Inmates draw funds from their electronic accounts to buy food and other items at prison commissaries.
Friends and family members can contribute to the funds online, or purchase goods for inmates.

Last month, the department posted fliers outside of commissaries in 104 of its facilities, letting prisoners know they could contribute to relief efforts.
The average contribution was $8. The largest donation was about $300, Clark told CNN.
