North Korea Faces Chinese Limits On Textile, Fuel Trade: The Two-Way: NPR

China accounts for the vast majority of North Korea’s trade. President Trump has accused China of not doing enough to push back North Korea’s nuclear program.
China is imposing new limits on trade with North Korea after the isolated country’s latest nuclear test.
China’s Ministry of Commerce said Saturday it would limit refined petroleum exports starting Oct. 1 and ban the import of North Korean textiles immediately. It would ban exports of liquefied natural gas to the North immediately as well.
China accounts of about 90 percent North Korea’s trade, according to The Associated Press. The BBC estimates the textile ban will cost the North more than $700 million per year.
«Textiles are believed to be the North’s biggest source of foreign revenue following rounds of U. N. sanctions under which Beijing cut off purchases of coal, iron ore, seafood and other goods,» the AP says.
The new restrictions follow the United Nations Security Council’s agreement on new sanctions on Sept. 11, as NPR’s Richard Gonzales outlined:
The U. N. sanctions were a response to North Korea’s sixth nuclear test, which experts said was its biggest by far, earlier this month. The country also has tested more than a dozen missiles this year, some of which have flown over Japan — a strong U. S. ally.
President Trump has accused China of not putting enough pressure on Kim’s regime to step back from its sabre-rattling.
President Trump and North Korean leader Kim Jong Un spent the past week trading insults and ratcheting up the already-high tension between the countries. At the United Nations, Trump called Kim «rocket man» and threatened to «totally destroy» North Korea. Kim responded in a statement, calling Trump a «mentally deranged U. S. dotard» and said «a frightened dog barks louder.»
The U. S. put its own sanctions on North Korea on Thursday, against banks or companies doing business with the country.
There have been so many rounds of sanctions against North Korea that it can be hard to keep track.
And it’s possible that North Korea is able to undermine them. Reuters reported that North Korean ships have headed home from Russia carrying fuel, despite the ships declaring they were headed somewhere else. Experts say North Korea also uses shell companies to skirt rules.

LOS ANGELES — No other sport talks so much about the big one, then celebrates so hard over the little one.
Kenley Jansen got Ryder Jones for the final out of the contested regular season on Friday night, and here came the champagne, the beer cooler, the protective goggles, and a whole Havana boatload of cigars.
The wives and children came into the inner sanctum, the clubhouse floor began to flood, and the whole immeasurable masthead of Dodgers personnel came down to celebrate the conquest of four other baseball teams.
The NHL and NBA and NFL don’t do that. You win a series and you shake hands and gulp for air and then you do it again. A lot of hockey and basketball teams don’t even know they’ve made the playoffs.

The Dodgers have won five consecutive division titles. The last team to do it was Philadelphia, from 2007 through 2011. Chase Utley was on all five of those teams, on three of these.
“It’s no easy feat,” Utley said. “You have to have the players, and some luck, too. Those Phillies teams had a lot of talent, but you need more than that. Since I’ve been here, everybody has bought into what we’re doing.”
The Phillies won the World Series in 2008 and won the NLCS in 2009, but squandered home-field advantages in losses to San Francisco and St. Louis in 2010 and 2011. The Dodgers began this streak in 2013. Only six of those players are still here, and the streak has required two managers and two general managers.
It’s a far different team, maybe even different since they ran aground with 15 losses in 16 games, and woke up like stockbrokers in late 2008, half their investment gone.
“I definitely believe that will be good for us,” Utley said. “Nobody enjoys losing games. But we were going so great for such a long time. It wasn’t realistic.”
“Ten games into that mini-slide, I remember that we were talking about how this could be a really good thing for us,” General Manager Andrew Friedman said. “Then when it lasted a little big longer, we said, all right, that’s enough.
“But the work ethic never wavered. This group hadn’t had any adversity. So this could set us up well for October.”
Through 162 games, unexpected pieces fall from the sky. Sometimes they’re big, vicious boulders. For the Dodgers they were mostly fruit baskets and ambrosia. Late-inning rallies, three months between lost series.
Cody Bellinger was the main gift from above, and he was the appropriate cause of this 98th win, driving an unfortunate pitch from Jeff Samardzija deep into the bedlam of the right-field pavilion.
It was Bellinger’s 39th home run and broke a National League rookie record, and there have been some powerful rookies. Bellinger didn’t even start the season in L.A. What was Friedman’s realistic expectation in the spring?
He laughed. “I thought he’d be a very good X factor for us in the second half of the season if the stars aligned,” Friedman said. “I didn’t know the stars would align in April.”
Roberts also said this was special because of the muscle in the division, because Arizona is definitely headed for the playoffs and Colorado probably is. That’s 38 games against tough lineups, against MVP candidates like Paul Goldschmidt, Charlie Blackmon and Nolan Arenado.
“It was almost like the old American League East,” Honeycutt said. “We had some tough games. But these guys have been warriors.”
The Atlanta Braves finished first in 14 consecutive full seasons, beginning in 1991, and they partied hard every time. Waking up the morning after, with the room moving? That’s adversity, too.
The Dodgers just hope their sleepless nights stretch into November.

