Twitter.

A man has been charged with murder in the disappearance of a Temple University student.
PHILADELPHIA (AP) — A man has been charged with murder in the disappearance of a Temple University student.
Authorities say 22-year-old Jenna Burleigh went missing Thursday morning near the school campus in Philadelphia. They say she was last seen with former student, 29-year-old Joshua Hupperterz.
Police say Hupperterz was taken into custody Saturday in Paupack Township in northeastern Pennsylvania and charged with several crimes Sunday.
Authorities believe Burleigh was killed in Philadelphia and taken to Paupack Township, about 25 miles (40 kilometers) east of Scranton. A body presumed to be Burleigh’s was found on a relative’s property.
Court documents don’ t list an attorney for Hupperterz. A message left at a number listed in his name wasn’ t immediately returned.

What threat does North Korea pose to the US? Video

0

ABC News’ Martha Raddatz reports from Seoul, South Korea on the North Korea nuclear threat.
Transcript for What threat does North Korea pose to the US?
We are here in Houston, Texas, covering that disastrous flood. You can see the debris behind me. A major domestic crisis. We’ll get to all of that. But first, a major international crisis breaking overnight. Just before midnight, U. S. Authorities detected an earthquake in North Korea. An hour later, the government of South Korea said it was caused by an underground nuclear test. 2: 35 A. M., north ree Ya made it official. Saying it had tested a hydrogen bomb. A bomb designed to be carried on an inter continental ballistic missile. This is the sixth time north Korea has set off an underground nuclear device and the first such test since Donald Trump took office. According to Japanese authorities, the test bomb was the strong es yet. Four to five times as big as the bomb dropped on nagasaki in 1945. North Korea put out this photo. What they claim to be a nuclear device, small enough to fit on a missile. The great fear all along is that if North Korea can build a nuke that can reach the united States, the president will need to act. The president tweeting the this morning that North Korea has conducted major nuclear test. Their words and actions continue to be very hostile and dangerous to the United States. North Yi Ya is a rogue nation which has become a great threat and embarrassment to China, which is trying to help, but with little success. South Korea is finding, as I have told them, that their talk of appeasement with North Korea will not work. They only understand one thing. For the president, it is a return to the tough tone of early August. North Korea best not make any more threats to the united States. They will be met with fire and fury. Like the world has never seen. Reporter: That was president trump in early August. His tough talk cranking up the heat. If anything, maybe that statement wasn’t tough enough. And we’re backed by 100% by our military. Reporter: We were with the military in the region weeks ago. I went to san air base in south Korea and witnessed the military flying some of its most advanced war planes. All right, here we go. Reporter: We were given incredibly rare access. A backseat ridealong on an f-16.? The front seat, captain true Daniels. From the 36th fighter squadron. It’s a pretty smooth ride, though, isn’t it? Reporter: Just miles away from the demilitarized zone. How far are we from North Korea right now? Right now, ten mile. Reporter: That’s as close as you can get? That’s as close as we can absolutely go. Reporter: Flyi iing through one of the most dangerous Zones in the world. They fly about 17 sorts each week. It must be strange. You’re not in a war zone. But it can happen at any time. I’ll tell you, it definitely gives you a real purpose to waking up in the morning. That’s our mission here is to be ready to fight at a moment’s notice. That’s why — our motto is we’re ready to fight tonight. Reporter: Back on the ground, I asked what it would look like if the tensions boiled over and real conflict began? Jt we prepare to deter north Korea and the aggressive stance they take. If ultimately our efforts to deter them fails, we’re mobilizing to defend the south Koreans and their way of life and ultimately the brothers and sisters in arms. Reporter: Think people think, oh, the military, they’re ready forwar. You’re the last guys who want to go to war, right? Oh, sure. No one wants war to erupt on the peninsula. The best way to prevent a war is to be ready. Reporter: Always ready there at san. The threat of war ebbs and flows with every test, every response. Despite his fire and fury warning, president trump sounded a more conciliatory note last week. Saying this about Kim Jong-un. Kim Jong-un, I respect the fact that I believe he is starting to respect us. I respect that fact. Very much. Respect that. And maybe — probably not — but maybe, something positive can come about. Reporter: The overnight nuclear test anything but positive.

