Cheap natural gas could do what the worst commercial nuclear power accident in U. S. history could not: put Three Mile Island out of business.
Three Mile Island’s owner, Exelon Corp., announced Tuesday that the plant that was the site of a terrifying partial meltdown in 1979 will close in 2019 unless the state of Pennsylvania comes to its financial rescue.
The plant, along with other nuclear power installations around the U. S., has struggled to compete in an electricity market booming with inexpensive gas.
The Chicago-based energy company’s announcement came after what it called more than five years of losses at the single-reactor plant and Three Mile Island’s recent failure to be selected as a guaranteed supplier of power to the regional electric grid.
Exelon wants Pennsylvania to give nuclear power the kind of preferential treatment and premium payments that are extended to renewable forms of energy, such as wind and solar. It has not said how much it wants.
Pennsylvania Gov. Tom Wolf has made no commitment to a bailout but said in a statement Tuesday that he is concerned about layoffs at Three Mile Island and open to discussions. Exelon employs 675 people at the plant.
So-called nuclear bailouts have won approval in Illinois and New York, but the potential for higher utility bills in Pennsylvania is generating resistance from rival energy companies, manufacturers and consumer advocates.
Exelon and other nuclear plant owners have made the pitch to states that such installations are big employers and sources of tax revenue and that their zero-carbon energy can help fight climate change better than gas or coal.
«Like New York and Illinois before it, the commonwealth has an opportunity to take a leadership role by implementing a policy solution to preserve its nuclear energy facilities and the clean, reliable energy and good-paying jobs they provide, » Chris Crane, Exelon president and CEO, said in a statement.
In December, Illinois approved $235 million a year for Exelon to prop up nuclear plants in the Quad Cities and Clinton, six months after the company threatened to shut them down.
Around the U. S., nuclear plants have been hammered by the natural gas boom that has slashed electricity prices in competitive markets.
FirstEnergy Corp. has said it could decide next year to sell or close its three nuclear plants — Davis-Besse and Perry in Ohio and Beaver Valley in Pennsylvania. PSEG of New Jersey, which owns all or parts of four nuclear plants, has said it won’t operate ones that are long-term money losers.
Three Mile Island’s license does not expire until 2034.
Built during a golden age for nuclear power, Three Mile Island’s Unit 1 went online in 1974 and Unit 2 in 1978, coughing steam into the air above its sliver of land in the Susquehanna River, about 10 miles from Harrisburg.
In March 1979, equipment failure and operator errors led to a partial core meltdown of Unit 2, leading to several days of fear and prompting an estimated 144,000 people to flee their homes amid conflicting or ill-informed information from utility and government officials.
Scientists worried at one point that a hydrogen bubble forming inside the reactor would explode with catastrophic consequences.
Scientists have come to no firm conclusion about the health effects or the amount of radiation released, though government scientists have said the maximum individual dosage was not enough to cause health problems.
Regardless, the accident had a powerful effect, undermining support for nuclear power. No nuclear plant that was proposed after the accident has been successfully completed and put into operation.
The damaged reactor has been mothballed, but the other reactor is still in use. Exelon says the operating costs for just the one unit are high, further straining Three Mile Island’s financial health.
In the past decade, natural gas has been flooding the market from the Northeast’s Marcellus Shale formation, the nation’s most prolific gas field. That has given a big competitive advantage to power plants that burn gas to produce electricity, with dozens of new ones coming online or being planned.
Meanwhile, electricity consumption hit a wall after the recession, while states have emphasized renewable energy and efficiency.
Because of the rapid growth of gas-fired power generation, closing Three Mile Island would have little or no effect on electricity bills, analysts say. But the power may be replaced by electricity generated by carbon-emitting fuels such as coal or gas.
Pennsylvania is the nation’s No. 2 nuclear power state, after Illinois. Decommissioning the plant could take years.