The National Disaster Mitigation Agency said no-one should be within 9km of the crater and within 12km to the north, northeast, southeast and south-southwest.

Players across the NFL wasted no time in reacting to President Donald Trump’s condemnation Friday night of those protesting the treatment of minorities in the U. S. by kneeling during the national anthem .
The president called on owners to «fire» players who did not stand during the anthem. Trump made the off-the-cuff comments at a rally in Alabama supporting Sen. Luther Strange in his primary bid.
«Wouldn’t you love to see one of the NFL owners, when somebody disrespects our flag, to say ‘Get that son of a b—- off the field right now?'» he said to thunderous applause and cheers.
«You know, some owner … is going to say, ‘That guy who disrespects our flag, he’s fired,'» Trump said.
A handful of players have kneeled or sat on the bench during national anthems performed before games over the past two seasons in a controversy largely set off by former 49ers quarterback Colin Kaepernick. Kaepernick, who is currently unsigned, began kneeling as a sign of protest for the treatment of black citizens before a preseason game in September 2016.

Seahawks defensive end Michael Bennett recently reignited the debate when he criticized Las Vegas police for racial profiling following an accidental arrest last month.
Bennett was detained by police outside a Las Vegas casino on Aug. 27 after police responded to a report of gunfire in the area. Video obtained by TMZ of the incident shows an officer yelling at Bennett and pointing his gun at him while he is handcuffed. He was later let go by police.
Bennett has begun sitting on the bench during the national anthem in protest of police violence.

Was war geschehen? Ein Bus der Jugendgruppe «Die Falken» aus Nordrhein-Westfalen war von der Polizei auf der Anreise zum G20-Gipfel in Hamburg gestoppt und zur Gefangenensammelstelle nach Harburg eskortiert worden. Der Fall hatte für Aufsehen gesorgt, weil die Gruppe anschließend berichtete, Jugendliche seien geschlagen und mit gefesselten Händen abgeführt worden. Auch seien Telefonate mit Rechtsanwälten von den Beamten unterbunden worden.
Die Hamburger Polizei und Innensenator Andy Grote (SPD) hatten sich später für den Vorfall entschuldigt. Polizeisprecher Ulf Wundrack erklärte, der Bus mit den Jugendlichen sei verwechselt worden. Es habe Hinweise aus Niedersachsen auf zwei Busse mit Vermummten gegeben. Bei der Dienststelle für Interne Ermittlungen laufe noch ein Verfahren in dieser Sache.
Laut «Hamburger Abendblatt» hat das Verwaltungsgericht in einem sogenannten Anerkenntnisurteil jetzt bescheinigt, dass die Ingewahrsamnahme rechtswidrig war. Laut dem Bericht wollen mehrere Falken nun auch Schadenersatz fordern.

