Japan’s emperor delivers new year address as nation prepares for possible abdication

It was his first New Year message since he that his advancing age and weakening health mean he may no longer be able to carry out his duties, setting the stage for Japan to prepare for an historic abdication. The Imperial Palace said some 58,600 people attended his address in fine weather, many waving small Japanese flags and shouting “Banzai” or “Long live”. “At the start of this year, I wish for happiness and tranquillity of people in the world and our country,” the emperor said in a televised address from a glass-covered balcony at the palace, where he was flanked by other members of the royal family. Deliberations over his retirement wish are under way in an advisory panel set up by Prime Minister Shinzo Abe in September to study a possible legal mechanism for a royal departure, which currently does not exist. Any eventual move by Akihito to step down, which would see him replaced by his eldest son , appears to have wide support, according to recent opinion polls. Akihito has had surgery for prostate cancer and heart problems, both of which he alluded to in his August announcement, though he stressed that he currently enjoys good health. Speculation about Akihito’s future emerged last year with reports he had told confidantes that he would like to step down in a few years, in what would be the first abdication from the Chrysanthemum Throne in two centuries. Akihito has keenly embraced the role of symbol of the state imposed after the second world war ended. Previous emperors including his father, Hirohito, had been treated as semi-divine. Akihito is credited with seeking reconciliation both at home and abroad over the legacy of the war fought in his father’s name, venturing to a number of locales that saw intense fighting, including Okinawa in Japan and Saipan, Palau and the Philippines overseas, offering prayers for the souls of all the dead.