Police found Tiger Woods asleep at the wheel on the side of a six-lane Florida road in the dark of morning, the engine running and his right blinker flashing. His speech was slow and slurred, though there was no alcohol in his system and he didn’t know how far away he was from home. The details contained in a police affidavit released Tuesday did little to clear up the curious circumstances of his whereabouts on Memorial Day morning, only to confirm Woods’ statement that he had not been drinking before being arrested for suspicion of DUI. Police described Woods as «cooperative as much as possible, » saying he had trouble keeping his eyes open. The affidavit was released a day after Woods spent nearly four hours in the Palm Beach County jail on a DUI charge. His mug shot from the jail provided a stark illustration of how much Woods’ mystique has been shattered since his decade of domination that golf had never seen. In a statement Monday evening, Woods attributed the arrest to an «unexpected reaction» to prescription medicine. «I understand the severity of what I did and I take full responsibility for my actions, » he said. Woods has not competed in four months, and he had fusion surgery on his lower back — his fourth back surgery since April 2014 — on April 20 that will keep him off the PGA Tour for at least the rest of the season. He told police he had taken several prescriptions. The affidavit said Woods failed a sobriety test on the side of the road because he couldn’t keep his balance or follow instructions. Breath tests, however, showed no alcohol in his system. Police said Woods agreed to a urine test. Wearing black athletic shorts and a white T-shirt, Woods told police he had returned from playing golf in Los Angeles. Woods said on his website last week that he would not be able to twist his back for three months because of his surgery. The report said Woods changed his story on where he was coming from and where he was going. His car was parked in a direction headed the opposite way from his home on Jupiter Island. The affidavit listed four medications including Vicodin that Woods reported taking. He told police he was recovering from surgery. Before the four back surgeries, Woods had four surgeries on his left knee dating to his freshman year at Stanford in 1994. Painkillers are generally prescribed after such surgeries, and many carry warnings to avoid driving while taking them. Other medicines, including over-the-counter allergy medicine or anti-anxiety medicines, can also cause drowsiness and include warnings about driving. The FDA warning for Vicodin says it «may impair the mental and/or physical abilities required for the performance of potentially hazardous tasks such as driving a car or operating machinery; patients should be cautioned accordingly.» The report said Woods was «extremely sleepy, » and the officer observed it was hard for Woods to keep his eyes open and to walk. «I didn’t realize the mix of medications had affected me so strongly, » Woods said in his statement. Woods is scheduled to be arraigned July 5 in Palm Beach County on the DUI charge. Police also cited him for improper parking. The report said his Mercedes was parked on the right side of the road with the engine running, the brake lights on and the blinker flashing. He was alone. Woods has not been seen at a golf tournament since he opened with a 77 at the Omega Dubai Desert Classic in February, withdrawing the next day because of back spasms. He was in Los Angeles for the Genesis Open, run by his Tiger Woods Foundation, but he did not come to the course at Riviera because of his back. He was at the Masters, but only to attend the dinner for past champions. Woods has 79 career victories on the PGA Tour, second only to Sam Snead. He has won 14 majors, the last one the U. S. Open in 2008 at Torrey Pines just one week before his fourth knee surgery, which sidelined him for nearly nine months. «Rozmawialiśmy o wielu sprawach, a dyskusję zdominował problem bezpieczeństwa, ponieważ wiele państw naszej grupy leży w bliskim sąsiedztwie konfliktu rosyjsko-ukraińskiego» — powiedział szef polskiego MSZ Witold Waszczykowski na konferencji po spotkaniu. Dodał, że «wiele państw naszej dwunastki odczuwa skutki różnych incydentów, prowokacji ze strony rosyjskiej».
«Cała nasza dwunastka chce żyć w bezpiecznym, stabilnym otoczeniu i rozwijać konstruktywne pokojowe stosunki z naszymi sąsiadami» — podkreślił szef polskiego MSZ.
Minister spraw zagranicznych Norwegii Borge Brende zaznaczył na konferencji, że kraje Grupy Wyszehradzkiej, kraje nordyckie i bałtyckie «mają wiele pozytywnych perspektyw jeśli chodzi o wzmocnienie współpracy».
