Hurricane Harvey first made landfall as a Category 4 storm near Rockport, Texas, on the evening of August 25,2017. The storm has since devastated communities in both Texas and Louisiana, claiming many lives, inflicting countless injuries, destroying or damaging tens of thousands of homes, and causing billions of dollars in damage. The entire Nation grieves with Texas and Louisiana. We are deeply grateful for those performing acts of service, and we pray for healing and comfort for those in need.
Americans have always come to the aid of their fellow countrymen — friend helping friend, neighbor helping neighbor, and stranger helping stranger — and we vow to do so in response to Hurricane Harvey. From the beginning of our Nation, Americans have joined together in prayer during times of great need, to ask for God’s blessings and guidance. This tradition dates to June 12,1775, when the Continental Congress proclaimed a day of prayer following the Battles of Lexington and Concord, and April 30,1789, when President George Washington, during the Nation’s first Presidential inauguration, asked Americans to pray for God’s protection and favor.
When we look across Texas and Louisiana, we see the American spirit of service embodied by countless men and women. Brave first responders have rescued those stranded in drowning cars and rising water. Families have given food and shelter to those in need. Houses of worship have organized efforts to clean up communities and repair damaged homes. Individuals of every background are striving for the same goal — to aid and comfort people facing devastating losses. As Americans, we know that no challenge is too great for us to overcome.
As response and recovery efforts continue, and as Americans provide much needed relief to the people of Texas and Louisiana, we are reminded of Scripture’s promise that « God is our refuge and strength, a very present help in trouble. » Melania and I are grateful to everyone devoting time, effort, and resources to the ongoing response, recovery, and rebuilding efforts. We invite all Americans to join us as we continue to pray for those who have lost family members or friends, and for those who are suffering in this time of crisis.
NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, do hereby proclaim September 3,2017, as a National Day of Prayer for the Victims of Hurricane Harvey and for our National Response and Recovery Efforts. We give thanks for the generosity and goodness of all those who have responded to the needs of their fellow Americans. I urge Americans of all faiths and religious traditions and backgrounds to offer prayers today for all those harmed by Hurricane Harvey, including people who have lost family members or been injured, those who have lost homes or other property, and our first responders, law enforcement officers, military personnel, and medical professionals leading the response and recovery efforts. Each of us, in our own way, may call upon our God for strength and comfort during this difficult time. I call on all Americans and houses of worship throughout the Nation to join in one voice of prayer, as we seek to uplift one another and assist those suffering from the consequences of this terrible storm.

(CNN) — A state judge in Pennsylvania threw out involuntary manslaughter charges Friday against eight fraternity members and the Beta Theta Pi fraternity in connection with the death this year of Penn State sophomore Timothy Piazza following an initiation ritual involving alcohol.
All aggravated and simple assault charges and charges stemming from the 2016 rush period also were tossed out by Magisterial District Judge Allen Sinclair of Centre County.
Piazza, 19, died following his first night pledging Beta Theta Pi, a fraternity that was supposed to be alcohol-free as a result of a suspension eight years ago. Surveillance footage played in court shows Piazza falling repeatedly, including down a flight of stairs, following the event involving heavy drinking.
The university, which claims it was not responsible for enforcing the alcohol prohibition, has permanently banned the fraternity from operating on campus.
An attorney for Piazza’s parents said after Friday’s hearing that the remaining charges against 14 fraternity members are serious and could result in jail time, if the defendants are found guilty.
Piazza’s parents cried after Friday’s hearing, attorney Tom Kline said, though not because the most serious charges were tossed.
« They didn’t cry on the dismissal of higher charges,  » he said. « They cried tears for their son. … This case is about when is it going to stop in America — the craziness, the permissiveness, the excessiveness, the debauchery, the depravity that goes on in a fraternity house like we saw on a video tape. »
Piazza’s death led to one of the largest criminal indictments against a fraternity and its members in recent history. More than 1,000 counts were levied against 18 Beta Theta Pi members, including eight who were charged with involuntary manslaughter and aggravated assault.
After Friday’s ruling, four fraternity brothers no longer face charges. Ryan McCann, Lucas Rockwell and Braxton Becker had been charged with tampering with evidence. Joseph Ems is no longer facing a charge of reckless endangerment.
Several fraternity members were bound over for trial on charges including hazing, furnishing alcohol, reckless endangerment, and tampering with evidence.
Two fraternity brothers who were charged with evidence-tampering — Ryan Foster and Ed Gilmartin — waived their right to this hearing, so their charges will proceed to trial.
District Attorney Stacy Parks Miller said after the hearing that she was « certainly planning to refile » the involuntary manslaughter charges, calling that decision « a no-brainer. » Her office also may refile other charges that were dropped, she said.
Parks Miller said she believes the grand jury found sufficient probable cause and the judge erred in his decision.
« There were some errors of law we believe,  » she said.

