Russia hands note of protest to US over plans to search trade mission

MOSCOW, Sept 2 (Reuters) — Russia’s foreign ministry has summoned a U. S. diplomat in Moscow to hand him a note of protest over plans to conduct searches in Russia’s trade mission complex in Washington, which should soon be closed, the ministry said in a statement on Saturday.
It said it has summoned Anthony F. Godfrey, deputy chief of mission at the U. S. Embassy in Moscow according to the embassy web site.
The ministry called the planned «illegal inspection» of Russian diplomatic housing an «unprecedented aggressive action, » which could be used by the U. S. special services for «anti-Russian provocations» by the way of «planting compromised items.»
The closure by Sept. 2 of the consulate and buildings in Washington and New York that house Russian trade missions is the latest in tit-for-tat actions by the two countries that have helped push relations to a new post-Cold War low.
The Kremlin has said the moves to close the Russian facilities pushed bilateral ties further into a dead end.
On Friday, the Russian foreign ministry also said the U. S. special services were prepared for searches in its consulate in San Francisco.
Some media reported that a smoke was billowing from a chimney of the building. Maria Zakharova, the spokeswoman for the ministry, said it was part of a «mothballing».
«In relation to this, the windows could be closed, the light could be turned off, the water could be drained out, the heating appliances could be turned off, the garbage could be thrown away, essential services could be turned off and many other things, » she wrote on social media.
Moscow last month ordered the United States to cut its diplomatic and technical staff in Russia by more than half, to 455 people to match the number of Russian diplomats in the United States, after Congress overwhelmingly approved new sanctions against Russia.

Huawei unveils Kirin 970 chipset with AI

Huawei’s Kirin 970 smartphone chipset features mobile artificial intelligence with a dedicated neural processing unit, an 8-core CPU, and a 12-core GPU, along with 5.5 million transistors.
Chinese networking giant Huawei has unveiled its Kirin 970 chipset with built-in artificial intelligence (AI) , calling it the «future of smartphones».
The chipset has a dedicated neural processing unit (NPU) , and was built using a 10nm advanced process with 5.5 million transistors contained in an area of just one square centimetre.
The Kirin 970 mobile AI computing platform is powered by an 8-core CPU and a 12-core GPU, which Huawei said delivers 25x greater performance and 50x greater efficiency compared to a quad-core Cortex-A73 CPU cluster.
During an image-recognition test for benchmarking purposes, Huawei said the chipset’s performance saw it process 2,000 images per minute.
Huawei has additionally provided the Kirin 970 as an open platform for mobile AI developers and partners.
According to Huawei Consumer Business Group CEO Richard Yu, the company’s mobile AI is made up of a combination of on-device AI and cloud AI.
«Huawei is committed to developing smart devices into intelligent devices by building end-to-end capabilities that support coordinated development of chips, devices, and the cloud, » Yu said.
«The ultimate goal is to provide a significantly better user experience. The Kirin 970 is the first in a series of new advances that will bring powerful AI features to our devices and take them beyond the competition.»
Limitations in cloud AI necessitated improvements across latency, stability, and privacy, Huawei said, with on-device AI providing this as well as adding sensor data to the offering.
«Sensors produce a large amount of real-time, scenario-specific, and personalised data. Supported by strong chip processing capabilities, devices will become more cognitive of user needs, providing truly personalised and readily accessible services, » Huawei said.
The Kirin 970 announcement follows Huawei last month saying AI would play a critical role in driving smartphone innovation.
Bruce Lee, global VP of handsets business, told ZDNet in August that Huawei is focusing some of its research and development efforts on AI hardware and software, particularly within handsets themselves, rather than sending sensitive data back and forth between device and cloud.
«We hope to use AI in our phones to have more learning capabilities … together with big data, we will be able to understand consumer habits and better incorporate voice and image capabilities into the phone, » Lee told ZDNet.
«We can then have faster responses because we don’t need to upload data from the device into the cloud, do the computing, and send it back into the device. And when we do the computing on the local device, we can also safeguard user privacy since we don’t need to upload data into the server.»
Huawei’s 2016 annual report [PDF] similarly discussed a time of «+Intelligence» wherein all devices, processes, and people would be supported by AI.
«Building intelligence into our devices, networks, and industries will open up new worlds, » Huawei said.
«AI will disrupt the user experience, but before it can do so, we will need a quantum leap in the functionality of our smart devices, chipsets, and cloud services.
«Artificial intelligence will place heavy demands on computing performance, energy efficiency, and device-cloud synergy. Meeting these demands and creating a better intelligent experience will take a synthesis of capabilities across both chipsets and the cloud.»
Huawei first predicted the advent of the «superphone» almost two years ago, saying it would be developed by 2020 and take advantage of advancements in AI, big data, and cloud computing.
«The intelligence of the superphone will continue to evolve and develop itself into digital intelligence, capable of empowering us with interactions with the world, » Shao Yang, president of Strategy Marketing at Huawei Consumer Business Group, said in November 2015.
«Through evolution and adaptation, the superphone will be more intelligent, enhancing and even transforming our perceptions, enabling humans to go further than ever before.»

10 weird and wonderful pieces of tech from IFA 2017

TechRadar is attending IFA 2017 in Berlin and as ever there’s some interesting tech to see.
Over the past few days TechRadar has been scouring the show floor at the consumer technology extravaganza that is IFA 2017 in Berlin to bring you all the biggest and most important news.
However, although we’ve covered all the stars of the show here, we think the smaller things still deserve some attention. It’s not guaranteed to be positive attention, but it’s still attention.
That’s the thing about shows as big as IFA — while there are some incredible and exciting developments in technology to see, there are also some questionable developments that make you wonder if the future is worth seeing at all.
Here, we’ve gathered up things that fall into both categories. We’ll let you make your mind up whether what we’ve found is weird or wonderful. Though more often than not, it’s both.
If your sagging neck leaves you in danger of being hunted down for the main course at Thanksgiving you might be interested in the Rio neck toner. This device promises that it’ ll tone up a double chin if you’ re willing to use it for one minute every day. It’s basically one of those Faradic ab belts for your chin and although there weren’ t any before and after pictures on the IFA show floor to show us exactly how effective it is, the model on the box didn’ t have a second chin or a single pore in sight.
Sometimes the only thing that stops us from eating everything in our fridge is that we’ re too lazy to actually get up and go to it. Apparently Panasonic has heard our labored breathing as we try to rise from the sofa and created a fridge that will recognize your voice and come to you when you call.
Rather than targeting this fridge to the lazy, Panasonic is saying that it’ ll be appealing to the perpetual dinner party host as it’ ll allow them to load it up with drinks and call them in when their guests are running low. At the end of the meal it can also store the empty plates and trundle them through to the kitchen.
Judging from the demo we watched, it might not do it especially quickly.
Like robotic vacuum cleaners, the fridge constantly maps and re-maps your home’s floor so that it’s never stumped by obstacles. To us having a fridge that’ ll come to you seems like a dangerous proposition but fortunately we don’ t have to worry about it coming to the market for another three or four years.
Remember the flattering mirror that the Evil Queen in Snow White had? How would you like the complete opposite?
HiMirror is essentially a smart mirror that’s capable of analysing the condition of your skin and telling you exactly what’s wrong with it. Whether that’s your massive pores, deep wrinkles, or terribly applied make up.
Don’ t worry, though, its criticism is constructive — it’ ll give you tips to improve your skincare regime. Pair it with the HiMirror smart body scale and every morning you too can hear that you need to moisturize more and eat chocolate less.
While we don’ t need to be told we’ re the fairest of them all every morning, we’ d rather not be told exactly how far from it we are.
Okay, so there’s no denying it’ ll make you look a little like Robocop but the Helmetphone strikes us as a genuinely useful bit of tech for cyclists or skateboarders. Sure, your bike helmet already does the pretty important task of safeguarding your health and wellbeing but does it have a companion app that enables hands free calls and a walkie-talkie function? Yeah, we didn’ t think so.
Admittedly, we’ re utterly sick to death of companion apps and having to charge umpteen devices every night before we go to sleep. We’ d really rather not have to add a cycle helmet to this list. However, the Helmetphone’s hands-free call and stereo music features are appealing and the fact that it has an LED turn signal and an SOS function in its app that makes it easy to call for help in an accident could make it a potential live saver.
This may be one of the cutest robots we’ ve ever seen. Designed to help parents educate their children, Panasonic’s ball robot is voice-controlled and capable of playing games, telling stories, and being a general pleasure to be around. Its round design was inspired by its need to be safe for young children to play with as well as being quick and mobile in the home.
Just look at it go!
It won’ t be coming to the market for another 3 or 4 years but the Panasonic representative told us the version at the show is close to what the final version will look like and we were more than happy to hear that.
Even masters of our table or tablet quiz would find themselves stumped by this one. La Table Kineti is all at once a coffee table and a giant Windows 10 tablet and we’ re torn by it.
On the one hand, having a table (or is it a tablet?) that makes us feel like Tony Stark is mightily tempting.
Then we think about our friends with coaster-aversions sitting an ice cold glass of water on it and we start to sweat nervously. The Kineti is apparently waterproof and unbreakable but our patience with moisture rings when we’ re trying to watch a film is minimal. Besides, the angle and height of the thing doesn’ t exactly invite comfortable viewing and we foresee a hunch in our futures.
Yes, though the Kineti is appealing on the surface, it has many use limitations and considering it’ ll set you back just under 4000 euros, we can’ t help but think we’ d rather by a £500 handheld tablet and kick back with our feet up on an actual table instead.
Always wanted to live out the movie Tron? Eskin is probably your best chance. Eskin is a wearable technology developed by Japanese company Xenoma inc and it can be used to monitor body temperature, respiration and motion without the need for cameras.
Though it has potential medical uses, what we saw was geared towards the idea of immersive gaming, with onscreen avatars being controlled by people wearing the sensor-laden clothing and support for the Unity game engine confirmed.
Xenoma is the first company to develop printed circuit fabric and it plans to revolutionize smart clothing with it.
On first glance we thought this was a VR headset. But no, it’s an eye massager. Of course it is. It’s undeniable that we’ re using more screens than ever and as a result our eyes are fatigued and strained. According to Aurai, this headset is the solution.
A spa for your eyes, it uses a water circulation system and controllable vibration pulses to turn a silicone water bag into either a hot or cold compress.
We think we’ ll stick to face cloths dipped in hot water or cucumber slices. At least with the cucumber slices you also have a snack.
Panasonic appears to have created the Crystal Pepsi of TVs. This concept TV looks like it’s been crafted from a block of ice and although it’s strange these days to see a TV that’s proud to be thicker than a sheet of paper, we’ ll take it if it looks like this see-through number.
Finally, Aquaman can have the drone he’s always dreamed of. PowerVision’s PowerRay is a drone designed for exploring the depths of the world rather than the heights of it, capable of diving and recording around 4 hours of 4K footage up to 30m under water.
When we saw it in action it was surprisingly speedy and it can move around in fresh, salt and chlorinated water. It’s probably not welcome at your local public swimming pool, though.
As you’ d expect you can control the PowerRay using a mobile phone or a standard controller but we were most interested by the fact that you can pair it with a VR headset and use gesture-based navigation. It’s about as close as you’ ll get to being a fish.

russische Außenministerium mit.
Außenamtssprecherin Marija Sacharowa kritisierte die angeblich geplante Durchsuchung als «Invasion unserer konsularischen Einrichtungen». «Mit solchen empörenden Aktionen belasten die USA die ohnehin angespannte Atmosphäre des bilateralen Dialogs und behindern die weiteren Kooperationsmöglichkeiten», sagte sie. Der russische Außenpolitiker Konstantin Kossatschow sagte, die USA würden gegen das Wiener Übereinkommen über diplomatische Beziehungen von 1961 verstoßen.
Eine Stellungnahme aus den USA gab es zunächst nicht. Laut State Department ist es am Samstag aber nur noch erlaubt, das Konsulatsgebäude mit einer Genehmigung des Ministeriums zu betreten.
Aus dem Schornstein des Konsulats trat wenig später schwarzer Rauch auf. Was dort verbrannt wurde, ist nicht bekannt.

The Cheapest Dual-Camera Phone Ever

This phone can be yours for just $75 today
Dual-camera phones are the next big thing, and titans Apple and Samsung, which most often set the new trends in terms of technology adoption, have already launched their own models featuring two different lenses for improved photography skills.
It goes without saying that the iPhone 7 Plus and the Samsung Galaxy Note 8 are right now two of the best dual-camera smartphones money can buy, but the price tag one has to pay isn’ t really something that can be ignored. The top configurations reach or even exceed $1,000, and for a significant number of customers, that’s way too much for a phone.
This is where Chinese phone makers are getting a second chance, as they’ re typically masters of cloning features and devices created by more famous companies and selling them at half their original price.
The Cubot Rainbow 2 is at this point one of the most, if not the most, affordable dual-camera phone on the market, as you only have to pay 75 pounds from Amazon. And what you get is certainly worth your attention.
The device comes with the said dual-camera setup, as well as with a 5.0-inch display, a MediaTek chip, 1GB RAM, 16GB storage, microSD card support, and a few other features that we’ re going to discuss in the hardware section.
A quick look at Cubot’s website could convince those uninitiated that this is one of the best smartphones right now, especially because just like many other manufacturers out there, it uses fancy words to describe its capabilities. But as always, if something sounds too good to be true, it probably is, so let’s find out together what the Cubot Rainbow 2 is all about.
The Cubot Rainbow 2 is by no means an eye-candy device, though for the money you pay, it certainly serves its purpose well.
The design of the phone is generic, to say the least, and it features the traditional Android device look when viewed from the front. There’s the 5-inch screen that takes the biggest part of the front, along with navigation button at the top, a front-facing camera at the top placed alongside the earpiece, a microphone and… a front-facing LED flash. This should help take better selfies in low light, though this is only true on paper.
The rounded sides and the metallic frame do provide a better look, but the back plastic cover feels rather cheap, despite the company’s decision to make it a bit glossy, probably in an attempt to obtain a more exquisite design a la iPhone. The dual-camera setup at the top is what catches the attention, with no other striking element on the back.
There is no physical button and fingerprint sensor, so overall, the Cubot Rainbow 2 is a pretty basic phone in terms of design. There are no bells and whistles like glass, aluminum, fingerprint sensors embedded into the screen or things like that, but the Rainbow 2 still feels good in the hand.
The phone measures 144 x 72 x 7.9 mm and tips the scales at 156 grams, which is what you’ d normally expect from a device this size – the Samsung Galaxy S8, for instance, which measures 148.9 x 68.1 x 8 mm, so it has nearly the same dimensions, has a weight of 155 grams.
It goes without saying that when discussing the technical specs of the Cubot Rainbow 2 it’s essential to have in mind that the model we’ re talking about costs less than a hundred bucks, so it just make sense to come with hardware that’s not exactly the best right now.
#Display
The display of the phone is a 5.0-inch HD IPS unit with a resolution of 720×1280 pixels, 294 PPI and 1300: 1 contrast. While on paper this certainly sounds impressive, this isn’ t the feeling you get when using it and the display perfectly emphasizes this is a low-budget device.
“ No protection. ”
The screen lacks the contrast and the vivid colors that you might be expecting, but at some level, this is something that makes sense given its price.
On the other hand, it’s important to note that there’s no protection, like Gorilla Glass or anything else, so it’s quite easy to shatter the display. A protective glass could come in handy, but it could impact response time, which isn’ t great in the first place.
#CPU, GPU, RAM, storage
Of course, since the phone costs less than $100, Cubot couldn’ t go for a Qualcomm chip, which is traditionally a bit more expensive, so it opted for a MediaTek MT6580A quad-core chip clocked at 1.3 GHz. The processor is paired with just 1GB RAM, while the GPU is the Mali 400 MP. Storage comes in just option with 16GB, with microSD cards up to 256GB also supported.
