If the instantly viral awkwardness of Sergio Dipp were designed to distract from the anticipated Rex Ryan debut, ESPN outdid itself.
The longtime media darling, built up as the idyllic color guy with years of both coaching experience and a personality as big as his stomach, bombed on his opening night, stumbling his way through Monday night’s 24-21 Broncos win over the Chargers.
Ryan, a brilliant defensive football mind who was the Jets head coach from 2009 to 2014 before moving on to the Bills in 2015 and’ 16, could not translate that language into helpful dialogue, his flat jokes and foggy analysis even more jarring after Tony Romo’s smash debut on CBS a day prior.
Ryan did not seem confident in his speech and looked like the rookie analyst he is: At the start of the broadcast, his partner, Beth Mowins, had to remind him not to interfere with his microphone. Mowins, who became just the second woman to call an NFL game, dragged him through a night that seemed more like a preseason dress rehearsal than a Week 1 showtime (though Dipp helped that feeling) . Ryan lacked the energy needed for a Monday night game, coming across more as sleepy than engaged.
Twitter lit up with Ryan digs, with many saying they were forced to switch to ESPN Deportes instead of listening to the Ryan discomfort.
Ryan actually closed the broadcast with a laughable Rexism, a line both refreshing and apropos: “Some days you’ re the dog, some days you’ re the fire hydrant.”

Sept. 12 (UPI) — Chinese Premier Li Keqiang called for free trade at the expense of protectionism on Tuesday after an economic summit in Beijing.
« There are increased positive factors in the global economy and signs of warming-up in some aspects. But at the same time, the fragility persists and unstable and uncertain factors are still increasing. Free trade is a good medicine for resolving problems. Through free trade, we can resolve many problems in the difficult recovery, help companies transform and give consumers more choices,  » Li said.
His comments came at the end of the 1 + 6 Roundtable, which included chiefs of the World Bank, the International Monetary Fund, the World Trade Organization and the Financial Stability Board, among others.
« The challenges arising from trade protectionism remain a concern against the backdrop of slow global growth and the slow recovery of the world economy in recent years. We will continue to fight against all forms of protectionist measures, with a view to building a favorable environment for trade and investment among all economies,  » a post-summit joint press release read in part.
Li’s comments could be considered a taunt at President Donald Trump, Sky News reported.
Trump has advocated a protectionist economic policy and has repeatedly suggested that the United States shoulders an unfair financial burden in international economic deals

The scope and scale of misery caused by Irma continues to grow, including its human toll. Irma, at one point the most powerful hurricane ever recorded in the open Atlantic, has claimed the lives of dozens of people across the Caribbean and southeastern United States.
Victims include two women in Havana, Cuba, who died when a balcony fell on a bus in which they were riding. A Florida jailhouse guard and sheriff’s deputy died after their vehicles collided. A 2-year-old child on Barbuda died when his body was swept away after his home’s roof ripped off and the structure filled with water. A Barbados teen died while surfing as the massive hurricane churned hundreds of miles away.

Florida:
Joseph Ossman, 53, Sebring
Julie Bridges, 42, Wauchula
Ossman, a sergeant with the Hardee Correctional Institute, was heading to work Sunday morning and Bridges, a Hardee County sheriff’s deputy, was going home after the night shift when their vehicles collided head-on, according to a Florida Highway Patrol release.
Ossman’s car ended up on a grass shoulder, while Bridges’ patrol car came to a rest in a nearby intersection. It wasn’t immediately clear which vehicle crossed into the oncoming lane.
Lt. Gregory Bueno confirmed the area was already being affected by rain and other hurricane-related conditions at the time of the crash, but its official cause remains under investigation.

Brian Buwalda, 51, Winter Park
Buwalda died Monday after apparently being electrocuted by a downed power line, police said.
Winter Park officers responded to reports of a man lying in the roadway and determined Buwalda was dead at the scene. A medical examiner will determine an official cause of death, but police say it appears to be accidental.

Heidi Zehner, 50, Orlando
Zehner was driving on a state highway near Orlando on Sunday evening, when she lost control and crashed.
Her SUV struck a guardrail. The cause of death was under investigation.
The accident came a couple hours after Irma made landfall 200 miles (320 kilometers) to the south in Marco Island.

Wilfredo Hernandez, 55, Tampa
Hernandez died when the chain saw he was using to clear trees in the aftermath of Hurricane Irma became entangled in a branch, causing it to kick up and cut his carotid artery.
Hillsborough County Sheriff’s spokeswoman Cristal Nunez said in a news release that Hernandez was clearing trees in Tampa on Monday afternoon when the accident occurred.
Nunez said deputies used a harness to lower the man from the tree, but he died at the scene.