The Surface Laptop with a Core i7 and 1TB SSD is coming on October 3

0

Microsoft is continuing to add new configurations of its Surface Laptop to the lineup, as customers can now pre-order a model with an Intel Core i7,16GB RAM, and 1TB of internal storage.
Earlier this week, we discovered that customers can now pre-order the Surface Laptop with a Core i7 in Burgundy, Cobalt Blue, and Graphite Gold. The new variants are coming at the end of October, but as it turns out, Microsoft isn’t done adding new configurations for the Windows 10 S device.
The company will be releasing a new variant with an Intel Core i7 processor, 16GB RAM, and a 1TB SSD on October 3, and you can pre-order it right now. Unfortunately, it won’t be offered in fancy colors, and it will only come in Platinum. The good news though, is that it’s coming to multiple regions, priced at $2,699 in the United States and £2,699 in the UK.
All of the prices for the Surface Laptop are right in line with the prices of the Surface Pro; indeed, you can get a Pro with a Core i7,16GB RAM, and a 1TB SSD for $2,699 as well, but there are some key differences, aside from the obvious form factor. With the Surface Pro, the keyboard is sold separately ($129.99 or $159.99, depending on which one you choose) , but it ships with Windows 10 Pro, rather than Windows 10 S, which comes with the Surface Laptop. Of course, until the end of the year, you can get a free upgrade to Windows 10 Pro, a $49 value.
If you want to pre-order the new configuration of the Surface Laptop, you can do so here in the US, or here in the UK .

Real news of fake reviews

Goodhart’s Law, as phrased by Mary Strathern: «When a measure becomes a target, it ceases to be a good measure.» Honored more in the breach than the..
Goodhart’s Law, as phrased by Mary Strathern: “When a measure becomes a target, it ceases to be a good measure.” Honored more in the breach than the observance, alas. Our algorithmic world has turned so many measures into targets, and by doing so ruined them. Let’s talk about just one example: let’s talk about books.
“#1 Bestseller!” That’s a mark of perceived quality; thanks, “wisdom of the crowd.” That’s a measure. So that’s a target. What does “#1 Bestseller” mean these days? Well, whether we’ re talking about the Kindle Store…
…or the New York Times bestseller list …
…it may not mean as much as one would hope. It turns out you can pretty much buy your way onto both. (True, the NYT yanked its fake, but the miscreants would have gotten away with it if it weren’ t for those meddling YA writers.)
I suppose this is no surprise in this post-truth age. And of course awards and rankings have always been manipulated to some extent. But now that ranking is so often algorithmic and uncurated, the system can be more easily — and, similarly, algorithmically — gamed. Which in turn, of course, becomes a political issue like everything else in the world, or at least in America, these days.
And so prideful authors try to buy their way onto the NYT and WSJ bestseller lists, and apparently sometimes succeed. They buy their way into becoming “ Amazon Bestsellers.”
Meanwhile, Amazon tries to crack down on fake reviews, and third parties provide plugins to the same. Meanwhile, others try to target books they disapprove with “ review abuse, ” i.e. fake negative reviews. Just like fake news, it’s an arms race between the genuine and the fake, and it is far from apparent who is in the ascendancy.
I take this kind of personally because I’ m the author of a clutch of novels myself. I decline, with some disgust, acquaintances’ offers to e.g. trade a fake five-star review of my books for a fake five-star review of their album. I never encourage my friends to post positive reviews. I sigh at the one-star rave reviews written by people who have apparently confused the Amazon system with that of Michelin. I tell myself that people can catch the scent of fake acclaim … but I fear that in truth many people often can’ t.
Of course this doesn’ t matter so much except to us weirdos who write books; but it’s an all too real example of a problem growing everywhere you turn. Fake news. Fake science. Fake credentials. Fake skills. People game, fake, or outright invent measures of all kinds, whether they be verifiable facts and statistics, social media connections, degrees, or accomplishments — and we suffer from so much information overload these days that we tend to rely on crude algorithms to do our first round of filtering, before we start spending our precious attention. How many babies are thrown out with that bathwater, and how much poison is allowed in?
There is hope, and it goes by the name of artificial intelligence. This kind of subtle pattern recognition, replacing crude measures-as-targets, is exactly the kind of thing that AI is good at. AI companies like Aspectiva are already working on spotting fake reviews, and others are parsing more useful data out of real ones.
Of course, AI comes with its own set of bias, fitting, and black-box problems … but they’ re better ones to have than the problems we face now. Let’s hope that gamed ratings, fake reviews, fake news, and fake people will all be found out as such by tomorrow’s neural networks — for a window, at least, before other AIs start writing fake reviews that the first set of AIS cannot detect. The arms race continues.

