Das Ruder konnte Sigmar Gabriel nicht herumreißen. Die SPD steckt acht Jahre nach ihrer historischen Niederlage bei der Bundestagswahl erneut bei 20 Prozent fest. Wie betoniert. Gabriels Verzicht auf die Kanzlerkandidatur und den Parteivorsitz ist überraschend, aber konsequent. Wenn man geht, dann richtig.
Erst das Land, dann die Partei, dann erst ich, mag Gabriel gedacht haben. Seine Umfragewerte sind seit Jahren unterirdisch, in der Partei wie im Rest der Republik. Martin Schulz dagegen steht etwas besser da. Und er segelt unter dem Wind des Neulings auf der Berliner Bühne.
Gabriel hat sich stets gefragt, warum er nicht ankommt. Er hat es erkannt und seine Schlüsse daraus gezogen, was im politischen Berlin selten ist. Selbst die SPD hat ihn geduldet, nie geliebt. Dankbarkeit ist kein Kriterium bei Genossen.
Immerhin hatte sich der Lehrer aus Goslar in die Pflicht nehmen lassen. Er einte die Partei, verhandelte mit der Merkel-Union, die fast eine absolute Mehrheit erreicht hatte, hart und erfolgreich. Merkels zweite große Koalition war ein Linksbündnis. Mindestlohn, Rente mit 63, Lohngleichheit, Kita-Ausbau. Nie war eine 20-Prozent-Partei so mächtig wie unter Gabriel. Aber an seinen eigenen Führungsansprüchen ist er immer wieder gescheitert.
Politik ist Führen und Sammeln, hat er selbst mal gesagt. Gabriel vergaß das Sammeln und führte in viele Richtungen, nicht in eine. Etwa in der Flüchtlingspolitik.
Schon 2015 wollte Gabriel hinwerfen
Die Partei wollte dem kommunikativ unberechenbaren Gabriel nicht folgen. Sie strafte ihn beim Parteitag 2015 mit seinem schlechtesten Ergebnis ab. Schon damals wollte Gabriel hinwerfen. Nun geht er zwei Jahre später. Und er hat einen weiteren Grund: Es gibt Wichtigeres als Politik. Familie zum Beispiel. Der junge Vater will öfter zuhause sein. Das ist respektabel. Man muss es ihm abnehmen.
Und der Neue? Der kann der Union durchaus gefährlich werden. Entsprechend gedämpft waren die Reaktionen bei CDU und CSU. Martin Schulz ist in jeder Faser seines Körpers Politiker. Eine Rampensau, ein leidenschaftlicher Streiter. Schon als Linksverteidiger bei Rhenania 05 Würselen war er der Spieler, der mit dem schmutzigsten Trikot vom Feld ging. So einer ist eine Chance für die SPD.
Schulz kann reden, seine Aufsteigervita – zweiter Bildungsweg, Verletzungen, Alkoholprobleme, Buchhändlerlehre, EU-Parlamentspräsident – ist eine Geschichte wie aus dem sozialdemokratischen Lehrbuch. Der Mann der zweiten Chancen.
Was will Schulz in der Innenpolitik?
Mit Schulz’ Nominierung hat die SPD für eine Überraschung gesorgt. Der Rheinländer wird dieses Momentum nutzen wollen. Dass er nicht in den Kulissen der Berliner Republik agierte, muss nicht entscheidend sein. Das Brüsseler Parkett ist auch rutschig. Sein Narrativ wird Europa sein, das große Thema in einem Brexit-Trump-Le-Pen-Jahr. Damit hätte die SPD schon mal mehr zu bieten als im Wahlkampf 2009 und 2013.
Was Schulz in der Innenpolitik will, weiß indes keiner. Wie soll der Wohlstand gesichert werden? Digitale Bildung, Innovationskultur, nachhaltige Finanzpolitik. Dazu gibt es von Schulz selten ein Wort.
Gabriel wollte die Deutungshoheit über eine starke, aber solidarische Gesellschaft zurückgewinnen, und ist doch im Regierungsalltag in der Rolle des Klempners für den angestaubten Sozialstaat hängengeblieben. Verantwortung und Freiheit sind Begriffe, die kaum einer mit der SPD verbindet. Ein Blick nach Nordrhein-Westfalen reicht da aus.
Martin Schulz muss sich zu all dem erstmal positionieren. Auch zur Causa Rot-Rot-Grün natürlich. Paradox: Hannelore Kraft wollte ihn nicht, aber am Ende könnte die Wahlkämpferin doch von der Wende profitieren. Ein Aachener als Kanzlerkandidat gibt der beladenen SPD an Rhein und Ruhr neuen Auftrieb.

