Tamir Rice shooting leads to disciplinary charges against Cleveland police officers, chief says

The two officers went to the recreation center in November 2014 after a man drinking beer and waiting for a bus there called 911 to report a “guy” was pointing a gun at people. The caller told the 911 dispatcher the guy was probably a juvenile and the gun might be “fake,” information never relayed to the officers.
Loehmann shot Tamir within seconds of the police cruiser skidding to a stop near the boy. The officers told investigators Loehmann had shouted three times at Tamir to raise his hands.
The killing became part of a national outcry about minorities, especially black boys and men, dying at the hands of police.
The Cleveland Plain Dealer reported Friday that Loehmann and Garmback received letters along with a third officer, William Cunningham.
The newspaper said the letters outlined these reasons for the discipline:
The Cuyahoga County prosecutor announced in December 2015 that Loehmann and Garmback wouldn’t be indicted after telling a grand jury there wasn’t evidence to support criminal charges.
A Rice family attorney had called for the firings of the two officers. The attorney, Subodh Chandra, sent a letter to the police chief on Jan. 3 questioning why they hadn’t been fired or disciplined.
Tamir’s mother, Samaria Rice, settled a federal civil rights lawsuit with the city for $6 million.
She and Chandra said the city did not contact them about the administrative charges, CBS Cleveland affiliate WOIO-TV reports .
“These charges are disappointing, insufficient and regrettably the family also has little confidence that the administration will properly pursue these charges and that the charges will stick,” Chandra said.

The Cleveland Police Patrolmen’s Association said Friday it was “encouraged” that Loehmann wasn’t charged with any wrongdoing regarding his response to the events of Nov. 22, 2014, which it called “tragic.”
“Nevertheless, all agree that Officer Loehmann was not wrong in reacting the way he did,” union president Stephen S. Loomis said in a statement. “It appears that the actual charges are created to discipline him, and perhaps discharge him, despite the fact that he did nothing wrong that day.”
The union said it was “disappointing” that Garmback was charged with “making a tactical error on his approach, when it is apparent that the car slid in the ice and mud well beyond what he intended.”
The union said it was reviewing the disciplinary charges and would prepare appropriate defenses for the officers. It said there would be no comment from the officers.

Poland's leaders hold ceremony to welcome US troops as part of NATO build-up

The ceremony on Saturday in the western Polish town of Zagan comes 23 years after the last Soviet troops left the country.
Russia called the deployment a threat to its own security.
The move also marks a new historic moment — the first time any Western forces are being deployed on a continuous basis to NATO’s eastern flank.
Polish Prime Minister Beata Szydlo stood before US and Polish soldiers and called it «an important day for Poland, for Europe, for our common defence».
Defence Minister Antoni Macierewicz told the troops that «we waited for you for a very long time, for decades».
The government organized several other events across the country to welcome the Americans from Fort Carson, Colorado.

“I believe in forgiveness, I believe in trying to work with people, but it would be hard — it would be very difficult,” Lewis said Friday. “I don’t see the president-elect as a legitimate president”