IS claims New Year's attack on Istanbul nightclub ‹ Japan Today

The Islamic State group on Monday claimed responsibility for the New Year’s attack at a popular Istanbul nightclub that killed 39 people and wounded scores of others.
Turkish police meanwhile detained eight people in connection with the attack but were still hunting for the gunman who disappeared amid the chaos of the attack.
The IS-linked Aamaq News Agency said the attack was carried out by a “heroic soldier of the caliphate” who attacked the nightclub “where Christians were celebrating their pagan feast.”
It said the man fired an automatic rifle and also detonated hand grenades in “revenge for God’s religion and in response to the orders” of IS leader Abu Bakr al-Baghdadi.
The group described Turkey as “the servant of the cross” and also suggested it was in retaliation for Turkish military offensives against the Islamic State group in Syria and Iraq.
“We let infidel Turkey know that the blood of Muslims that is being shed by its airstrikes and artillery shelling will turn into fire on its territories,” the statement said.
Deputy Prime Minister Numan Kurtulmus on Monday confirmed news reports that said eight people were taken into custody but did not provide details, saying a “sensitive” investigation was underway.
Authorities had obtained the fingerprints and a basic description of the gunman and were close to identifying him, Kurtulmus said.
He said the attack in the early hours of 2017 was a message from extremist organizations that they intend to continue to be a “scourge” against Turkey in the new year. Kurtulmus also said it was intended as a response to Turkey’s “successful and determined” military operation against the IS in Syria.
He said Turkey was determined to continue fighting violent groups declaring: “Wherever they may hide in 2017, we will enter their lair… With the will of God, with the support of our people, with all our national capacity, we will bring them to their knees and give them all the necessary response.”
Earlier, Turkish media reports said that Turkish authorities believed the IS group was behind the attack and that the gunman was likely to be either from Uzbekistan or Kyrgyzstan.
According to the Hurriyet and Karar newspapers, police had also established similarities with the high-casualty suicide bomb and gun attack at Istanbul’s Ataturk Airport in June and were investigating whether the same IS cell could have carried out both attacks.
Kyrgyzstan’s Foreign Ministry said it was looking into the media reports.
“We have ordered the consul in Istanbul the check this report that has appeared in the press,” the Interfax news agency quoted ministry spokeswoman Aiymkan Kulukeyeva as saying Monday. “According to preliminary information, this information is doubtful but we are checking all the same.”
The gunman killed a policeman and another man outside the Reina club in the early hours of 2017 before entering and firing with an automatic rifle at an estimated 600 people partying inside.
Nearly two-thirds of the dead in the upscale club, which is frequented by local celebrities, were foreigners, Turkey’s Anadolu Agency said. Many of them hailed from the Middle East.
Citing Justice Ministry officials, Anadolu reported that 38 of the 39 dead have been identified. The report said 11 of them were Turkish nationals, and one was a Turkish-Belgian dual citizen.
The report says seven victims were from Saudi Arabia; three each were from Lebanon and Iraq; two each were from Tunisia, India, Morocco and Jordan. Kuwait, Canada, Israel, Syria and Russia each lost one citizen.
Relatives of the victims and embassy personal were seen walking into an Istanbul morgue to claim the bodies.
Turkish officials haven’t released the names of those identified.
The mass shooting followed more than 30 violent acts over the past year in Turkey, which is a member of the NATO alliance and a partner in the U. S.-led coalition fighting against the Islamic State group in Syria and Iraq.
The country suffered multiple bombings in 2016, including three in Istanbul that authorities blamed on IS, a failed coup attempt in July and renewed conflict with Kurdish rebels in the southeast.
The Islamic State group claims to have cells in the country. Analysts think it was behind suicide bombings last January and March that targeted tourists on Istanbul’s iconic Istiklal Street as well as the attack at Ataturk Airport in June, which killed 45 people. Authorities have said the three suicide bombers in the airport attack were Russia, Uzbekistan and Kyrgyzstan and there has been speculation that Akhmed Chatayev, a Chechen extremist known to be a top lieutenant in the IS militant group, may have directed the attack.
In August, Turkey sent troops and tanks into northern Syria, to clear a border area from the IS and also curb the territorial advances of Syrian Kurdish forces in the region. The incursion followed an IS suicide attack on an outdoor wedding party in the city of Gaziantep, near the border with Syria, that killed more than 50 people.
In December, IS released a video purportedly showing the killing of two Turkish soldiers and urged its supporters to “conquer” Istanbul. Turkey’s jets regularly bomb the group in the northern Syrian town of Al-Bab. Turkish authorities haven’t confirmed the authenticity of the video.
Last week, Turkey and Russia brokered a cease-fire for Syria that excludes the IS and other groups considered to be terrorist organizations.
On Monday, Anadolu said more than 100 Islamic State targets in Syria have been hit by Turkey and Russia in separate operations.
Citing the Turkish Chief of General Staff’s office, Anadolu said Turkish jets struck eight IS group targets while tanks and artillery fired upon 103 targets near Al Bab, killing 22 extremists while destroying many structures. The Russian jets also attacked IS targets in Dayr Kak, eight kilometers (five miles) to the southwest of Al Bab.
Prime Minister Binali Yildirim said the attacker left a gun at the club and escaped by “taking advantage of the chaos” that ensued. Some customers reportedly jumped into the waters of the Bosporus to escape the attack.

稲田防衛相が靖国参拝 真珠湾同行の翌日 :日本経済新聞

安倍晋三首相がオバマ米大統領とともに米ハワイで真珠湾攻撃の犠牲者を慰霊するアリゾナ記念館を訪問した翌日の参拝となった。真珠湾訪問には稲田氏も同行した。首相は神奈川県茅ケ崎市のゴルフ場で記者団の質問に「ノーコメント」と述べた。
稲田氏は「防衛大臣 稲田朋美」と記帳し、玉串料は私費で納めた。記者団に「防衛相である稲田朋美が一国民として参拝したということだ」と説明。「最も熾烈(しれつ)に戦った日本と米国が今や最も強い同盟関係にある。未来志向に立って日本と世界の平和を築きたいという思いで参拝した」と強調した。
稲田氏は例年、日本が主権を回復した4月28日と、終戦記念日の8月15日に参拝していた。今年の8月は、自衛隊が活動するジブチを訪問して参拝は見送り、全国戦没者追悼式も欠席した。首相がジブチ訪問を勧めるのを受け入れたという。
ただ、稲田氏を支持してきた保守層からは「信念を貫いていくべきだった」との批判があった。今回は中韓両国への配慮より、保守的な自らの信条を優先させた格好。安倍内閣の今村雅弘復興相も今月28日に参拝した。

