North Korea offers Iran a test case in the wonders of obtaining nuclear weapons. And it offers the world a sharp rebuke for past inaction and a foreboding warning for the future.
The situation playing out now with North Korea is a nightmare scenario of the dangers of nuclear proliferation. It offers a partial preview of the sorts of dangers the world would face if Iran ever obtained nuclear weapon capability. And it vindicates the use of preemptive military strikes to keep nuclear weapons out of the hands of autocratic regimes, like the one that was launched – according to foreign news sources – by Israel a decade ago, on September 6,2007.

The Manila Symphony Orchestra (MSO) —whose last show in Iloilo was in 1985—made a dramatic comeback Aug. 25 in the same province, for an evening of Bach and Beatles with conductor Arturo Molina.
The venue was the historic Molo Church, constructed in 1831 and which José Rizal visited on Aug. 4,1886, on his way to back to Manila from Dapitan.
It was an edifying night for music and history. The well-dressed Ilonggo music lovers, led by Ilonggo Sen. Franklin Drilon and Bacolod Mayor Bing Leonardia, gave MSO a hearty standing ovation.
It marked the first time a symphony orchestra was heard in Molo Church.
Lending nostalgia to the concert was the presence of violinist Gilopez Kabayao, who conducted the MSO in its first Iloilo concert in 1985. With him was wife Corazon Pineda Kabayao, who was MSO soloist in the performance of a Liszt concerto that year.
Another Ilonggo member of the orchestra, Jeremiah Sosa, was soloist in the orchestral arrangement of the Beatles favorite “Yesterday.” He was only 3 years old when he watched the 1985 MSO performance.
Molo Church was a perfect setting for Bach’s well-received pieces like “Sleepers Wake” (from Cantata No. 148) , “Jesu, Joy of Man’s Desiring, ” “Sheep May Safely Graze.”
Thoroughly inspired was the reading of “Concerto for Two Violins in D Minor” with excellent soloists Noreen Ann Yambao and Danielle Caballero.
It was capped by “Orchestra Suite No. 1 in B Minor (Minuet and Badinerie) ” with flutist Francisco Candelaria.
Also present in the concert was Iloilo City Mayor Patrick Mabilog, who was happy with the big audience turnout.
MSO capped its Iloilo engagement with another program of movie soundtrack and symphonies at the Iloilo Convention Center.
The two concert saw the debut of Senator Drilon as impresario in his private capacity.
“I did not spend government funds for this concert, ” he stressed. “Fortunately I got the full cooperation of Iloilo businessmen led by hotel-chain owner Alfonso Tan. Everybody worked hard to make these concerts happen.” —CONTRIBUTED

Hurricane Irma has strengthened again into a Category 3 storm, although it’s unclear whether she will hit the East Coast by next weekend or curve back out to sea.
The ‘cane is currently swirling over the Atlantic about 2,000 miles west of Africa and 1,000 miles east of the Leeward Island, with winds were nearing 115 mp, according to the National Hurricane Center.
But the center said it was too early to know what impact Irma could have on the Bahamas and United States, where there are no warnings or watches currently in effect.
If she does make landfall, locations from South Florida to New England could be affected.
Depending on conditions, Irma could even become a category 5 hurricane, the first seen since 2016’s Matthew.

Roush Fenway extends sponsorship deal with Fifth Third Bank

Roush Fenway Racing and Fifth Third Bank have extended their sponsorship deal.
Roush Fenway Racing and driver Ricky Stenhouse Jr. have extended its sponsorship deal with Fifth Third Bank.
Roush Fenway president Steve Newmark said the agreement is for «at least another three years» with the hope of continuing that further into the future.
Fifth Third Bank, based in Cincinnati, came on board with Roush Fenway in 2012 and has served as a primary sponsor on Stenhouse’s No. 17 Ford.
Stenhouse will start 14th in the Southern 500 at Darlington Raceway on Sunday night. He has two wins this season and will be part of the Monster Energy NASCAR Cup Series playoffs that start in two weeks.
Stenhouse said he was excited about continuing the partnership. He was happy to have sponsors who are committed to the long-term support of racing.

