性病、うその診断容疑 院長を逮捕 警視庁

NewsHub性感染症にかかっているとうその診断をして、患者から薬代をだまし取ったとして、警視庁は17日、東京都新宿区の診療所「新宿セントラルクリニック」院長の林道也容疑者(69)=同区=を詐欺容疑で逮捕し、発表した。容疑を否認しているという。 捜査2課によると、逮捕容疑は2012年9~12月、来院した都内の男性(68)を検査した際、陰性だったのに陽性とうその診断をして、十数回分の薬代約2万6千円をだまし取ったというもの。警視庁は、ほかの患者にもうその診断をした可能性があるとみて調べている。 林容疑者は逮捕前、朝日新聞の取材に「性病科はもうからない。そんな不正をやるわけがない」と詐欺行為を否定。検査結果が陰性だったのに、投薬を始めた理由について「陰性でも性感染症の症状がある人はたくさんいる。症状があるのに陰性だからといって帰すわけにはいかない」と説明した。

東京株急落から大きく戻す 1万9000円回復、下げ幅200円近く縮小

NewsHub17日午前の東京株式市場は急落後に下げ幅を縮小する目まぐるしい展開となっている。日経平均株価は午前9時台に前日終値比246円安の1万8849円まで値を下げたが、そこから急ピッチで回復し、10時台には下げ幅を100円以下とし、今年初めて割り込んだ1万9000円台を回復した。 1万9000円割れは昨年12月30日以来、ほぼ半月ぶり。急回復した午前10時半ごろは51円安の1万9043円まで回復した。 対ドル円相場は前日に続いて円高ドル安に振れており、113円後半をつけていたが、午前10時ごろから114円台へと下落。株価回復の原動力となった。 日本時間の今夜、メイ英首相が行われるが、欧州連合(EU)の早期離脱が取りざたされ、株価急落の材料のひとつとなった。 前日の欧州主要市場はそろって値下がり。ニューヨーク市場はキング牧師誕生日の祝日で、休場だった。 東証1部銘柄は一時9割ほどが値下がりしていたが、徐々に減っている。

NewsHub[東京 17日 ロイター] – 前場の東京株式市場で、日経平均株価は前営業日比113円67銭安の1万8981円57銭と続落。取引時間中としては昨年12月30日以来、約半月ぶりに1万9000円を割り込んだ。英国の欧州連合(EU)離脱をめぐる「ハードブレグジット」懸念が再燃する中、前日の欧州株が下落、円相場も強含んだことで、朝方から幅広く売りが先行した。一時は250円近く下げたが、円高が一服すると買い戻しが入り下げ渋った。 メイ英首相のEU離脱交渉計画についての演説を今晩に控え、短期的なポジション調整売りが出て下げ幅を拡大させたが、売り圧力は持続しなかった。市場では「もともとトランプ相場の巻き戻し局面の中で英国の話が加わり調整色を強めたが、日米の景気自体は力強い。一方的に売り込める環境でもない」(内藤証券投資調査部部長の浅井陽造氏)との声が出ていた。 東証1部騰落数は、値上がり324銘柄に対し、値下がりが1578銘柄、変わらずが99銘柄だった。

Four Tips From Pediatricians to Teach Kindness to Kids

NewsHubChildren are listening. During the election, messages of hate, fear and intolerance were propagated across different media and into communities. And the messages continue. While parents view and listen to these ever-present messages, alongside them are their children, hearing these same messages through a lens ill-equipped to discern the implications of negative stereotypes and incorrect portrayals.

