Secretary of State Rex Tillerson says it may be necessary to take pre-emptive military action against North Korea if the threat from its weapons program reaches a level “that we believe requires action.”
Tillerson spoke at a news conference in Seoul after visiting the heavily militarized border with North Korea on Friday.
Asked about the possibility of using military force against the North, Tillerson said, “all of the options are on the table.”
He said the U. S. does not want a military conflict, but if North Korea takes actions that threaten South Korean or U. S. forces it would be met with an “appropriate response.”
Past U. S. administrations have considered military force because of North Korea ’s development of nuclear weapons, but rarely has that option been expressed so explicitly.

U. S. Secretary of State Rex Tillerson visited the world’s most heavily armed border, greeting U. S. soldiers on guard near the tense buffer zone between rivals North and South Korea.
Tillerson touched down by helicopter Friday at Camp Bonifas, a U. S. base about 400 meters (438 yards) from the Demilitarized Zone, a Cold War vestige created after the Korean War ended in 1953. He planned to then move to the truce village of Panmunjom inside the DMZ, a cluster of blue huts where the Korean War armistice was signed.
Tillerson is the latest in a parade of senior U. S. officials to have their photos taken at the border. But it’s the first trip by the new Trump administration’s senior diplomat as he makes a tour of Japan, South Korea and China.
Speaking in Tokyo, Tillerson earlier vowed a tougher strategy to confront North Korea ’s nuclear threat. But he offered no details about what would comprise the “different approach” to North Korea the U. S. will pursue. He pointedly noted that 20 years of “diplomatic and other efforts” had failed to dissuade the isolated communist government from developing its nuclear program, which he called an “ever-escalating threat.”

Facebook, Google, Twitter and other social media networks will have to change their terms of service for European users within a month or risk the wrath of European authorities.
A European Commission official told Reuters on Friday that if the companies don’t change their terms then they could be fined.
The Commission sent letters to the companies in December, which explained how their service terms did not comply with EU consumer protection law, and that more needed to be done to tackle fraud and scams perpetrated via their websites.
In the letters seen by Reuters , the terms that the authorities wanted to amend included requiring users to seek compensation in a Californian court because the tech companies are based there, instead of their country of residence.
The EU authorities also want social media companies to flag sponsored content clearly, and ensure that mandatory rights, such as the right to cancel a contract, cannot be waived. It also wants companies to do more to determine (ie: censor) the suitability of content generated by users.
The official said that the Commission, alongside European consumer protection authorities, would «take action to make sure social media companies comply with EU consumer rules».
Earlier this week, the German government said it would fine the likes of Facebook and Twitter up to €50m if they fail to remove slanderous or threatening posts that go up on the social network within 24 hours.
The new bill, which is still in draft, was introduced by justice minister Heiko Mass on Tuesday. It will cover defamation, slander, public prosecution, crimes and threats, and is intended to reduce so-called hate crime and criminal offences on social networks.
«There must be as little space for criminal incitement and slander on social networks as on the streets,» Mass said, emphasising that social media companies were currently not doing enough to tackle a growing issue.
«Too few criminal comments are deleted and they are not erased quickly enough,» he added. «The biggest problem is that networks do not take the complaints of their own users seriously enough…it is now clear that we must increase the pressure on social networks.
«We need legal regulations to make companies even more obligated to delete criminal content,» he said.

Водій стверджує, що причиною ДТП стала несправність автомобіля. Він спочатку врізався в магазин, розташований на правій стороні вулиці, після чого змінив напрямок руху і в’їхав в зоомагазин на протилежній стороні. За попередньою інформацією, водій був тверезий.
У момент зіткнення в магазині був лише один продавець. Він не постраждав.

Хоча в цистерні бензовоза було дизпаливо, воно не загорілось.

Правоохоронці звертають увагу, що у місті заборонено перевозити паливо без супроводу.

