280 000 Asylsuchende in Deutschland im vergangenen Jahr

NewsHubBerlin (dpa) — Die Zahl der Asylsuchenden in Deutschland ist 2016 drastisch zurückgegangen — auf nur noch ein Drittel des Vorjahres. Wie das Bundesinnenministerium mitteilte, suchten in den vergangenen zwölf Monaten noch 280 000 Menschen hierzulande Schutz, nach 890 000 im Asyl-Rekordjahr 2015.
«Es ist gelungen, das Migrationsgeschehen zu ordnen, zu steuern», sagte Innenminister Thomas de Maizière (CDU) am Mittwoch in Berlin.

Asylanträge stieg 2016 auf mehr als 745 000 (davon gut 722 000 Erstanträge) — das waren fast 269 000 mehr als im Vorjahr. Ein großer Teil der Antragsteller war bereits 2015 eingereist, viele konnten aber wegen der
Überlastung des Bundesamtes für Migration und Flüchtlinge (BAMF) nicht sofort einen Antrag stellen. «Der Berg unerledigter Anträge wird abgetragen», sagte de Maizière nun.
Das BAMF habe im Vorjahr die Zahl seiner Asylentscheidungen erheblich gesteigert, hob der Minister hervor — auf zuletzt gut 695 000, etwa 146 Prozent mehr als 2015. Zudem konnte im vierten Quartal 2016 auch die Zahl der anhängigen Verfahren deutlich von etwa 579 000 (Ende September) auf 434 000 (Ende Dezember), also um 25 Prozent, abgebaut werden, hieß es aus dem Ministerium.
Der Minister betonte, «dass die Maßnahmen, die Bundesregierung und die Europäische Union ergriffen haben, greifen». Nach den ersten drei Monaten des vergangenen Jahres seien das EU-Türkei-Abkommen gekommen und die Balkanroute geschlossen worden. Vergleichzahlen aus anderen EU-Staaten liegen noch nicht vor.
Der bisherige BAMF-Chef Frank-Jürgen Weise meinte, für Asylbewerber in Deutschland seien die Bedingungen erheblich verbessert, die Wartezeiten verkürzt und Übergänge in den Arbeitsmarkt beschleunigt worden. Früher habe es drei Monate und länger gedauert, bis ein Asylbewerber seinen Antrag gestellt hatte, jetzt dauere das in der Regel nur einen halben Monat.
Auch die Bearbeitungsdauer sei verringert worden, auf zwei Monate im Schnitt. Entsprechende Kritik an den Asylverfahren sei «erledigt», so de Maizière. Alle Flüchtlinge seien registriert, Doppelidentitäten gebe es nicht mehr, erklärte Weise. Der Schutz vor Asylbetrug sei «wesentlich verbessert» worden.
Die Schutzquote lag im Vorjahr nach Angaben de Maizières bei 62 Prozent. Die größte Gruppe unter den Schutzsuchenden stellen derzeit die Syrer (36 Prozent), in deren Heimatland ein Krieg tobt, dessen Ende noch nicht absehbar ist. Zu den Hauptherkunftsländern zählten 2016 außerdem Afghanistan (17 Prozent) und der Irak (13 Prozent).
Das Thema der Integration dieser Menschen «wird uns über viele Jahre beschäftigen — alle staatlichen Ebenen», fügte der Minister hinzu. Bei Integrationskursen gebe es aber schon einen «gewaltigen Aufwuchs». Nach dem offiziellen Verteilschlüssel stellten die meisten Asylbewerber ihren Erstantrag in Nordrhein-Westfalen (rund 197 000), es folgten Baden-Württemberg (knapp 85 000), Niedersachsen (83 000) und Bayern (82 000).
De Maizière verwies darauf, dass auch die Rückkehrerzahlen aus Deutschland in die Herkunftsländer 2016 gestiegen seien, es gab etwa 55 000 Freiwillige (2014: 13 000; 2015: 25 000) und 25 000 Abschiebungen. Das sei «sehr viel — viel mehr als je zuvor», es müssten aber noch mehr werden.
Kritik kam von der Linkspartei und der Flüchtlingsorganisation Pro Asyl. Linke-Parteichef Bernd Riexinger sagte: «Die stark gesunkenen Zahlen der Asylsuchenden in Deutschland bedeuten leider nicht, dass im letzten Jahr weniger Menschen gezwungen waren, ihre Heimat zu verlassen. Man sollte sich nicht der Illusion hingeben, dass geschlossene Grenzen irgendwelche Probleme dauerhaft gelöst hätten. »
Pro Asyl erklärte: «Der drastische Rückgang neu ankommender Asylsuchender ist nicht das Ergebnis einer Verbesserung der Verhältnisse in den Herkunftsländern, sondern einer rigorosen Abschottungspolitik. » Auffällig sei auch, dass rund 25 Prozent der Schutzberechtigten 2016 nur noch subsidiären (eingeschränkten) Schutz erhielten, gegenüber 0,7 Prozent im Jahr davor.