South Carolina:
Charles Saxon, 57, Calhoun Falls
Saxon died Monday after being struck by a tree limb as he was cleaning up limbs and debris outside his home, according to Abbeville County Coroner Ronnie Ashley.
An autopsy is planned for Saxon, who died at the scene.
Officials say it’s the first reported death in the state related to Irma.

CARIBBEAN ISLANDS
Barbados:
Zander Venezia, 16
Venezia, a professional surfer, died last Tuesday while surfing large swells generated by the hurricane. He was surfing on the island’s east coast when he drowned as the storm churned several hundred miles away, according to family friend and surfing instructor Alan Burke.
Witnesses said Venezia was caught up in a monster wave that pushed and held him under water. Burke said it was a freak accident that occurred under blue skies and ideal surfing conditions.
In August, Venezia won North Carolina’s Rip Curl Grom Search surfing competition for his age group.

Barbuda:
Carl Junior Francis, 2
Carl, who had just turned 2 on Aug. 17, was swept to his death after the storm ripped the roof off the family’s house and water came in. The child’s mother, Stevet Jeremiah, fled with her husband and Carl’s 4-year-old brother but was unable to save the toddler.
« Where they were staying, the roof (was) blown off from the house and then water started getting in the house,  » said Sgt. James Thomas, second in command at the Barbuda police station. « They were trying to get out of the house when apparently the child got loose and got trapped in the water. »
The child’s body was later taken to the nearby island of Antigua for an autopsy.

Moonshots Like Cassini, Without an Out-of-This-World NASA Budget

As the $3 billion Cassini probe meets its fiery end, only fiscal discipline can ensure future missions.
America’s space scientists are entitled to a period of mourning after the Cassini spacecraft burns up in Saturn’s atmosphere on Friday. After all, 20 years after its launch, the most expensive spacecraft ever sent to the outer planets has produced 3,948 science papers (and counting) , 453,048 photographs (and counting) , and a cohort of young scientists who earned their PhDs and other training thanks to the mission.
Accomplishments like that don’t come cheap, and in today’s climate of tight budgets and more immediate needs, a proposal with a $3.26 billion price tag like Cassini’s almost certainly wouldn’t fly. But the U. S. can’t afford to lose the long-term economic, diplomatic and prestige benefits that large-scale missions bring. For NASA, that presents a complicated challenge: How does the agency ensure that we have more Cassinis — for less money?
For decades, NASA’s reputation has been defined by human exploration and what the agency calls its « large strategic missions » like Cassini, the Mars Curiosity rover and the Hubble space telescope. Such missions generally require more than a decade to plan, and support and sustain large teams of space scientists and students for years. As a rule, they cost more than $1 billion.
Sometimes far more.
These missions have become known for huge cost overruns that place them in political as well as technical trouble. The most notable example is the James Webb space telescope, the yet-to-launch successor to Hubble. Since it was proposed in the 1990s, the cost has grown from under $1 billion to $8.8 billion, while the launch date has stretched out a decade, to 2018. A 2012 NASA report identified several factors for the agency’s cost overruns, including a belief that « projects that fail to meet cost and schedule goals will receive additional funding and that subsequent scientific and technological success will overshadow any budgetary and schedule problems. »
NASA is trying to change its reputation, so Congress won’t tighten the purse strings. Because of the James Webb debacle, for example, the agency has taken steps like increasing budget reserves to meet unexpected funding needs for complicated missions.
But as helpful as those changes have been, they probably aren’t enough to guarantee a planned mission to Europa, the moon of Jupiter which many scientists believe harbors the ingredients for life, or an even more ambitious decade-plus trek out to Uranus or Neptune. Indeed, like other federal agencies that are pressed to justify their size and cost, NASA may face fiscal challenges in coming years. The U. S. should ensure that ambitious missions continue to have a chance.
First, there needs to be a change in how NASA is led. In 2015, Representative John Culberson of Texas noted that NASA had spent more than $20 billion on cancelled programs over the last 20 years — enough for almost six Cassini missions! — thanks to the changing priorities of new presidential administrations and Congress. To fix the problem, he proposed giving the NASA administrator a politically insulated 10-year term and the authority to contract space missions over years, rather than through the annual contracts that Congress currently allows. The stability associated with such long-term planning would preserve complicated programs and offer significant savings. Representative James Bridenstine, President Trump’s nominee for NASA administrator, has offered up some similar proposals, and they deserve serious consideration.
Meanwhile, NASA’s planning process — historically dominated by science — must become more sensitive to budget concerns. In an August report, the National Academies of Sciences, Engineering, and Medicine recommended that NASA’s long-term mission planning identify what specific scientific objectives are most desirable and feasible at specific levels of funding. If and when budgets shrink, such options can provide mission planners flexibility to « de-scope » a mission — aiming for a more modest approach, rather than scrapping the project entirely. NASA and its supporters should heed the academies’ advice.
These tiers of ambition would not only prepare NASA to scale back when needed, but also would keep the agency ready to scale up when possible. In recent years new technologies like low-cost satellites the size of a Rubik’s cube — known as CubeSats — have opened up new modes of budget-conscious exploration. For example, in August NASA approved funding to study a CubeSat mission to Venus’s atmosphere. Such a mission would be cheaper and less ambitious than a large-scale mission to the outer solar system, but it would help resolve scientific questions and possibly point the way to doing expensive large-scale missions more cheaply.
Indeed, scientists recently proposed using a CubeSat as a low-cost probe to sense dust and radiation during NASA’s planned, likely multi-billion-dollar, Europa mission. Such a probe could cut costs or — by virtue of its low cost — expand the mission’s scope. Either way, the flexibility improves the odds that NASA can get to where it wants to go.
Of course these measures won’t eliminate all of the financial risks associated with exploration, especially when the budgets are already big and the goals are billions of miles away. But they can help NASA control costs while ensuring that future generations will benefit from their own Cassinis.