籠池氏は１６日、参院予算委員会のメンバーに対し、首相夫人の昭恵氏を通じて２０１５年９月に１００万円の寄付を受けたと主張している。これに関し、首相は「妻や事務所など第三者を通じても（寄付を）行っていない。妻個人としても寄付を行っていない」と言明した。
一方、昭恵氏が籠池氏の妻とメールのやりとりを続けていたことが明らかになった。首相は相手側の了解が得られれば、メールの「全文を公開してもいい」との意向を明らかにした。
福島氏は、野党４党の議員が１６日に籠池氏の自宅を訪問した際、昭恵氏から籠池氏の妻に「幸運を祈ります」とのメールが届いたと指摘。首相は「妻が（同学園）小学校の名誉校長退任後もメールのやりとりをしていたのは事実だ」と認め、「妻は一度付き合った人間とは、妻の方から関係を切ることはしないという考え方だ」と説明した。メールの内容については「全く問題ない」との認識を示した。（2017/03/17-19:12）

事故をめぐり、国の賠償責任を認めた判決は初めて。全国で約３０件ある同種の集団訴訟に影響を与えそうだ。
原裁判長は、政府の地震調査研究推進本部が２００２年７月に「マグニチュード８クラスの大地震が起こる可能性がある」と指摘した「長期評価」を重視。「地震学者の見解を最大公約数的にまとめたもので、津波対策に当たり考慮しなければならない合理的なものだった」と述べた。
その上で、国と東電は遅くとも長期評価が公表された数カ月後には、原発の安全施設が浸水する津波を予見できたと認定。長期評価に基づき、０８年５月に１５．７メートルの津波を試算した東電は「実際に予見していた」と言及した。
事故は非常用発電機を高台に設置するなどすれば防げたとし、「期間や費用の点からも容易」だったと指摘した。東電については、「常に安全側に立った対策を取る方針を堅持しなければならないのに、経済的合理性を優先させたと評されてもやむを得ない」と厳しく非難した。
国に関しては、長期評価から５年が過ぎた０７年８月ごろには、自発的な対応が期待できなかった東電に対し、対策を取るよう権限を行使すべきだったと判断。国の権限不行使は「著しく合理性を欠く」とし、違法と結論付けた。
原告側は１人当たり１１００万円の慰謝料などを求めていた。避難指示区域の住民１９人に７５万～３５０万円、区域外からの自主避難者４３人に７万～７３万円の賠償を認める一方、７２人の請求は退けた。
事故をめぐっては、東電の勝俣恒久元会長（７６）ら３人が、津波を予想できたのに対策を怠ったとして、業務上過失致死傷罪で強制起訴されたが、初公判の見通しは立っていない。（2017/03/17-19:08）

Іншим указом президент призначив послом в Нідерландах Всеволода Ченцова.
Як пише Інтерфакс-Україна , Ченцов (1974 р. н) є кар’єрним дипломатом, в МЗС України працював з 1996 року. Працював у посольствах України в Туреччині та Польщі, а також у представництві України при Європейському Союзі. Очолював департамент ЄС в МЗС України.

Huawei isn’t a very well known brand in the USA, but it should be — and probably will be. The Chinese company makes very elegant products, such as smartphones, tablets, and PCs. In fact, its MateBook portable was my pick for best Windows 10 device of 2016. Why? It is beautiful, fanless, and affordable. Seriously, it is an amazing machine with a gorgeous screen.
Today, Huawei announces some big price cuts for the MateBook, but the savings don’t stop there. In addition to its Windows 10 portable, the company also shares some great deals on its MediaPad Android tablets too. Best of all, the sales can be had at quality retailers, such as the Microsoft Store, Newegg, and Amazon.
Huawei shares the deals below. Obviously, the best deal is on the MateBook from the Microsoft Store. With a whopping $300 off, you can score one of these Windows 10 tablets without breaking the bank. If all you do is surf the web and perform basic computing tasks, the Core m3 model with 4GB of RAM at $399 is actually very peppy — I recommend it.
You can double the RAM, double the storage, and improve the processor to a Core m5 for $300 more at $699, but unless you really need it, the base m3 variant should be fine.
Keep in mind, regardless of the model you select, the keyboard cover is an additional purchase — currently $99. In other words, you can score a brand new Core m3 MateBook with keyboard case for less than $500!
The Android tablets see lesser savings, although if you are in the market for a tablet running Google’s operating system, Huawei delivers the goods. Just do not expect to get Google’s assistant anytime soon.

