"Дождь" и "Телеклуб" будут запрещены в Украине

NewsHubВ четверг, 12 января, Национальный Комитет по вопросам телевидения и радиовещания изъял российский телеканал «Дождь» из перечня иностранных программ, содержание которых отвечает требованиям Европейской конвенции о трансграничном телевидении и законодательству Украины, а также временно, на 3 месяца, приостановил ретрансляцию на территории Украины телеканала «Телеклуб», который имеет юрисдикцию в Германии, передает Detector.
Телеканал «Дождь» был изъят из списка трансляции по причине трансляции в его эфире запрещенной украинским законодательством рекламы, которая предусматривает размещение рекламы в эфире российских телеканалов, транслирующихся в Украине. Также весомой причиной стала политика телеканала «Дождь», согласно которой они признают территорию аннексированного Крыма территории Российской Федерации. Решение о лишении лицензии вступит в силу через два месяца после его обнародования.
Член Нацсовета Сергей Костинский сообщил, что он год наблюдал за эфиром «Дождя», и руководству канала давался срок для приведения его деятельности в соответствиt с условиями украинского законодательства. Владелица и руководитель телеканала информировала Нацсовет, что «Дождь» создал отдельную интернет-версию для вещания в Украине без рекламы, однако документ для внесения такого ресурса в список иностранных каналов на рассмотрение Совета не поступил.
В отношении телеканала «Телеклуб», который имеет юрисдикцию Германии — страны-члена Европейского cоюза, глава Нацсовета Юрий Артеменко рассказал, что сотрудники Нацсовета долго дискутировали с представителями канала, обращаясь к дистрибьютору канала с просьбой приостановить нарушение, однако дистрибьютор сообщил, что передал пожелания регулятора руководству телеканала «Телеклуб», но при этом никаких изменений в их вещании не произошло. Телеканал продолжал транслировать сериалы российского производства.
Большинством голосов членов Совета было принято решение на 3 месяца приостановить трансляцию телеканала «Телеклуб» на территории Украины и сообщить немецкому регулятору про принятое в Украине решение.
Как сообщал MIGnews.com.ua ранее, 5 января, глава Национального совета по вопросам телерадиовещания Юрий Артеменко сообщил, что Нацсовет телевидения и радиовещания продлил лицензию для эфирного вещания телеканалу»1+1″ .

Комитет Европарламента поддержал визовую либерализацию для Грузии

NewsHubКомитет гражданских свобод Европейского парламента поддержал либерализацию визового режима для Грузии, сообщил брюссельский корреспондент «Радио Свобода» Рикард Йозвяк в Twitter.
«Комитет гражданских свобод Европарламента проголосовал за визовую либерализацию для Грузии. 42 депутата против двух, один воздержался. Пленарное голосование, надеюсь, состоится в феврале», – написал он.
Прежде чем безвизовый режим начнет действовать, предстоит окончательное одобрение и перевод механизма остановки действия «безвиза» в Европейском парламенте и странами ЕС.
По данным «Радіо Свобода» , это может произойти в марте 2017 года. Так, граждане Грузии смогут путешествовать без виз в Шенгенскую зону с апреля или мая текущего года.
9 марта 2016 года Еврокомиссия подала в Европарламент и Совет ЕС законодательное предложение по визовой либерализации для Грузии , 20 апреля – для Украины , а 4 мая – для Турции и Косово. Сначала предполагалась, что безвиз для Украины и Грузии будет рассмотрен в одном пакете, однако евродепутаты предложили разделить страны.
8 декабря Комитет постоянных представителей стран Евросоюза от имени Совета ЕС утвердил компромиссный текст о механизме приостановления безвизового режима , согласованный с Европейским парламентом. Согласно проекту, Еврокомиссия сможет в любой момент принять решение об остановке действия безвиза для граждан любой страны, которые имеют такое право.
20 декабря государства – члены ЕС поддержали безвизовый режим с Грузией. Однако чтобы граждане Грузии смогли путешествовать по Европе без виз, решение должен был утвердить комитет ЕС по гражданским свободам и Европарламент.

