Голова Верховної Ради України Андрій Парубій підписав закон «Про внесення змін до деяких законодавчих актів України щодо підвищення пенсій», яким запроваджується пенсійна реформа.

Документ передали на підпис президенту.
Верховна Рада України ухвалила 3 жовтня закон про пенсійну реформу, який містить вимоги до мінімального страхового стажу для виходу на пенсію і передбачає підвищення пенсій 9 мільйонам пенсіонерів на суму від 200 до 1000 гривень із жовтня 2017 року.

If you use public transportation to get around New Orleans, here’s what you need to know about the New Orleans Regional Transit Authority’s plans for Tropical Storm Nate:
— All buses are operating on their normal schedules. Paratransit services will continue regularly scheduled pickups through 8 p.m. on Saturday evening. If sustained winds exceed 35 mph, or other conditions cause the roads to become impassable, RTA transit services will be discontinued.
— Beginning at 5:15 a.m. Saturday, all streetcars will be replaced with buses. The Riverfront streetcar will operate from 5:15 a.m. to 10 a.m., but will shut down after that.
— Ferry service will be determined by U. S. Coast Guard directives and weather conditions on the Mississippi River. The RTA expects service to be discontinued some time on Saturday.

За інформацією телеканалу, Тіллерсон у розмові з друзями зазначив, що планує залишитися на своєму посту близько року – впродовж такого собі психологічного терміну, який дозволив би, на його думку, піти з посади з гідністю. Роздратування від спілкування з главою Білого дому, а також розчарування в політиці, обраній офіційним Вашингтоном, змусили його сумніватися у рішенні.
Нагадаємо, що раніше президент США Дональд Трамп спростував інформацію, поширену раніше ЗМІ, про ніби втрачену довіру до глави Державного департаменту США Рекса Тіллерсона, що могло послужити причиною для відставки держсекретаря.
«Це були фейкові новини. Це була цілком фальшива історія… Вона була вигадана. Вона була вигадана NBC», — прокоментував американський президент.
Трамп підкреслив, що має високий рівень довіри до глави Держдепартаменту США.
«Маю повну впевненість у Рексі. Я йому цілком довіряю», — зауважив Трамп.

Astros continue total domination of Red Sox in Game 2 as sweep looms

Powered by home runs from George Springer and Carlos Correa, Houston took a 2-0 series lead and showed how big the gap is between the two teams.
HOUSTON — Ever the optimist, Boston Red Sox manager John Farrell sat behind his desk in the visiting clubhouse here Friday morning and said he’s more likely to pitch Chris Sale in Game 5 of the American League Division Series than bring him back on short rest in Game 4.
At this point, Farrell might as well just pencil in Sale for Opening Day.
Let’s just go ahead and call this best-of-five series what it is: A colossal mismatch. The Red Sox might have won 93 games and a division title, but they can’t hang with the Houston Astros. Not even a little bit.
The Astros bash home runs and eschew strikeouts with equal proficiency; the Red Sox have less power than any team in the league and often struggle to mount big rallies. The Astros have a right-left combination atop their rotation with Justin Verlander and Dallas Keuchel; the Red Sox have a fatigued Sale and a good bullpen that rarely is handed a lead.
And the gap between the teams has been on full display over the past two games. On Friday, one day after opening the series with an 8-2 rout of the Red Sox, the Astros applied another 8-2 thumping that left a few marks, including the aggravation of a left wrist injury for Mookie Betts, Boston’s star right fielder and best all-around player.
All that stands between the Red Sox and a second consecutive three-game Division Series sweep — and, in turn, an AL Championship Series date for the Astros — is 34-year-old right-hander Doug Fister, who was unemployed until the Sox claimed him off waivers in June and will start Game 3 Sunday at Fenway Park.
And so, the question of when Sale might pitch again is far less relevant than why the Red Sox’s core of young players has been so outclassed by their Astros’ counterparts.
Jose Altuve was a one-man wrecking crew in Game 1, becoming the ninth player ever to hit three homers in a playoff game. In Game 2, the Astros were powered by the full might of the top half of their batting order, the engine that drives an offense that might be historically prolific.