If you’re thinking of getting a brand-new Windows computer with the newest chips, be ready to have it run Windows 10.
AMD Ryzen chips have just started becoming available.
Microsoft has warned that new computers running the latest Intel and AMD chips will only run Windows 10. Now, it seems like that moment of transition has finally arrived.
In advance of an expected Windows 10 Creators Update , owners of newer systems with Intel 7th-gen «Kaby Lake» chips, AMD Ryzen chips are reporting that their systems aren’t receiving Windows 7 or 8.1 updates anymore. According to Microsoft’s support pages, it’s been long known that newer hardware will eventually be Windows 10-only. That hardware includes Intel’s 7th-generation chips, AMD Ryzen, and Qualcomm’s «8996» series of chips.
Systems with older hardware should still be receiving updates. Older-generation CPUs (including Intel’s sixth-generation Skylake) will support Windows 7 and Windows 8.1 until January 14, 2020 and January 10, 2023, respectively. We reached out to Microsoft for comment.

First civilian evacuation drills in Japan amid N. Korea missile tests — RT News

Japan has conducted its first-ever drills, simulating the evacuation of more than 100 people in the coastal city of Oga. The moves come amid North Korea’s recent missile tests.
More than 100 people, including 44 schoolchildren, took part in the exercises in the prefecture of Akita on Friday, aimed at fine-tuning the safe evacuation of civilians in the event of an armed attack. 
The task was to move  the residents safely to shelters — a public hall, elementary school, and other venues.
«Anything can happen these days, and it’s even more true when we cannot anticipate the behavior of our neighboring countries,» said Osamu Saito, a security supervisor in the prefecture of Akita told Reuters.
A ballistic missile attack on Japan formed the basis of the evacuation exercises.
The emergency drill started at 9:30 a.m. local time in Kitaura district when the local authorities were alerted of a possible missile attack on Japan.
The government used a special service, called J-Alert, to convey the message. The evacuation was announced via loudspeakers, urging residents to take shelter.
“Evacuate immediately! Part of a missile is likely to land. Please evacuate indoors, ” – the announcement warned, the Asahi Shimbun reports 
«The missile is seen to have landed within a 20-km (12-mile) boundary west of the Oga peninsula. The government is currently examining the damage,» — the message filtered through loudspeakers informing the residents, while sirens roared, as cited by Reuters. 
The civilians rushed to safety facilities, equipped with emergency kits and protective gear, staying there until informed that “there was no damage in this area.”
Some of the participants are however skeptical about the drills. «If in case a missile falls, we will be entirely destroyed, you know? » one resident told Ruptly news agency.
“It’s a scary thing,” a 73-year-old participant said.
“If it did actually happen, I don’t think we can do what we practiced today. We’ll just be panicked,” the person noted.
Oga is located across the Sea of Japan from North Korea. And although their northern neighbor wasn’t specifically mentioned as the attacking party, Tokyo has voiced concerns over the recent missile test by Pyongyang.
North Korea fired four ballistic missiles on March 5, three of which landed in Japanese territorial waters, including one just 200 kilometers away from Oga.
On Thursday US Secretary of State Rex Tillerson said the US “policy of strategic patience” with North Korea has ended. He noted that military action against Pyongyang is something still “on the table” if the country’s weapons program would reach a level that “requires action.”
He expressed hopes, though, that it won’t get that far. US President Donald Trump also weighed in on the day, accusing North Korea on twitter of “behaving very badly.”