Президент назначил на должность главы Одесской ОГА победителя конкурса Максима Степанова

Об этом в четверг, 12 января, во время представления активу области нового руководителя ОГА сообщил президент Украины Петр Порошенко, передает Интерфакс-Украина.
«Сегодня я принял решение о назначении человека, который победил в конкурсе на руководителя Одесской ОГА, Максима Степанова», — заявил глава государства.
Как отмечается, в конце декабря 2016 года, Степанов, который на то время занимал должность директора ГП Полиграфический комбинат Украина , победил в конкурсе на занятие должности главы Одесской облгосадминистрации.
По словам нового руководителя области, свою работу он намерен начать с «восстановления управляемости областью».
Кроме того, среди приоритетов в своей деятельности он назвал развитие туристического потенциала региона, борьбу с преступностью, а также развитие экономики в целом.
Ранее, 21 декабря 2016 года, назначение Степанова главой Одесской ОГА одобрил Кабинет министров Украины.
Напомним, 7 ноября 2016-го Михеил Саакашвили заявил о своей отставке с поста главы Одесской области.

В Украине запретили очередной российский телеканал

NewsHubНацсовет Украины по телевидению и радиовещанию обязал украинских провайдеров прекратить трансляцию российского телеканала «Дождь» из-за того, что канал не признает суверенитет и территориальною целостность Украины.
Кроме того «Дождь» транслирует российскую рекламу.
В Нацсовете отметили, что в эфире телеканала транслировалась информация о незнании границ между Украиной и Россией.
Член Нацсовета Сергей Костинский, сообщил, что административная граница между Херсонской областью и АР Крым изображалась как граница между Украиной и РФ.
Также известно, что на протяжении 2016 года неоднократно фиксировались нарушения законодательства Украины со стороны телеканала. Работники канала незаконно посещали оккупированный Крым с территории РФ.

Порошенко возмущен ситуацией с субсидиями в Одесской области

«55% семей в Украине оформили субсидии. А сколько у нас в Одесской области людей оформили субсидии? – А в Одесской области – только 17%», — заявил П. Порошенко в ходе представления нового главы Одесской ОГА Максима Степанова и совещания с главами районных госадминистраций области в четверг в Одессе.
Он отметил, что наведение порядка и в этой сфере должно быть приоритетом для нового главы областной государственной администрации Максима Степанова.
«Будем считать, что через три месяца вы меня еще раз пригласили на подведение первых результатов», — очертил П. Порошенко сроки выполнения задач для М. Степанов и добавил, что в следующий раз также проверит ситуацию на таможне, с реконструкцией Одесского аэропорта, преступностью и т.д.
Как сообщилось, в ноябре 2016 года Кабинет министров Украины констатировал полный провал с оформлением субсидий в Одесской области и связал этот провал с деятельностью местных властей.
В декабре вице-премьер-министр Украины Павел Розенко в ходе визита в регион ознакомился с ситуацией в сфере оформления субсидий и сообщил, что за последние 3-4 недели количество обращений за субсидиями выросло почти на 50%.

Obamacare: The dirty little secret of "repeal and replace"

NewsHubRepublicans are in a frenzy over repealing and replacing the Affordable Care Act — indeed President-elect Trump announced Tuesday that he wants a repeal vote as soon as next week. But an important constituency may be overlooked: patients with preexisting conditions.
That’s the case even though many GOP Congress members and Mr. Trump have promised that this one plank of the ACA is here to stay: People with preexisting health conditions who buy their own insurance will continue to get coverage. This provision is a hallmark of Obamacare, which prohibits insurers from turning away the sick or charging them more for premiums.
Guaranteed coverage is also one of the costliest aspects of health insurance because, naturally, sick people use the most health care, and their costs outweigh the amount in premiums they pay. That’s why the ACA mandated that all Americans get health care coverage or face a penalty. Making sure the pool of insurance customers included enough young, healthy people to support the sick and elderly was the thinking behind what became known as “the individual mandate.”

