Islamisten haben in der nordafghanischen Provinz Dschausdschan sechs Mitarbeiter des Internationalen Komitees vom Roten Kreuz (IKRK) erschossen. IKRK-Sprecher Thomas Glass bestätigte der Deutschen Presse-Agentur den Tod der Kollegen. Zwei weitere Kollegen würden vermisst, hieß es kurz darauf in einem Tweet der Organisation.

Die Männer seien am Morgen getötet worden, sagte Glass. Zu ihrer Nationalität und zur Identität der Täter wollte er zunächst keine Angaben machen. Das IKRK bereite eine Stellungnahme vor.
Nach Angaben des Gouverneurs Maulawi Lotfullah Asisi haben Mitglieder der Terrormiliz «Islamischer Staat» (IS) die Männer getötet. Alle Opfer seien Afghanen. Insgesamt acht Mitarbeiter des Roten Kreuzes hätten im Bezirk Kosch Tepa «Heu für Herdentiere» verteilt, als sie im Gebiet von Tschakmachokor von Mitgliedern des IS angegriffen worden seien. Zwei Männer seien entführt worden. Asisi beschuldigt IS-Kommandeur Kari Hikmatullah und seine Männer der Tat. Die sechs Toten seien mithilfe von Stammesältesten geborgen worden. Nun versuche man, die Freilassung der beiden Geiseln auszuhandeln.
IS wäre Neuheit in der Region
Der IS hat eigentlich außerhalb der ostafghanischen Provinzen Nangarhar und Kunar sowie einer Zelle in Kabul keine Präsenz im Land. IS-Kämpfer in Dschausdschan wären eine Neuheit. Ehemalige Taliban oder auch Kriminelle haben sich aber auch in anderen Provinzen punktuell schon IS genannt.
Erst im Dezember war ein spanischer Mitarbeiter des IKRK in der nordafghanischen Provinz Kundus aus einem Auto heraus entführt worden. Er war im Januar freigekommen. Zur Identität der Entführer hatte die Organisation damals keine Angaben machen wollen.

Destructive tornadoes left a trail of devastation in the South. Louisiana is under a state of emergency after a series of tornadoes smashed homes and businesses Tuesday in the southeastern part of the state.
Thousands lost power. Some of the worst damage was in the New Orleans area, including neighborhoods hit hard by Hurricane Katrina. Dozens of people in Louisiana were hurt, some seriously. Local and state officials are asking people to stay away, reports CBS News correspondent David Begnaud.
As nearly half a dozen powerful twisters barreled through Southeast Louisiana, people recorded the destruction as it unfolded.

A tornado that was at least an EF2, with winds up to 135 miles per hour, destroyed homes and knocked out power to thousands of people in the New Orleans area. A NASA assembly facility was also damaged in the storm.
“It went about two miles,” said New Orleans Mayor Mitch Landrieu. “It affected about an area that holds 5,000 properties.”
Landrieu called the zigzagging tornado a catastrophe.
“It’s like an elephant stomping on your house,” Landrieu said.
Sheryl McBride’s house crumbled around her as she took cover in the bathtub.
“I’m alive,” McBride said.
“Look at this, look at what would’ve fallen on you had you not gone in the tub,” said Begnaud, surrounded by the ruins from her home.
On Tuesday afternoon, rescue crews went door to door in New Orleans East, looking for people left behind.
“I’m heartened with the way folks responded here,” said Louisiana Governor John Bel Edwards.
Edwards praised the efficient response. It’s a grim reminder of past tragedies the state’s endured.
“We get too much practice but it’s a good thing when we’re called upon that we’re able to do it,” Edwards said.
“This neighborhood flooded during Hurricane Katrina. I wonder what’s more devastating for you — a flood or tornado?” Begnaud asked.
“A tornado, a tornado,” McBride said with no hesitation. “You have no warning. With a flood, you know it’s coming. You have time to prepare and to evacuate. I had time to do nothing.”

