The Fed announced Wednesday it would start winding down its $4.5 trillion balance sheet in October. While the Fed left interest rates unchanged — as was widely expected — it indicated that one additional rate hike was probable this year. The central bank kept its forecast for interest rates in 2017 and 2018, but lowered its expectation for the number of rate hikes between now and 2019 by one.
Yields on the 10-year U. S. Treasury note rose to their highest levels since Aug. 8 on the news. The benchmark 10-year Treasury yield stood at 2.27 percent on Wednesday after climbing as high as 2.29 percent. Meanwhile, the two-year Treasury note yielded as high as 1.451 percent, touching its highest levels since 2008.
There were also foreign exchange moves following the announcement, with the dollar index, which tracks the greenback against a basket of currencies, rising to 92.447 at 6:57 a.m. HK/SIN. Against the Japanese currency, the dollar fetched 112.28 yen, its highest levels since mid-July.
“The Fed did not surprise, but the underlying signal was more hawkish than markets expected,” said David Plank, head of Australian economics at ANZ, in a note.
Stateside, most indexes closed higher on Wednesday as financial stocks made gains. The Dow Jones industrial average tacked on 0.19 percent, or 41.79 points, to close at 22,412.59 and the S&P 500 advanced 0.06 percent to end at 2,508.24. The Nasdaq ended the session lower, falling 0.08 percent to close at 6,456.04.
Back in Asia, futures suggested a subdued open for Japanese equities. Nikkei futures traded in Chicago were 0.02 percent higher at 20,315 while Osaka futures were off 0.2 percent at 20,270. Those compared to the benchmark index’s previous close of 20,310.46.
Australian SPI futures edged up 0.1 percent to 5,715 compared to the S&P/ASX 200’s Wednesday close of 5.709.091.
Malaysia and Indonesia markets are closed for holidays.
In corporate news, Japan’s Toshiba said Wednesday it would sell its memory chip unit to a consortium backed by Bain Capital. While Bain had brought SK Hynix in on the deal, Toshiba did not mention the South Korean chip maker in its announcement, Reuters reported. The deal would be worth around 2 trillion yen ($18 billion), Reuters added.
Meanwhile, Western Digital said it would be commencing arbitration against Toshiba through its subsidiaries. The U. S. data storage company, which is involved in joint ventures with Toshiba, had been part of another group that had attempted to buy the Japanese conglomerate’s flash memory unit.
The Bank of Japan is expected to issue a monetary policy statement on Thursday, and here’s the rest of the economic calendar for the day (all times in HK/SIN):
The Philippine and Taiwanese central banks also make rates decisions later in the day.

Woman charged in man's drug overdose death

Susanna Niemiec is charged with deliver of a controlled substance causing death
MANISTEE, MI — A 45-year-old Manistee woman has been charged in connection with the overdose death of a 23-year-old man.
Susanna Lee Niemiec was arraigned Wednesday, Sept. 20 in Manistee County District Court on a charge of delivery of a controlled substance causing death.
The charge carries a potential penalty of life in prison.
State police say Niemiec was charged after a lengthy investigation into the February death of a 23-year-old man in the 2300 block of Filer City Road in Filer Township.
He died of a suspected overdose.
Police said the case was reviewed by county prosecutors after detectives received an autopsy report and conducted several interviews.

Dominica knocked to its knees by Hurricane Maria's might

Hurricane Maria’s first victim was Dominica, and it was clear from a flight Wednesday over the island nation that the storm showed absolutely no mercy.
The rain forests appear to have vanished.
Communities also paid heavily, with roofs torn away, entire homes ripped open and debris littering the land like confetti. The breadth of the destruction is staggering — intact or untouched homes hard to find amid the chaos.
Prime Minister Roosevelt Skerrit said his country has been “devastated” by Maria, which continued its rampage Wednesday, causing widespread damage in Puerto Rico.
Maria tore the roof off the Prime Minister’s residence.
“I am honestly not preoccupied with physical damage at this time, because it is devastating …indeed, mind boggling,” Skerrit posted on Facebook. “My focus now is in rescuing the trapped and securing medical assistance for the injured.”
Green and blue replaced by a muddy brown
CNN saw little sign of activity during the flight — a handful of cars driving along a seaside road, but no one else from the air. The plane, which took off from neighboring Antigua and Barbuda, was unable to land on Dominica because the runways at the two airports had yet to be inspected.
Communications towers on hilltops have been snapped in two, explaining why gathering information from the island has been so difficult.
Dominica is mountainous and before Maria’s arrival there had been concerns about landslides. CNN saw evidence of dozens of them, although not in population centers. The usually blue green seas in many places are now a muddy brown from the earth swept down hillsides and into the water.
The island has an agriculture-based economy; sugar cane, banana plantations and citrus fruits are all grown here, and most of it is exported. All of that appears at first glance to have vanished; the potential loss of those resources and income will be devastating for the island and its people.
The island was developing a tourism sector based on those rain forests. But, now, waterfalls stand out from a brown and stark backdrop, rather than green and towering trees.
Little known about scope of casualties
Of course, the immediate concern among the government and relief agencies is Dominica’s residents. Little is known of their fate, although early reports indicate people are missing. Those with relatives and friends on Dominica are desperate for information about their fate.
The truth is, right now, no one knows much at all.
Philmore Mullin, head of Antigua and Barbuda’s National Office of Disaster Services, said relief efforts for the people of Dominica will be coordinated from the island of St. Lucia.
The plan, he told CNN, is to get search and rescue teams, as well as medical personnel and basic supplies such as water and plastic sheeting, to the island by nightfall Wednesday, with more relief flights to begin Thursday morning.
Mullin said reports from Dominica indicate the main hospital and police station had been damaged, along with the main communications networks. The only power is from generators and car batteries, he said
“The need is great,” Mullin says. “Damage is severe and widespread. We know of casualties, but not in detail. We’ve heard of many missing, but we just don’t know much at the moment.”