«Żyjemy teraz w takim świecie, w Europie, gdzie wyzwań jest sporo: nasz sąsiad na wschodzie — Rosja — jest coraz bardziej nieprzewidywalny, problemem jest też migracja» — mówił Brende. Ocenił, że «niestety widzimy tylko wierzchołek góry lodowej». «Będzie jeszcze więcej wyzwań i z tym należy się liczyć w następnych latach» — dodał.
Szef norweskiej dyplomacji podkreślił, że to właśnie Unia Europejska «powinna dopilnować tego, aby kraje UE nie doznały wojen ani konfliktów». «Idea Europy to dalsza współpraca w różnych układach, to jest najlepsze możliwe zabezpieczenie i ubezpieczenie dla nas» — dodał.
Waszczykowski poinformował, że rozmowy w Sopocie dotyczyły też spraw europejskich, Brexitu, migracji, reformy UE a także regionalnych programów infrastrukturalnych i transportowych.
«Zakładamy, że UE nie powinna być teraz zakładnikiem Brexitu, kryzysu migracyjnego — musimy ją reformować» — powiedział szef polskiej dyplomacji. Dodał, że «jeśli druga gospodarka europejska postanawia wyjść z Europy, to znaczy, że obywatele Wielkiej Brytanii czuli się nieusatysfakcjonowani członkostwem w UE a jeśli tak, to znaczy, że w UE trzeba coś naprawić».
Waszczykowski podkreślił, że Polska ma «jasną koncepcję, którą od jakiegoś czasu przedstawia». «Trzeba zdefiniować ponownie rolę instytucji europejskich, role Komisji Europejskiej, rolę Rady Europejskiej, relacji między europarlamentem a parlamentami narodowymi» — mówił.
Szef polskiego MSZ zaznaczył, że «dyskusja na temat reformy UE powinna zacząć się jak najszybciej i aby UE nie była zakładnikiem wieloletniego procesu rozwodowego z Wielką Brytanią». Ocenił, że «jeśli UE na wiele lat zakopie się w problemach dotyczących Brexitu, to inne państwa, mocarstwa, instytucje, będą rozwiązywały problemy za nas, a to na pewno będzie niezgodne z interesem UE» — powiedział Waszczykowski.
Format spotkań Wyszehradzkiej Czwórki z państwami nordyckimi i bałtyckimi został zainicjowany w 2013 r. przez Polskę i Szwecję. We wtorek przedstawiciele MSZ dwunastu państw spotkają się po raz piąty. (PAP)

New Dumplings to Hunt, by Way of Hong Kong

Visitors to Hong Kong who have an appreciation for dumplings, an eye toward low prices and faith that a single Michelin star reliably predicts quality will tend to eat at one of two places. Those who are more attracted to Cantonese dim sum classics will almost certainly end up at a location of the locally based Tim Ho Wan chain. The ones whose idea of a perfect dumpling is a xiao long bao with hot broth sealed inside will head to a branch of Din Tai Fung, which was founded in Taiwan. The very hungry ones will go to both.
The two businesses have been busy exporting their folding and crimping technologies to dumpling-conscious cities around the world. With its 45th location, which opened in the East Village just before Christmas, Tim Ho Wan is the first of the pair to bring its towers of bamboo steamers to New York City.
Tim Ho Wan was started by the chef Mak Kwai Pui, who had been in charge of the expensively exquisite dim sum at the Four Seasons hotel in Hong Kong. With his partner, Leung Fai Keung, his idea was to go back to basics, retaining some of the techniques and refinements of high-end dim sum while bringing prices down to sea level.
In New York, the entire menu fits on a paper place mat. When you read it, it’s not immediately apparent why fans were willing to stand on Fourth Avenue in the cold for hours last December simply to put their names and phone numbers on a list for the privilege of being called a few hours after that, when a table was finally free.
Many items can be found for about the same price (nothing is over $6) in other dim sum parlors. Now that the lines have died down considerably, it’s clear that the versions at Tim Ho Wan are good, but very few are throw-half-the-day-away good, and some have a rote quality that tends to creep into all but the most vigilant chains.