LONDON (Reuters) — A British government minister has criticized the London authorities for deciding to strip Uber of its taxi licence, a major setback to the U. S. technology firm that has become a big player in the city’s transport system.
The British capital’s transport regulator deemed Uber unfit to run a tax service and said its licence would not be renewed when it expires on Sept. 30. London Mayor Sadiq Khan, a member of the opposition Labour Party, backed the move.
“At the flick of a pen Sadiq Khan is threatening to put 40,000 people out of work and leave 3.5 million users of Uber stranded,” Greg Hands, the government minister for London, wrote on Twitter late on Friday.
He said Uber had to address safety concerns and it was important that there was a level playing field across the private hire market.
“But blanket ban will cause massive inconvenience to millions of Londoners, showing that the mayor is closed to business & innovation,” Hands tweeted. “Once again the actions of Labour leave ordinary working people (to) pay the price for it.”
In backing the decision to strip Uber of its licence, Khan said: “All private-hire operators in London need to play by the rules. The safety and security of customers must be paramount.”
Uber has said it will contest the decision. Regulator Transport for London (TfL) said it would let Uber operate until the appeals process is exhausted, which could take months.
Uber has turned to customers to help defend itself in other battles around the world, and an online petition to support Uber in London gathered nearly 430,000 signatures by early Saturday.
In Friday’s announcement, TfL cited concerns about Uber’s approach to reporting serious criminal offences, background checks on drivers and software that could be used to block regulators from gaining full access to the app.

Life is Strange: Before the Storm Episode 1 review

Life is Strange grew almost a cult-like status after it came out. This prequel by new developer Deck Nine hopes to cash in on the nostalgia of the original while trying to stand out of its shadow.
The story begins with Chloe standing on a train track as a train rushes towards her. Our protagonist, ever the rebel, casually flips the cigarette that she’s smoking and jumps off the tracks. This cutscene sets the tone of Ms. Price’s character as we delve deeper into the game. She’s a maverick who makes her own rules and wouldn’t bow down to anyone. She hurries towards a late-night concert — that would surely get her in trouble with her mother — while flinging middle fingers at the barriers.
The character’s voice change created quite a stir in the community but, to be quite honest, I think the voice actor did her job perfectly. The animation is consistent with the original which is fine, but I wish that the facial expressions were improved upon. It doesn’t really affect the overall experience though. One of the major things that the developer had to replace in this title were Max’s time-warping abilities. Since Max isn’t even in the story (except for the bonus «farewell» episode) and Chloe doesn’t have any superpowers, the developers decided to take an interesting route. They made what is essentially a bully-o-meter to allow the player to use Chloe’s attitude for a favorable outcome.
The story moves forward as Chloe gets herself into trouble with some influential goons and Rachel Amber, the other major character in the game, comes to her rescue. Rachel’s act makes our heroine fall for the college sweetheart. After the eventful night, Chloe Price wakes up in her room where we get an insight into the character, how her father’s death and her friend’s abandonment have left her bruised. As we walk around the room, we notice the tonal changes in her voice as she reminisces about the ‘good old’ times. At one point, she rips off a unicorn poster to replace it with some edgy graffiti — an activity which is offered as an option in other portions of the game as well.
Then we find out how her dynamics with her mother have changed as she disapproves of her soon-to-be stepfather, David. There’s visible tension in their conversations as Chloe tries to resist the changes that seem to be taking over her life. She feels as though the memory of her dad is being omitted from their lives. Since her father’s passing, she has also turned into a negligent student from someone who had previously been a keen learner.
At school, she meets Rachel again, who takes her on a mystery adventure. They get on a train where the duo gets to know each other a little better. They play a game and listen to some music together. Their journey leads them to a park where they enjoy more exploits like spying on people and stealing wine from a couple.
This is where they also uncover a secret that leads to a dramatic fight, but eventually brings them closer together. Their experience in this particular scene would presumably lay the foundation stone of the story arc.
Music is an area where I hope this game picks up in its later episodes. It isn’t particularly bad, but the soundtrack is what truly set the first one apart. I can still listen to its OST and be absolutely mesmerized. Its music was an integral part of the experience. As if each song was handpicked for that particular scene/situation. Here, it’s sort of…just there.
I didn’t expect to enjoy this game as much as I did. On my second playthrough, I almost didn’t want it to end. So my advice to hesitant buyers would be to temper your expectations and allow this game to take you back to Arcadia Bay. It took me a couple hours to finish the first episode. If you want though, you can also go back and replay it to find little tidbits of information that make the experience a bit more organic. By the way, on the train ride, we finally find the source of one of Chloe’s favourite slang terms — ‘hella’. It’s Rachel. You’re welcome.
For people who haven’t played this game but are interested, I think it’s worth it. Seriously, play the original after, you’ll love it. You can buy the game on the device of your choice:
