Queensland unveils new digital strategy centred on people

The state’s 2017-2020 digital strategy includes updating government service delivery, leading the way with tech-based initiatives, and placing the citizen at the centre of everything it does.
The Queensland government has lifted the lid on its new digital strategy, and just like any digital initiative in 2017, it’s centred on people.
«We have a strong vision of how we want to improve the lives of Queenslanders, and a path to make that happen, » Minister for Innovation, Science, and the Digital Economy and Minister for Small Business Leeanne Enoch wrote in the strategy’s foreword. «We are putting people at the heart of our digital services, because we believe that is how we create the biggest benefits for our citizens, our state, and our economy.»
In Digitalist: Advancing our digital future — the Queensland government digital strategy for 2017-2021, the state government says focusing on the potential of digital services and thinking primarily about customer service channels, technology, standard operating environments, software as a service, and cloud computing is not enough.
Instead, Annastacia Palaszczuk’s government says it is going to be the exemplar, echoing a similar initiative Prime Minister Malcolm Turnbull announced when he launched Australia’s AU$1.1 billion National Innovation and Science Agenda in December 2015.
«We believe that not only should government be keeping up; it should be leading the way, » the strategy [PDF] says. «We truly believe Queensland can and should be a leader in digital government. Digitalist is our next step on this journey.»
For citizens, the state has plans to deliver digital services; for businesses, starting up a venture will be «easier» with initiatives such as the «starting a café» pilot, under which the government has brought all of the licences and permits required together for easy access.
With people at the centre of the digital strategy, the three other areas of focus for the state government are collaboration, connectivity, and trust.
Collaboration will see the government work with community, industry, small businesses and startups, and research organisations, as well as within and between its own departments and agencies to «rethink everything».
Under the banner of connectivity, the state government wants to provide access to citizens living outside of metro areas by building better connections and digital infrastructure.
To gain trust, the Queensland government wants to put the right safeguards in place to secure the privacy and security of citizen information.
The digital strategy has been published with eight key principles, with the first mandating that the government embarks on initiatives to «solve the right problem».
«We need to actively find, frame, and solve the right problems — the ones that really matter to Queensland citizens and businesses, » the strategy explains.
The next two are to be digital by default and to create unified digital experiences for citizens. The government wants to avoid developing isolated, stand-alone digital solutions, the strategy explains.
Opening up government data, including security provisions from day one, and experimenting are also highlighted as key to delivering on the state’s digital strategy.
With Palaszczuk’s vision to bring access to all citizens, the «leave no one behind» principle will require digital government initiatives to consider accessibility, capability building, and digital inclusion.
«At the very least, that means accessible alternatives. Ideally, with the support of all tiers of government, it means connectivity and infrastructure that allows all Queenslanders, no matter who or where they are, to participate in our digitally enabled culture, society, and economy, » the strategy explains.
As part of the strategy, the state government is planning to develop a Business Queensland roadmap that will focus on emerging technologies such as artificial intelligence and the ability for such tech to improve the interaction between government and business.
Building on the existing Q-Parents online portal — which provides parents of Queensland state school students with 24-hour access to their child’s information, such as attendance records, report cards, and timetables — the government will be launching Kicbox, which is an app co-designed with young people in out-of-home care that holds their information in one place.
«My Account» will also soon be released, which has been touted by the government as a secure, personalised dashboard that offers reminders, alerts, relevant information, and services, as well as government interaction progress tracking.
Digital hospital initiatives, small business grants, and STEM initiatives that build on the state’s AU$240 million Advance Queensland program are also flagged for the 2017-20 strategy.
When it comes to upgrading state government-owned IT, the strategy explains it will be exploring machine learning to seek insights from field science data collections, using algorithmic models to analyse data.
It will be initiating proof-of-concept cases for intelligent automation across corporate services, increasing its adoption of cloud-based services, and developing a view of the «digital worker» by leveraging the Microsoft collaboration platform.
The strategy says it will also be embracing the digital age by moving to a mobile-first strategy for public service officers.
Transport and Main Roads Service Centres and the Department of Education will be trialling the use of humanoid robots, building on the two-year, AU$1.5 million research and development grant given to the Queensland University of Technology to study social robotics through the use of SoftBank Robotics’ Pepper .
The state government also plans to boost broadband connectivity to Queensland schools and invest further in the mobile blackspot program .
The strategy states that the government will soon develop a Digital Infrastructure Plan, place sensors in high-traffic areas, and invest in cybersecurity initiatives in partnership with the federal government’s Joint Cyber Security Centre program .