Jail supervisor convicted in cartel bribery scheme

NewsHubA Texas jail supervisor is guilty of bribery after a cartel leader gave him money to use a cell phone, a federal jury found last week.
Donald Roy Kelly, 43, is one of four defendants accused in a scheme to supply Gulf Cartel bigwig Juan Saenz-Tamez with a cell phone while he was locked up in a Beaumont correctional facility, according to a DEA press release.
The former Jefferson County Jail supervisor offered Saenz-Tamez a phone in exchange for money when the cartel honcho was behind bars for federal drug trafficking charges in October 2014.
Kelly drew other people in to help with the scheme, including Darwin Barlow, 41, and jail guard Donald Turk, 45.
Barlow — one of Kelly’s relatives — bought the phone and Turk smuggled it in and out of the facility every day, court documents allege.
At one point, Kelly boasted to Turk that Saenz-Tamez had offered to pony up $2 million for help escaping.
Even though Turk turned down the $300,000 share Kelly offered, he didn’t tell any jail staff about the cell phone scheme.
Ledarris Limbrick, 28 — one of Barlow’s friends — arranged to pick up money transfers as compensation for the phone smuggling, according to court documents.
The plot eventually fell apart after authorities seized the illicit cell phone in early January 2015.
Limbrick, Barlow and Turk all pleaded guilty to federal charges for their roles in the scheme and Turk is slated for sentencing on Wednesday.
Saenz-Tamez — who later cooperated with the bribery investigation — was sentenced to 30 years in prison for drug distribution and money laundering, the Beaumont Enterprise reported .
Following a three-day trial, a federal jury Wednesday found Kelly guilty of providing an inmate with a prohibited object and bribery of a public official.
At sentencing, the Beaumont man could face 15 years in federal prison.