Carlos Correa and George Springer, held largely in check in the series-opener, both homered against Red Sox starter Drew Pomeranz, who failed to record an out in the third inning. Correa added a two-run double in a four-run sixth inning that broke open the game and finished with four RBI.
And once the Red Sox fell behind, they lacked the offensive firepower to come back. At one point, Keuchel retired 13 batters in a row. Before that, though, the Sox made him throw 30 pitches in the second inning and still came away with only one run, with Xander Bogaerts and Dustin Pedroia unable to deliver a big hit with two runners on base.
Houston’s dominance doesn’t come as a surprise. The teams closed out the regular season by playing a four-game series in Boston. With the Red Sox trying to clinch the AL East and the Astros looking to catch the Cleveland Indians for the best record in the league, three of the games were meaningful. Yet the Astros were three of four games, outscoring the Red Sox by a 22-13 margin.
Including the first two games of the Division Series, the Astros are 5-1 against the Red Sox in the past six games, outscoring them 38-17.
Mercy.
While the Astros are one victory from reaching the ALCS for a second time in three seasons, the Red Sox are in danger of getting swept in the first round for the second consecutive year. With a young core of Betts, shortstop Bogaerts, left fielder Andrew Benintendi, center fielder Jackie Bradley Jr., third baseman Rafael Devers and catcher Christian Vazquez, the Red Sox have been no match for either the Astros or the Cleveland Indians, the two best teams in the league.

Their method of releasing new Assassin’s Creed games noticeably took its toll on the franchise’s overall quality. After the release of 2015’s Assassin’s Creed Syndicate, Ubisoft’s in-house development team decided to take a year off in order to craft a return to greatness for the series. Now that 2017 has arrived, fans can look forward to exploring a new locale and discovering the true beginnings of the Assassins vs. Templar war. As the game’s name implies, Assassin’s Creed Origins takes place during the Ptolemaic period set within Ancient Egypt. The game’s plot mixes in real-world events with fictional elements that incorporates the origins of the Brotherhood of Assassins, the Templar Order and their conflict. Some of the historic figures you’ll encounter are Ptolemy XIII, his sister Cleopatra and Julius Caesar. Origins’ massive open-world is confined within Ancient Egypt. Players will take on a whole host of main and side missions as they travel on-foot, via boat and on the back of a horse or camel. The main areas you’ll navigate are Alexandria, Kyrenaika, the Nile Delta, the Siwa and White Desert, the Giza and Memphis and Faiyum.
One of the series’ returning features that will help you scope out these locations from above is “Eagle Vision.” Bayek’s eagle Senu can be actively controlled as you scout a specific area and highlight key targets and enemies. Origins’ huge open world features thriving communities of people who go about their daily business, various animals and predators that can be tamed, tomb raiding, naval combat and underwater exploration.
Past Assassin’s Creed entries relied on a combat system that played out via predetermined animations. Origins does away with that style of play and instead incorporates more action RPG-like mechanics. Bayek can use a nice variety of melee weapons that strike whomever’s in his weapon’s hit box. Bayek can also utilize different bow & arrow configurations, plus other types of items that heal him or poison incoming foes.
Your enemies’ strength can be taken note of via the health meter and numerical level icon sported above their head. For enemies who’re weaker than you, you can pull off stealth attacks that instantly kill them. But foes that are stronger than you won’t succumb so easily to sneak attacks. The Japan Meteorological Agency said there was no danger of a tsunami. It said the quake struck at about midnight and measured a preliminary magnitude of 5.9. It was centered about 50 kilometers (30 miles) below the ocean’s surface, it said.
The shaking was felt 240 kilometers (150 miles) away in Tokyo, Japan’s capital. Public broadcaster NHK said local trains stopped temporarily for safety checks but then resumed service.
The utility that operates the wrecked Fukushima nuclear plant said its safety checks found no new abnormality.