Throughout the election, children heard such things as Mexican immigrants are “rapists” and are “bringing drugs… bringing crime ” and that African-Americans are “thugs” and “living in hell .”
These messages, no matter their voice, were designed and intended to target adults. As pediatricians, we’re now seeing, however, that children were listening and they are responding in ways we might not have anticipated.
As parents, caretakers and citizens, we have the power to turn this tide. And with the celebration of Martin Luther King Jr.’s birthday, now is the time to explore ways to teach children to communicate with love and respect.
One response to the messages children hear is to incite more hate. In April 2016, a now well-cited survey of 2,000 teachers conducted by the Southern Poverty Law Center’s Teaching Tolerance Program found that more than half of respondents reported seeing an increase in uncivil discourse in their schools. This, along with other findings from the survey, was used to coin “The Trump Effect,” a term denoting the hateful acts performed by children and adults alike.
The change we’ve seen in children’s behavior may be happening for the same reason they react to the violence they see in media. Prior research has shown that children exposed to media violence have higher levels of violent behaviors, hostility and that they are more desensitized to violence, including a lower likelihood of intervening in an ongoing fight and less sympathy for the victims of violence. Media violence itself can instill fear in the young viewers that may be persistent for years.
Hate and intolerance touted in the media is no different. As is their nature developmentally , children adopt what they hear as truth, adapting it to their lives, and in many cases across the nation, acting upon it.
Another response can be love. Recently, a Facebook group was started by a Seattle-based mom, encouraging children to write letters to the president-elect explaining the importance of being kind. To date, 10,000 children have joined, from across the country, writing how kindness should guide the future administration. To quote one sixth grade child, “Please show kindness to people, no matter their race, religion, beliefs, or most importantly, who they are as a person.”
This dichotomy of responses begs the questions: Why are children uniquely positioned to respond to messages of hate strongly, and how do parents guide their children to respond with love over hate?
Children’s actions may depend heavily on their developmental stage. Older teenagers are generally better able to discern the meaning and implications of the strong emotions conveyed in the media, but younger children often are unable to decode them.
Emotions like hate, fear and intolerance are complex. Younger children are not equipped to understand the context and ramifications associated with these complex emotions, especially when seen in an abstract form, such as media. In addition, we know that young children are not developmentally able to discern paralanguage , the complex, emotional undertones of speech. Without these underpinnings, it’s nearly impossible to understand when messages are rooted in sarcasm or are based on fallacious assumptions.
Older children may be able to think more critically about what they hear, but may have a hard time deciding what they should believe. Children who identify as a part of a minority group based on their race or ethnicity, nativity status, sexual orientation or ability status may also internalize the messages, which can lead to increased distress. This distress may be associated with concerning behaviors such as withdrawal, anger, anxiety and conduct problems.
In 2015, over 65 percent of Americans had a smartphone and over 95 percent of homes had a television. In 2016 The American Academy of Pediatrics, an organization of over 66,000 pediatricians, revised its policy statement to encourage the use of these types of media for children as young as 18 months in a structured way to facilitate learning.
However, many families feel conflicted on how to select for beneficial content, while filtering out the harmful content, such as stories that highlight hate and intolerance. A study published in the November issue of Annals of Family Medicine found caregivers felt they had less and less control over the content their children viewed in today’s age of rapidly evolving technologies.
This effect was seen increasingly in families with lower socioeconomic status and lower income. These caregivers wanted their children to be exposed to the advantageous aspects of technology, but worried about how to set limits and make the right choices for their children.
As parents, we know it is hard to totally shield our children from the media, so how do we silence the noise of hate and usher our children toward actions of love and respect?
The strongest change you can make is in your own home.
Here are four ways you can scaffold the messages our children hear, providing them with context and skills beyond their developmental stages to filter and respond to the hate and intolerance seen in the media.
And remember, children are listening. While we may not be able to change the messages in the media, we can change how our children respond to them, and that change starts with you.

Next Directory accounts cracked in £1m scam because customers re-used passwords

NewsHubA crime gang that hacked the accounts of Next Directory customers simply by culling login names and passwords leaked from other websites have been jailed.
The gang exploited people’s tendency to use the same password on multiple websites in order to break-in to their Next Directory accounts. The practice means that many people have the same combination of user name (their email address) and password across multiple different accounts, including ecommerce websites.
The fraudsters both exploited the credentials themselves and also sold the compromised accounts over websites such as Facebook, via groups called « Super Fun Happy Land » and « Exclusive Deals ». At one point, they had available credit on 280 accounts worth as much as £975,000, although only goods to the value of £64,000 were obtained.
Two women and three men pleaded guilty to conspiring to defraud Next Plc, between October 2015 and April 2016. A sixth individual admitted using the compromised accounts to steal goods to the value of £11,000.
In order to get round having to change address details, the fraudsters and their accomplices arranged to pick-up goods ordered via compromised accounts in-store. That would also have helped the company and police to track them down via in-store CCTV camera images.
The fraudsters may have been helped by Next’s internal procedures that, up until a couple of years ago, meant that account holders could obtain credit even if they gave incorrect personal details, such as a wrong date of birth*.
According to the Leicester Mercury newspaper , which covered the case, the account details were sold for between £25 and £80, depending upon the available credit on the account.
Prosecutor Matthew Lowe claimed the ringleader of the gang was Glasgow, Scotland-based Edward Mullen, who recruited mother-of-five Toni Louise Willis of Chelmsford, Essex to sell the information via PayPal or bank transfer.
Willis, in turn, recruited Dumfries and Galloway-based mother-of-two Leisha Johnstone, to help sell the information. Other defendants included Matthew Corry of Londonderry, Northern Ireland, who operated one of the Facebook groups, Craig Ashley of Derbyshire and Rachel Wall of Great Yarmouth.
Wall was given a suspended sentence for obtaining £11,000 of goods by Judge Nicholas Dean QC, while the others were given sentences of between eight months and 18 months each. The defendents will face a proceeds of crime confiscation hearing in May.
Detective chief inspector Ed McBride-Wilding from the Cyber Crime Unit of East Midlands Police Special Operations Unit reiterated that the accounts were only compromised because users used the same password for multiple websites.
« The targets were customers who used the same login and password for other online accounts where their details had been stolen during data breaches involving other companies, » said McBride-Wilding. « This case emphasises the need to use different passwords for every business and home account or application.  »