It is too early to know if Hurricane Irma will impact the continental United States as the category 3 storm approaches the northern Caribbean islands, the National Weather Service said Sunday.
The agency cautioned that residents of the northeastern Leeward Islands should prepare for the “major hurricane” with winds nearing 115 mph by the middle of the coming week. A direct hit on Puerto Rico and the Virgin Islands was also possible later in the week.
The likelihood of direct impact on Turks and Caicos, the Dominican Republic, Haiti and the Bahamas was also increasing, the Weather Service’s National Hurricane Center said.
“It is too early to determine what direct impacts Irma might have on the continental United States. Regardless, everyone in hurricane-prone areas should ensure that they have their hurricane plan in place, ” the agency said.
Storm Tracker: Follow Hurricane Irma’s path
The storm is approaching the Caribbean less than two weeks after Hurricane Harvey made landfall in Texas, devastating Houston and the surrounding region.

Utility regulators are investigating whether a natural gas company’s failure to correctly bill several big commercial customers will impact other customers.
The Maine Public Utilities Commission recently decided to review Maine Natural Gas Corp.’s under-billing of several large commercial customers.
The investigation will consider whether the company correctly responded to the issue, and whether the company is entitled to recover any of the previously unbilled revenue.
Utility regulators were tipped off in June following a customer complaint. Regulators learned that the company discovered in late 2016 that a large customer had been under-billed.
The company found that it not billed 11 accounts for their full actual usage. It issued make-up bills for the period from November through 2017.

Ghost cities haunt stability dream in China’s far west

Several ambitious projects around Kashgar have stagnated despite government plans to put Xinjiang’s economy on a par with the rest of the nation
The future of economic development in China’s far western Xinjiang region lies behind the shattered glass door of a welcome centre on the outskirts of the ancient Silk Road city of Kashgar.
Inside, a dusty model depicts a modern urban development with wide, tree-lined boulevards and a pair of twin skyscrapers – but outside the project remains a ghost town reflecting Beijing’s struggle to bring prosperity to the restless region.
Dubbed “Shenzhen City” after the bustling southern port city that financed it, the more than 200,000 square metre development is part of a government project to stabilise Xinjiang with massive economic stimulus.
Beijing has paired promises of wealth with strict controls on personal and religious freedoms in an effort to quell ethnic strife between the country’s Han majority and the region’s mostly Muslim Uygur minority.
But outside the welcome centre, where a broken LED sign flashes out an investment hotline number like an SOS, the plan for a vibrant oasis on the western edge of the Taklamakan Desert stands like a mirage.
The landmark buildings’ half-finished silhouettes jut out of a rubble-strewn construction site, surrounded by withered trees and grass.
Several such ambitious projects around Kashgar have stagnated despite government plans to bring the poverty-stricken region’s economy on a par with the rest of the nation.
To do so, Shenzhen and 18 of the country’s other wealthiest cities and provinces have been required to pump a fraction of their GDP into Xinjiang under a “pairing assistance” programme.

The rationale is “if you can improve people’s economic conditions, they will become less politically restive” according to Enze Han, a lecturer on politics at the University of London’s School of Oriental and African Studies.
“ [But] if you look at the ground, the story in Xinjiang is a failure, ” he said.
In 2010, a year after deadly riots in Xinjiang’s capital Urumqi killed around 200 people, authorities rolled out the “pairing assistance” programme to raise the region’s per capita GDP to the national average within five years.
By the end of 2015, cities such as Beijing and Shanghai had invested some US$8.5 billion in the region, according to state-run Xinhua.
But President Xi Jinping shifted the focus back to security in 2014 after Uygurs perpetrated a series of violent attacks across the country, killing dozens.

Two years later, the gap between Xinjiang and the rest of the country had only grown, with its per capita GDP expanding about 18 per cent more slowly than the nation as a whole during the five-year period after the assistance programme began, according to calculations by AFP using government statistics.
Another project lies largely abandoned across town: Guangzhou New City, a 1.5 million square metre “urban centre” in suburban Kashgar funded by the wealthy southern province of the same name.
When the development opened in 2012, promotional materials promised 20,000 jobs and housing for up to 80,000 people, roughly 15 per cent of Kashgar’s population.
But local officials had to beg businessmen to come, said Lal Muhammad, a Pakistani trader, who signed a three-year lease for US$1,000, which he soon abandoned.
“Few people came. Very few, ” he said, adding that the ubiquitous police checkpoints encircling the city had made it difficult for customers to come and go. “The project is a flop.”
There is no easy answer as to why the Kashgar projects have stumbled.
Ji Yeon-hong, a Xinjiang expert at Hong Kong University of Science and Technology, said that while fears of violence deterred economic investment and development, the projects “seem unrelated to what the local population needs”.
Shenzhen City was stopped because its “prospects were not good”, a project manager surnamed Yang said without elaborating.

