UN votes to add 15 North Koreans, 4 entities to UN blacklist
The U. N. Security Council voted unanimously Friday to add 15 individuals and four entities linked to North Korea’s nuclear and missile programs to a U. N. sanctions blacklist, but Chinese opposition blocked tough new sanctions the United States was pushing.
While the resolution will impose a global travel ban and asset freeze on a range of North Koreans including the man believed to head its overseas espionage operations and foreign intelligence collection, it will not target critical oil deliveries or include other tough sanctions.
The U. S. and its allies strongly disagreed with China and Russia on how to rein in North Korea’s rapidly escalating nuclear and ballistic missile program, which Pyongyang says is aimed at developing a long-range missile capable of reaching the United States with a nuclear warhead.
In a speech after the vote, U. S. Ambassador Nikki Haley said «the Security Council is sending a clear message to North Korea today: Stop firing ballistic missiles or face the consequences.»
She also reiterated tough conditions for talks with North Korea: A halt to all ballistic missile launches and nuclear tests and «concrete steps» toward getting rid of its nuclear weapons program.
While Hailey said the United States wants a negotiated solution to the North’s nuclear program and isn’t seeking regime change, she reiterated that «all options for responding to future provocations remain on the table.»
Haley urged all countries to break diplomatic ties with North Korea, stop illegal trade and do more to break up smuggling rings and cut off funding for the country’s nuclear and missile programs. «Beyond diplomatic and financial consequences, the United States remains prepared to counteract North Korean aggression through other means, if necessary, » she said.
By contrast, China’s U. N. Ambassador Liu Jieyi stressed that the resolution reiterated the importance of maintaining peace and security on the Korean Peninsula and northeast Asia and expressed the council’s commitment to a peaceful diplomatic and political solution, and to the importance of reducing tensions.
«The current situation on the peninsula is complex and sensitive, » he said. «At the same time, there is a critical window of opportunity for the nuclear issue of the peninsula to come back to the right path of seeking a settlement through dialogue and negotiations.»
Liu said China was calling on all parties to implement the resolution and «strive for a peaceful settlement of the nuclear issue» by strengthening efforts to denuclearize the Korean Peninsula and promote peace and dialogue.
He reiterated China’s «dual-track» proposal, which would see North Korea suspend its nuclear and missile activities in exchange for a suspension of massive military exercises by the United States and South Korea .
Russia’s deputy U. N. ambassador Vladimir Safronkov, whose country borders North Korea and saw one of Pyongyang’s missiles close to its waters, backed the freeze-for-freeze proposal, saying «the choice here has to be made in favor of using diplomatic tools to the maximum extent possible.»
«The adventurism of Pyongyang is not something that should provide us with a pretext for the increase of military activity in the region, much less for the implementation of plans of using force, » he said. «The logic of confrontation is fraught with disastrous consequences for the Korean Peninsula and for the region as a whole.»
Without naming the United States but clearly referring to the Trump administration, Safronkov also warned: «Some says they will talk but under certain conditions. If we speak to each other in language of ultimatums, we will never move forward from this point.»
Before Friday’s vote, the North Korean sanctions blacklist named 39 individuals and 42 entities and groups subject to sanctions.
In addition to the foreign intelligence chief, the resolution imposes sanctions on officials who control the media and key government and military appointments. The Vietnam representative of a bank and the heads of two companies will also face sanctions. In addition, all countries are now required to freeze the assets of two trading companies, a bank and the Strategic Rocket Force of the Korean People’s Army, which is in charge of all ballistic missile programs.
The Security Council has already imposed six rounds of sanctions on North Korea, and the U. S. and its allies have pushed for tougher measures in response to a wave of missile tests by Pyongyang. But China’s Liu made clear last week that Beijing’s top priority is to restart talks with North Korea and reduce tensions, rather than impose new sanctions.
The first individual on the proposed new blacklist is Cho Il U, identified as the director of the Fifth Bureau of the Reconnaissance General Bureau who is believed to be the overseas espionage and intelligence chief.