Saturn Looms

0

The end of the Cassini mission  is presaged by unique and extraordinary images
Unless you’ve been living under a rock in recent months you’ll know that on September 15th, 2017 the Cassini spacecraft—all 2,150 kilos of it—will end its remarkable mission with a destructive plunge into Saturn’s atmosphere.
In a very real sense the robotic probe will at last become a part of the very system it has so diligently studied since 2004.
In the lead-up to that moment Cassini has been swooping across Saturn on Grand Finale orbits that take the craft within the ring structures themselves. This vantage point (and those still outside the rings) is producing some truly stunning images—perhaps not so much because they show Saturn in a radically different way (although some do) , but because they offer a novel perspective, the kind of perspective that artists and astrophysical dreamers have only imagined until now.
Here are some of those portraits:

Economic shift to automation is challenging labor and society – Silicon Valley

0

The shift to a tech economy that seems to devalue human capital requires adjustment in every aspect of society
Major job losses, higher inequality and deeper social isolation are on the horizon of our rapidly shifting economy that demands new skills for emerging technologies. The value of human capital is on the decline with robotics, automation, and artificial intelligence increasingly driving productivity.
California, long the home of technological advancement, can either cave to the brewing problems of displacement, disparity and disengagement, or place itself at the cutting edge of human innovation. Technology can be adapted to facilitate learning new skills and promoting a higher quality of life and more united communities if attention is focused on sustaining the value of human capital.
As I track the state’s finances with a close eye on how we can innovate and prepare for economic shifts, I am also monitoring the potential impact on job sectors such as agriculture, retail and hospitality. While these occupations may be more conducive to displacement, I believe the skills these jobs require, when paired with the right technology, can add value to the worker and to our economy.
For example, technological innovations could enable farmworkers, grocery store clerks, and food service workers to serve as the first line of defense against foodborne illness.
Sectors that hold particular promise for displaced workers are fields that benefit greatly from human touch such as health care and caregiving professions. Human touch and emotional intelligence are integral to fulfilling the care needs of children, people with disabilities, and older adults.
We are already seeing the benefits of using mobile technology, telemedicine and health apps. Imagine if technology could alert a caregiver when a patient is prone to fall or provide real-time patient information from caregiver to medical provider.
There are countless entrepreneurship opportunities — from caregiver gig apps to adaptive personal care products. Yet however useful, these advancements can never replace the genuine relationship between caregiver and patient, a personal connection pivotal to successful patient outcomes.
Like so many Americans, I am planning the care needs for my aging mother. I am also deeply troubled by recent events around the globe that have brought division, hatred and violence to a boiling point. I believe the economy has led us to this point.
The economy of a long-gone California era continues to define today’s inefficient tax structure. The economy is keeping families from realizing the dream my immigrant parents did of working hard and supporting six kids through college.
The economy has created jobs, yet not enough meaningful work to lift living standards. It has failed to sustain the basic human needs of identity, community, purpose, and acceptance.
As our economy evolves, policymakers must challenge themselves to adapt. We must support the private and public sectors to complete the work of bringing broadband to every corner of the state. We must ensure our schools incorporate computer science and entrepreneurial skills development at all levels of learning. We must support community colleges and create incentives for tech companies to invest in retraining of displaced workers. We must encourage labor sectors to develop the transition to new ways of work. We must push investors to support technology for the common good.
On Labor Day, we will honor the contributions of working men and women and the union struggles to improve economic conditions for working families. At the heart of the next economic disruption is how much we will continue to value our human capital. Boosted by technology, let us leverage our human capital so we all may be more productive, more valuable, and more fulfilled.
Betty T. Yee is State Controller, California’s chief financial officer, and chairs the Franchise Tax Board. She wrote this for The Mercury News.