True, the har gow wrappers are thinner than you expect, the shrimp inside firmer. The black bean sauce with steamed spare ribs tastes especially savory; the abalone sauce on the chicken feet a bit richer than the typical oyster sauce.
The pan-fried turnip cakes contain flecks of dried shrimp that send their particular intensity in all directions. Soft as bread pudding inside, they are firmly seared, giving them an undertone of char and a hint of smoke somewhere off in the distance. The beef balls, under ragged veils of tofu skin, are the lightest and airiest I’ ve ever eaten.
But the rice rolls, a point of pride for the chain, are white bogs of starch that blot out the underseasoned fillings of beef, pork or shrimp. I’ ve tried all three in New York, and they’ re never quite there, while the pork liver rice roll I tried at a Tim Ho Wan last month in Sydney, Australia, buzzed with ginger and scallions inside its thin and delicate wrapper.
The barbecued pork buns, which make the Hong Kong airport location of Tim Ho Wan the first and last stop in town for some passengers, have been a work in progress in New York. The flaky pastry, somewhere between a Parker House roll and a Southern buttermilk biscuit, shows off Mr. Mak’s finesse. The crackled surface, made of short crust dough blooped out of a pastry bag, doesn’ t taste like much but somehow makes the buns more exciting to eat.
The trouble has been with the gooey, half-sweet filling. Back in January, there wasn’ t much of it, and it lacked conviction. In March, it was only slightly more sure of itself. This month, I finally had one that was richly flavored, well proportioned to the bun, and very hot.
Steamed egg cake is another signature dish, or, as Tim Ho Wan puts it, one of the “big four heavenly kings.” A square tan slice of it is so plain it looks like the last thing left on the table of a PTA bake sale, but it’s consistently airy and wonderful, with its homey taste of molasses. It’s not a dessert. It seems to go with everything on the menu.
In Australia, the osmanthus jelly, which is a dessert, was a shimmering, translucent amber, saturated with the spring-fever flavors of peaches and flowers. The New York version has been rubbery, as dark as beef bouillon, and strangely bland. Far more appealing are the coins of French toast pressed together around a center of egg custard, a cross of two Hong Kong snacks bred expressly for the New York market.
Din Tai Fung has almost three times as many branches as Tim Ho Wan, but for now its American presence is focused entirely on the West Coast. A few months ago, though, a restaurant in SoHo came along with a chef, Charlie Chen, who had been pried loose from the company’s kitchens. The xiao long bao and other dishes at Pinch Chinese will for many New Yorkers be the first taste of the Din Tai Fung aesthetic.
Mr. Chen’s dumpling cooks wear masks over their mouths as they work behind glass at the end of the dining room, which gives them the air of fast-moving surgeons. The first thing you notice about their soup dumplings is that they are pretty. In other restaurants, they are baggy, saggy water balloons ready to spill their guts on impact. At Pinch, they stand upright like Hershey’s Kisses, and their skins, though very thin, don’ t rupture when squeezed between chopsticks. A single dumpling fits quite comfortably in the mouth.
Once you bite down, the broth that pours out is not as lip-smackingly gelatinous as it could be, but it’s still rich and full of flavor. The best and most unusual is filled with chicken soup, and you wouldn’ t want it any thicker than it is. It’s very good.
As finely made as those are, I somewhat preferred the non-soup dumplings: the steamed half-moons stuffed with gingery flakes of fish; the ones with a dark core of minced mushrooms and truffles; or the pan-fried semicircles filled with juicy sautéed beef, found only at lunch and brunch.
Pinch also makes the best Sichuan won tons, shaped like clothesline ghosts and swimming in chile oil, that I’ ve tasted outside a Sichuan restaurant. Sean Tang, who owns Pinch with a cousin, Tony Li, and Mr. Chen, has said he wants the menu to be “region agnostic.” Occasionally this results in stuff I might cook at home with a recipe from an American magazine, like the humdrum fried rice with steak or the pork ribs in cumin and chile seasoning. A magazine would call them Spicy Sichuan Ribs. They aren’ t.