Cowboys' Elliott has suspension upheld, but will play Week 1

Dallas running back Ezekiel Elliott’s attorneys say his six-game suspension over a domestic violence case has been upheld, but he will play the opener because of the timing of the arbitrator’s decision.
An arbitrator denied Dallas running back Ezekiel Elliott’s appeal of a six-game suspension in a domestic violence case Tuesday, but the 2016 NFL rushing champion will play in the opener because of the timing of the decision.
Elliott attorney Jeffrey Kessler told the judge near the end of a nearly 2 1/2-hour hearing in federal court that Elliott’s suspension was sustained by arbitrator Harold Henderson.
At the start of the hearing, NFL attorney Daniel Nash told the judge it was «his understanding» that Elliott could play Sunday night against the New York Giants because Henderson’s ruling came too late in the day for it to be enforced this weekend.
U. S. District Judge Amos Mazzant said he would rule on Elliott’s request for a temporary restraining order by Friday.
«We are extremely disappointed with Mr. Henderson’s inability to navigate through league politics, and follow the evidence, and, most importantly, his (sic) conscience, » attorneys Frank Salzano and Scott Rosenblum said in a statement released after the hearing.
Elliott was suspended by Commissioner Roger Goodell after the league concluded he had several physical confrontations last summer with Tiffany Thompson, a former girlfriend. Prosecutors in Ohio didn’t pursue the case, citing conflicting evidence.
The 22-year-old Elliott denied the allegations in sworn testimony during an appeal hearing last week. He attended Tuesday’s hearing in Sherman, about 65 miles north of Dallas, wearing a suit and tie and facing away from the audience while mostly facing the judge.
The NFL Players’ Associated sued in federal court on behalf of Elliott last week before Henderson even ruled, saying the appeal hearing was «fundamentally unfair» because the running back was prevented from confronting his accuser in the Ohio case.
Kessler reiterated most of the NFLPA’s arguments before Mazzant, who pressed Nash for answers on the claim from Elliott’s legal team that a co-lead investigator who questioned Thompson’s credibility was left out of a key meeting with Goodell during the yearlong probe.
According to the letter Elliott received informing him of the suspension last month, the NFL believed he used «physical force» three times in a span of five days in a Columbus, Ohio, apartment last July resulting in injuries to Thompson’s face, neck, shoulders, arms, hands, wrists, hips and knees.
Prosecutors in Columbus decided about a year ago not to pursue the case in the city where Elliott starred for Ohio State, but the NFL kept the investigation open. The league said its conclusions were based on photographs, text messages and other electronic evidence.
Last year, Elliott missed a large portion of the preseason because of a hamstring injury before rushing for 1,631 yards and helping the Cowboys to a 13-3 record. The Cowboys didn’t use Elliott in the first three preseason games but he had eight touches in 10 plays in his only series in the finale against Oakland as the appeal case played out.

Why did Jeff Sessions mention ‘terrorism’ in explaining his Dreamers stance?

When Attorney General Jeff Sessions announced on Tuesday that the Trump administration would be ending the Obama-era program to protect undocumented ‘Dreamers’ from deportation, he said the decision was about enforcing the law—and mentioned terrorism as a possible outcome when the nation doesn’ t enforce its laws.