It was also the reason for government subsidies that made insurance more affordable for many middle- and low-income people, including the young and healthy.
Whether the mandate worked is subject to debate. Many argue that not enough healthy people signed up for coverage even in the face of penalties, causing insurers to leave the individual marketplace altogether or charge higher premiums for the coverage they do provide. Republicans envision an Obamacare replacement without an individual mandate or subsidies.
So where does that leave patients with preexisting conditions? According to a Kaiser Family Foundation Health Tracking Poll, 49 percent of respondents said they or a family member have a preexisting condition. President-elect Trump has yet to offer a detailed plan for replacing Obamacare, but House Speaker Paul Ryan has provided some specifics.

According to Ryan’s plan, people who keep paying for continuous health care coverage (throughout job loss, etc.) won’t lose their health care benefits, even if they have a preexisting condition. But maintaining continuous coverage can be tricky.
“You may be in the hospital and lose track of a bill,” said Cheryl Fish-Parcham, private insurance program director at the patient advocacy organization Families USA. “Or you may be suddenly unemployed, lose coverage and not be able to afford individual coverage,” she added.
For sick patients who cannot continue coverage, Ryan’s plan calls for a return to state-run high-risk pools. These pools allow sick people to buy insurance separately, while states, insurers and the federal government help subsidize the cost. The president-elect’s website says he supports risk pools.
Risk pools have a long and controversial past. Before the ACA was passed, 35 states ran risk pools for people with preexisting conditions ranging from cancer and diabetes to more minor afflictions such as arthritis or eczema. Premiums for risk pool coverage were as much as 250 percent more than a healthy person would pay for individual insurance, and some states, overwhelmed with sick patients, had wait lists for coverage or imposed other restrictions, said Fish-Parcham.
“Going back to risk pools is going back to the bad old days,” she said.

Expense wasn’t the only problem. Even when the few patients who could afford it paid ultrahigh premiums, coverage was often lacking. It wasn’t unusual for people with a preexisting condition to wait six months to a year before coverage for that condition would kick in, Fish-Parcham explained.
Or there might be a lifetime maximum on the benefit related to a preexisting condition, she added. So, if you had a stroke and needed a year of rehab, your insurance might not have covered the entire bill.
Ryan’s plan would ban wait lists and put a cap on risk pool premiums. In addition, he’s calling for $25 billion in federal funding to help states pay for risk pools. But many health care experts wonder if that’s enough to cover the number of estimated people with preexisting conditions.
“High-risk pools served only 1 percent of the population back in 2008,” said Fish-Parcham. That wasn’t anywhere near the number of people who needed coverage but couldn’t afford it, she noted, adding: “Risk pools simply didn’t work.”
It will be up to the president-elect and repeal-and-replace advocates to show how, this time around, risk pools might be different.

A Week Before Trump Becomes President, Amazon Announces 100,000 Jobs

In the months since Trump was elected the 45th president of the United States, all sorts of companies are expanding their workforces. Today, Amazon announced that it will be adding 100,000 American jobs over the next 18 months, upping its employee ranks from 180,000 all the way to 280,000.
Amazon has always placed a strong emphasis on putting communities to work. Last year, the company pledged to train and hire 25,000 veterans and military spouses. Furthermore, “Amazon businesses like Marketplace and Amazon Flex will continue to create hundreds of thousands of jobs for people across the U. S. who want the flexibility to start their own business, work part-time or set their own schedule.”
Although left-wing “news” outlets will surely attempt to label this as a coincidence, it is clear that some publications are finally starting to acknowledge the connection. For example CNET tweeted,

Donald Trump holds first post-election press conference — live updates

President-elect Donald Trump held a free-wheeling, hour-long press conference at Trump Tower Wednesday morning — the first formal news conference he’s held since winning the presidency in November.
The motivation for the news conference, which was initially scheduled for December but delayed by almost a month, was to outline how he will deal with his complex web of business interests once he’s in the White House, Since his election, Mr. Trump has faced serious questions about who will handle his businesses while he’s in the White House — and how to avoid the myriad conflicts of interest that could arise when a sitting president owns a business empire.

