How would the Senate health care bill actually affect Medicaid?

Democrats are saying one thing, while the White House says another. Who is right?
Democrats and left-leaning think tanks say Senate Republicans’ health care bill would be disastrous for individuals and families on Medicaid, the federal program that provides health coverage to low-income Americans.
But White House press secretary Sean Spicer on Friday said President Trump is «committed to making sure that no one who currently is in the Medicaid program is affected in any way, which is reflected in the Senate bill, and he’s pleased with that.»
So, who is right? How would the Senate bill actually affect Medicaid and those who rely on the program for coverage?
The Senate proposal wouldn’t cut Medicaid spending in real dollars — spending would continue to grow — but it would slow the rate of spending for the program, phase out extra money the federal government has given to states that expanded Medicaid under the Affordable Care Act (also known as Obamacare) and leave states to pick up more of the tab.
Medicaid — not to be confused with Medicare, the health insurance program for older Americans — covers roughly 70 million low-income people, pregnant women, disabled people and the elderly. The program is run by the states, which split the costs with the federal government roughly evenly. In 2016, Medicaid spending accounted for $368 billion out of $3.9 trillion in total federal spending, according to the Congressional Budget Office .
Before Obamacare, the program did not cover able-bodied, childless adults. In the more than 30 states that opted to expand Medicaid under the ACA, eligibility for coverage became based solely on income, expanding eligibility to all Americans earning up to 138 percent of the federal poverty level. The federal poverty line for a family of four in 2017 is $24,600, according to the Department of Health and Human Services, meaning families earning up to $33,948 qualify for coverage in the states that expanded Medicaid.
Under Obamacare, the federal government pledged to cover 100 percent of the costs for new enrollees in Medicaid expansion states until 2019, and 90 percent of costs after that.
The Republican bill in the Senate would completely phase out additional federal subsidies for those enrollees by 2024, reverting to the regular, federal-state matching rate applied to the traditional Medicaid population.
But some states expanded Medicaid on the condition that they would rescind coverage for recent enrollees if the federal government decreased funding for the new population. This means that able-bodied, childless adults in Arkansas, Illinois, Indiana, Michigan, New Hampshire, New Mexico and Washington could lose coverage much earlier under the Senate bill.
A reduction in federal funding for newly qualified Medicaid recipients would leave expansion states with a difficult decision: drop new enrollees entirely, or pay a much larger share of the bill for their coverage.
But the Senate bill, like the version of the legislation passed by the House in May, also fundamentally transforms the structure of Medicaid spending going forward. Currently, there is no cap on Medicaid spending — states are guaranteed at least $1 in federal funding for every $1 they spend, and increases in federal funding are considered mandatory spending, rising automatically.
The Senate proposal would cap annual increases on per-person Medicaid spending using the consumer price index for health care, or «m-CPI, » as a metric until 2025. Then, the annual per-person spending increases would be tied to the general consumer price index («CPI-U») , which has a lower average rate of increase. The m-CPI is expected to increase about 3.7 percent per year over the next decade, compared to an expected annual increase of 2.4 percent per year for the general inflation rate.
The difference may not seem like much, but the left-of-center Urban Institute estimates the difference between the two CPI rates could mean a $467 billion difference over 10 years.
From a budget perspective, conservative think tanks like the Heritage Foundation say the cap in the Senate bill helps reform one of the federal government’s fastest-growing programs.
Instead of the per-person capita, states could also opt to receive Medicaid in block grants, or a set amount of annual spending that would also increase at the CPI-U rate.
States would also be allowed — not required — to impose work requirements for Medicaid, although those requirements would not apply to pregnant women, the elderly or the disabled.
The reduced federal funding for the new Medicaid population, and the restructuring of Medicaid funding entirely, will leave states to find a way to foot a larger proportion of the costs, or find ways to decrease coverage for recipients.
The left-leaning Center on Budget and Policy Priorities estimates that, in the long run, the Senate bill would mean even lower federal spending on Medicaid than the bill passed by the House.
Reducing Medicaid reimbursement rates for providers could also limit access to care. Many doctors already refuse to accept new Medicaid patients because the program’s reimbursement rates are generally lower than private insurers and Medicare.
In short, Medicaid funding under the Senate bill would still increase, but at a slower rate, and with states carrying a heavier burden. The bill would almost certainly mean reduced or no coverage for able-bodied, childless adults who are new to the program.
The Senate proposal would affect those currently on Medicaid, contradicting what Spicer said, although the full extent of the bill’s effects may not be clear for years.