In general, though, the conceit works. Other Sichuan-style dishes, like the ma po tofu, make up in balance what they may lack in heat. From Taiwan, there’s a highly credible three-cup chicken cooked with all dark meat (it makes a difference) , as well as a hypnotically good stir-fry of cabbage with red chiles and thin slices of browned bacon.
Snow Crab in a Chinese Restaurant has a generic name but a nongeneric flavor, with spicy black bean sauce over glass noodles and crab meat. The Wind Sand Chicken is a whole roast bird suffused all the way down with five-spice seasoning, then buried under a golden drift of fried garlic.
It costs $45, which will strike Chinatown regulars as a large number. It will seem almost a bargain to anyone who eats in other restaurants that have wine lists like Pinch’s, which takes in pét-nats and skin-contact wines in styles from forbidding to friendly.
It was put together by Miguel de Leon, who presided over the heroic cellar at Casa Mono, and you can tell he had fun with it. “You really like merlot” is a phrase that turns up twice. The first time it is above the wines by the glass, all made with the grape that everybody decided was trash after “Sideways” came out. Everybody was wrong. You really do like it.

Fresh from a meeting in Brussels with the leaders of the Group of Seven largest economies, Trump fired yet another tweet salvo at a longtime U. S. ally, sharply attacking Germany’s trade and spending policies.
«We have a MASSIVE trade deficit with Germany, plus they pay FAR LESS than they should on NATO & military. Very bad for U. S. This will change, » the president said.
The tweet follows a series of summit meetings with European leaders that reportedly included similar complaints about Germany’s trade policy and NATO contributions. The president’s stance drew a sharp response from German Chancellor Angela Merkel, who voiced doubts about the reliability of the United States as an ally.
«Recent days have shown me that the times when we could rely completely on others are over to a certain extent, » Merkel said Monday in a speech in Berlin. «Europe must take its fate into its own hands.»
Merkel and other German officials have taken pains to explain that German trade is governed by agreements forged by the European Union in Brussels, not by German officials in Berlin.
The Trump administration has also taken Germany to task for what it sees as a «weak euro» policy; German officials have countered that the European currency is managed by the European Central Bank, not by individual member states.
But the main source of Trump’s frustration is the imbalance between the total value of goods and services that U. S. consumers buy from Germany compared with the amount of goods and services the U. S. sells to Germans.
Last year, the U. S. ran a trade deficit in goods and services with Germany of about $65 billion, down from $75 billion in 2015.
Much of that imbalance comes from U. S. imports of German machinery, pharmaceuticals and cars and trucks, the latter of which Trump singled out as a target for possible trade sanctions. Last year, German imports made up about 5 percent of U. S. vehicle sales.
Trump would like to see American consumers buy domestic cars and trucks, and has said he believes trade deficits represent a «bad deal» for the United States.
Some economists argue that the surplus cash generated by a given country through trade often comes back to the U. S in the form of capital investment.
«The U. S. has a trade deficit because consumers have money to spend — and they spend it, » said Merrill Matthews, resident scholar with the Institute for Policy Innovation, in a recent post. «Moreover, when U. S. consumers buy foreign goods and services (the current account) , that money returns in the form of investment (the capital account) . In other words, the accounts balance. «
But Trump’s Twitter tantrum with Germany, and his protectionist stance last week with European leaders, carries larger risks than simply misunderstanding the economics of global trade, according to Carl Weinberg, chief economist at High Frequency Economics.
«President Trump effectively disavowed the United States’ role as the leader of world trade and globalization, » he said in a note to clients.
Weinberg cautioned that Trump’s scolding of European leaders will only prompt those countries to forge closer ties with China, whose leaders have made clear they are happy to fill any economic void created by the United States’ move toward more isolationist policies.