However, much of the press conference ended up focusing on Russian election interference and on reports Tuesday that the intelligence community’s classified report on Russian hacking had an addendum with unverified details of potentially compromising information that Russia has gathered on the president-elect, and that Mr. Trump was briefed on last week.

“These papers are all just a piece of the many, many companies that are being put into a trust to be run by my two sons,” he said. Mr. Trump continued that he hopes he will come back “at the end of eight years” to a company that has been well run, but that if not he will tell his sons “You’re fired.”
“He shouldn’t be doing it, he won’t be doing it,” he said. “Russia will have much greater respect for our country when I’m leading it than when other people have led it. You will see that.”
Mr. Trump repeated that “it’s not just Russia” that has been hacking U. S. entities.
“That’s something that Nazi Germany would have done and did do,” he said, referencing his tweet Wednesday morning.
Mr. Trump called BuzzFeed, which posted the intelligence memo about Russian information, “a failing pile of garbage,” and also criticized CNN for publicizing the reports on Tuesday.

A CNN reporter in the audience attempted to ask a follow-up question, but Mr. Trump repeatedly shut him down.
“No, not you, your organization is terrible. Quiet. Quiet,” he said. As the reporter continued trying to ask a question, talking over another reporter, Mr. Trump continued: “Don’t be rude. Don’t be rude. Don’t. Be. Rude. I’m not going to give you a question. You are fake news.”
“I want to get the wall started,” he said. “I don’t want to wait a year and a half until I make my deal with Mexico.”
As for the form that reimbursement will take, Mr. Trump said it’s more likely it will be through a “tax” than a “payment.”
“They will reimburse us for the cost of the wall, whether it’s a tax or whether it’s a payment,” he said. “Probably less likely that it’s a payment.”
During his first news conference as president-elect, Donald Trump talks about his plan to repeal and replace the Affordable Care Act.
“Obamacare is a complete and total disaster,” he said, citing increased premiums and high deductibles. “… Frankly, we could sit back — and it was a thought from a political standpoint — but it wouldn’t be fair to the people.”

Dillon said Mr. Trump’s business holdings and investments will be put in a trust before Inauguration Day, and that his two adult sons will run the company. Ivanka Trump, whose husband Jared Kushner is set to become a senior adviser to the Trump White House, will have “no further management” role in the company.
She also said there will be “no new foreign deals” made during the duration of Mr. Trump’s presidency, and that domestic deals will be subject to “severe restrictions.”
Still, Mr. Trump asserted that he would have been able to continue running his business from the White House if he wanted to.
“I could actually run my business … and run government at the same time,” he said. “I don’t like the way that looks but I’d be able to if I wanted to.”