But a 2014 prospectus by the Shum Yip Group, a company involved in the development, said “frequent terrorist violence” made it difficult to attract labour or businesses.
“Some shops have closed because of Kashgar’s stability maintenance problems, ” said Zou Zebin, the owner of a high-end furniture store, one of the few remaining shops in Guangzhou New City.
Xinjiang’s ever stricter security may also be negatively affecting businesses, according to Adrian Zenz, an expert on Chinese security at Germany’s European School of Culture and Theology.
“Regular businesses and manufacturing there are no longer competitive due to the added expenses caused by security measures, ” he said.
But Zou believes the “cities” can still replicate their namesakes’ success, as Kashgar is a key part of China’s “Belt and Road Initiative”, a massive global infrastructure project to revive the ancient Silk Road.
“The country’s investment in Xinjiang is really big, ” Zou said. “I think in three years, we’ ll see the benefits.”

Public relations stunts carry risks; just ask boxing promoters

Great stunts are talked about for years. Your organization can create the next hit, too. Before you make the leap, answer some questions.
Ask any public relations pro for a way to create a memorable impression and the one-word answer will be “stunt.” The good ones create buzz. The great ones are talked about for years.
But so are the not-so-good ones. Floyd Mayweather and Conor McGregor faced off in about a dozen promotions across the country for what was billed as “The Biggest Fight in Combat Sports History.” Even with the snarling and staged animosity, about one-third of the seats in the T-Mobile Arena in Las Vegas were occupied. Glitches in the pay-per-view broadcast led Showtime to refund money to some customers.
That’s not how it’s supposed to go. People were supposed to be excited and clamoring for a rematch. That’s why Rocky I, II and III were made. Did the 10-round bout generate the same excitement? No. Mayweather went back into retirement and McGregor mumbled that he wasn’ t sure what he would do next.
Oscar Wilde said that the only thing worse than being talked about is not being talked about. Tell that to Chipotle when the topic is food safety and Wells Fargo when the subjects are customer trust and transparency. They had to deploy crisis communication plans.
Stunts fall into a different category. Good ones build brand, engage audiences and provide entertainment that people want to share through social media. Red Bull received a boost when it paid Felix Baumgartner to become the first person to break the sound barrier by falling 23 miles from Earth’s stratosphere. Taco Bell took a chance when it advertised on April Fool’s Day that it had bought the Liberty Bell and re-named it the Taco Liberty Bell. The announcement generated lots of complaints, but more laughs once the joke was explained.
Your business may not have the financial resources of those companies, or Richard Branson, who has promoted himself and mocked his competitors in stunts. A good act doesn’ t require a lot of money. In 1999, older members of the Women’s Institute in Great Britain created a tasteful nude calendar. It sold 800,000 copies and a British comedy film followed.
When the Centers for Disease Control wanted to motivate people in 2011 to get ready for hurricane season, its communication staff wrote a blog post titled “Preparedness 101: Zombie Apocalypse.” It offered the same tips as previous years, but with a twist that caught fire on social media. The CDC distributed posters and sold Zombie Task Force T-shirts. The stunt’s creators were speakers at ComicCon. Initial expense: $87 for stock photos.
Your organization can create the next hit, too. Before you make the leap, answer these questions:
▪ Who is your audience? The stunt should attract the targeted group. Red Bull’s space drop appealed to its primary customers, millennials, who value experiences over products.
▪ How does the stunt relate to your brand? Taco Bell matched the prank to its logo and to its lighthearted advertising approach that once included a talking Chihuahua.
▪ What’s your budget? Treasure Coast Hospice invited dog lovers to a Pup-arazzi fashion show in which owners dressed up their pets and walked them down a runway to benefit the hospice’s Pet Peace of Mind program. Sponsorships and a modest $25 registration fee covered costs.
▪ Could things go wrong? On July 12,1979, the Chicago White Sox, which popularized stunts in baseball, held Disco Demolition Night. Spectators wreaked havoc on the field and the White Sox forfeited the game scheduled to follow.