All of these translate to rather disappointing performance, and the phone often feels slow and using it for anything else than browsing the web and chatting on WhatsApp is a nightmare.
The processor obviously can’ t handle more demanding tasks and the limited amount of RAM drags it down in an evident manner. Of course, you can’ t expect more from such a cheap model, but on the other hand, Cubot promises its phone can do a lot more, though this isn’ t entirely accurate.
Browsing the web is OK unless you open more than 3 or 4 pages/tabs at the same time, and the same for YouTube vids. Full HD clips load pretty fast, and in most of the cases, you should be fine using the phone if you don’ t mind waiting a couple of seconds every now and then for apps to load.
#Camera
Without a doubt, the camera is one of the most exciting parts of the Cubot Rainbow 2, as the parent company installed a dual-lens system, just like on the iPhone 7 Plus.
But as compared to Apple’s device, what you get is substantially less advanced, so the dual-camera system is a 13MP + 2MP configuration with auto-focus, f/2.0 and LED flash. Of course, it all sounds good on paper, but in real life, the results are terrible.
Again, this is nothing very shocking from a device that costs less than a hundred bucks, but since it’s a dual-camera phone, you might be tempted to expect otherwise. Photos lack colors, focus is years behind what you get from the typical low-budget phones, and in anything else than perfect lighting you can barely see something in your photos.
There is also a front-facing camera and, surprisingly, it comes with its own dedicated Flash, but since it’s a poor-quality 5-megapixel sensor, results aren’ t impressive either.
#Battery
In terms of battery, you get a 2,350 mAh unit that lasts for about 20 hours, though it’s worth mentioning that you shouldn’ t try running very demanding tasks too often because it easily shows its limits. If you stick with browsing the web, emails, and instant messaging, you could be able to get through the day easily.
Charging takes place via a micro USB connector, and that’s not surprising at all since a USB Type-C would have increased the price by a few extra bucks. Also, there’s no fast charging or wireless charging system, but no surprise here.
And yet, there’s something that needs to be mentioned here: while the Cubot Rainbow 2 does come with a removable back cover, you can’ t actually remove the battery itself as well. That’s odd, to say the least, but removing the back cover is needed to be able to insert a SIM card and a memory card.
Of course, the phone lacks waterproofing and all the other bells and whistles of more expensive phones, so that’s about it in the hardware section.
One of the most surprising things about the Cubot Rainbow 2 is that it comes with Android 7.0 out of the box. The problem, however, is that the parent company hasn’ t released a single software update since the debut of the phone and it’s very unlikely to focus too much on such updates in the coming months or years.
This is one of the bigger problems with relatively unknown phone manufacturer, as most of their models end up becoming obsolete due to the lack of software updated. Even though some of the phones are pretty capable, bugs that users come across are fixed at a painfully slow pace and sooner or later, buyers end up switching to a different device.
“ Android 7.0. ”
The Sony Xperia XZ Premium is probably the best example in this case, as it’s been crowned the best phone at this year’s MWC, but hasn’ t received a single update in the last couple of months. Sony appears to be spending more time on other things, most likely working on new devices, rather than on improving software of its latest flagships, and this is what’s expected to happen with models like Cubot’s too.
On the other hand, Android 7 runs quite smoothly on the Rainbow 2, though the smartphone obviously shows its limitations when trying to deal with more demanding tasks like games. This is the kind of phones that can only be used for basic things like browsing the web and chatting with friends because anything beyond that requires better hardware.
What deserves to be praised is the lack of bloatware, as unlikely other Chinese makers, Cubot is offering the phone with a clean Android ROM.

Powołując się na źródła w niemieckich służbach, «Der Spiegel» pisze, że dżihadyści pod fałszywymi nazwiskami przedostali się do Niemiec szlakiem bałkańskim. Kenyan President Uhuru Kenyatta said on Saturday the country has «a problem» with its judiciary that must be fixed.
NAIROBI (Reuters) — Kenyan President Uhuru Kenyatta said on Saturday the country has “a problem” with its judiciary that must be fixed.