Google releases SDK for augmented reality apps on Android

Similar to Apple’s ARKit for iOS, Android’s ARCore offers native APIs for motion tracking, environmental understanding, and light estimation
Looking to mix physical and digital spaces, Google has released a beta SDK for augmented reality, dubbed ARCore, that is focused on bringing augmented reality (AR) to Android smartphones.
ARCore is built on Google’s Tango AR technology. Developers can build new AR apps or enhance existing ones with AR capabilities. (Apple’s forthcoming iOS 11 has augmented reality APIs as well, called ARKit .)
ARCore offers native APIs for motion tracking, environmental understanding, and light estimation. These capabilities let apps use the phone camera to observe points in a room and motion-sensor data, as well as detect horizontal surfaces and light virtual objects in ways to match their surroundings to make their appearance more realistic.
ARCore works with Java and OpenGL as well as with the Unreal and Unity AR technologies.
At the outset, ARCore will run on devices running Android 7.0 Nougat and later. Google is also offering prototype browsers for web developers to build AR-enhanced websites; the prototype browsers can run both Google’s ARCore and Apple’s ARKit.

Ein Paar im US-Bundesstaat Oregon muss laut Gerichtsbeschluss seine Hunde operieren lassen, damit die Tiere leiser bellen. Dem Urteil ging ein jahrelanger Rechtsstreit voraus, nachdem Nachbarn sich über das Bellen der Hunde beschwert hatten. Bei den Tieren handelt es sich um mehrere Tibetmastiffs.
Beim sogenannten Debarking, entfernt ein Tierarzt Teile der Stimmbänder des Hundes. Das Bellen soll dadurch gedämpfter und weniger störend klingen. In den meisten EU-Staaten ist diese Praxis verboten. In den USA gelten unterschiedliche Bestimmungen, nur in wenigen Bundesstaaten wie Massachussetts ist Debarking ausdrücklich nicht erlaubt.
Der Rechtsstreit hatte sich über Jahre hingezogen. Das Paar hält seit 1999 Tibetmastiffs, mit der Begründung, diese für die Schafzucht zu benötigen. Zeitweise sollen bis zu elf Exemplare der rund 60 Zentimeter großen Tiere auf dem Grundstück gelebt haben.
Bereits 2015 hatte ein Gericht entschieden, es handle sich bei dem Betrieb nicht um eine Farm, und die Hundehalter zu 238.000 Dollar (rund 201.000 Euro) Schadensersatz an die Nachbarn verurteilt. Schon damals sollten sie auch das Bellen der Tiere – wenn nötig chirurgisch – unterbinden. Dem kamen die beiden jedoch nicht nach. Die Richter bestätigten das frühere Urteil jetzt. Die Kläger hatten angegeben, die Lautstärke des Gebells der Tiere auf dem Nachbargrundstück entspreche der von einer Schießanlage oder durchdringender Autohupen.

Nurse says cop assaulted, arrested her for not drawing blood from unconscious patient