Another key figure on the list is Kim Chol Nam, president of Korea Kumsan Trading Co., which procures supplies for North Korea’s atomic energy department and serves as «a cash route» to North Korea. The company would also be added to the sanctions list.
Others now facing sanctions include:
—Kim Tong-Ho, Vietnam representative for Tanchon Commercial Bank, which is North Korea’s main «financial entity for weapons and missile-related sales.»
—Pak Han Se, vice chairman of the government committee that oversees ballistic missile production and directs activities of Korea Mining Development Corp., the country’s «premier arms dealer and main exporter of goods and equipment related to ballistic missiles and conventional weapons.»
—Ri Yong Mu, vice chairman of the State Affairs Commission, which directs and guide all military, defense and security-related affairs in the country, «including acquisitions and procurement.»
The resolution condemns North Korea’s nuclear and ballistic activities «in the strongest terms» and reaffirms the Security Council’s demand that Pyongyang abandon all nuclear weapons and programs and halt all nuclear and missile tests.
It expresses «serious concern» that North Korea continues to violate U. N. resolutions with repeated launches and attempted launches of ballistic missiles, stressing that these tests contribute to development of its nuclear weapons delivery systems. It also expresses «gravest concern» that the North’s nuclear and missile activities are generating «increased tension in the region and beyond» and continue to threaten international peace and security.

Aleksander Ceferin declared the UK “deserve” to stage the tournament, having already vowed to “fight” for a European host and block any attempt to award the tournament to China.
In an interview with the BBC ahead of Saturday night’s Champions League final, Ceferin said: “They deserve to have a World Cup in the near future.
“I don’ t know how much encouragement they need, but they are capable of organising the World Cup, I’ m sure. That’s the decision of the Football Association, and if they decide to go, we will strongly support them.”
England is one of the few countries capable of staging the World Cup in its entirety on what would be its 100th anniversary following its expansion to 48 teams from 2026.
H owever, Fifa is also supportive of co-hosting, meaning a pan-British tournament could be a possibility.
Ceferin made it clear competing bids from Uefa members “would not be good”, indicating the governing body would endorse only one proposal, whether it be from single or multiple hosts.
The Slovenian also reiterated his opposition to China being allowed to join the contest, stating the resurrected continental rotation policy that prevents European nations bidding for the 2026 World Cup should apply to Asian countries for 2030.
W ednesday saw Fifa announce a sponsorship deal with a second Chinese brand, technology company Vivo, which followed the signing of property and cinema giant Dalian Wanda Group in March last year on a contract until the end of 2030.
W anda said at the time: “As a partner of Fifa, Wanda will be better placed to play a role in the bidding process to host major football events, such as the World Cup.”
But Ceferin said: “It’s simply time for us to host the World Cup in 2030.
“I cannot say which country will place a bid from Europe, but we cannot just sell the World Cup to the ones who want to pay the most.”

Ariana Grande’s One Love Manchester benefit concert will be broadcast for American audiences on Sunday.
Freeform will broadcast the full show, while ABC will air a one-hour highlight special following the NBA finals, parent company Disney / ABC Television Group said in a release Friday.
Fans will also be able to watch the full concert on Twitter at 2 p.m. ET (streamed at @TwitterLive or @ArianaGrande) , on Grande’s Facebook page and on YouTube. MTV will also livestream the benefit concert starting at 1: 55 p.m ET.
Grande is returning to Manchester, England, nearly two weeks after a bomber killed 22 people at her Manchester Arena show on May 22. The fundraiser, which will feature performances from Grande, Justin Bieber, Coldplay, Katy Perry, Miley Cyrus, Pharrell, Usher, Take That and Niall Horan, will donate all proceeds to the We Love Manchester Emergency Fund, set up by the Manchester City Council and the British Red Cross to aid victims and their families.
The concert is being produced by the BBC, the host broadcaster, and will air at 2 p.m. live ET/tape-delayed PT on Freeform.