«Enforcing the law saves lives, protects communities and taxpayers, and prevents human suffering, ” Sessions said at the Justice Department as he explained the decision to phase out the Deferred Action for Childhood Arrivals, or DACA, program.
The program has allowed 800,000 young undocumented people to remain in the country by applying for two-year work permits.
But what drew new scrutiny from advocates for undocumented immigrants was that Sessions cited terrorism specifically as a possible risk if the federal government fails to enforce U. S. immigration laws—and failing to enforce immigration law is what Sessions suggested the government would be doing if the DACA program continued.
“There is nothing compassionate about the failure to enforce immigration laws, » Sessions said during his announcement. “Failure to enforce the laws in the past has put our nation at risk of crime, violence, and even terrorism.»
A Justice Department spokesperson told Buzzfeed that the terrorism comments were “not DACA-focused.” But Sessions remarks still raised questions among critics of the administration’s immigration policies—particularly since the DACA program covers young people brought to the U. S. as children, who have little to no criminal record.
“That was right out of the nativist playbook, ” Frank Sharry, executive director of immigration reform group America’s Voice, told Buzzfeed, calling Sessions comments “a distortion and a lie that is regularly spewed by talk radio.”
Sharry pointed to studying showing that there’s no correlation between immigration and crime, according to Buzzfeed—as well as a recent study reviewing 51 other studies, released by the University of California at Irvine, demonstrating that there’s not a relationship between immigration levels and crime.
As McClatchy reported after the policy change, Sessions went to the White House two weeks ago to tell President Donald Trump that the DACA program was unconstitutional —and that he wouldn’ t defend it in court, where it has faced legal challenges.
The Justice Department spokesperson Buzzfeed spoke with suggested that Sessions, in his announcement today, was not trying to say that DACA in particular had anything to do with terrorists.
“There have been many times where people attempted to use or successfully used leniencies within immigration enforcement as a launching pad for their attacks against our country, ” the spokesperson told Buzzfeed.
The spokesperson mentioned three terrorists who took part in the World Trade Center bombing in 1993. According to the official, three sought «amnesty under the Special Agricultural Workers program, as did a terrorist involved in the 1993 ‘landmarks’ plot. Three of these four who sought amnesty received it.»
But immigrant advocates seized on Sessions remarks, according to Buzzfeed—going so far as to suggest they could help in lawsuits against the administration’s immigration policies. Democratic attorneys general from states across the country have already threatened to sue the administration over its DACA reversal, according to The Hill.
For his part, Sessions did use the speech to say that the policy change wasn’ t about Dreamers so much as doing what the administration believe is lawful.
“This does not mean they are bad people or that our nation disrespects or demeans them in any way, ” Sessions said. “It means we are properly enforcing our laws as Congress has passed them.”

In dem bislang über 50 Prozesstage andauernden Verfahren geht es um die Umstände der Insolvenz der Bremer Schwergutreederei Beluga im Jahr 2011. Den Angeklagten wird unter anderem Betrug, Bilanzfälschung und Untreue vorgeworfen.