Rock Hill developers, incentives combine for big investment

NewsHubNear the corner of West White Street and Laurel Street in Rock Hill sits the former textile mill that now is contributing nothing to the local tax base.
It doesn’t provide homes to anyone, nor does it provide office space for potential employees.
But to the city and several local developers, it provides an exciting opportunity to expand tourism and strengthen ties with nearby Winthrop University , while providing locals with trendy new shops and restaurants.
That’s the power of tax credits, according to Stephen Turner, executive director of the Rock Hill Economic Development Corporation.
“There’s a big market out there,” Turner said. “It really helps to have big investors invest in a project, and it helps them get on board.”
Turner was a key crafter of one such tax credit ( the South Carolina Textiles Communities Revitalization Act ) that creates incentives for developers to renovate abandoned textile mill sites in South Carolina.
State and federal governments create tax incentives to protect and revitalize historic buildings or sites. The idea is to give developers a deal so they can turn an abandoned piece of land into new commerce.
And in several situations, developers can combine different incentives to save more money.
Several developers, including local principals Skip Tuttle, Gary Williams and Greg Parsons, are taking advantage of the federal and state Historic Preservation Tax Incentives and the textiles revitalization act to help fund their renovation of the 23-acre Bleachery site near downtown Rock Hill.
For historic buildings determined to be certified historic structures by the National Park Service, the federal tax incentive can climb as high as 20 percent of the investment. The textiles revitalization act offers 25 percent credit , either against real property taxes or state income tax.
Essentially, developers can then sell the tax credits to banks or insurance companies for liquid money. Then, principals can use that outside money to pay for the rehabilitation project.
Tuttle says Williams, who was instrumental in renovating the Cotton Factory into the home for his Rock Hill collection agency Williams & Fudge, deserves the most credit for starting the redevelopment of the city’s textile corridor.
The Cotton Factory, built in 1881, was the first steam-powered textile mill in South Carolina.
“(Williams’) experience… has everything to do with making this thing work,” Tuttle said. “We probably couldn’t make the numbers work if we didn’t have (the tax credits.) It allows us to reduce the cost of how we do work and allows us to save a considerable amount of money in the reconstruction.”
The latest effort, led by local developers and master developer Sora-Phelps, is seeking to bolster Rock Hill’s image as a sports tourism destination in the Southeast.
Workers will spend most of 2017 renovating the Lowenstein Building, as well as the adjoining 1939 building, as a prelude to University Center construction.
The site was once known as the Rock Hill Printing & Finishing Co. and employed one of every five workers in Rock Hill at its height of operations. The plant bleached, dyed, printed and finished cloth.
The full renovation price tag is about $45 million for the area including the Lowenstein Building and the 1939 building, Tuttle said.
The University Center area is an extension of the Knowledge Park project. The city is hoping the investment and development will serve as a bridge between the Winthrop University campus and the downtown business district.
The finished product at University Center, developers say, will include a hotel, apartments, a market pavilion, retail space, student housing, and a 140,000-square-foot sports complex .
The sports complex can serve more than 50 different sports and activities, according to officials, including basketball and volleyball.
“There’s one promoter that wants to book the facility for multiple weekends a year and bring 220 teams every time,” Tuttle said of the economic impact. “That’s 10 kids per team, and their parents and grandparents.”
But the first step lies in the Lowenstein Building. Members of the Rock Hill City Council, including Mayor Doug Echols, toured the area last week where most of the cleaning has recently finished. Workers have sandblasted lead paint and removed asbestos.
Builders will need to measure, fit and replace every single one of the 25,000 window panes on the Lowenstein Building site in order to stay within the boundaries of the rules laid down by the National Register of Historic Places.
Rock Hill leaders have long said how the revitalization program can stand to bring jobs and commerce back into York County.
Tuttle said the project is a boon for Winthrop, as it creates a “walkable environment that Rock Hill hasn’t had.”
Developer Dave Williams also used tax incentives to help attract new investment at the Riverwalk community in Rock Hill. The 1,008-acre community features hundreds of homes along the Catawba River.
“We can typically put them on the table as a potential user is looking at a competing site that has lower development costs or land price,” he said, “and use it to equalize any costs that will compete against using our project.”
According to state estimates, the textile mill tax credit has helped to preserve more than 40,000 historic properties since 1976.

Human rights in Hong Kong at worst level for 20 years: Amnesty

NewsHubHuman rights in Hong Kong are at their worst since it was handed back to China by Britain 20 years ago, activists said Wednesday, as Beijing stands accused of tightening its hold on the semi-autonomous city.
A new report by Amnesty International Hong Kong looking back at 2016 said rights in the city had rapidly deteriorated and had «failed on many fronts».
The report cited the lack of investigation over the mysterious disappearances of five booksellers who peddled materials critical of Beijing’s elites, a saga it said had raised alarm over whether the physical safety of Hong Kong people is sufficiently guaranteed.
All five of the missing men resurfaced on the mainland.
Amnesty said the government’s failure to probe the disappearances despite pressure from rights groups contrasted to previous years when they said Hong Kong authorities had been more responsive.
A rare interpretation by Beijing of Hong Kong’s constitution which prompted the disqualification of two pro-independence lawmakers also raised questions about the autonomy of the city’s judiciary, which is protected under the «One Country, Two Systems» agreement with China, the report said.
Attacks on journalists by police officers without a criminal investigation and attempting to deter residents from exercising their rights to freedom of assembly were further challenges, it said.
«It’s the worst year since the handover in terms of rule of law and freedom of expression,» Amnesty International Hong Kong’s director Mabel Au told AFP.
«The government has a responsibility to ensure that citizens can express their views freely without fear,» the report added, saying authorities should not invoke «obscure laws» to intimidate the public.
It noted the high levels of mistrust in the government and suspicions that politicians are selling out the public for political gains as the city enters a tense election season for its leader.
«The Hong Kong government and civil servants should make defending the rights of Hong Kong people their first priority,» the report said.
It also raised concerns after current leader Leung Chun-ying floated the possibility that the city might seek to opt out of the United Nations convention against torture that requires it to protect refugees who would face persecution if returned home.
That suggestion came after criticism from some lawmakers and sections of the public that Hong Kong was receiving too many asylum seekers.