Islamic State launches 'worst attack in year' on besieged city in Syria

NewsHubIslamic State militants launched a new attack on the besieged city of Deir el-Zour on Saturday — in the most fierce fighting in a year, the Syrian government and opposition activists said.
Syrian television said three people were killed and nine wounded in the IS rocket attacks which targeted government-held neighbourhoods from several sides.
The Syrian Observatory for Human Rights reported several explosions that rocked the eastern city in the intense offensive. Activists said Syrian warplanes were taking part in the battles to beat back the militants.
Fighting broke out between Syrian troops and IS members in the city and at the nearby military airport controlled by government forces after IS launched their multi-pronged attacks — starting from Baghaliyeh near the north western tip of the city.
The Deir Ezzor 24 news network reported clashes since the morning near Deir el-Zour military airport and other fronts in the city.
It said Syrian warplanes targeted Baghaliyeh and Ayash areas and the vicinity of an army base known as Brigade 137 west of the city.
The group, which controls most of Deir el-Zour province, has kept the provincial capital under siege since 2014.
Government forces have withstood the encirclement thanks to air-dropped humanitarian assistance and weapons and ammunition flown into the airport.
Remaining residents have reported malnourishment and starvation amid severe shortages of food, water and fuel.
IS has tried to capture the government-held neighbourhoods of Deir el-Zour and the city’s suburbs over the past months without much success.
The Syrian Observatory for Human Rights said Saturday’s offensive was the most intense since mid-January 2016, when the group killed dozens of people, most of them pro-government militiamen.
Most of those casualties took place in Baghaliyeh and the killings — many people were shot dead or beheaded — were some of the worst carried out by the extremist group.
The observatory said the group has recently brought in reinforcements, including large amounts of ammunition and fuel, in preparation for the battle.
The Islamic State group, which in 2014 seized large parts of Iraq and Syria and established a so-called Islamic caliphate straddling both sides of the border, is under intense pressure in both countries where it has lost significant territory in recent months.

Turkey arrests 2 Chinese citizens over nightclub attack

A gunman opened fire, killing 39 people and injuring 69 others during a New Year’s party at the upscale nightclub, Reina. Authorities are searching for the gunman who carried out the massacre.
ISIS claimed responsibility for the New Year’s attack in a statement posted to Twitter, but CNN cannot independently verify it.
Days after the deadly attack, Turkish police arrested several suspects who were from China’s northwestern Xinjiang region, on charges of aiding and abetting, reported Anadolu.
Xinjiang is home to a Turkic-speaking minority, known as the Uyghurs. The ethnicity of the two latest suspects were not reported.
So far, 35 people have been detained after the terror attack on the nightclub, police sources told Anadolu.

Korean restaurant goes viral for labeling its least spicy food ‘white’

NewsHubA picture of a Korean restaurant’s menu has gone viral for labeling its least spicy food “white.”
The Toronto eatery has a spiciness scale, with the hottest food labeled “extra spicy” and the least spicy food labeled “white.” Of course, when people saw the picture of the menu circulating online, it immediately sparked backlash and discussions of whether or not it was a joke about race, drawing on the stereotype that white people can’t handle spicy food.

But it might not be related to race at all. Several people, on seeing the menu, pointed out that the label may have more to do with the color of the actual food than anything else. Typically, Korean broth is white, and its color comes from the added spices. So, if someone were to order food with no spice in it, the broth would be white.
To back up this argument, some online commenters pointed out that there are two different words for ‘white’ in Korean, with one referring to the actual color and one referring to Caucasian people. The Korean word in the sign refers to the actual color, not the race of people.

VP Robredo hits police for ‘tokhang for ransom’

NewsHubCEBU CITY—Vice President Leni Robredo expressed alarm Saturday over an Inquirer report that linked a policeman to the kidnapping of a South Korean national, stressing that rogue officers had taken advantage of the government’s war on drugs.
“They’re using drugs as a reason. Lately, it hasn’t been just killings, but also kidnapping, a sort of ‘tokhang for ransom,’” Robredo told a news conference after visiting Cebu City Jail’s female dormitory and the Operation Second Chance Center for children in conflict with the law.
Robredo was reacting to a spate of killings the past week. On Friday, two were killed by motorcyle-riding gunmen in Plaridel town while a man was killed in a drug bust in nearby Malolos city.
Last week, the wife of a South Korean kidnap victim missing since October came forward and linked a policeman to the crime.
“This has become alarming. Alarming in the sense that the rule of law is being disregarded. It’s as if anyone can just take the law into their hands. They no longer follow procedures that need to be followed,” Robredo said. “The message being projected here is giving people the license to resort to violence and that is what we want to stop.”
President Rodrigo Duterte has vowed to protect policemen from prosecution in his bloody war against narcotics. More than 6,000 drug suspects have been killed since he took office in July, more than half of whom blamed on unknown vigilantes.
