Chinese president Xi, California governor pledge action on climate change

0

The leaders of California and China met Tuesday to discuss a forward-moving agenda on climate change, in light of a new White House plan to leave a global pact.
June 6 (UPI) — California Gov. Jerry Brown met with Chinese President Xi Jinping in Beijing on Tuesday, where the two leaders discussed their forward-looking agenda against climate change in light of President Donald Trump ‘s new pledge to withdraw from an international pact.
Brown met Xi for nearly an hour on Tuesday — day three of his 10-day tour of China, during which the governor hopes to develop ideas to fight what he called «the foremost issue of our time.»
«We can’t do it alone, » Brown said during the meeting . «I have proposed that California will cut its greenhouse gases 40 percent below 1990 levels and that we will have 50 percent of our electricity from renewables.»
Brown said he and Xi discussed environment-friendly innovations, ways to advance green technologies and how they factor into international trade.
«We need a very close partnership with China — with your businesses, with your provinces, with your universities, » he told Xi.
«Since the two countries established diplomatic ties, China-U. S. relations have weathered various tests and always moved forward, » Xi said Tuesday .
China, the country with the world’s largest carbon footprint, was among nearly 200 nations to sign the landmark Paris climate change agreement — a 2015 global cooperative to establish significant emissions reductions and develop alternative strategies to mitigate global warming. The United States, under President Barack Obama ‘s ambitious climate change agenda, spearheaded the measure — but Trump controversially announced last week that he intends to withdraw from the accord, citing economic concerns.
Brown has been highly critical of Trump’s decision to abandon the agreement.
«Donald Trump has absolutely chosen the wrong course, » he said in a statement Thursday. «He’s wrong on the facts … he’s wrong on the science. Totally wrong.»
Tuesday’s meeting indicates that China views California, one of the United States’ most environmentally conscious states, as a valuable ally in the matter. Brown and Xi have discussed climate change on multiple previous occasions, and at Tuesday’s meet agreed to «continue working to expand bilateral cooperation between California and China.»
Earlier, Brown met with Chinese science and tech minister Wan Gang and inked an agreement that builds on subnational pacts reached this week between Beijing and Sichuan and Jiangsu provinces. The deal expands cooperation and deepens the China-California environmental partnership.
«The objective … is to support the participants in advancing innovation and development of, and investment in, low-carbon energy resources and clean technologies, » the five-year agreement states.
Brown also spoke at the Clean Air Ministerial in Beijing on Tuesday, which was the busiest day of his trip. He will attend three events in the Chinese capital Wednesday, and will deliver keynote remarks at Tsinghua University on Thursday before returning to California.

iOS 11 will help you free up storage on your iPhone through personalized suggestions

Apple is introducing a new feature in iOS 11 that will help users free up space on their iPhone by offering personalized recommendations about actions they can take to increase the available storage. The feature will go a long way towards helping all iPhone owners get better control over their phone’s storage, but will be especially useful for those who own one of Apple’s entry-level models, like the 16 GB iPhone 6 or 6S, for example.
It could even help those with a 32 GB iPhone 7 or 7S, which critics argue is still not enough storage, due to the large file sizes of some apps and games, camera features like Live Photos or those let you shoot in “raw” formats, and support for high def video – including 4K video – all of which take up more space.
Without available storage, iPhone owners find they can no longer take photos and shoot video, download new apps and updates, install new iOS versions, and more.
A number of third-party tools – often in the form of photo compression apps – have emerged over the years to help with this problem, but now Apple is addressing it head-on.
Though Apple didn’ t detail how its new “free up storage” feature would work during its keynote at WWDC, a number of users have tweeted and blogged about the addition since.
From the screenshots (see below) , you can see how iOS 11 will make suggestions about managing storage based on what’s clogging up your own iPhone, instead of just offering generic, all-purpose tips and tricks.
For some users, that may mean pushing them to turn on iCloud for their photos and videos, or emptying out the “Recently Deleted” photo album. For others, iOS 11 may suggest they review and delete the large attachments and large conversations found in iMessage – a place people often don’ t think of when freeing up storage space.
You can even configure your iPhone to automatically delete old iMessage conversations.
And it may suggest cleaning up the content in other Apple apps, like Mail, TV, Photos and more.
However, helping users get a handle on how their apps are using storage space isn’ t the only way iOS 11 will aid in the quest to win back free space. Another feature – and one that may instill fear in developers whose apps suffer from infrequent use – will allow iPhone users to “offload” their unused applications.
The feature is found both in the “iPhone Storage” screen and in the “iTunes & App Stores” screen, in iPhone’s Settings, in the iOS 11 beta.
By toggling this switch on, you’ ll be able to automatically remove the apps you don’ t use, while still keeping their documents and data. If you choose to reinstall the app from the App Store (assuming it’s still available) all the data will return as well.
This might be more useful though for apps that have a large file size – like some games – rather than those that house a lot of data, like Facebook. That’s because the app itself is removed from the phone but the app’s data remains.
What’s not yet clear is how iOS 11 is determining which apps count as “unused” as the dialog box doesn’ t explain. Offloading can also be done on a more manual, app-by-app basis from the iPhone Storage screen’s list of installed apps.
Storage space issues can be a problem for any iPhone owner, but they more often plague those with lower incomes, and who can’ t afford the best devices. They’ re the ones opting for the free, low-cost or older iPhone when they sign up for wireless plans.
In other cases, people simply choose the wrong-sized iPhone for their needs, because they don’ t understand how newer technologies and features – whether that’s better cameras or support for offline downloads from streaming services like Netflix – will ultimately impact their phone’s storage.
In any event, this will be one of the more welcome changes in the new iOS 11 that’s released to the public this fall. Of course, the irony here is that users most in need of this feature might not have the available disk space download the iOS upgrade.