ホテルで18歳中国人女性殺害=容疑で20歳男逮捕-愛知県警:時事ドットコム

NewsHub2日午前10時20分ごろ、愛知県豊川市豊川町のホテルの客室で、男性従業員が女性の遺体を見つけ、110番した。県警は殺人容疑で、中国籍の男(20)を逮捕した。男は「間違いない」と容疑を認めている。県警によると、遺体は中国籍で同市二葉町の農業実習生王雅男さん(18)。 逮捕容疑は2016年12月31日から1月2日までの間に、ホテルの客室内で王さんを殺害した疑い。 同署によると、2人は31日午前中にホテルに入り、2日午前10時にホテルを出るはずだった。チェックアウトしないため従業員が部屋に入ると、王さんがベッドの上でうつぶせの状態で倒れていた。 室内に荒らされた形跡はなかった。同署は死因や殺害に至った詳しい経緯などを調べている。(2017/01/02-20:56)

新成人123万人、2年ぶり増 酉年生まれは最少 :日本経済新聞

NewsHub総務省が31日発表した人口推計によると、2017年1月1日時点で20歳の新成人は123万人で前年比2万人増えた。増加は2年ぶり。新成人が生まれた1996年は第2次ベビーブーム世代(1971~74年生まれ)の出産期にあたり、出生数が増加していたことなどが影響した。
新成人は男性が63万人、女性が60万人で、男女ともに1万人ずつ増えた。15年に新成人人口が21年ぶりに増加に転じ、その後は一進一退となっている。
17年の新成人は過去最多だった1970年(246万人)と比べると半数にとどまる。総人口に占める割合は0.97%で、7年連続で1%を下回った。新成人が生まれた90年代にみられる出生数の増加は一時的なもので、00年代は再び減少傾向で推移している。中長期でみると新成人も減少傾向が続くとみられる。
厚生労働省によると、2016年生まれの子供の数は98万1000人と、1899年の統計開始以降で初めて100万人を割り込んだ。15年の合計特殊出生率(1人の女性が生涯に産むとされる子供の人数)は1.45と過去最低だった05年の1.26から上昇したが、20~30歳の女性の人口が減っているため出生数は下げ止まっていない。
一方、17年のえと、酉(とり)年生まれの人口は943万人。酉年は団塊の世代(47~49年)と第2次ベビーブームのいずれにもあたらないため、十二支別にみると酉年は最も少ない。「年男」は457万人、「年女」は486万人。48歳になる69年生まれが185万人で最も多く、81年生まれが151万人、57年生まれが145万人で続く。

Sanrio characters Hello Kitty, Daniel and Gudetama join in new 'Koi Dance' craze ‹ Japan Today

While it didn’t quite catch on like the relentless “Pen-Pineapple-Apple-Pen,” the fun and catchy “Koi Dance” (“Love Dance”) has plenty of people, including gold-medal winning figure skater Yuzuru Hanyu and U. S. Ambassador to Japan Caroline Kennedy, dancing.
The “Koi Dance” was made famous by the Japanese drama series “Nigeru wa Haji da ga Yaku ni Tatsu,” which features the song “Koi”, and moves choreographed by MIKIKO – the same creator of dance moves for popular Japanese musical acts such as Perfume and Babymetal.
Now, some other famous faces are joining in the fun, with Hello Kitty, Daniel, and lazy-egg Gudetama showing off their sweet moves in a video from Sanrio theme park Puroland.
The dance was originally performed by the cast of the Japanese drama, each episode ending with the two main characters dancing to the song.
In the new Hello Kitty version, both Kitty and Daniel have the appendages and digits to recreate the signature moves, but throw in basically-limbless Gudetama.
The official music video for the song has racked up over 65 million views on YouTube, the U. S. Embassy version almost 5 million, and many other renditions are popping up all over. Who would you next like to see doing this catchy little number?

Paul McCartney to tour Japan in April ‹ Japan Today

Former Beatle Paul McCartney will tour Japan in April, playing three concerts at Tokyo Dome on April 27, 29 and 30.
McCartney, 74, made the announcement in a surprise video message during NHK’s “Kohaku Uta Gassen” program on New Year’s Eve.
McCartney last performed in Japan in 2015, when he played five concerts, including one at the Budokan, his first appearance there since the Beatles’ 1966 concert.
The April gigs are part of McCartney’s “One On One” tour, which he kicked off in the U. S. last year.
Tickets range from 14,000 yen to 18,000 yen.