Как сообщалось, сегодня по итогам встречи ТКГ в Минске пресс-секретарь Кучмы сообщила, что украинская сторона настаивает на создании зоны безопасности вдоль неподконтрольной Украине части российско-украинской границы. Также украинская сторона напомнила, что Дебальцево должно находиться под контролем Украины.
Вместе с тем, участники минских переговоров от Украины требуют допустить международных экспертов для изучения возможных экологических последствий подтопления шахт на оккупированной Россией территории Донбасса.
Украинская сторона в Минске еще не получила ответа России на предложение об обмене заложников по формуле “309 на 87”.
Представители Украины продолжают требовать возвращения под юрисдикцию Украины захваченных боевиками предприятий и подчеркивают необходимость создания в рамках ТКГ новой рабочей подгруппы по вопросам границы.

Об этом, выступая на 72-й сессии Генассамблеи ООН, заявил глава Евросовета Дональд Туск, передает ” 112 Украина “.
“Евросоюз и ООН были созданы как ответ на варварство Второй мировой войны. Наш европейский приоритет всегда будет состоять в том, чтобы бороться со злом, насилием и беззаконием в международной жизни. В борьбе со злом Евросоюз и ООН не могут колебаться”, – сказал Туск.
По его словам, это относится к тем случаям, когда “черное и белое бывает ясным, как в отношении ядерного шантажа Северной Кореи и терроризма, так и агрессии против Украины”.
“Нам нужно продемонстрировать, что мы все еще можем видеть различие между добром и злом, иногда для этого требуется смелость. ООН не должна трусливо искать компромиссы со злом, а должна мобилизовать мировое сообщество в борьбе с ним”, – резюмировал глава Евросовета.

В Киеве, перед зданием Администрации президента лишенный украинского гражданства политик Михаил Саакашвили выступил перед своими сторонниками, которых собралось человек 300. Его также внимательно слушали народные депутаты Юрий Деревянко и Сергей Лещенко. Он заявил, что штаб его политической силы расположится в Черкассы. These groups are not happy with the latest Obamacare repeal effort

Doctors, hospitals, patients and insurers are all lining up to oppose the latest Republican effort to repeal Obamacare. Here’s a list.
On Wednesday, the two major health insurance industry associations voiced their concerns about the legislation, which would jettison several major Obamacare provisions and curtail federal support of Medicaid. They fear the bill would hurt consumers and patients by destabilizing the individual market and weakening Medicaid.
“The bill contains provisions that would allow states to waive key consumer protections, as well as undermine safeguards for those with pre-existing medical conditions,” the Blue Cross Blue Shield Association wrote in a statement. “The legislation reduces funding for many states significantly and would increase uncertainty in the marketplace, making coverage more expensive and jeopardizing Americans’ choice of health plans.”

America’s Health Insurance Plans was even more explicit, saying it cannot support the proposal authored by Senators Lindsey Graham of South Carolina and Bill Cassidy of Louisiana.
These two groups join a lengthy list of doctor, hospital and patient advocacy associations that are slamming the bill. Most of them were also opposed to the repeal measure that passed the House in May and the one that failed in the Senate in July.
The legislation would eliminate federal funding for Medicaid expansion and for Obamacare subsidies that lower premiums, deductibles and co-pays in 2020. Instead, states would receive a lump sum of money annually through 2026 that they could use in a variety of ways to lower costs and help consumers pay for coverage.

The bill would also allow states to waive several key Obamacare protections for those with pre-existing conditions. While insurers would still have to provide coverage to everyone, states could let carriers charge enrollees more based on their medical history. The legislation also would eliminate Obamacare’s essential health benefits provision, which mandates insurers cover an array of services, including hospitalization, maternity care, prescription drugs, mental health and substance abuse services.
Like its predecessor repeal bills in the House and Senate, the Graham-Cassidy version would repeal the individual and employer mandates. It also would reduce federal support for the overall Medicaid program by sending states a fixed amount per enrollee, known as a per-capita cap, or a lump sum, known as a block grant.

All this could leave millions of people without coverage, warn the American Medical Association and American Hospital Association, which say Congress should work in a bipartisan manner to improve the nation’s health care system.