Philippines won't raise legal victory vs. China at ASEAN

NewsHubMANILA, Philippines — The Philippines won’t raise its recent arbitration victory against Chinese territorial claims in the South China Sea during Asian summit talks that it will host this year, Foreign Secretary Perfecto Yasay Jr. said Wednesday.
Yasay said pressing last year’s ruling at the annual meetings of the Association of Southeast Asian Nations «is just simply counter-productive. »
The Philippines intends to raise the ruling, which invalidated China’s historic claims under a 1982 U. N. treaty, in bilateral talks with Beijing in the future, Yasay said, stressing that the arbitration decision is final and won’t be changed by discussions at international conferences.
«We are not going to raise this issue … because there is really no useful benefit,» Yasay said at a news conference. «This is a matter that we will be raising with China at some future time in bilateral talks and to do and involve others in the discussion of this decision is just simply counter-productive for our purposes. »
«Now if any country would like to pursue their respective claims against China with respect to a disputed territory in the South China Sea, they can do so and perhaps use the decision of the arbitral tribunal as a precedent-setting case in pursuing the matter,» he said.
The Philippines was previously one of the most vocal critics of China at the annual ASEAN meetings as Beijing asserted its vast territorial claims in the South China Sea.
After China took control of disputed Scarborough Shoal in 2012 and blocked Filipinos from the rich fishing area, then President Benigno Aquino III brought his country’s territorial disputes with Beijing to international arbitration. China ignored the Philippine case and refused to recognize the outcome, which was heavily in favor of the Philippines.
President Rodrigo Duterte, who succeeded Aquino in June, has taken dramatic steps to mend strained relations with China. He has also taken an antagonistic stance against the administration of outgoing President Barack Obama after the U. S. leader criticized his deadly crackdown on illegal drugs.
As host of the ASEAN meetings this year, the Philippines is in a position to influence their focus and the joint communiques issued at the end of the conferences. China, the U. S. and Russia and other Western and Asian nations will join expanded meetings later in the year.
Yasay said the Philippines will push for the faster completion of a long-delayed «code of conduct» between China and ASEAN to discourage aggressive actions that could ratchet up tensions in the South China Sea, a busy waterway for world trade.
The Philippines wants the framework of the nonaggression pact to be completed within the first half of this year, Yasay said. The prospects for the signing of a legally binding regional code remain unclear.
Philippine diplomats have said negotiations over the code have been stalled in the past by China while it covertly turned disputed reefs into artificial islands which can now be used by Beijing to better defend its territorial claims.

China Blames Global Warming For Its Own Pollution

NewsHubChinese officials are blaming global warming for the pollution-induced smog currently enveloping their cities.
Chinese officials claim that unusually warm winter weather and high rainfall contributed to the buildup of smog over most of the country, but independent scientists don’t agree.
“Looking at the long-term global warming trends, meteorological conditions are becoming an increasingly important factor in the formation of fog and smog,” Song Lianchun, the director of China’s Meteorological Administration, told Reuters . “In fact, our country’s overall climate and weather conditions are not very conducive for the dispersal of fog and smog – that is based on science.”
China officially blamed “unfavorable weather conditions” for the extreme levels of air pollution that hit large parts of northern China in late December. This created a smog that left more than 460 million gasping for air across most of northeast China.
Researchers at the Massachusetts Institute of Technology’s (MIT) Joint Program on the Policy of Global Change think China’s pollution woes are largely due to the country’s reliance on coal power. China is the world’s largest producer and consumer of coal, and is planning to double down on it. Of the 2,400 coal-fired power plants under construction or being planned around the world, 1,171 will be built in China.
MIT scientists recommended that China solve its smog problem by replacing coal power with natural gas. Natural gas emits about half the carbon dioxide (CO2) and pollutants of coal power, and is already cheaper than coal in many locations in the U. S. due to fracking.
The smog forced China to implement an emergency anti-pollution plan for the 10.7 million who live in the city of Shijiazhuang. School was cancelled due to the pollution. Chinese government officials used emergency plans to shut down factories and take cars off the road to slightly abate the issue.
China even created an environmental police force earlier in January to crack down on open-air barbecues, garbage incineration and burning wood, to reduce pollution. The green police will enforce school and business closures on smoggy days, and can cancel plane flights and shut down highways to reduce pollution.

New forecast: Rex Tillerson almost certain to be confirmed by the Senate

It may also reflect the sense that, whatever Tillerson’s potential challenges — such as his stance on Russia — they are not substantial enough to seriously threaten his nomination.