SAN FRANCISCO, Jan 24 (Reuters) – Cisco Systems Inc said on Tuesday that it agreed to buy U. S. business software company AppDynamics Inc for about $3.7 billion, one of its largest deals in recent years as the company seeks growth in areas outside of its core networking business.
Legacy technology players like Cisco have been trying to shift their businesses to stay ahead of technology developments, such as the rise of cloud computing, that could otherwise threaten their core businesses.
Cisco’s announcement comes a week after Hewlett Packard Enterprise Co said it would buy privately held cloud software company SimpliVity for $650 million in cash, as it looks to expand its position in hybrid cloud platforms.
Rob Salvagno, Cisco’s vice president of corporate development, said in an interview that the acquisition fits Cisco’s long-term direction and its transition toward software.
AppDynamics, based in San Francisco, will be become part of Cisco’s Internet of Things and Applications Unit, reporting to Rowan Trollope. Cisco’s last large deal, a $1.4 billion acquisition of Jasper last year, is also part of that unit.
AppDynamics makes software that manages and analyzes applications and it has about 2,000 paying customers, including Citrix Systems Inc, eHarmony, Kraft Inc, NASDAQ Inc and Nike Inc.
The deal, which is a mix of cash and equity awards, is the largest acquisition for Cisco since it bought security company Sourcefire for $2.7 billion in 2013. The deal is expected to close in Cisco’s fiscal third quarter.

Cisco swooped in to buy AppDynamics the day before it was planning to price its long-planned IPO. The company had filed for an IPO of up to $100 million in December last year and had been on a road show with investors.
« The fact that they were in their IPO process represented a window where we needed to make a decision, » Cisco’s Salvagno said.
The $3.7 billion offer from Cisco is nearly double the $1.9 billion valuation AppDynamics received in its last financing round in November 2015 and much higher than the IPO valuation it would receive at the estimated $12 to $14 per share range it was planning.
Cisco made an offer that people felt was compelling, said Ravi Mhatre, a board member at AppDynamics and led the company’s major investment round in 2008 at LightSpeed Venture Partners.
Cisco said it expects the deal to close between February and April, its fiscal third quarter.

Według prezydenta nie ma wątpliwości, iż « zasady kultury zostały naruszone ». – Po pierwsze marszałek Sejmu jest drugą osobą w państwie i – czy jest się z obozu rządzącego czyli większości parlamentarnej, czy jest się z opozycji – wobec marszałka Sejmu obowiązują zasady kultury – zaznaczył.
– Zwracanie się do marszałka w taki sposób, w jaki uczynił to poseł Szczerba, delikatnie mówiąc było zbyt daleko posuniętą poufałością – podkreślił Andrzej Duda . – Trudno się dziwić, że pan marszałek nie akceptował tego zachowania, bo poseł szeregowy nie powinien się w ten sposób do marszałka Sejmu zwracać – dodał prezydent.
Zwrócił uwagę na « element ogólnokulturowy ». – Pan poseł Szczerba jest młodym posłem; pan marszałek Sejmu Marek Kuchciński mógłby śmiało ze względu na różnicę wieku być jego ojcem » – zaznaczył. « Marszałek miał co najmniej prawo , jeżeli nie w ogóle obowiązek, przywołać posła zdecydowanie do porządku – podkreślił Andrzej Duda.