Ticketmaster UK said in a statement Thursday that the company had experienced remarkable demand for tickets as they went on sale Thursday morning. Though attendees of Grande’s original May 22 concert were told they’d be offered free passes to the benefit show, many fans hoping to attend took to social media saying that they were unable to obtain tickets.
«We understand that there are a number of fans who didn’ t receive an email this morning with regards to free tickets for One Love Manchester, » the company said statement published on its website . «We worked through the night and verified thousands of original bookings although there were some we could not verify.»
Ticketmaster and eBay quickly warned scalpers against resales.
Ticketmaster’s UK site issued a statement on Twitter that the service is canceling tickets purchased by scalpers.
“We’re working hard to get tickets direct to fans. We are canceling tickets of those who are reselling wherever possible, ” the account tweeted.
«We will not quit or operate in fear. We won’t let this divide us. We won’t let hate win, » Grande said in a statement. «Our response to this violence must be to come closer together, to help each other, to love more, to sing louder and to live more kindly and generously than we did before.»

They know what they like, are dedicated to finding the right solutions for their teams, and are comfortable critiquing mobile apps of all shapes and sizes.
Here are five developer-nominated mobile apps that drive collaboration:
It’s easy to shrug off security breaches and assume they’ ll never happen to you, but many developers have seen the effects of breaches and are committed to keeping things locked down. But how can you keep all of your accounts safe and secure.

Postman really shines for working with teams. Sharing entire collections of endpoints is done with the click of a button. “You can quickly onboard new developers onto your API workflow and set them up with requests so they can start testing right away, ” Uy added.

“I find the collaborative nature of InVision to be extremely powerful, ” said Freeman. “Although this product is not designed for developers per se, it allows them to gain clarity and a better understanding on ideas and expectations, based on static images and transition effects.”
Freeman also recommended UXPin as a great product for low-medium fidelity prototyping, which works well for proof of concept and usability testing. “I typically start in Sketch, transition to InVision or UXPin, then progress into code dev for iteration, ” he said.
In the past it’s been tough to collaborate on mobile devices, but with an influx of robust apps, that’s changing. Today’s best developers are using mobile apps to store passwords, chat with their team members, and take their businesses to the next level. The bottom line? Experiment. You may have more options to emulate an in-person communication style than you realized.

Nikki Haley: Trump Believes in Human Role in Climate Change
President Donald Trump not only believes in climate change, but he also thinks humans have a role in it, U. S. Ambassador to the United Nations Nikki Haley admits in two different network news interviews set to air Sunday.
«President Trump believes the climate is changing and he believes pollutants are part of the equation, » Haley told CNN’s Jake Tapper in a preview of a «State of the Union» interview Saturday. » [He] knows that it’s changing and that the United States has to be responsible for it and that’s what we’re going to do.»
Haley echoed the comments to CBS’ «Face the Nation, » telling anchor John Dickerson in an interview to air on Sunday that Trump «believes the climate is changing and he believes pollutants are part of that equation.»
When announcing his decision to pull out of the Paris agreement, Trump said his decision was made because of the «draconian financial and economic burdens the agreement imposes on our country.»
However, CNN pointed out, Trump did not use the words «climate change» in his speech.
The agreement was reached in 2015 between the United States and 194 other nations. With Trump’s decision, the United States is one of just three countries around the world that do not participate in the Paris accord; the other two are Syria and Nicaragua.
Haley told CBS that Trump is «absolutely intent on making sure that we have clean air, clean water, that he makes sure that we’re doing everything we can to keep America’s moral compass in the world when it comes to the environment.»
Dickerson pressed Haley on the question, asking if the president believes human activities have lead to climate change.
«I mean, John, I just gave you the answer, » Haley told him. «I mean, that’s what he believes. And so that’s as clear as I know to give it. You know, we can all weigh this out. But at the end of the day, watch what the president does. What he is doing is making sure that we have jobs for American citizens but also making sure that we have a clean environment.»
Her statements to CNN and CBS came after several administration officials on Friday said they either did not know what Trump’s stance is or that they had not spoken with him. White House counselor Kellyanne Conway would not answer directly several questions about whether Trump still considers global warming to be a hoax, as he has stated several times in the past.