The news hit this past week that Rick and Morty Season 3 is coming this summer straight from the mouth of co-creator Dan Harmon. This comes after the rumors that Rick and Morty was ending due to “bad blood” between Harmon and fellow co-creator Justin Roiland. That turned out to be false and Roiland took to Twitter to mock those cancellation rumors.
The Rick and Morty rumors actually started out on a Twitter page called Rick and Morty Memes and it was retweeted 1,385 times. However, on top of Justin Roiland blasting the false rumors, the real truth about the delay in Rick and Morty Season 3 was because Dan Harmon said that it was taking a long time to write.
Harmon said that they wanted to make sure Rick and Morty Season 3 was as good as the first two seasons. He called it “tail-chasing, ” “perfectionism, ” and “overthinking.” It has been a long time since Season 2 ended back on Oct. 4,2015. However, the epilogue of that final episode said that it would be at least a year-and-a-half to get Rick and Morty Season 3 – or maybe longer – and that time frame looks about right.
However, impatient fans have been wondering if the long timeframe meant that Rick and Morty had been canceled. The meme on Twitter just fed into everyone’s fears. The “bad blood” mentioned comes as a result of Dan Harmon saying that he and Roiland fight all the time and then fight about why they are fighting. He said that is why that Rick and Morty Season 3 is taking longer than Season 2.
However, this is all part of the sarcastic humor that Dan Harmon remains best known for. When asked about those comments about fighting, Harmon then admitted that it was the writing delays was the more boring reason for Rick and Morty Season 3 not being here yet.
On top of the Justin Roiland tweet mocking the fighting rumors, Dan Harmon said that it was “hilariously not true.” Harmon then said that anyone who has followed his career knows that if the two of them were fighting, they would both want the world to know about it. Whatever the reasons, Harmon and Roiland have ensured fans that Rick and Morty Season 3 is coming.

Each impolite act gets an «AKiMaHen» rating from one mildly unhappy emoticon to three red, fiercely angry faces.
Some of the least unacceptable behaviors are tipping — how dare you! — and opening taxi doors by yourself. Taxi doors in Japan are opened and closed remotely by taxi drivers.
The most serious offenses include smoking outdoors in non-designated areas — punishable by a fine of 1,000 yen ($8) .
Bicycling while drunk carries a whopping penalty of up to one million yen ($8,000) or five years in prison.
Other tips include being polite when asking a maiko (an apprentice dancer who wears a traditional kimono) for pictures and not canceling restaurant reservations at the last minute.

Regarding the healthcare bill, five GOP senators have said they would not support the working draft of the version released by chamber leaders on Thursday.
The latest was Nevada Sen. Dean Heller, who is in his first term and remains one of the most vulnerable of those GOP senators facing re-election in next year’s congressional races.
The others backing away from the American Health Care Act are Sens. Ted Cruz of Texas, Mike Lee of Utah, Rand Paul of Kentucky, and Ron Johnson of Wisconsin.
Earlier Saturday, Trump attacked Democrats for standing behind the Affordable Care Act, reminding them of President Barack Obama’s promises as he tried to sell the program to voters:

В субботу, 24 июня, в зоне проведения АТО на Донбассе в первый день действия «хлебного перемирия» погибли двое бойцов ВСУ, еще двое получили травмы и ранения, сообщил пресс-центр штаба АТО в Facebook в сводке по состоянию на 18: 00.
Сейчас зафиксировано 6 вражеских обстрелов. Огонь открывался на Донецком и Луганском направлениях, на Приморском было спокойно. Обстрелы боевики преимущественно осуществляли до 8: 00 утра.
На Донецком направлении обстрелов было два — в районе Авдеевки и Верхнеторецком. Применялось стрелковое оружие, крупнокалиберные пулеметы и противотанковые гранатометы.
На Луганском направлении в районе Катериновки враг применил запрещенные минского договоренностям 120-мм минометы.
«Также ночью и уже в начале второй половины дня противник дважды с автоматических гранатометов станковых обстрелял украинских воинов, которые держат оборону в районе Крымского. Кроме того, еще утром оккупанты из стрелкового оружия били по нашим укрепления неподалеку Троицкого», — говорится в сообщении.
Напомним, спикер Минобороны по АТО Александр Мотузяник заявил, что силы АТО готовы к «хлебному перемирию» начиная с полуночи 24 июня.
Ранее сообщалось, что на Донбассе у патруля Специальной мониторинговой миссии ОБСЕ произошли взрывы и стрельба из стрелкового оружия.