He also reaffirmed what he posted on Twitter Wednesday morning, stating that he has no conflicts of interest with Russia.
“I tweeted out that I have no dealings with Russia, I have no deals in Russia, I have no deals that could happen with Russia because we’ve stayed away, and I have no loans,” he said.
“If Putin likes Donald Trump I consider that an asset not a liability because we have a horrible relationship with Russia,” he said.
“Now I don’t know that I’m going to get along with Vladimir Putin,” he said. “I hope I do, but … do you honestly believe that Hillary [Clinton] will be tougher on Putin than me?”
“As far as hacking, I think it was Russian,” he said. “But I think we also get hacked by other countries and other people and I can say that when we lost 22 million names and everything else that was hacked recently, they didn’t make a big deal out of that, that was something that was extraordinary.”
He also blamed Democratic National Committee for getting hacked, saying the committee “was totally open to be hacked, they did a very poor job.”
Mr. Trump said he’s not allowed to discuss information that was presented during his intelligence briefing — but confirmed he did in fact see the memo in question on compromising information, calling it a “disgrace.”
“I saw the information, I read the information outside of that meeting it’s all fake news, it’s phony stuff, it didn’t happen and it was gotten by opponents of ours,” he said. “It was a group of opponents who got together, sick people, and they put that crap together.”
He thanked news organizations that did not run stories on Russia’s alleged compromising information about him.
“I want to thank a lot of the news organizations, some of whom have not treated me well over the years, a couple in particular, and they came out so strongly against that fake news,” he said. “I have great respect for the news, I have great respect for freedom of the press and all of that, but I will tell you there were some news organizations … that were so professional, so incredibly professional.”
He also intimated that the stories may have come from intelligence agency leaks — and said it would be “a tremendous blot on their record if they did that.”
He denied that three individuals associated with Mr. Trump’s campaign were ever in touch with Russian officials.
“For all the take lately about fake news this political witch-hunt by some in the media is based on some of the most flimsy reporting,” he said.
This is not the first time Mr. Trump has scheduled a press conference to address the future of his business empire. A press conference was previously scheduled for Dec. 15, almost a month before this new date, but Mr. Trump canceled that press conference three days beforehand, saying his team needed more time to sort out the details.
Before Wednesday, Mr. Trump has taken a handful of questions from reporters at gaggles but has not held full news conferences. It will be his first full news conference since July 27.

Trump HUD Nominee Ben Carson Testifies About His Own 'Housing Insecurity'

NewsHubFormer Republican presidential candidate and retired neurosurgeon Ben Carson today cited his childhood of «housing insecurity» during remarks on Capitol Hill , where he’s facing the U. S. Senate Committee on Banking, Housing and Urban Affairs for a hearing on his nomination to be the next secretary of the U. S. Department of Housing and Urban Development.
Carson, who often spoke on the campaign trail about growing up with an illiterate single mother in Detroit, referenced her in his opening statement.
“She didn’t have any skills, basically a third-grade education and we had no place to live,» he said. «She couldn’t afford the house so we ended up moving to Boston, moving in with relatives. So I have actually in my life understood what housing insecurity was. And we were there in Boston for a couple of years.”
Carson later pledged to undertake a «listening tour» across the country to better understand the issues he would face as HUD secretary.
In a Dec. 5 statement announcing his intention to nominate Carson, Trump said, «Ben Carson has a brilliant mind and is passionate about strengthening communities and families within those communities. We have talked at length about my urban renewal agenda and our message of economic revival, very much including our inner cities. «
The president-elect added of Carson, who now sits on Trump’s transition team as a vice chair, «Ben shares my optimism about the future of our country and is part of ensuring that this is a Presidency representing all Americans. «

Carson, 65, said in that statement, «I am honored to accept the opportunity to serve our country in the Trump administration. I feel that I can make a significant contribution particularly by strengthening communities that are most in need. We have much work to do in enhancing every aspect of our nation and ensuring that our nation’s housing needs are met. «

Carson will field questions on housing policy and affordable housing and will likely face questions surrounding his lack of government experience and previous claims that he would feel like “a fish out of water” running a government agency.
“Having me as a federal bureaucrat would be like a fish out of water, quite frankly,” Carson told the Washington Post before being offered the position.
Carson has been holding mock hearings and comprehensive information sessions, along with meetings with members of Congress on Capitol Hill to get up to speed on the agency and the issues, according to those familiar with his preparations.
Among those advising Carson are former Florida Senator Mel Martinez and Alphonso Jackson, the agency’s secretary under President George W. Bush.
Martinez told ABC News that Carson was «very much on top of the issues» of housing policy, and argued his lack of government experience and resume heading into the role isn’t a liability, but an asset, calling it «purposeful. «
«I think it’s a common element in a lot of this administration,» he said.
Republican consultant Gianno Caldwell told ABC News there are questions surrounding Carson’s qualifications for the post, but added that Carson has been preparing for weeks.
“They have been prepping for weeks and meeting with members of Congress on the Hill since he got nominated,» Caldwell said. «They are very excited, there are lot of folks that believe he’s going to do a very good job – put together an excellent team, there are questions surrounding his qualifications – but he’s been prepping for weeks. «