10 best free web hosting providers 2017

0

Web hosting doesn’t have to cost you money. Here are some of the best free hosting providers around.
The costs of setting up and maintaining a website can add up quickly. Designing, developing and maintaining a site all need outlay of one sort or other and so it’s important for businesses to minimise expenditure where they can.
Web hosting is one area in which costs can easily accumulate, as hosting packages are generally sold with monthly billing. There are a number of providers that offer free web hosting, however, and whilst such packages will not be suitable for some businesses, others have a great opportunity to make quick and easy savings.
Free web hosting comes with a number of limitations of course. Server space, site speed, traffic, uptime guarantees and backup provision are all features that are often curtailed, but that’s not to say that good cheap hosting isn’t available.
Bear in mind that free web hosting exists because it allows companies to upsell more expensive web hosting to those who may need it.
As such, free web hosting should be seen as a marketing tool which means that terms and conditions may be changed frequently and since there is no financial transaction, downtimes may be more frequent as SLA (service level agreements) are non-existent.
This article provides a selection of the best free web hosting plans available to everyone, in no particular order, and since they are all free, nothing prevents you from trying all of them.
Located in the US, 000Webhost has been providing free hosting services since 2007. Its free hosting service includes 1.5GB of space, 100GB of bandwidth per month and five accompanying email accounts. PHP and MySQL are supported with no restrictions and users are guaranteed 99% provable uptime as well as weekly backups.
The service is supported by donations from its community of users (nearly 14 million at the time of writing) and revenue generated from 000Webhost’s premium hosting packages (24hosting) . Starting at $2 per month, they aren’t going to break the bank and give customers the option of moving to a more comprehensive plan should the need arise.
Freehostia offers a number of different hosting tariffs with outlandish names like Lovebeat, Wildhoney and Supernatural. Its free plan, Chocolate, gives users 250MB disk space, 6GB bandwidth each month, PHP & MySQL compatibility and 3 POP3/IMAP email accounts. Server uptime is guaranteed at 99.9% and 24/7 user support is provided should any problems arise.
It even offers a surprisingly good 1-hour ticket/email response promise. Joomla, WordPress, phpBB and other PHP scripts can be installed with one-click using Freehostia’s Elefante Installer and upgrading to any of the paid premium packages can also be done in one-click, should users outgrow the free plan.
As you would expect, 5GBfree provides 5GB of free hosting space to users along with 20GB of monthly bandwidth, 3 MySQL Databases and PHP scripting.
There’s no email included in the package, but the company is proud of the technology it offers, claiming, «At any other hosting company, you could be paying between $15 and $20 a month for the same cutting edge software (including the revolutionary CloudLinux operating system!) , hardware, and security certifications.»
Support is provided in forums via the 5GBfree community and users who require expert phone support can upgrade to the Pro version, which costs $2.95 per month and offers both unlimited disc space and bandwidth.
Of the free hosting providers convered in this article, Freehosting.com is the biggest hitter in terms of monthly bandwidth with a whopping 250GB data allowance provided. The service also includes 10GB of server space and one email account. For users without a domain name, free subdomains are also offered, such as freesubdomain.freehosting.com.
Economy and Deluxe packages are also available, both offering unlimited disk space and monthly transfer as well as unlimited email accounts. Freehosting is also one of the few to actively encourage using the hosting service to backup your important files (e.g one 10GB ZIP file) , great as it doesn’t have a limit for file sizes.