27 Menschen sterben bei Pestausbruch

NewsHubAntananarivo. Im Süden von Madagaskar sind 27 Menschen der Pest zum Opfer gefallen. Insgesamt 68 Menschen haben sich demnach in den Regionen Atsimo-Atsinanana und Ihorombe mit der Pest infiziert, hieß es am Montag in einer Mitteilung der Gesundheitsbehörden. Neben der Beulenpest gebe es auch fünf Fälle der leicht übertragbaren Lungenpest. Noch seien nicht alle Fälle durch Labortests bestätigt worden.
Vergangene Woche wurden demnach telefonisch etwa 30 weitere Pest-Fälle aus abgeschiedenen Dörfern in Ihorombe gemeldet. Dafür gibt es aber noch keine Bestätigung der Behörden, teilten das Gesundheitsministerium und die Weltgesundheitsorganisation (WHO) mit.
Die Beulenpest wird durch einen Floh verbreitet, der sich gerne Ratten zum Wirt nimmt. Sie führt zu geschwollenen Lymphknoten. Die Lungenpest hingegen gelangt über die Atemluft von Mensch zu Mensch. Symptome sind unter anderem Husten und blutiger Auswurf. Bei früher Diagnose sind die Heilungschancen durch Antibiotika hoch. Madagaskar weist die meisten Pest-Fälle weltweit auf. Seit 2010 zählte die WHO dort rund 500 Pest-Tote.
Im Kongo gab es im selben Zeitraum 67 Todesfälle, gefolgt von Uganda (12), Tansania und Peru (je 7). Im Kongo, der jahrzehntelang am härtesten von der Pest betroffen war, ist die Dunkelziffer nicht gemeldeter Erkrankungen jedoch sehr hoch.
In ländlichen Gebieten der USA gibt es auch immer wieder vereinzelte Pest-Fälle, darunter in New Mexico, Arizona, Colorado und Kalifornien. Dort zählten die Behörden seit 2010 fünf Pest-Tote. In den USA sind die Wirtstiere der Flöhe, die Krankheit oft übertragen, nicht in erster Linie Ratten, sondern Präriehunde und Katzen.
Vereinzelte Pest-Fälle gibt es auch etwa in China, Russland, der Mongolei, Bolivien und bis vor wenigen Jahren in Indien. Selbst in Ländern, aus denen lange keine Ausbrüche gemeldet wurden, kann die Seuche erneut auftreten, wie etwa 2004 in Algerien. “Die Pest ist eine seltsame Krankheit. Es werden jahrzehntelang keine Erkrankungen beobachtet, und dann kommt die Pest wieder zurück“, erläutert Eric Bertherat, Pest-Spezialist der WHO in Genf.
Ein Ausbruch der Pest in Deutschland sei nach Ansicht des Experten extrem unwahrscheinlich. Theoretisch könnten mit dem Bakterium Yersinia pestis infizierte Ratten und Flöhe etwa auf Frachtschiffen zu uns gelangen. Doch selbst für den kaum zu erwartenden Fall, dass es dadurch zu einzelnen Beulenpest-Fällen oder Lungenpest-Erkrankungen käme, wäre die Gefahr gering, erläutert Bertherat. „Mit unserem funktionierenden Gesundheitssystem und Krankenhäusern wäre ein Pest-Ausbruch schnell unter Kontrolle.“