«He believes in clean water, clean air and made clear what he doesn’t believe, which is that the U. S. government should stay in an agreement that gives us too much of the financial burden, too much risk to these industries where the coal miners, people who work in cement and paper, people who looked in the eye in place after place and city after city while he was running, » Conway told ABC «Good Morning America» anchor George Stephanopoulos. in a Friday interview.
Commerce Secretary Wilbur Ross also on Friday called Trump an «environmentalist, » but told the «Today» show that the president’s controversial decision to pull from the Paris climate agreement was made for economic reasons.
EPA Administrator Scott Pruitt was asked multiple times an appearance in the White House briefing room if Trump believes in climate change or if he thinks it’s a hoax, but declined to answer the question directly, saying the discussions the president had with his team did not revolve around personal beliefs.
White House Press Secretary Sean Spicer also would not answer if Trump thinks humans are linked to climate change, telling reporters Wednesday that «honestly, I haven’t asked him that. I can get back to you.»
Meanwhile, Trump has referred to climate change as a «hoax» perpetrated by the Chinese, and has tweeted his skepticism on the topic more than 100 times, according to a Vox compilation of his tweets.
But on Saturday, Haley told Tapper that Trump does know the world’s climate is changing, and that the United States has to be responsible for making sure that trend is curbed. Further, the ambassador defended Trump’s move to pull out of the Paris climate agreement, saying that the decision does not change the United States’ commitment to slowing climate change.
«Just because the U. S. got out of a club doesn’t mean we aren’t going to care about the environment, » Haley said.
CNN noted that Haley’s statements are the closest an administration official have bade to acknowledge that Trump does believe global warming is both happening, and that human influence is causing it.
However, Trump did acknowledge to The New York Times in November, after winning the presidential election, that he believes there is «some connectivity» between human-created pollutants and climate change.
He would not say, though, how much he thinks humans have contributed, instead saying it «also depends on how much it’s going to cost our companies. You have to understand, our companies are noncompetitive right now.»
Haley said she believes Trump will always consider America’s best interests first, including with the environment.
«The rest of the world wanted to tell us how to do it, » she told Tapper. «But we’ll do it under our own terms.»

Three suicide bombers have killed at least twelve people and injured another 90 at a funeral of a man who died during a protest on Friday, in Kabul, Afghan officials say.
Triple blasts hit mourners at a cemetery in the Khair Khana district and were left with bloodied bodies and dismembered limbs on the ground as smoke filled the air. Abdullah Abdullah, the chief executive of Afghanistan, was one of the several politicians who survived the blasts as they gathered for the funeral of Salim Ezadyar, the son of a senior Afghan Senator. He expressed his surprise at how the suicide bombers who detonated their vests at the start of the prayers, broke into the high-profile funeral and demanded an investigation into the matter.
There has been no claim of responsibility for the atrocity by either Taliban or ISIS according to Independent. The Taliban denied involvement and said it did not carry out the funeral bombings. The Islamic State militants have refrained from any comment but has been attempting to expand its presence in Afghanistan, claiming a separate bombing on Wednesday in Jalalabad that killed a Taliban member, and has called for increased global terror attacks during Ramadan.
The Taliban has been intensifying its insurgency since the partial withdrawal of international troops in 2014, gaining ground to contest or hold around 40 per cent of Afghanistan.
Rahmatullah Begana, who was at the funeral, said the first explosion went off at the start of the ceremony.
“A few minutes later, there was another explosion. I saw a lot of people on the ground covered with blood, ” he said.
Salim Ezadyar, whose funeral ceremony was in progress, was the son of Alam Ezadyar, the deputy speaker of the upper house of Afghanistan’s Parliament.
He was among the protesters who were shot dead by police at a violent demonstration in Kabul on Friday. The protesters were demanding that the government improves security following another bombing that killed more than 90 people and injured 450 more in the Afghan capital on May, 31.