Zymic describes its free hosting as, «one of the most reliable and feature packed free web hosting services on the net.» The service includes 6GB of space and 50GB of monthly bandwidth with support for the latest version of PHP and up to three MySQL databases. There are no paid packages offered.
Along with its hosting, Zymic provides users with free templates, tutorials, articles and a Twitter account relaying updates about any downtime (https: //twitter.com/zymichosting) . There is also a forum — which is currently down for maintenance — for the Zymic community to ask for and provide support.
Although we were able to create an account, the site doesn’t inspire much confidence. The Twitter account hasn’t been updated since 2014 and there’s a suspicious VPN link in the footer.
Byethost is part of Byet Internet, a US-based provider of hosting, domain name and reseller services. With more than one million websites hosted, It claims that its free hosting service is, «one of the most powerful networks dedicated solely to free hosting in the world.»
Users are given 1GB of server space, 50GB of monthly bandwidth and MySQL / PHP compatibility. They also benefit from 24/7 tech support and access to Byethost’s community and knowledge base. And if you are ever interested in becoming a free web hosting provider yourself, Byethost operates a separate entity, myownfreehost, that allows you to do just that.
For businesses that want free hosting with green credentials, Awardspace provides a solution. It offers CO2-neutral hosting with all of its servers running on wind-generated electricity. Its free plan provides 1GB of storage (a 15MB upload file size limit) , 5GB of bandwidth per month and up to five MySQL databases. One associated email account is also included.
Users have access to online documentation and 24/7 support should any issues arise. Live chat is also available for pre-sales queries. Worth noting that the servers of Awardspace are located in Kiel, Germany, rather than in the US and house more than one million websites. There’s a nifty test hosting speed service that allows you to check the transfer speed in a live environment.
Web: http: //www.freehostingeu.com
FreeHostingEU is a joint project set up and run by FreeDomain.co.nr and AttractSoft GmbH. Yes, Germans are at the forefront of free web hosting in Europe. Three hosting tariffs are offered — two paid and one free.
The free package provides 200GB of space, 4GB of bandwidth per month and one associated email account. Five free domains at.eu.pn and .me.pn are also included but they are likely to be of little use for most UK businesses.
For users of WordPress and Joomla, one-click installation is provided and languages supported are PHP, MySQL, CGI, Perl, Flash. Worryingly though, the user forums have been closed until further notice.
For businesses that are looking for hosting that is quick and simple to setup, U Host Full promises the ability to setup a site within five minutes. It also provides a host on one-click installers for platforms including WordPress, Joomla, phpBB, Mambo, osCommerce and Zen Cart.
Uptime is guaranteed at 99% with unlimited server space provided and unlimited bandwidth per month. Email is also included. Now we don’t know what the catch is but it is definitely one of the better deals out there especially since it doesn’t have any adverts.
Note that there doesn’t seem to be any limit to the size of the files uploaded which is a pleasant surprise.
All of the free hosting options included in this article are ad-free, with revenue generated by other means. Free Hosting No Ads celebrates this more than others, but still offers a good free hosting deal, which at 20GB, is one of the biggest server space provisions featured.
The deal also includes 200GB of monthly bandwidth and three POP email accounts. Three PHP versions are supported (5.2-5.4) and three MySQL databases are also included. As expected, the free service is subsidised by the paid-for service.
Just note this though… «FreeHostingNoAds.net reserves a right to send 1 promotional email message every 6 months that can promote our affiliate products.» You may however unsubscribe from the marketing list.