SALT LAKE CITY – A Utah police officer’s body camera video shows a hospital nurse being handcuffed after refusing to draw blood on an unconscious patient.
The video taken at University Hospital in Salt Lake City on July 26 shows nurse Alex Wubbels calmly explaining to Salt Lake detective Jeff Payne that she couldn’t draw blood on a patient who had been injured in a car accident. She told the officer a patient was required to give consent for a blood sample or be under arrest. Otherwise, she said police needed a warrant.
Wubbels calmly points out to Payne that these parameters were are spelled out in an agreement between the hospital and the department.
CBS affiliate KUTV reports that Wubbles had the backing of her bosses, one of them was on the phone with her and could be heard on the video telling Det. Payne, « Sir you are making a huge mistake right now because you are threatening a nurse. »
Despite the warning, Payne is heard saying, « We are done, we are done, you are under arrest. »
He can then be seen grabbing Wubbels and cuffing her as she screams, « You’re assaulting me stop! I’ve done nothing wrong! This is crazy! This is crazy! »
In the video Payne’s partner could be heard trying to calm his partner down during the arrest.
Another officer is heard saying, « I don’t think this arrest is going to stick. »
« I think there was definitely some alarm,  » said Sgt. Brandon Shearer with the Salt Lake City Police Department about what happened. « We’ve been working with Ms. Wubbels and her attorney to make sure steps necessary so that something like this doesn’t happen in the future. »
KUTV reports that Shearer says an internal investigation is now underway. He says Payne has been suspended from drawing blood, but no disciplinary action has been taken against him. He says that will all be resolved after the investigation is complete.
Wubbels says she’s very upset that none of the University of Utah officers came to her rescue and just stood by and watched it happen.
« I just feel betrayed, I feel angry and I feel a lot of things,  » said Wubbels during a press conference. « The only job I have is to keep my patient safe. Blood is your blood that is your property. When a patient comes in a critical state that blood is extremely important. I don’t take it lightly. »

Headup Games has announced that its post-apocalyptic retro style side-scrolling shooter, Earth Atlantis, with an « old sketching » visual style, will make its way to the Nintendo Switch this fall.
Earth Atlantis was first introduced to the world when it landed on Steam Greenlight. Now, a year later, Headup Games, along with Pixel Perfex is announcing the launch of the title for the Nintendo Switch.
With its beautiful and simplistic “old sketching” visual style, players will get to immerse themselves in a post-apocalyptic world where major cities have crumbled and the Earth is at the mercy of a terrible flood. In order to explore the world, players will need to pilot a submarine, having the choice of four different vessels, each with their own unique set of advantages and weapons.
The developer of the game describes it as an « intense retro style side-scrolling shooter » that will pit you against monsters, aquatic animals, and offer the potential to encounter intense bosses.

Sony’s new PS4 controllers are a see-through 90s throwback

Remember when every controller had a colorful translucent cover? Sony’s bringing it back with the DualShock 4.
Remember that trend a few console generations ago where every console and controller had a translucent plastic cover to show you the all the cool circuits and innards inside?
Well, it looks like that trend is hip once again, as Sony has unveiled three new models of its DualShock 4 controller for the PS4 that calls back the colorful see-through peripherals of decades past.
The brand-new Crystal series of PS4 controllers includes a white, blue and red model, retailing for $64.99 each and available to preorder now via PlayStation’s website .
The controllers are planned to ship in North America by the end of the month.
One catch, however, is that any eager fan looking to snag multiple colors of the Crystal controllers may be in for a hassle, as each variant is a retailer exclusive.
That is to say, the white Crystal controller can only be preordered and purchased through GameStop, the red one through Best Buy and the blue through Wal-Mart.
Though a nice mix of stylish and nostalgic, we hope that these controllers make it out to more retailers (and regions) soon, if only because we feel the competition has a major leg up on Sony in terms of gamepad aesthetics.
At the time of writing, Xbox’s Design Lab is expanding to 20 new countries, allowing Xbox One players to customize their own colorful controller piece-by-piece. We even made an homage to the classic GameCube pad with one of ours.

Robert Mueller’s team has Trump letter laying out reason for Comey firing

The letter, according to a source, was drafted the day before the FBI director was fired, but it wasn’t sent.
WASHINGTON – Special Counsel Robert Mueller’s team of investigators is in possession of a letter that President Trump wrote, but did not send, that laid out a rationale for firing FBI Director James Comey.
That’s according to a person familiar with the investigation who spoke on condition of anonymity because the person was not authorized to discuss the ongoing probe publicly. The New York Times first reported the letter.
The letter was drafted before the May 9 firing of Comey. On that day, the White House released a different letter from Deputy Attorney General Attorney Rod Rosenstein that cited the handling of the Hillary Clinton email investigation as a basis for Comey’s firing.
A Justice Department statement says the department has been fully cooperative with Mueller’s investigation.