After Trump's Withdrawal from Paris, Nukes Are More Crucial Than Ever

0

Solar and wind cannot entirly replace fossil fuels, making nuclear power an essential part of fight against climate change
In the wake of President Donald Trump’s announcement that he was withdrawing the United States from the international climate agreement, governors from over a dozen states immediately announced they would take climate action on their own.
There is much that Governors and state legislators can do, but study after study after study finds that keeping existing nuclear plants—our largest and most reliable source of clean energy—operating is one of the most important and cost-effective ways to prevent carbon emissions from increasing.
Over the last three years five nuclear plants were closed prematurely in states including Vermont and California and were replaced almost entirely with natural gas, which increased emissions.
Now, half or more of all nuclear plants are at risk of being closed prematurely over the next decade and a half, according to research by Bloomberg New Energy Finance and Environmental Progress.
The main reason is that the fracking revolution has delivered a surplus of cheap natural gas. That’s delivered cheaper electricity and lower emissions when it replaces coal plants. But it’s also made nuclear plants, particularly smaller ones in states that deregulated wholesale electricity markets, uncompetitive.
But another reason for nuclear’s woes is that it is excluded from most state and federal subsidies for clean energy, which is why solar and wind have boomed during a time of low natural gas prices.
A recent study by the nonpartisan federal Congressional Budget Office found that renewables received 114 times more than nuclear per unit electricity in 2016, and similarly high amounts since 2005.
And over 30 states, including all of those whose governors criticized Trump, have clean energy mandates that exclude nuclear.
Even today’s fracking revolution is a product of federal subsidies. Between 1978 and 2007, the federal government invested $24 billion on fossil energy research that led to the fracking revolution—including $10 billion in tax credit subsidy for “unconventional” oil and gas drilling.
Nuclear received funding for research and development in the 1950s, but solar, wind and fossil fuels received similar amounts in the decades since.
While solar and wind have expanded significantly in recent years, they still provide only six percent of total electricity compared to nuclear’s 20 percent, and they do so unreliably.
And where solar and wind only provide power for 10 to 30 percent of the year, depending on where they are located, nuclear reliably provides electricity day and night, rain or shine, for over 90 percent of the year.
Making matters worse, perverse incentives created by subsidies for wind have forced nuclear plants in states like Ohio to pay penalties for producing electricity at times when the grid is at risk of being overloaded by huge surges of electricity from wind, often in the middle of the night when it’s not needed.
And while batteries have become cheaper, they are still too scarce and expensive to back up solar and wind farms. Just to store 10 percent of the electricity created during the day by one of the largest solar farms in the world, Topaz, in California, would require four times more Tesla Powerwall batteries than were manufactured last year.
What that means is that solar and wind cannot replace fossil fuels and, worse, risk locking-in cheap natural gas, which is needed to quickly replace lost solar and wind generation when the wind stops blowing and the sun stops shining.
Over the long-term, Congress should implement a tax on carbon emissions, and return the money to ratepayers. Such an approach would create a strong incentive and level playing field for all forms of clean energy. And it would give all Americans, even ones skeptical of climate change, reason to support aggressive action.
In the meantime, governors who are outspoken advocates for climate action must act to protect nuclear plants which, once their closed, cannot be started back up.
Last year, the two of us and dozens of other scholars and scientists urged the legislatures and governors of Illinois and New York to recognize nuclear plants for their environmental benefits. Both states eventually did so, and at a lower cost per unit of electricity than the subsidies given to wind and solar.
Now, it’s time for other states including California, Ohio, Connecticut, Pennsylvania, and New Jersey—whose governors have criticized President Trumps withdrawal from the Paris agreement—to follow, and match their strong words with even stronger action.