Republican-led Senate takes first step to repeal ‘Obamacare’

NewsHubWASHINGTON (AP) — Congress is poised to complete its initial step toward dismantling President Barack Obama’s health care law, as Republicans divided over how to replace it face pressure from Donald Trump for quick action.
By a near party-line 51-48 vote early Thursday, the GOP -run Senate approved a budget that eases the way for action on subsequent repeal legislation as soon as next month.
The Republican-controlled House planned to complete the budget on Friday, even amid misgivings by some GOP lawmakers. Aiming to build momentum, the office of House Speaker Paul Ryan, R-Wis., distributed an email underscoring support for the measure by the conservative group Heritage Action.
“We must act quickly to bring relief to the American people,” said Senate Majority Leader Mitch McConnell, R-Ky.
The president-elect oozed confidence at a news conference on Wednesday, promising his incoming administration would soon reveal a plan to both repeal so-called Obamacare and replace it with legislation to “get health care taken care of in this country.”
“We’re going to do repeal and replace, very complicated stuff,” Trump told reporters, adding that both elements would pass virtually at the same time. That promise, however, will be almost impossible to fulfill in the complicated web of Congress, where GOP leaders must navigate complex Senate rules, united Democratic opposition and substantive policy disagreements among Republicans.
Passage of Thursday’s measure would permit follow-up legislation to escape the threat of a filibuster by Senate Democrats. Republicans are not close to agreement among themselves on what any Obamacare replacement would look like, however.
Republicans plan to get legislation voiding Obama’s law and replacing parts of it to Trump by the end of February, House Majority Leader Kevin McCarthy, R-Calif., said Wednesday on “The Hugh Hewitt Show,” a conservative radio program. Other Republicans have said they expect the process to take longer.
The 2010 law extended health insurance to some 20 million Americans, prevented insurers from denying coverage for pre-existing conditions and steered billions of dollars to states for the Medicaid health program for the poor. Republicans fought the effort tooth and nail and voter opposition to Obamacare helped carry the party to impressive wins in 2010, 2014 and last year.
Thursday’s Senate procedural vote will set up special budget rules that will allow the repeal vote to take place with a simple majority in the 100-member Senate, instead of the 60 votes required to move most legislation.
That means Republicans, who control 52 seats, can push through repeal legislation without Democratic cooperation. They’re also discussing whether there are some elements of a replacement bill that could get through at the same time with a simple majority. But for many elements of a new health care law, Republicans are likely to need 60 votes and Democratic support, and at this point the two parties aren’t even talking.
Sen. Rand Paul of Kentucky, unhappy that the measure endorsed huge budget deficits, was the sole Republican to vote against it.
Increasing numbers of Republicans have expressed anxiety over obliterating the law without a replacement to show voters.
Sen. Susan Collins, R-Maine, said she wants at least to see “a detailed framework” of a GOP alternative health care plan before voting on repeal. She said Republicans would risk “people falling through the cracks or causing turmoil in insurance markets” if lawmakers voided Obama’s statute without a replacement in hand.
Collins was among a handful of Republicans to occasionally break ranks to support some Democratic amendments aimed at supporting such things as rural hospitals and a mandate to cover patients with pre-existing medical conditions. They were all shot down by majority Republicans anyway.
In the House, many members of the conservative Freedom Caucus were insisting on first learning details about what a GOP substitute would look like — or putting some elements of the replacement measure in the repeal bill.
“We need to be voting for a replacement plan at the same time that we vote for repeal,” said Rep. Mark Meadows, R-N. C., an influential conservative.
Some more moderate House Republicans were unhappy, too, including Rep. Tom MacArthur, R-N. J., a leader of GOP centrists in the House Tuesday Group. He said he would oppose the budget because there was too little information about the replacement, including whether people receiving expanded Medicaid coverage or health care subsidies under the existing law would be protected.
“We’re loading a gun here,” MacArthur said. “I want to know where it’s pointed before we start the process.”