Washington – US President Donald Trump signed executive orders on Tuesday reviving the construction of two controversial oil pipelines, but said the projects would be subject to renegotiation.
Trump gave an amber light to the Keystone XL pipeline – which would carry crude from Canada to US refineries on the Gulf Coast – and an equally controversial pipeline crossing in North Dakota.
But he said both would be constructed subject to renegotiated terms and conditions.
« It is subject to a renegotiation of terms, by us, » he said of the Keystone project. « We are going to renegotiate some of the terms and, if they like, we’ll see if we can get that pipeline built. »

Malacañang on Tuesday apologized to South Korea for the murder of its national who was kidnapped in the guise of an illegal drug operation that showed the “depth of corruption” within the government and the police force.
“We wish to take this occasion to express the condolences and sympathies of President Duterte and the Filipino people to Mrs. Choi Kyung-jin, widow of Mr. Jee Ick-joo, the South Korean national who met untimely death while in police custody,” presidential spokesperson Ernesto Abella said in a press briefing.
“We apologize to the South Korean government and people for this irreparable loss,” he said. “To the Korean people, please accept our sincerest and deepest regrets.”
Abella said that the “full force of the law” would be applied to bring speedy justice for the killing of Jee, which he said was part of the corruption problem within the government, including the police force, that the President had vowed to address.
South Korea has demanded answers in the murder of Jee, who was strangled and cremated on the day he was kidnapped reportedly by rogue police officers. The kidnappers had also demanded ransom from his wife even after his death.
Jee, a former Hanjin executive, and his maid, Marisa Morquicho, were taken from his Pampanga home in October by unidentified men. The men later released Morquicho, who told authorities that the kidnappers had claimed that the South Korean was involved in illegal drugs.
Philippine National Police Director General Ronald dela Rosa said on Tuesday that at least two National Bureau of Investigation assets were involved in the abduction of Jee. He said one of the two, identified only as “Jerry,” turned out to be a driver of an NBI director, whom he did not identify.
Dela Rosa said Jerry was seen in a closed circuit television recording accompanying SPO3 Ricky Sta. Isabel, the principal suspect in the kidnapping, withdrawing money from Jee’s bank account at an ATM booth in San Juan City.
Dela Rosa said the ongoing investigation would also check on the involvement of other police officials in the case.
He said there were groups, presumably policemen, who were checking on Sta. Isabel’s team or were acting as backup during Jee’s abduction that was made to appear as a legitimate operation.
The PNP Anti-Kidnapping Group (AKG) is also investigating Sta. Isabel’s finances, after it was reported that he owned a four-story building in Cubao, Quezon City, and money-remitting and ticketing outlets, and has insurance investments.
Sta. Isabel and SPO4 Roy Villegas were brought to the Angeles Regional Trial Court on Tuesday to face charges of kidnapping for ransom. The two were returned to Camp Crame later upon order of the court.
Dela Rosa also confirmed that seven more policemen had been relieved and placed under restricted custody while undergoing an administrative investigation over the false arrest of three Korean tourists last year, also in Angeles. Their station commander had also been relieved.
Justice Secretary Vitaliano Aguirre II told reporters on Tuesday that he had asked authorities to identify Jerry and one identified as “Sir Dumlao,” supposedly a high-ranking police officer.
Aguirre said that he would have “zero tolerance” for officials dragged into controversies.