Legionowo również chce przeprowadzić referendum ws przyłączenia do Warszawy, rada miasta w środę podejmie uchwałę w tej sprawie — poinformował prezydent Legionowa Roman Smogorzewski. We wtorek o przeprowadzeniu referendum zdecydowali radni Podkowy Leśnej.
Smogorzewski na konferencji prasowej w stołecznym ratuszu przed spotkaniem z wojewodą mazowieckim odniósł się do przygotowanego przez PiS projektu warszawskiej ustawy metropolitalnej. Zgodnie z projektem, miasto stołeczne Warszawa stałoby się metropolitalną jednostką samorządu terytorialnego , która objęłaby ponad 30 gmin. Jedną z nich byłaby gmina miejska Warszawa (obecne miasto stołeczne Warszawa), składająca się z 18 dzielnic.
Prezydent Legionowa podkreślił, że jego samorząd «był w szoku», że «w XXI wieku, w demokratycznym państwie tak fundamentalne zmiany można prawie 3 mln Polaków fundować bez jakiejkolwiek rozmowy i jakiejkolwiek konsultacji i jakichkolwiek wyliczeń».
«My w środę także mamy sesję nadzwyczajną i podejmiemy uchwałę o referendum , bo uważamy, że nic o nas bez nas» — zapowiedział Smogorzewski. Dodał, że jego samorząd przeprowadził wstępne wyliczenia związane z projektem ustawy i «nijak» nie wychodzi lepsza komunikacja za mniejsze pieniądze. Ocenił, że nowy «megapowiat» będzie płacić ponad 100 mln zł dodatkowego «janosikowego».
«Mamy nadzieję, że pan wojewoda mazowiecki uszanuje wolę reprezentantów tych miejscowości, a wiele jeszcze miejscowości chce oddać głos swoim mieszkańcom, w postaci referendum i nie będzie uchylał tych naszych uchwał» — podkreślił Smogorzewski.
Burmistrz Podkowy Leśnej Artur Tusiński powiedział, że na wtorkowej sesji rady miasta prawie jednogłośnie podjęli stanowisko wyrażające sprzeciw wobec projektu PiS ws ustroju Warszawy.
«A co najważniejsze zdecydowali o przeprowadzeniu 2 kwietnia w Podkowie Leśnej referendum, w którym zadamy pytanie: +Czy pan/pani chce, aby miasto Podkowa Leśna zostało dołączone do mst. Warszawy?+» — poinformował.
Dodał, że mieszkańcy Podkowy już zbierają podpisy pod obywatelskimi wnioskami o rozpisanie referendum, ponieważ docierają do nich głosy, że uchwała rady miasta może zostać uchylona przez wojewodę.
Wiceprezydent stolicy Michał Olszewski przypomniał, że postulatem miasta jest całkowite wycofanie projektu PiS. «Cały czas podtrzymujemy swój apel o wycofanie tego projektu ze ścieżki legislacyjnej» — powiedział Olszewski.
Zapowiedział przekazanie wojewodzie mazowieckiemu apelu, w którym sygnatariusze podkreślają, że wprowadzenie tak «fundamentalnej zmiany ustrojowej wymaga zastosowania szerokich konsultacji, w tym również referendów». Podkreślił, że krytyczne stanowisko wobec propozycji PiS będą podejmowane przez «prawie wszystkie gminy i powiaty, które są objęte tym przyszłym ustrojem m.st. Warszawy».