Kris Bryant, Bryce Harper work together to help victims of Las Vegas shooting

Las Vegas natives Kris Bryant and Bryce Harper may be trying to outdo each other between the lines, but they’re working together to provide help for the victims of the Sunday’s shooting.
WASHINGTON — Chicago Cubs third baseman Kris Bryant and Washington Nationals outfielder Bryce Harper are working together to help the victims of the Las Vegas shooting that left 58 dead and nearly 500 injured Sunday night.
Harper and Bryant, both Las Vegas natives, shot a PSA on Thursday which will air during Game 1 of the NLDS between their respective teams.
«The biggest thing is, Vegas is very small,» Harper said after filming the PSA. «If you were born and raised there you know everybody. You know who this person is on this side of town or that side of town. Relatives, friends, whatever. So when something happens like this, it’s going to hit home.»

Nats star Bryce Harper opened up for the first time since Sunday’s mass shooting in his hometown of Las Vegas by saying the massacre that killed 58 people and injured about 500 «definitely hits home.»
Bryant and Harper both knew people that attended the Route 91 Harvest Festival but escaped with less than life-threatening injuries.
«You don’t want to see it happen to your hometown, but it’s been amazing to see the people in the community come out and help,» Bryant said. «I don’t know if I’ve ever seen a response like that. People wanting to help other people. It shows that even in a time like this there are good people out there.»
Added Harper: «Nurses, doctors, first responders, medics … they’re working 70 hours straight. That’s how it is when you’re from there. You want to lend that hand as much as you can.»
Harper and Bryant believe the Major League Baseball playoffs are a good time to publicize what Las Vegas is going through, and they are hopeful people around the country will help.
«In the NLDS, and the platform we have, the PSA was an easy thing to do,» Bryant said. «We wanted to help out in any way we can. People are going to be struggling for a long time — just as they are after the hurricanes. You see this country coming together. Whatever we can to get people to support, we’re ready to do.»
Reaching out as a duo was Harper’s idea. They may be foes come Friday night, but before and after the games, Bryant and Harper are two high-profile guys from Las Vegas trying to help a city recover from an emotional moment.
«I was wondering what we can do from afar,» Harper said. «It’s tough. You want to go down there and help out. … We just want to get the word out and have people provide even a dollar to whatever organization you want. It all counts.»

The NRA, steadfastly against expanded gun regulation, now is ready to compromise on 'bump stock' devices. What happened?

The National Rifle Assn., hardly ever budges when it comes to stricter gun-control laws. Why now? Why bump stocks?
The NRA does not budge in its opposition to stricter gun-control.
Not after 32 students and faculty were killed on the campus of Virginia Tech. Not after 12 people were murdered in a movie theater in Aurora, Colo. And not after 20 first-graders and six staffers were shot to death at Sandy Hook Elementary School in Newtown, Conn.
But now, days after a gunman killed at least 58 people at an outdoor country music festival on the Las Vegas Strip, the National Rifle Assn. has budged — at least a little.
NRA leaders issued a statement Thursday calling for regulation of “bump stocks,” a device that authorities said was used in the Las Vegas massacre to make semiautomatic firearms behave like a fully automatic ones.
The group said it “believes that devices designed to allow semi-automatic rifles to function like fully-automatic rifles should be subject to additional regulations,” while calling on the Bureau of Alcohol, Tobacco, Firearms and Explosives, which currently authorizes the sale of bump stocks, to implement tougher rules .
The statement also called on Congress to pass a law that would force states to honor concealed weapons permits issued in other states — suggesting to some gun control advocates that bump-stocks were an easy place for the NRA to give up ground as it fights more significant battles over gun laws.
“This does not impact guns or manufacturers,” said Mark Rosenberg, a gun violence expert who has headed the Centers for Disease Control and Prevention’s National Center for Injury Prevention and Control. “These devices are accessories to firearms. Most mass murders don’t use these devices… most gun owners also don’t use them.”
The NRA’s position may also be an acknowledgment that it might be difficult to defend a court challenge to bump-stocks. Federal law bans automatic weapons.
Still, Rosenberg said the statement is significant because it marks clear movement from the group. In 2002, NRA CEO Wayne LaPierre, laying out the group’s philosophical views on the Second Amendment, said “we must declare that there are no shades of gray in American freedom. It’s black and white, all or nothing.”
“These recent comments from the NRA are not black and white at all,” Rosenberg said. “They believe more regulation is needed. That’s promising.”
Tom Sullivan, who became an avid gun control advocate after his son, Alex, was killed on his 27th birthday on July 20,2012, in the Aurora movie theater, the NRA’s announcement came too late but was still welcome.
“Where has this been all along? Why not speak out against bump-stocks before this happens,” he said. “It’s incremental, but it’s movement.”
For years, the NRA has spend hundreds of millions of dollars to defeat candidates — Democrats and Republicans alike — who support tougher gun laws. Last year, the NRA spent nearly $50 million in the presidential race and six competitive Senate contests, according to the nonpartisan Center for Responsive Politics, which tracks campaign spending. The group helped a majority of those candidates win their contests.
In 2012, following a string of high-profile mass shootings, President Obama and Democrats in Congress pushed for legislation to expand background checks. At no point did the NRA waver in its opposition and the effort failed as nearly all of Congressional Republicans opposed the effort.
This week, House Speaker Paul D. Ryan of Wisconsin and other Republicans expressed a willingness to regulate bump stocks.
Rep. Dina Titus, a Democrat from Nevada, whose district spans the The Strip, announced legislation this week to do just that. It would ban possession of bump stocks.
Titus said she is also exploring regulating other devices that can effectively turn a semi-automatic weapon into an automatic weapon, such as a glove that turns one pull of the trigger into multiple rapid shots.
“The NRA is suddenly realizing they’re going to have to do something,” Titus said, noting that some Republicans are supportive of her bill. “I think opposition to them — not in Congress, but in the community — is building and it has built over time.”
“Maybe it’s just the cumulative effect” of mass shootings, she said.