The tweet comes ahead of the closely watched Tuesday election, when Strange will face off against former Alabama Supreme Court Justice Roy Moore.
Trump endorsed Strange in August ahead of the initial Republican primary, a move that dealt a victory to Senate Majority Leader Mitch McConnell (R-Ky.), who has indicated Strange is his pick in the election.
Meanwhile, former White House chief strategist Stephen Bannon is backing Moore, a move that breaks with his old boss. Bannon’s Breitbart News, which he returned to after departing from the White House, is also supporting the former Alabama judge.
Trump is slated to campaign in Huntsville, Ala. for Strange on Saturday, while former White House aide Sebastian Gorka will campaign for Moore this weekend. Gorka also previously worked for Breitbart News as the website’s national security editor.
The race, which pits Trump against one of his former top advisors, also pits the conservative Moore against Strange, who is viewed as the establishment candidate by those seeking his ouster.

South Carolina: Call for a monument to black Civil War hero

COLUMBIA, S. C. (AP) — A call to honor a black Civil War hero with a monument at the South Carolina Statehouse grounds, onetime epicenter of a groundswell movement to rid communities of Confederate symbols, is being made by two lawmakers in a bid to encourage consensus-building in a nation divided by the issue.
Two state senators — a black Democrat and a white Republican — announced their proposal Wednesday to memorialize Robert Smalls, who in 1862 hijacked a Confederate supply ship he worked on, steered his family to freedom and delivered the ammunition-laden vessel to the Union. If approved, Smalls’ would be the first monument on Statehouse grounds to an individual African-American in South Carolina, which removed the Confederate flag from those grounds in 2015 after a mass shooting by an avowed white supremacist.
“Robert Smalls was both a warrior and peacemaker, both a combative and kind man who accomplished incredible feats,” said Republican state Sen. Greg Gregory, who noted Smalls’ titles after the war included state lawmaker and five-term congressman. “Unfortunately, few people know of this man — one of our greatest citizens — and we’re seeking to change that.”
Moves to strip Confederate symbols from U. S. communities by those who see them as hated symbols of racism and slavery have triggered impassioned national debate and even violence like that arising from a white nationalist protest in Charlottesville, Virginia, over a Robert E. Lee statue. Others see such symbols as proud reminders of Southern heritage and ancestors who fought in the war.
In South Carolina, a 2000 legislative compromise that took the Confederate battle flag off the Statehouse dome and put it beside a memorial on the Statehouse’s front lawn also built a monument that broadly portrays centuries of African-American history in the state. That compromise also removed rebel flags from both chambers and barred altering any public monument that honors historic figures or events without overwhelming legislative approval.
Still, the Confederate flag debate was far from settled. But lawmakers of both parties refused to revisit the issue until the 2015 death of nine black parishioners at a historic Charleston church prompted them to remove the flag altogether.
Church gunman Dylann Roof, now on federal death row, was seen brandishing a Confederate flag in photographs that surfaced after his arrest.
Sen. Darrell Jackson, D-Columbia, said he’s long wanted Statehouse grounds to recognize the role of the hundreds of African-American politicians who served statewide during Reconstruction, particularly Smalls.
He added the proposal is independent of calls to remove or alter other monuments around the state. He still intends to re-file a bill proposing to change the state’s “Heritage Act” — the 2000 compromise — to let local leaders make their own decisions about historical monuments in their communities. But he doesn’t want that wrapped into the discussion on honoring Smalls.
“I’d rather spend my time building a monument than any time tearing down monuments,” Jackson said. “History is not always good. Sometimes it’s good. Sometimes it’s bad, and sometimes it’s ugly, but it’s history, and it’s important to tell the whole story.”
One Statehouse monument some have called for removing or changing is a statue of “Pitchfork” Ben Tillman, governor from 1890 to 1894 and then a U. S. senator. The inscription on Tillman’s statue tells visitors he founded two universities as a “friend and leader of the common people.” But it says nothing about his rise in power by the killing of black Republicans or his role in creating the Jim Crow-era of Southern segregation — white supremacy policies that Smalls opposed.
After the flag’s removal, House Speaker Jay Lucas vowed there won’t be any further debate on amending the Heritage Act on his watch. His spokeswoman didn’t immediately respond to the senators’ proposal.
House Minority Leader Todd Rutherford, D-Columbia, said a bill honoring Smalls should stand on its own.
“I think that’s awesome,” he said, adding he only regrets that he didn’t think of it first.
Rutherford, who is black, said he recently learned all that Smalls accomplished during a visit to Beaufort County, where Smalls was born a slave and later purchased his former owner’s home.
Smalls’ great-great grandson, Michael B. Moore, grew up hearing his grandmother’s accounts of Smalls. He noted his famous ancestor took in his former owner’s wife — who had dementia and still thought the property hers — letting her occupy the master bedroom until her death.
“We happen to be in a political climate that’s very partisan and where people are often at each other’s throats,” said Moore, of Charleston, adding Smalls’ compassion on the former owner’s wife was telling. “To think about Robert in the way he acknowledged the humanity of this woman and embraced her in the way he did, that’s something we can all learn from.”