Overnight, the Texas Republican’s Twitter account favorited a tweet featuring hardcore pornography. By early Tuesday, the tweet was removed from the senator’s likes and reported to the social media company by staff, according to his senior communications adviser.
“The offensive tweet posted on @tedcruz account earlier has been removed by staff and reported to Twitter, ” adviser Catherine Frazier said on Twitter.

But the damage was done. Screenshots of the tweet appearing in Cruz’s like were already taken, and the senator was trending on Twitter later that morning.

Where to buy the cheapest iPhone 7

Apple enthusiasts should consider Saudi Arabia and Japan for a good deal on a new iPhone.
An annual ranking from the Australian financial firm Commonwealth Securities (CommSec) pinpoints Saudi Arabia as the cheapest country to buy an iPhone 7, at just $639.73. The ranking does not include price comparisons for the anticipated iPhone X, which is expected to retail for more than $1,000.
CommSec converted the iPhone 7 price tag from 57 nations into U. S. dollars to give consumers a good idea of affordability and consumer purchasing power. The iPhone 7 was released late 2016.
Here’s an overview of the cheapest places to buy an iPhone 7 with 32 GB capacity:
1. Saudi Arabia – $639.73 2. Japan – $648.03 3. U. S. – $649.00 4. United Arab Emirates – $707.63 5. Hong Kong – $715.25 6. Hungary – $722.16
On the flip side, CommSec’s Chief Economist Craig James notes that « Brazilian and Argentinian customers pay the highest prices in the world to buy the latest technology. »
Here’s a list of the most expensive places to buy the same iPhone 7:

Prices for the same items can vary widely across different countries based on factors including taxes, tariffs, shipping costs and fluctuating currency levels.

CommSec notes that its annual ranking, which began in 2007 comparing iPods, is similar to the Big Mac index compiled by The Economist magazine, which has been comparing Big Mac prices around the world since 1986.
The Big Mac index was designed to be « a lighthearted guide to whether currencies are at their ‘correct’ level,  » said The Economist. It makes « exchange-rate theory more digestible » for readers.
But CommSec says its index is more helpful than the Economist’s list because McDonald’s (MCD) Big Macs can’t easily be traded across borders. Buying an Apple (AAPL, Tech30) iPhone abroad might be a viable option if the price is much cheaper, noted report author, James.
« If [iPhones and iPads] are particularly cheap in one country it could cause tourists to buy their tech devices when on holiday [and] prompt people to buy them online in other countries,  » said James.
James notes that Aussie travelers could save $190 Austrialian dollars if they buy the latest 10.5-inch iPad Pro in Hong Kong instead of at home.
The biggest savings would be reserved for an Argentinian who’s visiting Saudi Arabia for work, who could save nearly $1,000 by buying an iPhone 7 in the Gulf state instead of at home.
Then again, a round-trip flight between the two far-away countries could easily surpass $2,000, which negates any possible savings.