The Jones Act was supposed to help Puerto Rico, but aid hasn’t been delivered yet

The 10 day Jones Act waiver from the Trump administration hasn’t resulted in any new relief getting to Puerto Rico after Hurricane Maria.
When the Trump administration waived the Jones Act in Puerto Rico for 10 days on Sept. 28, it was hailed as an important step for the U. S. territory’s recovery from Hurricane Maria.
But the president’s waiver, which expires on Sunday, has made little difference in the flow of aid to Puerto Rico so far.
None of the 12 known ships that are operating under the waiver — which allows foreign ships to transport goods from U. S. ports to Puerto Rico — have arrived or unloaded cargo in San Juan, according to the Department of Homeland Security.
Three of the 12 ships also appear to be headed to foreign ports, a Homeland Security spokesman said.
The shipping information is voluntarily provided to Homeland Security by shipping carriers, so there could be additional ships operating under the waiver without Homeland Security’s knowledge. Under the waiver, ships must be loaded by Sunday and then have an additional 10 days to deliver their cargo to Puerto Rico, so the total number of ships operating under the waiver could increase by October 8.
It typically takes five days to deliver goods by boat to Puerto Rico from Miami and seven days from Jacksonville. Jacksonville’s port is the main hub for transporting U. S. goods to Puerto Rico.
The 1920 Jones Act requires ships transporting goods within the country to be built, owned and operated by U. S. citizens or permanent residents.
When the Trump administration initially decided to not waive the Jones Act in Puerto Rico after Hurricane Maria made landfall on Sept. 20, the backlash was fierce. Critics accused the businessman-turned-president of rallying behind the interests of the U. S. shipping industry instead of putting the needs of Puerto Rico first.
“Puerto Rico is broke and the federal government already controls the purse strings through the financial control board or Junta that was imposed by Congress,” said Rep. Luis V. Gutiérrez, D-Ill. “In their hour of need, Washington can help by suspending the Jones Act and suspending cost-sharing obligations.”
Trump himself fueled criticism when he said, “we have a lot of shippers and a lot of people who work in the shipping industry who don’t want the Jones Act lifted.”
The president eventually changed course and granted the 10-day waiver when Puerto Rico Gov. Ricardo Rosselló requested it.
But during a congressional hearing on Oct. 3, representatives from Tote Maritime and Crowley, two of the biggest U. S. shipping companies tasked with delivering goods to Puerto Rico, told the House Transportation Committee that they hadn’t heard from any foreign shipping companies wanting to do business under the Jones Act waiver.
“Our companies operate two of the three terminals in the port of San Juan that would be contacted in order to unload vessels that would be under the waiver,” said Tote CEO Anthony Chiarello. “We have not received a call requesting the need to unload the ships.”
According to real time marine traffic data, there is not a single foreign-flagged ship docked in the Port of San Juan that traveled there from a U. S. port as of 6 p.m. Friday. There are at least three foreign-flagged cargo ships that are currently en route to San Juan from U. S. ports, which could be a portion of the 12 ships operating under the Jones Act waiver. Two of the ships are oil tankers and one is a container ship.
“Crowley has now delivered our 1,000th container load of FEMA relief supplies alone to Puerto Rico, and a lot more are on the way – and we have delivered thousands more containers of commercial supplies that will aid the recovery,” said Crowley spokesman David DeCamp in an email. “And other Jones Act carriers are working hard as well. We are unaware of any non-Jones Act carriers that actually have utilized the waiver.”