Police used water cannons and tear gas and open-fired at protesters who attempted to move closer to the Presidential Palace. The city’s police chief claimed that some demonstrators fired weapons in the direction of his officers, while an Afghan MP confirmed at least eight protesters had been shot dead.
On May, 31, a tanker truck believed to be carrying either water or human waste exploded on Wednesday near Zanbaq Square in Kabul’s 10th district, close to shops and restaurants, and killed more than 90 people. This occurred close to the German embassy in the Wazir Akbar Khan area of the capital on Wednesday morning though the entry of the truck was prevented from entering the Green Zone that houses government offices and several foreign embassies.
Salim Ezadyar and other protesters were demonstrating protest and showing anger at the government for not doing more to prevent that attack. Now Salim’s funeral has been targeted, presumably by a militant group reported BBC News.
More than a third of Afghanistan is now said to be outside government control. The US has about 8,400 troops in Afghanistan, while another 5,000 from Nato allies are in the country. The security situation has continued to worsen – more than 15 years after the US invaded Afghanistan in the “war on terror” – forcing Donald Trump to consider sending thousands of American troops to bolster Nato forces.
Afghanistan President Ashraf Ghani has met with senior security officials in an emergency meeting amid fears over the government’s inability to protect its citizens in view of the nation’s spiraling unrest. The office of the President said that he condemned “the outrageous attack on mourners burying the martyred” and added, “The country is under attack. We must be strong and united.”

The commission’s staff memo said penalties for late and misidentifying reports filed by casino backers could be «quite high.»
Lawyers for the casino backers argue the ethics commission didn’t provide enough guidance and that they have now fulfilled reporting requirements.
Businesses related to the Scotts were involved in a failed 2016 casino campaign in Massachusetts.

Success with U. S. missile defense is triggering alarm bells in Russia and China as North Korea warns an ICBM test-fire is imminent.
The Pentagon’s successful interceptor missile defense test this week is seen as a step toward reducing the nuclear risk from North Korea, but now China and Russia are seeing the U. S. technology as a threat. Regardless, North Korean state newspaper Rodong Sinmun said Thursday that its military was «ready to conduct an ICBM test-fire at any time.» During Tuesday’s test, the U. S. military intercepted a mock intercontinental ballistic missile target fired from Vandenberg Air Force Base in California during a test of its Ground-based Midcourse Defense, or GMD, system. Besides California, the U. S. also has the GMD system deployed at Fort Greely in Alaska. The interceptor test took place a day after the North Korean regime fired its ninth ballistic missile test this year. Tuesday was only the 10th successful test out of 17 conducted since 1999. This week’s test also was the first live-fire test against a simulated ICBM target. The test is seen as a sign the U. S. military is making progress to combat the mainland U. S. threat from North Korea. Still, the use of numerous decoy missiles or countermeasures by an enemy could overwhelm or confuse the interceptor system and render it useless. Russia and China already have developed countermeasures to increase the chance of a missile reaching a target. And the North Koreans also are believed to be developing similar capabilities, which creates additional national security concerns given Pyongyang’s rapid advances in its nuclear and ballistic missile programs.
North Korea’s official Korean Central News Agency on Friday quoted a military spokesman for the hermit state as saying the U. S. is «sadly mistaken if they think such missile interception system can prevent the shower of [a] nuclear strike.» «There are many different ways that a missile can trick an interceptor, » said Harry Kazianis, director of defense studies at the Center for the National Interest, a think-tank based in Washington founded by former President Richard Nixon. There’s an expectation that U. S. adversaries will intensify efforts to counter the GMD and other missile defense technology. Russian President Vladimir Putin hinted as much Thursday «This destroys the strategic balance in the world, » Reuters quoted Putin as saying in remarks at an economic forum in St. Petersburg, Russia.
Added the Russian leader: «What is happening is a very serious and alarming process. In Alaska, and now in South Korea, elements of the anti-missile defense system are emerging. Should we just stand idly by and watch this? Of course not. We are thinking about how to respond to these challenges. This is a challenge for us.»