So what happens to those and other PC processors, like the A-series and FX, when AMD’s new Ryzen chips start flooding the market in March? AMD has said the first high-end desktop Ryzen chips will ship in March.
For now, AMD plans to make no changes to its lineup of existing chips, a company spokesman said.
Instead, the chips will be regrouped to focus on price-sensitive PC buyers.
Ryzen-based PCs are expected to be priced at a premium, competing with Intel’s top gaming CPUs. The FX chips will not go away once Ryzen arrives, and will be targeted toward budget gamers.
The A-series chips — which were targeted toward a wide range of laptops — will be much like Intel’s Core i3, i5 and Celeron and Pentium processors, which are also targeted at low-end to mid-range laptops and Chromebooks.
Unified AM4 socket compatibility helps maintain existing chips and has provided an easy path to Zen-based PC chip upgrade, the spokesman said. For example, the AM4 socket supports Zen chips and the recent 7th Generation A-series chips.
Expanding the PC chip lineup will help AMD compete with Intel, from the high-end to low end. AMD is already gaining in the PC market.
AMD took x86 chip market share from Intel in 2016. AMD had a 13.6 percent market share in 2016, growing from a 12.7 percent share in 2015. Intel’s share was 86.3 percent in 2016, dropping from 87.1 percent in 2015, according to Mercury Research.
Strong laptop chip shipments in the second half of 2016 and an inventory purge in 2015 helped AMD grow its market share, said Dean McCarron, principal analyst at Mercury Research.
The most vulnerable AMD chips are Athlon and Sempron, which sit on the bottom rung of the company’s chip lineup. Some brands like Phenom have died, but Athlon and Sempron have shown amazing staying power thanks to brand loyalty from home PC builders in Asia, McCarron said.
Those chips will be hard to discontinue overnight, McCarron said.
«Intel dealt with that in Asia on Pentium. Once it is established, they can’t go away,» McCarron said.
Chips like the Athlon X4 and FX-4300 — which is cheap to manufacture — will keep serving customers’ needs and will stay in production for some time to come, McCarron said.
Also, PC makers need low-end products to segment markets and maintain prices. The price of high-end FX chips helps set a minimum price for Ryzen chips. It also helps retain Ryzen as a high-margin product, which is important for AMD in its pursuit of higher profitability.
The low-end chips will also help keep AMD’s chip volume active and meet supply agreements. AMD has an agreement with GlobalFoundries to manufacture a certain number of chips each year.
Low-end chips are also important to manufacturing. They help amortize manufacturing costs and provide a market for chips with minor defects. It’s fairly common for chips to get defects during manufacturing, and those are repackaged into low-end parts. That helps reduce inventory and produces revenue from those chips.
AMD can’t say it is getting rid of older chips because that would damage partnerships with PC makers and OEMs, said Jim McGregor, principal analyst at Tirias Research.
«They can’t displace the entire product portfolio over night,» McGregor said.
But at some point, AMD will have to figure out which ones to chuck. It’s likely the chips that are more expensive to manufacture will get the boot. Some chips like high-end FX parts could get the boot as Ryzen chips expand into lower-end gaming PCs. A decision to drop expensive chips and retain cheaper ones would be a cost-saving measure to reduce the manufacturing overhead.
«You’ll see the transition over the next nine to 12 months to move everything over,» McGregor said.
AMD has also released Zen-based server chips to succeed the current Opteron server chips. The company has seemingly put the development of ARM-based server chips on hold, and few server makers are using Opteron chips now. AMD will continue making embedded chips, which are used in devices with life spans of up to 10 years.

豊洲市場（東京都江東区）の移転問題で、元都知事の石原慎太郎氏が都議会特別委員会の参考人招致に応じる意向であることが８日、関係者への取材で分かった。都議会の特別委は７日、石原氏と側近だった浜渦武生元副知事らを参考人招致し、用地取得の経緯などを調査することを決めた。石原氏は、都が東京ガスの工場跡地を取得した当時の知事で、浜渦氏は東ガスとの交渉役だったとされる。参考人招致に法的な強制力はなく、石原氏らが応じるかどうかが注目されていた。日程は今後調整し、都議会議長を通じて出席を要請する。豊洲市場の地下水モニタリング調査では、検出されたベンゼンなど有害物質の数値が急激に上がっており、特別委はこれまで調査に関わった業者や、土壌対策を検討している「専門家会議」のメンバーも呼んで、調査方法などをただす。

財務省が８日発表した２０１６年の国際収支速報によると、海外とのモノ、サービスの取引や投資収益の状況を示す経常収支の黒字額は２０兆６４９６億円と前年比２５．８％増加した。黒字額は０７年（２４兆９４９０億円）以来、９年ぶりの高水準で、過去２番目の大きさとなった。貿易収支が６年ぶりに黒字転換したことが寄与した。トランプ米大統領が貿易赤字削減を優先課題に掲げる中、米国が７日発表した１６年の貿易統計では、日本が中国に次ぐ２位の赤字相手国に浮上した。１０日の日米首脳会談でも貿易不均衡が議論になりそうだ。（2017/02/08-10:08）