Policemen robbed and extorted money from three golfers from South Korea as part of a suspected larger racket targeting tourists from that country, a senior officer said on Tuesday.
The announcement fueled fears of police abuse under the cover of President Duterte’s deadly war on crime, after authorities announced last week that policemen murdered a South Korean businessman then extorted money from his wife.
“They came to the Philippines just to play golf but they went through a traumatic experience,” said Chief Supt. Aaron Aquino, a regional police head.
He said the three South Koreans were staying at an upscale gated community in Angeles City, Pampanga province, when policemen barged into their house under the pretext of carrying out an illegal gambling raid on Dec. 30.
They robbed the Koreans of their computers, jewelry, golf clubs, golf shoes and P10,000, according to Aquino.
He said the three South Koreans were then held at a police station for about eight hours until a friend paid P300,000 for their freedom.
The three reported the incident to the South Korean Embassy, which informed the Philippine National Police, Aquino said.
This led to an investigation that found seven policemen were involved, according to Aquino, who said the men faced dismissal from service.
However, he said the offending officers would not face criminal charges because that would require the South Koreans, who had left the country, to return to the Philippines.
“They don’t want to come back. They are terrified,” he said.
The incident took place in the same gated subdivision where policemen abducted a South Korean businessman last October, Aquino said.
Jee Ick-joo, abducted in a fake antidrug operation, was strangled inside Camp Crame, the PNP national headquarters in Quezon City, but his wife, thinking he was alive, later paid about P5 million in ransom, authorities said last week.
Aquino said the two incidents were not related but he suspected rogue policemen had targeted many South Koreans in Angeles City.
“I suspect there are many (such incidents) but most of the crimes committed against the South Koreans are not being reported. They are all afraid,” he said.
The murder of Jee has shocked and angered the South Korean government, with Foreign Minister Yun Byung-se demanding those behind the crime be brought to justice.
The police have come under intense scrutiny as the frontline troops in Mr. Duterte’s efforts to eradicate illegal drugs in the country, with human rights groups accusing them of mass extrajudicial killings.
Mr. Duterte has vowed to shield police from any murder charges, and told them he accepts them getting “sideline” money as long as it is not from drug activities. — AFP

In bislang beispielloser Schärfe hat SPD-Chef und Vizekanzler Sigmar Gabriel (57) in seinem überraschenden Rücktritts-Interview exklusiv im „Stern“ Bundeskanzlerin Angela Merkel (62, CDU) attackiert.
Gabriel warf der Kanzlerin sowohl bei der Aufnahme von Hunderttausenden Flüchtlingen als auch im Umgang mit den EU-Partnern in der Flüchtlingskrise „Naivität“ vor. Zudem machte er sie und Wolfgang Schäuble verantwortlich für die Zerrissenheit der Europäischen Union.
In dem Interview im „Stern“ (ab Mittwoch am Kiosk), dessen Druckfassung vorab im politischen Berlin kursierte, würdigte Gabriel zunächst den Mut Angela Merkels zur Aufnahme von knapp einer Million Flüchtlinge.
Dann aber distanzierte Gabriel sich scharf von ihrem Management der Flüchtlingskrise: „Die Naivität oder vielleicht auch der Übermut, mit der das erfolgt ist, habe ich nie für richtig erklärt“, sagte Gabriel in dem am Sonntag geführten Gespräch zum „Stern“. „Angela Merkel hat eben Deutschland und Europa gerade in dieser Frage in eine Sackgasse geführt.“
Gabriels Vorwurf: Der Kanzlerin sei, weil sie alle anderen EU-Staaten zum Sparen getrieben habe, später bei ihrer Bitte nach Unterstützung in der Flüchtlingskrise die „kalte Schulter“ gezeigt worden. Europapolitisch stünden Angela Merkel und ihr Finanzminister Wolfgang Schäuble vor einem „Scherbenhaufen“, sagte Gabriel im Exklusiv-Interview mit dem „Stern“.
Gabriel hatte am Dienstag überraschend seinen Verzicht auf die Kanzlerkandidatur der SPD und den Parteivorsitz erklärt. Das SPD-Präsidium hat einstimmig beschlossen, den früheren EU-Parlamentspräsidenten Martin Schulz (61) zum Kanzlerkandidaten und neuen Parteivorsitzenden zu machen.
Begründung Gabriels: Schulz habe einfach „die besseren Chancen, die Wahl zu gewinnen“. Schulz könne besser einen Gegenkurs zur Großen Koalition verkörpern, hatte Gabriel zuvor bereits in einer Stellungnahme gesagt.
Ein außerordentlicher Bundesparteitag solle dies Anfang März beschließen, sagte Gabriel am Dienstag in Berlin. Dem Präsidiumsbeschluss zufolge soll der bisherige Wirtschaftsminister Gabriel auf den Posten des Außenministers wechseln, seine Nachfolgerin im Wirtschaftsministerium wird Brigitte Zypries.