60 Tote bei Häftlingsrevolte

Mehrere Opfer seien geköpft worden, sagte Sicherheitssekretär Sérgio Fontes laut einem Bericht des Nachrichtenportals G1. Die Meuterei in dem Gefängnis Anísio Jobím in der nordbrasilianischen Stadt Manaus begann am Sonntag, als rivalisierende Häftlingsgruppen aneinander gerieten. Zwölf Gefängniswärter seien zeitweise als Geiseln genommen worden. Am Montag konnten die Sicherheitskräfte wieder die Kontrolle über die Haftanstalt übernehmen.
« Bis zum jetzigen Zeitpunkt sind es 60 Tote », sagte der Chef der Strafvollzugsbehörde von Amazonas, Pedro Florencio. Zuvor hatte der Sicherheitschef von Amazonas, Sergio Fontes, gesagt, es handele sich um « das größte Blutbad, das in einem Gefängnis im Amazonas begangen wurde ». « Viele wurden geköpft und alle haben viel Gewalt erlitten », fügte Fontes hinzu. Laut Florencio wurden die als Geiseln genommenen Aufseher gerettet.
Während der Verhandlungen über die Freilassung der zwölf gefangengenommenen Wärter hätten die aufständischen Häftlinge « praktisch nichts gefordert », sagte Fontes dem Radiosender Tiradentes. Sie hätten nur verlangt, dass die Polizei nicht mit exzessiver Gewalt die besetzten Räume stürmt. « Wir glauben, dass sie schon getan hatten, was sie wollten: Mitglieder der rivalisierenden Organisation töten und die Garantie bekommen, dass sie von der Polizei nicht angegriffen werden », sagte Fontes.
Laut Fontes hatten sich die zwei Kriminellenbanden Primer Comando de la Capital (PCC) aus São Paulo und der örtlichen Bande Familia del Norte (FDN) von Sonntagnachmittag bis Montagmorgen (Ortszeit) in dem Gefängnis bekämpft. Nach 17 Stunden hätten die Behörden die Lage unter Kontrolle gebracht. 16 Fluchttunnel seien entdeckt worden.
Ein Fotograf der Nachrichtenagentur AFP sah blutüberströmte und verbrannte Leichen, die in einem betonierten Hof des Gefängnisses übereinander gestapelt lagen. Schwer bewaffnete Polizisten suchten nach entflohenen Häftlingen. Die brasilianische Nachrichten-Website « G1 » berichtete, mehr als 130 Gefängnisinsassen seien ausgebrochen.
Aufstände und Kämpfe kommen in den überfüllten brasilianischen Gefängnissen häufig vor, oft werden Haftanstalten faktisch von Drogenbanden kontrolliert. Erst im Oktober waren bei Auseinandersetzungen zwischen der PCC und der Bande Comando Vermelho in drei brasilianischen Gefängnissen insgesamt 33 Menschen getötet worden.
Ende 2014 gab es in Brasilien einem Bericht des Justizministeriums zufolge 622.000 Gefangene. Brasilien hat weltweit die viertgrößte Gefangenenpopulation nach den USA, China und Russland. Menschenrechtsorganisationen kritisieren seit Jahren die Zustände in den brasilianischen Haftanstalten. Im Bundesstaat Amazonas sind die Zustände laut einem Bericht des Justizministeriums besonders schlimm: Während im Landesdurchschnitt 1,67 Häftlinge auf einen Haftplatz kommen, sind es dort 2,59 Häftlinge.
Auch in anderen lateinamerikanischen Ländern kommen Gefängnisrevolten häufig vor. Bei einer der schwersten in den vergangenen Jahren waren im Januar 2013 im venezolanischen Uribana 58 Menschen getötet worden. Die Gefängnisrevolte in Manaus war die schwerste in Brasilien seit einem Blutbad im Gefängnis Carandiru, bei dem 1992 in São Paulo 111 Menschen getötet worden waren. (AFP/dpa)