Smuggling operations at sea targeted in latest UN sanctions against North Korea

The UN has called on member states to use “new tools” to clamp down on smuggling activities at sea under the latest sanctions against North Korea following its nuclear test last week.
Traders along the border between China and North Korea said Chinese authorities had already cracked down on smuggling of products including seafood and coal after previous rounds of sanctions and now they expect the screws to be tightened further.
The United Nations Security Council resolution passed on Monday said North Korea had been smuggling coal and iron ore to other countries by sea using sophisticated evasion techniques.
“The resolution provides member states new tools to stop high seas smuggling of prohibited products, ” it said.
Key points of latest UN sanctions against North Korea
Suspicious vessels would be stopped for inspection at sea or in a port and they could have their assets frozen, be denied port access, deregistered or hit with other penalties if they failed to cooperate.
One source familiar with the situation in Dandong, a city in Liaoning that borders North Korea, said the authorities were already getting tough on smugglers.
“There have been more inspections in recent days, ” the source said.
The UN has imposed seven rounds of sanctions against North Korea since 2006, but smugglers have managed to get around the bans.
In Dandong, tonnes of North Korean seafood are being smuggled into China every night despite the imposition of UN sanctions on August 15 and a resulting Chinese crackdown on the trade.
The boss of one seafood trading company told the South China Morning Post earlier that business had slowed since the ban, but some traders were entering the North Korean trade zone during evening high tide and loading up with seafood before returning to Dandong.
The fishy side of China’s ban on North Korean imports
A panel of UN experts said in a report released over the weekend that North Korea had smuggled commodities worth some US$270 million from February to August – to China and other countries including India, Malaysia, Sri Lanka.
The report also said North Korea had been rerouting coal to other countries including Malaysia and Vietnam, and continued to export iron ore and steel products to China, Egypt, France, India, Ireland and Mexico. China, Sri Lanka and India also imported some minerals in violation of sanctions.
North Korea exported a total of US$305,713 of iron and steel to China, Egypt, France, India, Ireland and Mexico between October and May, violating a sanction imposed in 2016.
The latest sanctions also ban joint ventures with North Koreans, along with technology transfers and other economic cooperation.
They will also cut off another US$500 million per year from the 100,000 North Koreans working overseas, who can no longer be hired. Those already working abroad can continue until their permits expire.
Armageddon? There’s more to Kim than nuclear tests
The commerce ministry late last month banned individuals and businesses from setting up new joint venture companies with North Koreans in China. It also said it would not approve applications for new or expanded investment in North Korea by Chinese companies.
The amount of North Korean investment in China is small and has declined in recent years. It fell from US$11.2 million in 2010 to US$290,000 in 2014, and then to just US$70,000 in 2015, according to commerce ministry data.
Sun Xingjie, who specialises in Korean affairs at Jilin University, said cutting off these resources could be painful for Pyongyang but it was unrealistic to expect its underground trading and financial network would be completely shut down.
“Historically we have seen these type of activities will continue despite the sanctions, ” Sun said.
“But for the Chinese government, if they want to fully enforce the latest resolution they will have to get tough on smugglers and underground finance.”

The statement from Lee Sang-chul, the vice chief of the Blue House national security office, came a day after ruling party politicians in Seoul said the relocation of tactical nukes could place South Korea in greater danger.
« The position of the Korean government on the principle of denuclearization remains unchanged,  » Lee said Tuesday. « We reconfirm there have been no review of relocating tactical nuclear weapons. »
Lee told reporters while debates over the redeployment of weapons in response to North Korea’s nuclear and missile threats can take place in political circles and the media, the « government sees many problems » arising from redeployment, News 1 reported.
Redeployment would « not only be in violation of the fundamental principles of the denuclearization of the Korean peninsula, it also has the potential to weaken or even destroy the cause of denuclearization of the Korean peninsula,  » Lee said. « If South and North Korea take up nuclear arms it would trigger a rise in nuclear armament in Northeast Asia. »
The South Korean official added the redeployment would have a « negative impact » on the Korean peninsula.
In reference to the new sanctions resolution adopted at the United Nations Security Council on Monday, Lee said the « choice is up to North Korea » to turn in the right direction and seek dialogue.
North Korea has condemned the sanctions as « illegal,  » and experts say Pyongyang could retaliate with a cyberattack or another form of provocation.
All tactical nuclear weapons were removed from the country in 1991.

WASHINGTON (Reuters) – U. S. President Donald Trump is likely to make a stop in China in November during his first official visit to Asia, a U. S. official said on Tuesday, a trip that will come amid tensions over North Korea’s nuclear tests.
Washington and its allies have said there is a growing urgency for China, North Korea’s top ally and trading partner, to apply more pressure on its already isolated neighbor to get it to back down on its nuclear weapons and missiles programs.
Chinese President Xi Jinping had invited Trump to visit China during their meeting in April in Palm Beach, Florida. The two leaders also met on the sidelines on the G20 summit in July.
Trump is set to attend the U. S.-ASEAN summit and the East Asia summit in the Philippines in November, as well as the Asia Pacific Economic Cooperation (APEC) summit in Vietnam.
China’s foreign ministry did not immediately respond to a Reuters request for comment on a potential trip by Trump to the Asian country.
On Monday, the U. N. Security Council unanimously voted to step up sanctions on North Korea, with its profitable textile exports now banned and fuel supplies capped.
After several days of negotiations on the resolution, Washington dropped several measures to win the support of Russia and China, including a bid for an oil embargo and the blacklisting of North Korean leader Kim Jong Un and the national airline.