He was speaking a day after the Supreme Court annulled his election win last month and ordered a new poll within 60 days.
“We shall revisit this thing. We clearly have a problem, ” he said, referring to the judiciary.
“Who even elected you? Were you? We have a problem and we must fix it, ” he said, speaking on live television at the State House in Nairobi after he met with governors and other elected officials from his Jubilee party.
Kenyatta, however, also repeated his message from Friday that he would respect the court’s ruling.
The decision to annul the election was an unprecedented move in Africa where governments often hold sway over judges — and the first time on the continent that a court ruled against the electoral victory of an incumbent.
The president’s latest comments mark the second time since Friday’s ruling that he has spoken critically about the judiciary in public. On Friday during an impromptu rally in Nairobi, he accused the court of ignoring the will of the people and dismissed the chief justice’s colleagues as “wakora”, or crooks.
The president’s public appearances since the ruling suggest he intends to campaign rigorously ahead of the re-run of the Aug.8 poll.
He said via Twitter on Saturday: “For now let us meet at the ballot.”
Attention now turns back to the election board. The court ruled that it had “failed, neglected or refused to conduct the presidential election in a manner consistent with the dictates of the constitution”.
Raila Odinga, the veteran opposition leader whose coalition brought the petition against the election board to the Supreme Court, said on Friday that some officials from the commission should face criminal prosecution.
The chairman of the election board said there would be personnel changes, but it was not clear if that would be enough for the opposition. Sweeping out the whole board would complicate efforts to hold a new poll within two months.
Last month’s election — which included the presidential poll in addition to races at other levels of government — was one of the most expensive ever held in Africa. Ahead of the vote Kenya’s treasury said preparation and execution of polling would cost the equivalent of around $480 million.
Analysts saw the president’s latest comments on the judiciary as a worrisome development.
“It’s extremely unfortunate that Kenyatta seems to be issuing veiled threats at the judiciary, ” said Murithi Mutiga, a Nairobi-based senior Africa analyst at the International Crisis Group.
“This was a tremendous moment for Kenyan democracy, where the court upheld the rule of law. Politicians should be careful not to incite the public against the judiciary.”
On Friday, Chief Justice David Maraga said the Supreme Court’s verdict was backed by four of the six judges and declared Kenyatta’s victory “invalid, null and void”.
Details of the ruling will be released within 21 days.
Prior to last month’s election Maraga spoke out to emphasize the judiciary’s independence.
In a statement he read out on behalf of the Judicial Service Commission less than a week before the election, he listed instances in which politicians — from the ruling party and the opposition — had tried to intervene with the judiciary’s work.
“The emerging culture of public lynching of judges and judicial officers by the political class is a vile affront to the rule of law and must be fiercely resisted, ” the statement read. “We wish to state that … the judiciary will not cower to these intimidating tactics.”
Kenya’s judiciary went through sweeping changes in a bid to restore confidence in the legal system after the bloodshed following the 2007 election.

Hong Kong soccer fans vow to defy new Chinese law on national anthem

Some questioned the practicality of legislation and how it would be enforced
Some young Hong Kong soccer fans vowed on Saturday to defy a new Chinese law that would eventually apply in the city and criminalise disrespect for the national anthem with stiff penalties for offenders.
“I won’ t stand up [when the national anthem is played ahead of a soccer match] , because I do not have a sense of belonging [to China] , ” 24-year-old editor Ricky Wong Ka-ki said.
Speaking after an annual soccer match between Hong Kong and Macau, Wong said he would continue to be defiant even after the law was passed in Hong Kong.
The law, laid down in mainland China on Friday, requires attendees to stand up at events where the anthem is played, and remain solemn for the song. It also bars the use of the anthem, March of the Volunteers, in commercial advertisements or at private memorial services.
Offenders in mainland China could face 15 days in police detention. Violations could also be dealt with under other laws.
Wong said he believed the law would be “impractical” as it would be difficult to define what counted as a breach of solemnity.
“You can’ t force people to identify with you, ” he said. “I think it’s very unreasonable to force Hongkongers to be patriotic.”