At the same time, China’s semiofficial Global Times said this week that the interceptor test is proof the U. S. may be preparing for military action against North Korea and also that the technology «breaks strategic balance among nuke-armed countries.» «The enhancement of America’s missile defense capability will, in theory, undermine the effectiveness [and] efficacy of nuclear strikes launched by its main strategic rivals, thus consolidating its own domination, » according to an op-ed Thursday on the Chinese military’s official web portal. China believes the systems «will also stimulate other countries to develop strategic penetration technology at a faster pace or enhance their own strategic defense capability, which will exert a new impact on international security.» Russia’s and China’s first-strike capability and their response capability are «neutered» by the U. S. missile defense, according to Ed Turzanski, an international policy and national security expert at the Foreign Policy Research Institute, a think-tank based in Philadelphia. «They believe they were put in a situation where they are going to have to counter that, and that’s the age-old story of military capability, » he said. Turzanski, who worked in the U. S. intelligence community in postings throughout Asia and Europe during the Reagan administration, noted that during the Cold War there was an agreement with the Soviet Union that limited the number of U. S. interceptor missiles on each side. That agreement ended when the Soviet Union dissolved in 1991. «We knew the minute you had the ability to knock my missile down, you had survivability and you could launch a first strike with impunity. We wouldn’t tolerate it from them, they are not tolerating it from us.» The U. S. hopes to have a total of 44 GMD interceptors available by the end of the calendar year, up from 36 today, but even with that amount there may not be enough interceptors to take out more than a dozen incoming ICBMs, according to experts. A group of senators last month introduced a bipartisan bill that seeks to bolster homeland missile defense and sharply increase the number of interceptors. The next test of the GMD interceptor system is scheduled for late 2018, according to the Missile Defense Agency. Boeing is the prime contractor on the GMD program. The U. S. missile agency has received more than $120 billion since 2002 on the GMD missile defense system and it plans to spend an additional $37 billion through 2021 to further develop capabilities, according to a Government Accountability Office report released last month. Meantime, Russia and China also are concerned with the THAAD anti-ballistic missile systems deployed in South Korea. THAAD, a system manufactured by Lockheed Martin, stands for Terminal High Altitude Area Defense. The controversial THAAD system is a mobile, ground-based system deployed about 130 miles south of Seoul, South Korea, to defeat North Korean missiles. However, its powerful radar gives the U. S. the ability to peer deep into both China and Russia and monitor military activities. Analysts suggest one way Russia could respond to the U. S. anti-missile technology is by increasing its cyberweapons targeting missile defense systems as well as pushing more space-based anti-missile solutions. Russia also could increase the number of fake missiles it has coming down on targets so more interceptors go to the wrong missile. «There are ways to trick the computer systems to think that there’s a lot more missiles coming down on a target, » said Kazianis. «The challenge here is that there’s so many different ways to literally fake out the interceptor system.» At present, the U. S. is considered ahead of Russia and China in developing space-based sensors and interceptor technology. Infrared sensors already are on satellites to detect missiles and the Pentagon is expanding efforts to develop a network of additional sensors in space and to experiment with kill capabilities from space. Laser weapons also show promise as part of a missile defense system. They have already been tested in manned aircraft and now development is underway in drones. The U. S. Missile Defense Agency’s «long-term goal is to deploy lasers on high-altitude, long-endurance UAV platforms to destroy ICBMs in the boost phase at long standoff ranges, » according to spokesman Chris Johnson.
Several challenges remain, though, including overcoming the huge power requirements of laser weapons and the scale necessary to put the weapon technology on unmanned vehicles. Tests of the laser technology have so far been done on large manned aircraft. «The challenge there is getting the laser powerful enough while also to be light enough to fit on the back of a UAV, » said Thomas Karako, a senior fellow at the International Security Program and director of the Missile Defense Project at the Center for Strategic and International Studies, a Washington-based think-tank. That said, Karako indicated that the laser-based UAV weapon would only be useful for the boost phase of a ballistic missile when it’s most vulnerable and rising. The laser probably wouldn’t be reliable to kill the missile warhead on its re-entry since at that phase it is designed to withstand intense heat.