The Salt Lake City police detective who arrested a University of Utah Hospital nurse for refusing to draw blood from a patient without a warrant has been fired from his part-time job.
Jeff Payne became the subject of a tidal wave of backlash when media released footage of him violently taking nurse Alex Wubbels into custody back on July 26.
Following the incident, which could now result in a possible civil suit against Payne and Salt Lake City Police Department, Payne was caught on camera commenting on the incident and his employment with Gold Cross Ambulance. Payne said he would retaliate against Wubbels and the hospital by using his position as a paramedic with Gold Cross to bring only transients to University Hospital and the “good patients” elsewhere.
The Salt Lake City Tribune obtained a copy of the footage, and the clip made its way to Gold Cross brass, who terminated Payne Tuesday, “effective immediately.” Gold Cross spokesmen said that while Payne was not working for the ambulance company when he took Wubbels into custody, his remarks about transients were inappropriate.
“We acknowledge those concerned individuals who have contacted us regarding this incident and affirm our commitment to serving all members of the community with kindness and respect, ” the statement said. “We will continue to maintain our values of outstanding patient focused care, safety, and the complete trust of the communities we serve.”
According to reports, the footage also contains a conversation between Payne and another officer about whether Wubbels obstructed justice when she refused to draw the patient’s blood. Payne also mentions his paramedic job, telling the other officer he hopes the incident doesn’ t “affect his Gold Cross job.”
Payne and another officer involved in the arrest of Wubbels have been placed on administrative leave pending an internal investigation. The Salt Lake County District Attorney’s Office has also launched a criminal probe. No charges have been filed against either officer as of this report.
Wubbels refused to draw blood from the patient, an unconscious victim of an automobile accident, because Payne did not have a search warrant. The protocol was created by an agreement between the hospital and police department. Wubbels called a hospital official before she was arrested, and the official could be heard via speakerphone telling Payne he was “making a mistake” by pressuring the nurse to draw blood against hospital policy. Just then, Payne abruptly said, “We’ re done here. We’ re done. We’ re done.” A struggling and pleading Wubbels was then placed in handcuffs.
“I’ ve done nothing wrong!” Wubbels yelled, as Payne shoved her toward his squad car. “I’ ve done nothing wrong! Why is this happening? This is crazy!”
Wubbels was detained in the backseat for 20 minutes before being released without charges.

Ericsson introduces 5G radio with FDD Massive MIMO

Ericsson has added an FDD radio with support for 5G and Massive MIMO to its 5G platform, saying it will provide a ‘bridge’ between 4G and 5G by boosting capacity with current mobile spectrum.
Ericsson has announced an update to its 5G platform, adding support for 5G and Massive Multiple-Input Multiple-Output (Massive MIMO) to a new frequency-division duplex (FDD) LTE radio.
The AIR 3246 radio supports both 4G LTE and 5G New Radio (NR) technologies, with Ericsson saying it therefore provides a «bridge» between 4G and 5G, allowing the current mid-band mobile spectrum being used now to work with the new networking standard.
It will speed up 5G launches for operators, Ericsson said, as well as allow them to boost 4G capacity in metropolitan networks.
As a result, it now has «the most complete 5G portfolio in the industry», Ericsson said.
«The new radio will enable operators to enhance 4G capacity for their subscribers today and be ready for 5G tomorrow, using the same hardware, » Ericsson head of Business Area Networks Fredrik Jejdling said.
«We also complement the products with a set of network services, simplifying the journey to 5G for our customers.»