«Growth prospects for Europe, longer term, will be greatly enhanced if Europe can access China’s Silk Routes and thus acquire an additional four billion customers for its exports, » said Weinberg. «This is the basis for a sea change in global power. Watch out.»

Essential says the screen is an edge-to-edge “Full Display” with rounded corners and has an aspect ratio of 19: 10, wider than the Galaxy S8 and LG G6.

Tiger Woods was found asleep at the wheel the morning of his arrest for the suspicion of driving under the influence, police records show.
The report said Woods also told police he «takes several prescriptions.»
Woods took a Breathalyzer test, registering 0.000 on it, and a urine test, the report said. The report noted the golfer was cooperative.
On Monday, Woods said in a statement that alcohol was not involved and that he had «an unexpected reaction to prescribed medications.»

In a statement to CNN and other media outlets, Woods, currently rehabbing from back surgery, said he did not realize the mix of medications «had affected me so strongly.»

He was cited for DUI and improper parking, and records said there was no crash or damage to any property.
Four back surgeries since 2014
Woods was arrested about 3 a.m. Monday, Jupiter police spokeswoman Kristin Rightler said. He was booked into a local jail and released on his own recognizance with no bond a few hours later, according to Palm Beach County Sheriff’s Office online records.
In his statement, the golfer apologized to family, friends and fans. «I will do everything in my power to ensure this never happens again.»
Woods has won 14 major tournaments — second only to Jack Nicklaus. But the 41-year-old golfer has undergone multiple back surgeries and hasn’t played competitive golf since he was forced to pull out of the Dubai Desert Classic in February. He has expressed a desire to continue to play professionally despite his recent history of injuries.

«I haven’t felt this good in years, » he said.
Woods also said in the post that his long-term prognosis for returning to professional golf is positive but that he won’t be able to twist his back for another two to three months.
«Right now, my sole focus is rehab and doing what the doctors tell me, » he wrote. «I am concentrating on short-term goals.
«I want to thank my doctors for their great work and support throughout this process. I also want to thank the fans for your phenomenal support. It means more than you know. There’s a long way to go, but as I said, words cannot convey how good it feels to be pain-free.»

The PGA Tour said it would not comment on Woods’ arrest.
But it was the subject of conversation ahead of the Memorial Tournament, the next stop on the PGA Tour, at Muirfield Village Golf Club in Dublin, Ohio.
«I think the immediate reaction is just concern, and also wanting to get kind of the facts of this story, exactly what happened, » said Jim Furyk, who was an assistant captain with Woods at last year’s Ryder Cup.
«I’ve spent a lot of time around Tiger throughout my career and also just recently a lot of time at the Ryder Cup. But really just more than anything else, just concern. Hopefully he’s OK. I’m kind of wanting to find out more about the story and hope all is well.»
The world’s No. 1-ranked golfer, Dustin Johnson, who in 2014 took a break from the sport to address what he called «personal challenges, » weighed in as well.
«Obviously, we feel for him and his family, » Johnson said. «It’s a tough situation to deal with, but thoughts and prayers are with him and his family, and hopefully everything is going to be fine.»
Nicklaus also spoke of Woods.
«I feel bad for Tiger, » he said. «Tiger’s a friend. He’s been great for the game of golf. I think he needs all our help, and we wish him well.»
Woods hasn’t won a major tournament since 2008 when he clinched the US Open in sudden death over Rocco Mediate. Shortly after his victory, Woods announced he would undergo reconstructive ACL surgery on his left knee and would miss the rest of the PGA Tour season.
The Memorial Day arrest is not Woods’ first encounter with adverse publicity. In November 2009, the golfer was taken to a hospital after he was injured in a car accident in front of his home in Orlando. The episode mushroomed into a scandal in the days afterward over revelations that Woods had been unfaithful to his then-wife, Elin Nordegren.
Woods took a break from professional golf and later apologized for having extramarital affairs and for letting down both his fans and his family. Woods and Nordegren were divorced in 2010.