Wings catch fifth-round pick Cole Fraser off guard

Cole Fraser figured he had a minute while there was a time out called by a team in the fifth round of the NHL Entry Draft on Saturday.
So, Fraser headed to the bathroom.
Just as he was getting out, he heard his name called by the Red Wings.
“I thought I might have some time to go to the washroom, ” said Fraser, a rugged 6-foot-2 stay-at-home defensive defenseman from Peterborough in the Ontario Hockey League. “I ran back real quick and I got stuck going down the steps.”
Fraser said his mom told him he better get down to the Red Wings’ table quick, which he did.
“You can’ t get your hopes up too much, ” Fraser said. “I was hoping to get my name called. It was something I can’ t even imagine.
“I wasn’ t sure what to expect today. Just being able to walk down and get picked into the NHL, it’s something I couldn’ t even dream about.”
Fraser, incidentally, has a current teammate who was also drafted Saturday by the Red Wings.
‘We need size’: Wings stockpile big bodies in draft
Center Zach Gallant was picked in the third round. Both played with the Petes last season and will be teammates again this fall.
“We’ re pretty close, ” Fraser said. “We used to drive to school together every day last season. We have a good friendship.”
Gallant is a two-way forward, who improved his offensive capabilities in the last two years in Peterborough.
The Toronto native was thrilled to be joining the Red Wings.
“I met with the Red Wings at the combine and had a great conversation, ” Gallant said. “This is one of the best days of my life. To be drafted by the Red Wings, it’s unbelievable and I’ m real excited.
“The Red Wings are a fun team to watch. It was a tough year last year but they’ ll be good again here soon.”
Coach Jeff Blashill said he hasn’ t spoken to goaltender Petr Mrazek or any of the players the Red Wings left unprotected last week during the expansion draft.
“I know Kenny (general manager Ken Holland) talked to each guy before we exposed the list, ” Blashill said. “I’ m sure Kenny will talk to each guy. My conversations will be closer to camp. I don’ t believe in spending a lot of time in the past.
“If there are explanations that are warranted I’ ll have certainly have conversations, I believe in communication.
“I’ m sure Kenny will have conversations from his end and I’ ll have them from my end.”
Holland did not talk to the media this weekend.
Blashill said he did speak with forward Tomas Nosek, who was picked by Vegas in the expansion draft.
“I like Tomas a lot, he’ ll be a good NHL player, ” Blashill said. “He’s real versatile. I talked to him on the phone after he was drafted and he was shocked, caught a bit off guard. He wanted to be a Red Wing. But he’s excited about his new opportunity.
“We were going to lose a good player and we did in Tomas.”
Blashill caught many of the Grand Rapids Griffins’ games on their way to winning the Calder Cup.
Blashill felt one player who helped his cause to move up to the Red Wings next season is forward Tyler Bertuzzi.
“He’s somebody that looks like he’s really on the verge of becoming a real good NHL player, ” Blashill said. “He has a lot of the qualities we don’ t have. He’s hard and he has skill.
“Now, he has to put himself into position to grab a spot and make our team better.”

Министерство иностранных дел Украины выразило протест в связи с очередным несогласованным с Киевом визитом российской делегации во главе с президентом Владимиром Путиным в оккупированный Крым, сообщила пресс-служба МИД.
«Украинская сторона считает упомянутый визит и другие т.н. «поездки» российских чиновников во временно оккупированные Автономную Республику Крым и г. Севастополь грубым нарушением государственного суверенитета и территориальной целостности Украины, циничным и демонстративным пренебрежением российской стороной общепризнанных норм международного права», — говорится в заявлении.
Как отметили в МИД, визит противоречит Уставу ООН, резолюциям Генеральной Ассамблеи ООН Территориальная целостность Украины A/Res/68/262 от 27 марта 2014 года, Состояние прав человека в Автономной Республике Крым и Севастополь A/Res/71/205 от 19 декабря 2016 года, а также обязательствам по двусторонним и многосторонним договорам, участниками которых являются Украина и Россия.
Отметим, Путин в субботу, 24 июня, приехал с визитом в оккупированный Крым, где, в частности, посетил Международный детский центр «Артек».
Напомним, турпоток в оккупированный Крым упал на треть .

Міністерство закордонних справ України висловило протест у зв’язку з черговим неузгодженим з Україною візитом російської делегації на чолі з президентом РФ Володимиром Путіним в окупований Крим, як повідомила прес-служба МЗС.
«Українська сторона вважає згаданий візит та інші т. н. «поїздки» російських чиновників у тимчасово окуповану Автономну Республіку Крим і м. Севастополь грубим порушенням державного суверенітету і територіальної цілісності України, цинічним і демонстративним нехтуванням російською стороною загальновизнаних норм міжнародного права», — йдеться в заяві.
Як зазначили в МЗС, візит суперечить Статуту ООН, резолюцій Генеральної Асамблеї ООН «Територіальна цілісність України» A/Res/68/262 від 27 березня 2014 року, «Стан прав людини в Автономній Республіці Крим і Севастополі» A/Res/71/205 від 19 грудня 2016 року, а також зобов’язаннями щодо двосторонніх і багатосторонніх договорів, учасниками яких є Україна і Росія.
В МЗС Російської Федерації було направлено відповідну ноту протесту.