The AIR 3246 radio will be available commercially in the second quarter of 2018.
Ericsson had previously launched three time-division duplex (TDD) LTE radios that support 5G and Massive MIMO, with its 5G platform also providing core, transport, digital support, and security.
In comparison to TDD, FDD devices and technology separate uplink and downlink streams on different radio frequencies.
Boosting 4G capacity is important leading up to the introduction of 5G, with Ericsson pointing out that an analysis of metro 4G performance worldwide found a 20 percent probability for devices to suffer from insufficient speed during peak hours.
«Massive MIMO is a key technology to bridge from 4G to 5G, adding intelligent capacity and boosting user experience, » the networking company said.
Ericsson is using FDD Massive MIMO — which can increase network capacity by up to three times as much, and boost throughput by up to five times — to carry 4G traffic using mid-band spectrum in its trial with T-Mobile in Baltimore, Maryland.
T-Mobile CTO Neville Ray claimed that while other carriers’ networks are «caving under the weight of unlimited», his is using Ericsson tech to increase capacity and data throughput.
Ericsson has also announced the launch of a suite of services breaking down the 5G launch for carriers into the three categories of Prepare, Mobilise, and Launch.
«The services entail: Prepare for the first crucial steps based on learnings from Ericsson’s trials around the world; mobilise by setting up the technical and operational resources necessary for a successful 5G launch; and launch 5G services through complete and rapid network rollout and ensure smooth operations of the services, » Ericsson explained.
«These new 5G services use Ericsson’s Engineered Intelligence approach, which builds on the best of human and machine capabilities and are supported by automation, machine learning, and artificial intelligence tools.»
Ericsson is working with US carriers AT&T and Verizon on 5G trials, having predicted the industry to be worth $1.2 trillion by 2026 .
AT&T is using Ericsson’s 28GHz radios, virtualised RAN (vRAN) , and full 5G virtualised core in its Indiana, Texas, and Michigan trials, while Verizon relies on Ericsson for its 11 pre-commercial 5G trial networks across the nation.
Ericsson and Verizon also trialled 5G during the Indianapolis 500 motor race in May, using technologies such as beam forming and beam tracking to attain speeds in excess of 6Gbps.
It has also demonstrated its federated network slicing system with Korean telecommunications provider SK Telecom and German carrier Deutsche Telekom, making network slices from each telco available to the other across continents.
Ericsson attained data transfer speeds of 3.6Gbps on connected cars travelling at 170km/h in partnership with SK Telecom and BMW earlier this year, and achieved download speeds of between 18Gbps and 22Gbps during the first live trial of 5G in Australia with Telstra last year.
The Telstra 5G trial speeds were split between two mobile devices, with each one getting around 10Gbps down thanks to the use of Massive MIMO, which sends multiple channels of data at the same time, allowing users to have peak performances simultaneously.
In addition, a moving vehicle achieved download speeds of between 1Gbps and 6Gbps thanks to the use of beamforming, in which antenna arrays steer a beam to where a user is.
Ericsson will conduct a trial run of Telstra’s 5G network during the 2018 Commonwealth Games in the Gold Coast.
Ericsson earlier this year also announced a «research breakthrough» in 5G network technology, saying a new silicon-based millimetreWave (mmWave) phased array integrated circuit developed in partnership with IBM Research could accelerate 5G uptake.
As part of their two-year collaboration on 5G, Ericsson and IBM developed an integrated circuit with a phased array antenna module that operates on the 28GHz spectrum band, to be used in 5G base stations.
mmWave bands, portions of the electromagnetic spectrum, allow for speeds that are more than 10 times faster than the frequencies used currently for mobile devices.