The Jones Act does not prevent foreign-flagged ships traveling from other countries from going directly to Puerto Rico. Over two-thirds of the goods transported to Puerto Rico come from foreign ports.
“Foreign-flag carriers serving Puerto Rico from foreign ports operate under different rules, regulations, and supply and demand conditions and generally have lower costs to operate than Jones Act carriers have,” said a 2013 Government and Accountability Office report that assesses Puerto Rico’s maritime trade.
The degree to which the Jones Act causes goods in Puerto Rico to become more expensive is an open debate. Puerto Rican politicians tend to oppose the Jones Act, while the U. S. shipping industry and many members of Congress who represent states like Florida with thousands of jobs that depend upon the Jones Act argue that it is a necessary tool for national security and promoting American jobs.
“The Jones Act… makes everything that comes into Puerto Rico… more expensive, and it can be repealed,” San Juan mayor Carmen Yulín Cruz said to CNN.
New York Rep. Nydia Velázquez, who is Puerto Rican and the first member of Congress to visit Puerto Rico after Maria, wants the Jones Act repealed permanently because she argues it hurts the island’s economy.
Some conservative lawmakers like Sens. John McCain and Mike Lee are also pushing for a Jones Act repeal on the grounds that the law stifles economic competitiveness.
“You’ve got folks on the left and the right, Democratic Party and Republican Party, all piling onto the Jones Act,” said Brian Schoeneman, political director for the Seafarers International Union.
But politicians in Florida are beneficiaries of the law, putting them in a difficult position as they try to advocate for Puerto Rico’s recovery without harming the domestic shipping industry.
Sen. Bill Nelson is the highest ranking Democrat on the Senate Transportation Committee and a longtime supporter of the Jones Act. He deflected questions from Puerto Rican business leaders on Friday after they pressed him about extending Puerto Rico’s Jones Act waiver.
Sen. Marco Rubio, who said last week the Jones Act should be waived for Puerto Rico “as it has been for every major storm since Katrina,” did not respond to a request for comment on whether he supports an extension of the waiver.
The Trump administration also issued two Jones Act waivers earlier in September after Hurricanes Harvey and Irma.
The Department of Homeland Security said nine ships completed their journeys under those two waivers and that one ship has notified Homeland Security but has not yet completed delivery.

«Всі спеціальні пенсії прибираються: якісь повністю, якісь мають перехідні норми. Наприклад, по державній службі перехідна норма така, що для тих людей, які вже набули права на таку пенсію, це право залишається. В основному всі спеціальні пенсії прибираються», – сказав Шамбір.
Водночас він пояснив, що для тих, хто вже отримує спецпенсії, перерахунку не буде, аж поки пенсії за звичайною системою не перевищать суми тих спецпенсій. Таким чином отримувачі просто перейдуть на загальну систему, пояснив заступник міністра.
«Люди, які вже отримували спецпенсії, будуть отримувати й надалі – ніякого зменшення не буде. Правильно йти шляхом того, щоб менші пенсії підтягувати до великих. Саме цим шляхом ми і пішли», – розповів урядовець.
Нагадаємо, на засіданні 3 жовтня Верховна Рада схвалила пенсійну реформу, яка передбачає проведення осучаснення пенсій з жовтня і підвищення мінімального страхового стажу для виходу на пенсію з 15 до 25 років.
