ROCKVILLE, Md. — Prosecutors told a judge Friday that after an investigation the state is dropping rape charges against two teens who had been accused of raping a fellow student in a Maryland high school bathroom.

A 17-year-old boy and 18-year-old Henry Sanchez were charged with assaulting the 14-year-old girl at Rockville High School in March.
Sanchez now faces child pornography possession charges. Attorney Maria Mena says the younger teen also now faces child pornography charges in juvenile court. He had initially been charged as an adult in the rape case.
Sanchez’ attorney Andrew Jezic has maintained the girl agreed in text messages to have sex with the 17-year-old. CBS affiliate WUSA-TV reported Jezic said he has seen the texts between the younger teen and the alleged victim.
The case got national attention after the White House called it an example of why the president wants to crack down on illegal immigration.
Officials say Sanchez came to the U. S. from Guatemala illegally. The 17-year-old’s lawyers say he came from El Salvador to live with relatives who are citizens.

People who buy the latest and greatest high-end Intel CPUs fit into a particular niche — they expect high performance. Some owners of Intel Core i7-7700 and i7-7700K chips have been complaining for months about mysterious temperature spikes, and now Intel has responded. However, that response was little more than canned PR nonsense, which has served only to further enrage affected users.
The Core i7-7700 and 7700K are both quad-core chips with Hyper-Threading to bring the number of threads to eight. These are both designed to be enthusiast CPUs, but the K variant is particularly popular. The 7700K has a clock speed of 4.2GHz compared with 3.6GHz for the regular 7700, and you can push it far past the stock setting thanks to its unlocked multiplier. You always need to be aware of temperatures when overclocking a chip, and this is where some owners of the 7700s are running into issues.
Multiple users have been noticing unusual temperature spikes as high as 90 degrees Celsius. In case you’ re not familiar with CPU temperature ranges, that’s very high. The Core architecture has a maximum temperature threshold of 100 degrees, so owners have been understandably concerned. After 37 pages of complaints on Intel’s community forums, someone from the company finally issued a statement. It reads in part, “We do not recommend running outside the processor specifications, such as by exceeding processor frequency or voltage specifications, or removing of the integrated heat spreader (sometimes called “de-lidding”) . These actions will void the processor warranty.” The spokesperson also said Intel has not identified any unexpected temperature variations in its testing. Basically, it thinks the temperature spikes are normal.
This isn’ t sitting well with users on the forum, who point out it makes no sense for Intel to sell a K-series CPU with an unlocked multiplier while telling people not to overclock. Even some chips that aren’ t overclocked seem to be affected, making the response all the more aggravating. The only useful bit of advice from Intel is to alter the fan speed curve so it ramps up more gradually. That will at least lessen the frantic whirring as fans race to catch up with the temperature spikes.
Several posters have pledged to ditch their Intel hardware and pick up an AMD CPU. That would have seemed like an idle threat in the recent past, but the new AMD Ryzen chips are getting high praise. This is not really the time for Intel to be upsetting its enthusiast base.

The deadline for enterprises to comply with the European Union’s tough new personal data privacy regulations is just over 12 months away, but experts still worry many companies here that fall under its umbrella will be penalized because they won’ t be prepared in time.
“A lot of folks in North America haven’ t realized the impact it will potentially have, ” says John Proctor, vice-president of the global cyber security practice at Montreal-based solutions provider CGI.
“I don’ t think many have woken up.”
Companies have known for a year that the General Data Protection Regulation (GDPR) , which covers personal information of EU citizens they collect as employers or through business transactions, comes into effect May 25,2018 – regardless of whether that data is held in Europe, in the cloud or in another country.
Briefly, the regulation obliges companies to use clear language to get consent from individuals for the use of personal data, and it has to be as easy to withdraw consent as it is to give it. There is the so-called right to be forgotten, obliging data holders to destroy personal data on demand. Firms have to promise not to use personal data for purposes other than what it is intended for. If a firm wants to use it for another purpose it has to go back to the person for permission. There are also 72 hour data breach reporting requirements.
Failure to comply could subject a firm to fines of up to four per cent of a parent company’s annual revenue up to a maximum of EU20 million.
Yet apparently many firms are still dithering or think they still have lots of time to get their business processes and IT systems into compliance.
“I started getting real phone calls over the past 60 days, ” says Imran Ahmad, who leads the cyber security law practice at Toronto law firm Miller Thomson LLP and is a member of the Canadian Advanced Technology Alliance’s (CATA) cyber security advisory committee. “I’ d say I get one every two days.”
Questions include whether the legislation applies to their company and how to comply if it does.
Generally he believes large organizations affected have already started their work, while mid-size firms are getting up to speed. That leaves small companies potentially in trouble.
Panic is starting in some companies, Ahmad agrees, and it’s only going to get worse. He compared it to the rush of companies in 2014 to meet the deadline to comply with the Canadian Anti-Spam Legislation (CASL) .
“I personally have not witnessed a lot of activity in terms of companies getting ready for GDPR, ” said Ann Cavoukian, director of Ryerson University’s Privacy and Big Data Institute. The exception, she adds, are calls about complying with the GDPR’s requirement that personal data be protected from the onset of the designing of systems under the princples of Privacy By Design, which Cavoukian helped create.
She fears many firms think because the EU has ruled Canada’s Personal Information Protection and Electronic Documents Act (PIPEDA) is adequate for complying with current European privacy regulations they are safe. They are wrong. At some point the EU will have to decide if complying with PIPEDA is good enough for the GDPR, or will the Canadian legislation have to be changed.
If you’ re a firm that does a lot of business in Europe “you better be most of the way there in getting your house in order, ” warns privacy lawyer David Fraser, a partner in the Halifax law firm of McInnes Cooper.
These warnings come as Hewlett-Packard Enterprise this week released a GDPR Starter Kit, a bundle of software including a content manger, a structured data manager and a data discovery and classification solution to help companies identify, classify, and take action to secure impacted data.
“A lot of people look at GDPR and assume it’s really complicated, ” said Joe Garber, HPE’s global vice president of marketing for information management and governance software. But by starting small with first classifying information and then building on additional pieces it can be done.

Organizations may already have the technology needed, adds CGI’s Proctor, such as the ability to encrypt information, a data monitor, and data governance.
Also note that organizations already complying with the current EU Data Protection Act meet many of the GDPR’s main concepts. A 12 step guide to prepare for meeting the new reg issued by the U. K. Information Commissioner’s office pointed out that “if you are complying properly with the current law then most of your approach to compliance will remain valid under the GDPR and can be the starting point to build from. However, there are new elements and significant enhancements, so you will have to do some things for the first time and some things differently.”
Cavoukian and others note that it’s vital for organizations to start now by creating a data map of all points of entry of personally identifable information and consents needed to use the data. Then figure out if there are secondary uses of data collected. Does data go outside the firm to third parties the customer hasn’ t consented to?
One important duty is identifying personal data held on EU citizens from pools with data of people from other countries, notes Ahmad, so they can be quickly found for breach notification. “A lot of people haven’ t segregated European operations from those from other countries, ” he said. All data may be anonymized for security purposes, but then it becomes difficult to identify the EU citizens.
He also notes a new EU Electronic Privacy Regulation (EPR) comes into effect at the same time as the GDPR which covers privacy-related issues in electronic communications such as cookies, spam and using third party analytics.
Companies “have got to amp this through so you can attach the necessary permissions where they’ re lacking and elevate the level of consent to where it is required by GDRP, ” says Cavoukian. This is the time to get moving on it.”

In a world of monolithic Web frameworks, enterprise-level solutions, and deep toolkits for every language, defaulting to the largest hammer for even the smallest nails is easy. Enter Express.js, described on its website as a «fast, unopinionated, minimalist server-side Web framework for Node.js .»
Written in JavaScript, Express acts only as a thin layer of core Web application features. Unlike a big, highly opinionated framework like Ruby on Rails, Express has no out-of-the-box object relational mapping or templating engine. Express isn’t built around specific components, having «no opinion» regarding what technologies you plug into it. It strives to put control in the developer’s hands and make Web application development for Node.js easier. This freedom, coupled with lightning fast setup and the pure JavaScript environment of Node, makes Express a strong candidate for quick development and rapid prototyping. Express is most popular with startups that want to build a product as quickly as possible and don’t have very much legacy code.
Let’s break down exactly how Express works. To understand Express, first you have to understand Node.js.
The Node.js environment is a key part of what makes Express so easy to build and deploy. Node can be thought of as a cross-platform JavaScript interpreter, able to run JavaScript free from the confines of the browser. In short, Node allows developers to write server-side code for Web apps and networking tools using JavaScript instead of another server-side language like PHP, Python, Java, etc. Using Node Package Manager, or npm, you can install libraries like Express to customize an existing Node installation to your needs. By bringing JavaScript to the server side, Node benefits developers in two major ways. First and foremost, an all-JavaScript Web stack could cut development time significantly. According to Stack Overflow’s 2017 Dev Survey, more Web developers use JavaScript than any other technology. It’s growing too, especially with the popularity of front-end frameworks like React and Angular on the rise. When you write in JavaScript, you write a code base that more developers can understand. It is the world’s most popular Web technology, so it has an endless stream of communities, support, and insight into its development. The ability to write both your front end and back end in a well-supported language means your dev team will be more productive and the final product gets done faster.
Secondly, developers benefit from JavaScript’s nature as a non-blocking event-driven language. Think of the bulk of all Web traffic as events; JavaScript can handle all that concurrent traffic on a single thread by using an event loop. Essentially, JavaScript is extremely good at staying busy. When a request goes out for data from another source, instead of sitting motionless and waiting for the reply, JavaScript continues with its other tasks. JavaScript will stay ready to complete the action when the response arrives. All of this happens only on one processor thread, making Node less taxing on the server’s hardware.
How does Express fit into all this? First and foremost, Express gives developers all the tooling they need to actually build HTTP servers. Node.js does very little out of the box. Node is an environment, it’s just a foundation. Express is what gives you access to both incoming and outgoing Web traffic, but stops short of enforcing an object relational mapping, database, or templating engine.
This capability makes life easier for developers because it gives them freedom. Express isn’t the only Node module in town, and you can get components for virtually any need. Instead of being locked into a particular style of templating, Express will work with Handlebar.js, Jade, ejs, and more. Just as easily (and perhaps of more interest to ProgrammableWeb’s API provider-minded audience) , you could completely exclude a templating component and turn your Express application into an API server, spitting out nothing but JavaScript Object Notation (JSON) data.
With data storage, you get this same freedom. Using a Node module called Mongoose, you can attach MongoDB to your Express app. You can plug Redis, SQL, Postgres — all the industry leading technologies — straight into your app with just a tiny layer of abstraction. Here, developers can make choices regarding what best works for their current application and avoid lengthy workarounds. For example, Django does not work with non-relational databases like MongoDB. Workarounds do exist, but usually lack official support, have limited functionality and a much higher cost in development time.
Developers can configure Express to the exact needs of their application, adding and removing components as necessary. You can build everything from static-content servers to RESTful APIs to full Model-View-Controller (MVC) frameworks built from scratch to lean lightweight microservices. The minimalism and un-opinionated nature of Express really comes to light here. It provides very little to a very rich environment, but what it does give is the basis of all Web traffic. Then, developers are free to integrate additional components and features as they need them.
Now, this isn’t without its downsides. Minimalistic by nature, Express apps might make jumping between one team’s app to the next difficult. With all the freedom in configuration and setup, the code base belong to one team could end up looking very different from the code base belonging to another. This also creates a new barrier for entry. It doesn’t matter if a large framework enforces only a single flavor of database if that’s the only kind of database a particular team knows. Express will still require developers well-versed JavaScript and Node who can pick up new technologies quickly.
In the end, every project is different and needs are constantly evolving. Because of this, Node.js and Express are especially useful to startups that have little legacy code in their products. These users want to build up as quickly as possible with a code base that’s easily navigated and understood. Currently, enterprises such as Apple are still tentatively dipping their toes into the Node.js space. While not entirely common now, Express may still see larger enterprise adoption in the coming years. More recently, the framework has been used by IBM, Uber, Fox Sports, as well as a variety of tech startups.

According to a report from Recode this morning, Apple and Amazon may have come to an agreement that will finally bring the Amazon Video app to Apple TV. The app is expected to be released in the third quarter of 2017, and would offer Amazon subscribers an easier way to watch content on Apple TV instead of having to use AirPlay.
Amazon and Apple have been at odds for years, as both want consumers to buy their hardware and use their services for watching or buying video content. Amazon in the past leveraged its position as the top internet retailer to ban sales of Apple TV and Google’s Chromecast on its site in fall 2015, for example, hoping that it could then push users to Fire TV instead.
Meanwhile, Amazon’s video app never made it to Apple TV’s platform – even though one was in works. Shortly after the Apple TV ban on Amazon.com, an Amazon customer who sent feedback to the company through its video app received an email from customer support which said Amazon’s engineering team had an Apple TV app in development .
But the companies have disagreed on business terms, as Bezos had explained. Speaking the Code Conference last year, he clarified that he does want Amazon Video on Apple TV, but only if the deal was “acceptable.”
The lack of an Amazon Video app for Apple TV is only one of the issues between the two companies. Their disagreements, unfortunately, impact their own customers as many of today’s consumers use devices and/or services from both Apple and Amazon. For example, users can’ t purchase or rent videos from the Amazon Video app that exists on iOS today – you have to visit Amazon’s website to perform the transaction.
If a deal between Apple and Amazon was worked out at last, it would have been done at a high level between CEOs Tim Cook and Jeff Bezos, the report also said. It’s unclear for now what the terms may have been or if they’ ll extend to other areas of overlap between their companies, like Apple TV sales on Amazon.com or in-app purchases.

В Соломенском районе Киева произошла драка со стрельбой, в результате которой был ранен иностранец. Об этом сообщает пресс-служба столичного управления Нацполиции.
«Иностранец рассказал, что с участниками конфликта познакомился в кафе. Во время застолья они поссорились и вышли на улицу. Там началась драка, в результате которой один из оппонентов достал пистолет и начал стрелять. Стрелок с места происшествия скрылся, а его сообщника задержали. Пострадавшего доставили в медицинское учреждение с ранением ноги», — сказано в сообщении.
Полиция изъяла на месте гильзы и другие вещественные доказательства. Сведения о событии должным образом зарегистрированы в Журнале единого учета заявлений и сообщений граждан Соломенского управления полиции, решается вопрос о правовой квалификации события.
Напомним, ранее сообщалось, что в Киеве с одного удара убили мужчину, закурившего у ресторана.