Report: Red Sox used Apple Watch to steal Yankees' signs

The Boston Red Sox have reportedly admitted to Major League Baseball that they improperly used electronic devices to steal signs from the rival New York Yankees.
Looking for any edge in an age-old rivalry, the Boston Red Sox got called out in a high-tech sign-stealing scheme they ran on the New York Yankees.
The first-place Red Sox admitted to Major League Baseball that they used an Apple Watch to relay signals from opposing catchers to Boston players, The New York Times reported Tuesday. Sign stealing has long been a part of the game, but employing electronic gadgets to do it is against the rules.
MLB is looking into allegations levied by the Yankees after a series between the teams last month in Boston. The Times said the Red Sox told MLB investigators that Boston manager John Farrell, general Dave Dombrowski and other team executives were not aware of the operation, which had been going on for weeks.
Commissioner Rob Manfred, who was at Fenway Park on Tuesday night as part of a previously planned visit, said he wanted to get the matter resolved quickly. He didn’t comment about possible penalties.
«The only thing that I can tell you about repercussions is that to the extent that there was a violation on either side — and I’m not saying that there was — to the extent that there was a violation on either side, we are 100 percent comfortable that it is not an ongoing issue — that if it happened, it is no longer happening, » he said.
This isn’t the first time a successful Boston-area sports franchise has been accused of cheating in recent years.
New England Patriots star Tom Brady was suspended four games by NFL Commissioner Roger Goodell after the «Deflategate» investigation concluded the quarterback conspired to use illegally underinflated footballs in the 2015 AFC championship game. The Pats also were docked a first-round draft pick.
Years earlier, the five-time Super Bowl champions were caught videotaping signals being sent in by Jets coaches during a 2007 game — the Patriots lost a first-round pick in the 2008 draft and coach Bill Belichick was fined $500,000 in «Spygate.»
The Red Sox hold a narrow lead over the Yankees in the AL East race with a month left in the regular season. The teams don’t play again this season.
Farrell said he knew the rule.
«Electronic devices are not to be used in the dugout, » he said Tuesday before Boston hosted the Toronto Blue Jays. «But beyond that, the only thing I can say it’s a league matter at this point.»
Dombrowski said it was the first time a team he’d worked for had been formally accused of stealing signs.
«I’ve been in the game for 40 years. I’ve known of it for 40 years, sign stealing itself, » Dombrowski said. «I’ve known of people that I talk to that played back in the ’50’s that talked to me about sign stealing, so I do think sign stealing has been taking place for a long time. I will acknowledge that.»
The Times, according to unidentified sources, said the MLB probe started after Yankees general manager Brian Cashman filed a complaint with the commissioner’s office that included video. The newspaper said the video showed a member of Boston’s training staff looking at his Apple Watch in the dugout and relaying a message to players.
«I think there was something that was suspected of going on, » Yankees outfielder Brett Gardner said before Tuesday night’s game in Baltimore.
The Times said the Red Sox filed a complaint Tuesday against the Yankees, alleging the club used a camera from its YES television network to steal opponents’ signs.
«No chance, » Yankees manager Joe Girardi said.
Said Manfred: «I do believe that this is a charged situation from a competitive perspective, when you have the kind of rivalry that the Yankees and the Red Sox have. I guess it’s not shocking you could have charges and counter-charges like this.»
The Times said the Red Sox told MLB investigators that club personnel watched monitors and then electronically sent pitch signals to team trainers in the dugout, who relayed the information to players.
The newspaper said video showed Boston assistant athletic trainer Jon Jochim checking his Apple Watch and relaying the info to Red Sox players Brock Holt and second baseman Dustin Pedroia. The newspaper said one clip showed Pedroia passing along the intelligence to Boston outfielder Chris Young, who formerly played for the Yankees.
The Red Sox won two of three from the Yankees during the series Aug. 18-20. The Times reported that in the first game, after Boston first put a runner on second, Rafael Devers hit a home run. The Red Sox went 5 for 8 in that game when they had a runner at second and won 9-6.
Sign stealing to help hitters know what pitch is coming has long been a part of baseball lore. Often times it happens when a runner at second base peers in to see the catcher’s sign and then subtly flashes a signal — maybe a hand movement, or the positioning of his feet — to the batter to let him know whether the next pitch will be a fastball, curveball or something else.
The most famous example of sign stealing was a secret for almost a half-century. It took that long before it was positively revealed the New York Giants used a spyglass-and-buzzer system to relay pitch signals to their hitters during their famed 1951 chase of the Brooklyn Dodgers, which culminated with Bobby Thomson’s bottom-of-the-ninth, winning homer in the decisive Game 3 of their NL playoff.
Players are allowed to try to figure out the opponents’ signals on their own. Computers, cameras and electronics are not permitted.
To combat signs being stolen, teams often change their signals when an opposing runner reaches second base. Signs can change from batter to batter and even pitch to pitch — the Yankees are a team that frequently has its catcher go out to the mound to discuss with pitchers what to throw.
Electronics and video have become more a part of baseball and all sports in recent years. The increased usage has also put leagues on alert over how to control improprieties in many areas.
In July 2016, a federal judge sentenced the former scouting director of the St. Louis Cardinals to nearly four years in prison for hacking the Houston Astros’ player-personnel database and email system.
«Electronics is the world we live in today, » Girardi said. «It’s changed the world we live in and it will continue to change as we move on. Again, there has to be something the catcher, the pitcher and the middle infielders can do to combat all this. Football’s gone to headset. They’ve talked about how they don’t know how feasible that is in the game of baseball, but I think we have to try something.»