Three upstate Assembly members and the Little Falls mayor on Friday wrote a letter criticizing Gov. Andrew Cuomo and his economic development agency for not requiring state economic investments benefit New York businesses.
The lawmakers say Syracuse-based Feldmeier Equipment, Inc. could have produced the 12 China-made 20-foot-by-60-foot tanks that are now being hauled to Genesee Brewing Co. via the Erie Canal.
The brewery in downtown Rochester has received almost $10 million in grants and tax credits for its $50 million expansion project.
Empire State Development spokesman Jason Conwall says Feldmeier did not submit a bid for the entire tank project.

Police found Tiger Woods asleep at the wheel on the side of a six-lane Florida road in the dark of morning, the engine running and his right blinker flashing. His speech was slow and slurred, though there was no alcohol in his system and he didn’ t know how far away he was from home.
The details contained in a police affidavit released Tuesday did little to clear up the curious circumstances of his whereabouts on Memorial Day morning, only to confirm Woods’ statement that he had not been drinking before being arrested for suspicion of DUI.
Police described Woods as “cooperative as much as possible, ” saying he had trouble keeping his eyes open.
The affidavit was released a day after Woods spent nearly four hours in the Palm Beach County jail on a DUI charge. His mug shot from the jail provided a stark illustration of how much Woods’ mystique has been shattered since his decade of domination that golf had never seen.
In a statement Monday evening, Woods attributed the arrest to an “unexpected reaction” to prescription medicine.
“I understand the severity of what I did and I take full responsibility for my actions, ” he said.
Woods has not competed in four months, and he had fusion surgery on his lower back his fourth back surgery since April 2014 on April 20 that will keep him off the PGA Tour for at least the rest of the season.
He told police he had taken several prescriptions.
The affidavit said Woods failed a sobriety test on the side of the road because he couldn’ t keep his balance or follow instructions. Breath tests, however, showed no alcohol in his system. Police said Woods agreed to a urine test.
Wearing black athletic shorts and a white T-shirt, Woods told police he had returned from playing golf in Los Angeles. Woods said on his website last week that he would not be able to twist his back for three months because of his surgery.
The report said Woods changed his story on where he was coming from and where he was going. His car was parked in a direction headed the opposite way from his home on Jupiter Island.
The affidavit listed four medications including Vicodin that Woods reported taking. He told police he was recovering from surgery. Before the four back surgeries, Woods had four surgeries on his left knee dating to his freshman year at Stanford in 1994.
Painkillers are generally prescribed after such surgeries, and many carry warnings to avoid driving while taking them. Other medicines, including over-the-counter allergy medicine or anti-anxiety medicines, can also cause drowsiness and include warnings about driving.
The FDA warning for Vicodin says it “may impair the mental and/or physical abilities required for the performance of potentially hazardous tasks such as driving a car or operating machinery; patients should be cautioned accordingly.”
The report said Woods was “extremely sleepy, ” and the officer observed it was hard for Woods to keep his eyes open and to walk.
“I didn’ t realize the mix of medications had affected me so strongly, ” Woods said in his statement.
Woods is scheduled to be arraigned July 5 in Palm Beach County on the DUI charge. Police also cited him for improper parking. The report said his Mercedes was parked on the right side of the road with the engine running, the brake lights on and the blinker flashing. He was alone.
Woods has not been seen at a golf tournament since he opened with a 77 at the Omega Dubai Desert Classic in February, withdrawing the next day because of back spasms. He was in Los Angeles for the Genesis Open, run by his Tiger Woods Foundation, but he did not come to the course at Riviera because of his back.
He was at the Masters, but only to attend the dinner for past champions.
Woods has 79 career victories on the PGA Tour, second only to Sam Snead. He has won 14 majors, the last one the U. S. Open in 2008 at Torrey Pines just one week before his fourth knee surgery, which sidelined him for nearly nine months.
Woods, who had been No. 1 longer than any other golfer, has not been a factor since his last victory in August 2013 as he battled through back surgeries from a week before the 2014 Masters until his most recent fusion surgery on his lower back.
