершали хулиганские действия, распилили в сторону сотрудников полиции слезоточивый газ, бросали взрывные пакеты и бросали в сотрудников полиции и служебный автобус тротуарную плитку. Около 20 полицейских и 15 бойцов Нацгвардии получили телесные повреждения разной степени тяжести », – говорится в сообщении.
Как сообщалось ранее, 18 сентября суд Черноморска Одесской области признал невиновными подозреваемых по делу о массовых беспорядках 2 мая 2014 года в Одессе. В прокуратуре Одесской области заявили, что готовят апелляционную жалобу на оправдательный приговор фигурантам «дела 2 мая».
Позже возле здания суда произошли столкновения между правоохранителями и активистами, которые протестовали против освобождения фигурантов дела 2 мая 2014 года.
Справка . 2 мая 2014 года в Одессе в результате массовых беспорядков с участием пророссийских и проукраинских активистов погибли 48 человек, пострадали около 300.
Начались столкновения в центре города, где были застрелены несколько человек. Затем проукраинские активисты пришли на Куликово поле, на котором располагался палаточный городок сепаратистов. Палатки загорелись, начался пожар в Доме профсоюзов, в котором также погибли люди.
На скамье подсудимых находились 19 фигурантов, 5 из которых содержались в СИЗО. Еще один фигурант – Владислав Ильницкий в августе бежал в Российскую Федерацию.

Был подорван памятник десантникам, который находится вблизи Украинского академического музыкально-драматического театра на улице Оборонной. Также загорелась установленная на пьедестале у театра боевая машина десанта.
Район происшествия был оцеплен сотрудниками « правоохранительных органов », а на месте ЧП работают пожарные.
Сотрудники « правоохранительных органов » « ЛНР » обследуют дворы, прилегающие к локации взрыва, с целью поиска возможных мест закладки других взрывных устройств.
Позже в « совете министров » « ЛНР » заявили, что взрыв памятника десантникам в центре Луганска могли устроить « украинские диверсанты ».
« Мы расцениваем это как диверсию, совершенную в публичном месте общественно-опасным способом, иначе – теракт. Подозревается украинская диверсионно-разведывательная группа. Предварительно имеется оперативная информация о ее участниках, ведутся поиски по горячим следам », – рассказал в комментарии « Интерфаксу » источник.