The Hong Kong-Macau Interport – an annual association soccer match – at Sham Shui Po Sports Ground did not play the anthem before the match, which saw the home team win 4 goals to 0.
Kenny Tam, a 30-year-old office worker, said he worried that the “unnecessary” law would deprive Hong Kong of the freedom of expression.
Tam, who also vowed not to stand up for the anthem, questioned the definition of disrespectful actions.
“For example, if I translate the lyrics faithfully into Thai and sing the Thai version, will I breach the law?” he asked.
But former Legislative Council president Jasper Tsang Yok-sing called on the public to have more faith in the administration over the local legislation of the law, saying freedom of expression would not be compromised.
His remarks came after officials said the legislation would be inserted into the Basic Law, the city’s mini-constitution, as early as next month. This would be followed by work to formulate the local legislation with legal clauses that were “as clear as possible”, justice minister Rimsky Yuen Kwok-keung said on Friday.
On Saturday, Tsang said all criminal acts must be defined accurately and appropriately.
“There is no way someone would ‘easily’ violate the law or violate it without intention, ” he said.
He said it was “ridiculous” that critics had suggested the law would be violated by anyone who failed to stand straight as the anthem played.
Tsang stressed that freedom of expression was safeguarded in the Basic Law, and the public should have more trust in the government and lawmakers.
Lawmaker and executive councillor Regina Ip Lau Suk-yee, speaking at another event, also urged people not to be overly concerned.
“No doubt that there will be a debate on whether the new legislation would affect freedom of expression and creativity, but I believe in due course, the local legislation would follow the principles and formats of the existing National Flag and National Emblem Ordinance, ” Ip said.
Under the existing flag and emblem law referred to by Ip, it is an offence to desecrate the national flag or national emblem, and any violation would result in a fine of HK$50,000 and imprisonment for three years.
She also expressed doubt over the need to launch a public consultation on the matter of the new anthem law – a call by many pro-democratic lawmakers.
Ip said public hearings in Legco would be enough to consider various opinions.

Huawei’s new Kirin 970 chip, an eight-core powerhouse, has a Neural Processing Unit dedicated to crunching data for use by AI.
Huawei has announced the Kirin 970 processor, a new generation of hyper-fast mobile chips with a key new feature: A Neural Processing Unit (NPU) . It’s key because it drives the Kirin 970’s mobile artificial intelligence platform, which will enable cloud-based AI and on-device AI to run alongside each other, faster than ever before.
These two AI technologies can complement each other, Huawei said, improving the experience for smartphone owners by providing more speed, more personalized data, and a better understanding of the world around it. While AI is most often associated with virtual assistants like Siri and Google Assistant, Huawei hasn’ t launched an assistant of its own yet, and is staying quiet about how we’ ll eventually use it. Instead, it’s demonstrating the NPU’s super speedy image recognition.
The Kirin 970 can process 2,000 images per minute, considerably more than other chips with similar capabilities, and it’s all thanks to the NPU. We’ ve seen a demonstration of its image recognition skills too, and we were impressed with how quickly it could identify simple objects from chairs to birds. It also reacted at the same speed when faced with an unexpected image given to it by us. When shown a thumb, it didn’ t know what appendage it was seeing, but did know it was attached to a person.
What gives the Kirin 970 its power? It’s built using a 10nm process, like Qualcomm’s Snapdragon 835, and has an astonishing 5.5 million transistors in a space measuring a single square centimeter. Moving on from the quad-core Kirin 960, which powers the Huawei Mate 9 and Huawei P10, the Kirin 970 has an eight core CPU and a 12-core GPU. Huawei said it has 25 times the power and 50 times the efficiency of a quad-core chip with a Cortex A73 CPU, as used in the Kirin 960.
Huawei has big plans for artificial intelligence, but hasn’ t leapt straight in with a virtual assistant, so what will the Kirin 970 and the NPU actually do for us? It’s a mystery at the moment, but more may be revealed in October when the company is expected to announce the Mate 10. It’s likely to be the first device to use the chip, and may include special AI-driven features we’ ve yet to hear about.
